CFP Symposium in Diyarbakir, November 15-18, 2005

II. INTERNATIONAL SYMPOSIUM ON DIYARBAKIR:
From the Ottoman Empire to the Establishment of the Republic of Turkey

November 15 – 18, 2006, Diyarbakir

Organizer: TOBB Economics and Technology University, Ankara (www.etu.edu.tr)

Diyarbakir is located on a transition zone connecting Anatolia with Mesopotamia. Thus it contains a rich historical and cultural heritage. In the upcoming interdisciplinary symposium the history of Diyarbakir (Sanjaq of Amid) will be explored from a wide range of scholarly viewpoints by focusing on issues of its multiple relationships. The conference intends to examine the general historical and cultural outlines of Diyarbakir. We would like especially to invite proposals for papers that break new grounds and involve new methodology on the subject.

The Governorship of Diyarbakir will meet travel expenses and accommodation. Touristic visits in and around Diyarbakir will take place following the symposium.

All abstracts should be submitted to the address below via e mail no later than March 7, 2006.

Abstracts should not exceed 250 words. The abstracts of the papers will be scrutinized by the organizing committee, and the participants will be informed until April, 15, 2006. The language of the Symposium is Turkish and English. The papers will be published as a book.

INTERNATIONAL SUMMER SCHOOL IN BALTIC SEA REGION STUDIES

MARE EUROPAEUM INTERNATIONAL SUMMER SCHOOL
IN BALTIC SEA REGION STUDIES JULY 23 - AUGUST 6, 2006 COPENHAGEN (DENMARK) - TURKU (FINLAND) - BERLIN (GERMANY) Europe is surrounded by many seas, but there is only one sea entirely surrounded by Europe - the Baltic Sea. Students worldwide who wish to learn more about the history, politics, economy and culture of this MARE EUROPAEUM ("Europe's Sea") are invited to participate in an international summer school in Baltic Sea Region Studies hosted by the universities of Copenhagen (Denmark), Turku (Finland), and Berlin (Germany) during two weeks in
July and August 2006.

The Baltic Sea Region: Europe in a Nutshell

The Baltic Sea constitutes a distinctive region in the north-eastern corner of Europe stretching from Germany and Poland at its southern rim to the Nordic countries of Denmark, Sweden and Finland in the north-west, and Russia plus the Baltic states of Estonia, Latvia and Lithuania in the east.
Being a transnational region, the Baltic Sea provides a representative cross-section of today's Europe. It connects 'old' with 'new' Europeans inside the European Union, and both with Russia outside the EU but firmly integrated in the Baltic Sea co-operation. It links Europe's wealthiest societies with some of the continent's poorest regions, and it combines some of the most matured democracies in Europe with some of the youngest. Studying the Baltic Sea region thus means
getting acquainted with Europe in a nutshell.
Furthermore, the Baltic Sea Region is a European model area in several respects. It can be studied as a successful example of regional co-operation at both governmental and non-governmental levels, fostering peaceful transformation towards democracy and market economy. It has also become one of Europe's most dynamic areas of trade and economic growth and, last but not least, the Baltic Sea Region can boast to have the highest density of higher education and scientific
institutions in the world.

Teaching Programme
The MARE EUROPAEUM summer school offers a comprehensive introduction to the politics, history, economy, and culture of the Baltic Sea Region. Each day of the summer school will be dedicated to a particular subject area of regional co-operation taught by renowned experts in their respective fields. A preliminary teaching programme is already available.

Eligibility
Participation in the MARE EUROPAEUM summer school is open to graduate and postgraduate students worldwide, except for citizens of European Union member states and EU candidate countries (i.e. Bulgaria, Romania, Turkey, Croatia). The summer school is addressed to students holding a university degree in the humanities / political and social sciences, history, law, business administration and economics as well as Scandinavian, Nordic or Baltic studies. Previous knowledge of the Baltic Sea region is welcomed but not required. An outstanding study record on the other hand is as crucial as excellent proficiency in English.

Financial Aid
The MARE EUROPAEUM summer school is free of charge. A limited number of scholarships is available for selected applicants who will receive full compensation for their travel expenses as well as for accommodation and health insurance costs during their stay in Europe.

Application Procedure
The participants of the MARE EUROPAEUM summer school will be selected through a competition on the basis of written applications. You find all details in the Application Manual. Application letters must be sent to us by post before February 13, 2006 (last date of receipt). Applicants chosen for participation will be informed by April 1, 2006.

Summer School Norway

June 19 - August 11

Aim
The aim of the European Integration Summer School is to provide students with empirical updated knowledge and new analytical models of the economic, political and social integration of Europe. It brings together leading academics from the disciplines of political science, law, economics and cultural studies to reflect on the key theoretical and policy issues arising from the new phase of integration in Europe. The programme is organised around two courses equal to 15 ECTS credits each:

ST-401 History, institutions and policies of European integration (15 ECTS)

ST-402 Current issues in the European Union (15 ECTS)


Admission
In order to be admitted to the programme the applicant must meet the basic requirements for admission to Norwegian universities and colleges. The applicant must have a bachelor degree or 180 study points, whereas 90 study points within relevant subjects.

Syllabus
The students will have to read approximately 2000 pages in relation to the two courses (approx. 1000 each). The literature will be in English and mainly consist of text books. Articles and primary sources and teaching material will be collected in a compendium for sale one month before the programme starts.

Bucerius Summer School on Global Governance

The Bucerius Summer School on Global Governance is a two-week seminar. Its overall aim is to foster leadership qualities in young professionals by opening a cross-border dialogue on current political, economic, social and juridicial questions. Participants will be inspired by – and will learn from – high-profile speakers who are eminent public figures in politics, business, academia and the NGO sphere.

The Bucerius Summer School on Global Governance harks back to Henry Kissinger's renowned International Summer Seminar at Harvard University. In the 1960s, Kissinger brought together young leaders from all over the world for a summer course of debates and lectures. Many of the seminar’s alumni and alumnae rose to important national or international positions.

The next Bucerius Summer Scholl on Global Governance will take place from August 13 to August 27, 2006 in Hamburg, Berlin and Paderborn.

Participants of the Bucerius Summer School on Global Governance will be particularly successful young managers, politicians, journalists, academics and NGO representatives between the age of 28 and 35 who have already acquired some professional experience and show particular promise in their respective fields of endeavor. Excellent knowledge of the English language is expected.
Applicants must be nominated by a contact person authorized by the ZEIT-Stiftung Ebelin und Gerd Bucerius. This is a highly selective program; if you have been nominated, it means that you can apply, but it does not mean that you will necessarily be accepted. In mid-March, a Selection Committee headed by Dr. Theo Sommer, Editor-at-Large, DIE ZEIT, and Dean of the Bucerius Summer School will invite about approximately 55 applicants for next year’s Bucerius Summer School.
Names and addresses of the ZEIT-Stiftung\'s contact persons will not be communicated to potential applicants since this would counteract the nomination process. However, contact persons are: Professors (Law, Political Science, Humanities), CEOs of transnational companies, NGOs, Heads and Ministers of State as well as Members of Parliament virtually all over the world (more than 1,000 contact persons). Summer School "Good Governance in Times of Globalization vs. Borderline Clashes in the 21st Century" June 5 - June 20, 2006 The EUROPEAN BUSINESS SCHOOL (ebs) is offering a summer school entitled "Good Governance in Times of Globalization vs. Borderline Clashes in the 21st Century" from June 5 to June 20, 2006.
The course takes place on the beautiful campus of the ebs in Oestrich-Winkel, located close to Frankfurt in the valley of the Rhine River. In the two-week program, directed by Professor Dr. Joachim Ahrens, we focus on topics such as:

Good Governance and Economic Development
Hegemonic USA and the Islamic Countries: Clash of Civilizations?
Post-Colonialism and the Role of the UN: The Case of Cyprus
While the majority of classes are held on campus, an optional four-day excursion to Cyprus will complement theoretical discussions by providing insights into real-world politics.
The course is designed for graduate and post-graduate students of political science, economics, business studies, sociology, and regional studies.
Aims of the Summer School Governance is a much-used buzzword that eludes clear-cut definitions. Our summer school aims at narrowing down the multitude of abstract definitions of governance into a tangible reality.
We focus on questions of political governance in times of globalization, which are also times of emerging, increasing, and escalating conflicts on local, regional, national, and international levels.
Conflicts will be analyzed as borderline clashes with a main focus on latent and manifest tensions in the Meditteranean area. Special attention will be paid on Turkey with its exceptional geographical position: belonging to Europe as well as Asia, the Balkans, the Middle East, and the Caucasus. Especially for the European governance context, the political recognition of Cyprus by Turkey plays a major role.
By inviting students from diverse disciplinary and cultural backgrounds, we expect exciting and controversial discussions to broaden our view on governance issues.
Certificate and Credits Students who are taking the final exam will receive a graded certificate. For this summer school, a maximum of 4 ECTS credits (including Cyprus-trip) is available.
Attendance at all lectures AND the Cyprus-trip is required to obtain 4 ECTS credits. Students who take the final exam, but do not wish to participate in the study trip, can earn 3 ECTS credits.

Financial support JSS16-Scholarships
The 16th Jyväskylä Summer School will allocate 30 grants for the Summer
School students. A grant will cover the accommodation fee in a student apartment over the duration of the selected courses and travelling expenses up to 100 euros. These grants can be applied by all students despite the country of origin. Guidelines for applying can be found below.

INTAS-Grants
The 16th Jyväskylä Summer School has received financial support from INTAS - International Association for the Promotion of Co-operation with Scientists from the New Independent States of the Former Soviet Union (www.intas.be) INTAS grant will be used to support 30 young scientists (graduate students, PhD students or post-doctoral students) from the New Independent States (NIS, see the list of countries below*) in the age range of 20 to 35 years. INTAS support is not offered to undergraduate students. The young scientists must be permanently living in one of the NIS and be NIS citizens. NIS scientists with a permanent residence outside the NIS or with a temporary research position lasting longer than 6 months outside the NIS at the time of the Summer School are not eligible to receive INTAS support. The INTAS grant will cover:

• Travel from the place of living in the NIS to the Summer School in Jyväskylä, Finland, and return at the cheapest economy rate and visa and insurance related to the travel.
• Accommodation in the student apartment during the chosen courses
and daily allowance for meals.

*NIS - The New Independent States of the former Soviet Union: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan

CfP: Gender Stereotypes in Media in SEE

GENDER STEREOTYPES IN MEDIA:
REPRESENTATION OF WOMEN IN PRINT MEDIA IN SOUTHEAST EUROPE

The Mediacentar Sarajevo is conducting a comprehensive research project focusing on the issue of gender stereotype roles, methods and strategies of discrimination against women in print media in Southeast Europe. Countries covered by the project are Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia and Serbia and Montenegro, including Kosovo.

Publication of a book on media portrayal of women in the countries of Southeast Europe, with contributions by authors from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia and Serbia and Montenegro, including Kosovo, is planned for the end of 2006.

The research is imagined to be a critical reflection of ideological pattern that nowadays governs the ways of presenting women in print media.

The total of 9 research papers / articles will be published, with at least one author coming from each of the above listed countries that are included in this project.

DETAILS OF THE INVITATION TO CONTRIBUTORS

Mediacentar Sarajevo invites researchers / gender activists / media professionals, to propose articles/ research papers that would provide in-depth insight into the patterns of media representation of women in the print media in their societies.

A. GUIDELINES FOR PAPER PROPOSALS
• Proposals must be written in one of the following languages: English, Bosnian, Croatian or Serbian
• Proposals should not be longer than 5000 characters.
• Proposals should describe the following:
- Definition of the topic of the article
- Methodological approach
- List of core literature and sources to be used in writing the paper
• Proposals must relate to original work of the author that is to be undertaken specifically for this project. Mediacentar Sarajevo will not accept proposals for research papers / articles which, at the time of submission, are under review for or have already been published or accepted for publication in a journal, conference or another publication
• Proposals should be sent to Mediacentar Sarajevo no later than March 1, 2006:

B. ELIGIBILITY OF AUTHORS
Authors must fulfill following criteria:
• Be citizens of one of the following countries: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia and Serbia and Montenegro, including Kosovo
• Have a strong track-record in research and publishing in gender related issues and / or in media-related issues
• Are fluent in one of the following languages: English, Bosnian, Croatian or Serbian

We are interested in articles that would cover some of the following specific topics:

• The specificity of the gender stereotyping in the daily newspapers;
• Ghettoisation of women in „Women pages";
• Visual aspect of the women representation in the print media (photography and gender stereotypes)
• Women and advertising / advertising and gender stereotypes;
• Women visibility in print media;
• Representation of women in topics that cover trafficking and the gender violence;
• Women and the notion of Nation in the media / Gender and ethnicity;
• The role of women voices in the newspapers;
• Women roles in the media: Mother / Victim / Sex object;
• Women, age, class and the media;

Romanian Angel Appeal Foundation is looking to explore possibilities of cooperation with AIDS organizations in Bulgaria, Moldova and Turkey, as partner in an transnational project proposed to be financed under MINERVA Action of SOCRATES Programmes, Directorate Generale Education and Training, European Commission.

The project aims to explore the possibilities of using Open and Distance Learning (ODL) in providing Continuing Medical Education for HIV/AIDS healthcare in Eastern European region (project partners from Bulgaria, Turcia and Moldova). The project use the best practice that Romanian Angel Appeal Foundation (RAA) has developed, starting from a pioneering pilot runned with support and cooperation from UNAIDS
Romania, Global Fund to Fight AIDS and other major funders of RAA: the www.HIVability.ro internet E-learning platform, that has become in less than two years a model of success with accreditted courses and more than 40,000 active learners.

Our best practice has been nominated at several international and national awards and has been winner of significant international and national recognitions, as of Winner of Romanian National E-Content Award and Nominated Finalist for Word Summit of the Information Society Award (WSIS).

The proposed project will support the exchange of ideas and experience of the use of existing HIVability technology as a model platform for partner institutions in Bulgaria, Turcia and Moldova. Policy makers, academics, civil society leaders, government officials, civil servants, business and community leaders, and other decision-making persons or experts involved in combating HIV/AIDS epidemic will be
networked toghether with a view to exchange RAA experience on using HIVability Elearning platfom for CME.

Our project objective is to encourage the establishment of links between these targeted groups in order to enhance ODL in continuing medical education on HIV/AIDS. The intended results are a series of information sessions and workshops, working meetings with various stakeholders, and a final regional conference. The outputs include a HIVability Project dissemination guide on CD-rom, a pilot version of
HIVability tested for Bulgaria, Modova and Turcia, as well as a comparative study on the use of ICT in healthcare education.

The structural development impact of the project is envisaged in changing relationships emerged at the health management level toward the promotion of ITCs use for health training development. The social development impact of the project is envisaged in increasing access to information on HIV/AIDS for healthcare workers, especially general and family practitioners, and through them, in increasing access to information for the general public and enhancing their medical care needs, making HIV/AIDS related counseling and information a part of the basic healthcare services in Romania, with a view to limit the spread of HIV/AIDS nation-wide.

Project justification stands upon the low but increasing AIDS incidence in east-European countries. One of the greatest barriers to optimal care of HIV infected patients in developing countries is the lack of sufficient education among medicine specialists. In a study conducted by Romanian Angel Appeal in 2002, in Romania, while
organizing a HIV prevention course in medical practice, from a total number of 1326 nurses, a number of 828 (70%) have never attended any course on HIV prevention in medical practice. Similarly, from 1190 medical college students, 846 (64.4o%) reporting that they never attended any course of HIV prevention prior to that date.

Romanian Angel Appeal Foundation is one of the largest non-governmental organization in Romania implementor of Global Funds to Fight AIDS, Tuberculosis and Malaria activities in Romania. RAA was established in 1990 in London and Los Angeles, and registered in Romania in 1991. Through its projects, RAA focuses on improving the medical, social and psychological services offered to people in need,
especially children and young people affected by HIV/AIDS, by providing direct services, developing education programmes for specialists active in the field (physicians, nurses, psychologists, social workers), and implementing education and prevention campaigns. RAA is a member of ICASO, EUROCASO and several networks active in various fields of healthcare addressing seropositive youth. RAA offers tehnical support for UNDP Romania to review the National AIDS Strategy. RAA is a member of the National Commission for Supervision, Control and Prevention of HIV/AIDS Cases, which was established through the decree no. 119 / 09.05.2003 of the Prime Minister.

The Staff of the East European Studies (EES) program at the Woodrow Wilson International Center for Scholars would like to ask for your help in recruiting applicants for the 20th Annual Junior Scholars Training Seminar (JSTS). As you may know, this conference brings graduate students and postgraduate students together with leading scholars in the field to discuss their research and the state of the field. The Junior Scholars' Training Seminar is supported by the Program for Research and Training on Eastern Europe and the Independent States of the Former Soviet Union (Title VIII) of the United States Department of State. This seminar,
cosponsored by EES and the Committee on East European Studies of the American
Council of Learned Societies (ACLS), is held annually in August at the Aspen
Institute’s Wye Conference Center in southern Maryland. It is the only inter-disciplinary, national meeting devoted solely to building American scholarship on the region Central Europe and the Balkans. Junior scholars are chosen through a national, peer-reviewed competition to select 16-18 junior scholars in the social sciences and humanities.

JSTS is a unique opportunity for junior scholars as it offers a inter-disciplinary perspective. Throughout the meeting, junior scholars take turns presenting their research to their peers and Senior Scholars. This gives them the opportunity to receive feedback on their work, not only from renowned scholars in the field, but also their peers from different disciplines. Junior scholars leave the meeting with a better understanding of where their research fits in the larger field of East European studies. JSTS also helps them develop a network of junior and senior scholars with whom they can continue to collaborate. Thus, junior scholars obtain a
firmer footing in the field for planning their academic or government service careers. With an alumni pool of more than 300 scholars and the seminar now in its 20th year, JSTS has played an important role in the field of East European studies throughout the United States.

An indication of the value of the JSTS program can be discerned from a selection of the evaluations submitted by the recent participants:

The whole JSTS experience was a unique opportunity to get feedback on my work from individuals who know a great deal about the part of the world that I study. This is often not the case when I interact with other political scientists or with colleagues at a disciple-focused conference. I had the opportunity at JSTS to have much longer conversations than would have been possible at these other venues and in a more relaxed environment. I also got to see what work other young scholars were producing in various fields, since at inter-disciplinary conferences, I rarely attend history or sociology panels.

No one in the corporate or policy world underestimates the power of “face time” and “networking,” and this is just as necessary for scholars and academics. Call for Partners-Cameroon-Europe Youth Exchange Programme

The Cameroon-Europe youth exchange programme provides mobility to young Europeans who would like to visit Cameroon where they will share ideas and best practices, build their capacities through skill building and leadership, and engage in the development of youth partnerships. They will discuss and develop effective youth-friendly strategies for some of the important issues youth face throughout the world-issues such as HIV/AIDS, environment, peace building and economic development. They also have the opportunity to learn and speak English and French as second language and explore the rich culture of Cameroon through visits to three major
cities.

The ten day program will take place from 24 April-3 May 2006 and the cost is 700 Euro.

The Cameroon-Europe youth programme is sponsored by the Cameroon Association for the Protection and Education of the Child (CAPEC). Since its inception in 2002, the organization has been working with children/youths, parents, Government bodies and intergovernmental bodies in the promotion of youth affairs. It works to identify the need of youths especially the rural youths, the underprivileged through participatory
approach.

Seeking Queer Alliances: Resisting Dominant Discourses and Institutions 7th international queer studies conference

As the political climate in many parts of the world turns increasingly conservative, we are asking whether a concept such as global homophobia may be a useful analytical and/or political tool, and—as a correlate question—whether queer concepts travel well across political borders and geo-cultural spaces.

Do dominant discourses that include neo-liberalism as well as fundamentalisms of all kinds, and dominant institutions spanning the state as well as churches, require distinct forms of counterpractice? How to reclaim discourse appropriated by the
dominant institutions?

What are and what could such practices of resistance be? To what extent may our experiences of LGBTQ subjugation and LGBTQ resistance be shared and also used to mutual advantage? Who may our dialogue partners be for such sharing? What alliances have been formed, and in which locations, for purposes of political activism and for
achieving particular strategic aims? What is the place of feminist concepts in queer theory?

How is queer theory reflected in political activism, and how have particular theoretical concepts been adopted for political practice in different cultural contexts? How do activists serve as theorists, how do theorists serve as political practitioners, and how does the relationship between those functions manifest itself across contexts?

What is the role of mutual respect and self-respect in the forming of queer/LGBTQ alliances across cultural spaces? What are some internal and external obstacles to communication among queers occupying different social and geographical spaces? What role does the category of gender play in those different places? And what are the factors of cohesion from one alliance to another?

We wish to ask those questions, and others, in the context of the translatability of queer concepts across cultural and linguistic spaces, as well as the translatability between the analytical and the practical uses to which these concepts are put.
As far the format of the conference is concerned, there will be twelve 90-minute sessions over the course of two days, and a two-hour summing up discussion at the end of each day. We would like each of the 90-minute sessions to be hosted by individuals or teams ("session leaders") who will be responsible for the theme and form of the session, e.g. workshop, roundtable discussion, conventional panel, panel consisting of several short statements (or "postcards") followed by a discussion, or any other format. I.S.E.O. Institute (Institute for Studies on Economics and Employment), is a no-profit association, founded in 1998 and chaired until his death, by Prof Franco Modigliani, Nobel laureate for economic sciences 1985. I.S.E.O. Institute is now under the chairmanship of Prof. Robert M. Solow, Nobel laureate for economic sciences in 1987.

The association’s main purpose is the organization of meetings and publications to promote the study of economic and social sciences, focusing on topical issues related to employment and to any cultural or social matter, directly or indirectly connected with development and employment.

Qualifications
The programme is designed for young researchers and teachers in the social sciences field. Applicants must:
* be Ph.D. graduates at the time of taking up the fellowship;
* be under 37 years old;
* have the ability to prepare and lead a course at the undergraduate level and have at least some experience in conducting such a course in the following social sciences fields: international relations and European studies, media studies and journalism, political science, psychology, social work and public policy, socially-oriented environmental studies, sociology, social anthropology, gender studies;
* have completed at least a three-month stay at a Western university or research institute.

We offer

* a fellowship in the amount of 16,500 CZK (equivalent to about 530 EUR) per month for the length of the stay;
* accommodation free of charge;
* office space at the Faculty with a personal computer and free internet connection and e-mail;
* a stimulating environment supporting mutual co-operation with fellows at the Faculty of Social Studies.

Obligations

* teaching two one-term courses in the autumn and spring terms, at the undergraduate level. Courses at the Faculty of Social Sciences last 12 weeks with one two-hour block of classes or seminars per week for each course. The proposed courses must fit the university curriculum in any of the mentioned disciplines. Proposals can be for courses on basic subject matter (basic theory of the discipline, historical overviews of the development of theory, methodological courses), as well as more specifically oriented courses relating to the applicant's interest and research orientation;
* openness to students' requirements and needs, and two regular consultation hours per week;
* presentation of applicant's own research work at the lecturers' seminar once each term;
* permanent presence in Brno with no planned absence exceeding four weeks for the duration of the fellowship, and organised in such a way as not to affect the teaching.

Human Rights Advocates Programme 2006 at Columbia University (USA)

I am delighted to announce that the application for the 2006 session of the annual Human Rights Advocates Program (HRAP) at Columbia University is now available. I would like to take this opportunity to ask you to disseminate this information and application to human rights advocates based in the Global South as well as grassroots
activists in the United States. The Program, Human Rights Advocacy and the Global Economy, is exclusively for activists working on problems that result from the impacts of the global economic system. The Program features a four-month residency at Columbia University in New York City with a structured curriculum of advocacy, networking, skills-building, and academic coursework.

The Program is designed for lawyers, journalists, teachers, community organizers, and other human rights activists working with non-governmental organizations who work on human rights issues. Full-time students or government officials will not be considered. This extremely competitive program will admit up to ten applicants. The program will take place from the middle of August to the middle of December 2006.

As we progress through the 21st Century we must craft public policies that address inequalities in workforces in order for individual workers to have the opportunities to reach economic self-sufficiency, and also for countries to be economically competitive in a global marketplace. Yet many workers, particularly those in marginalized populations (based on race, gender, educational attainment, age, disability, etc; along with the intersections of these identities) are not provided with opportunities to gain the education and skills needed to succeed.
Specifically there has been much research documenting the changing skill needs and
educational requirements of local and global labor markets. Yet the articulation of the ways in which members of society can attain the education and skills training needed, and the role of the public sector to facilitate that process effectively is often left unclear. Central to this is that public policy needs a clear understanding of the nexus between education and employment throughout a worker's lifetime, and what barriers exist for groups of workers to attain that education. Simply put, although public policy must find ways to direct education and skills training to all workers, often the needs of marginalized populations are not fully understood or addressed by policy.

This special issue seeks contributions that address innovative ways that public policy can be crafted in order to "democratize access" to education and skills training (defined broadly to include such forms of education as: basic literacy, industry specific skills, college, and advanced education) to all populations. We welcome papers that use interdisciplinary frameworks, and represent different methodologies, countries, labor market policies, and educational policies. Among other ideas, questions can focus on:

1.. What are the ways that public sector policy can facilitate skills training and education to marginalized groups? What are some public policy programs that have provided access to education to marginalized groups? What is the effect of these policies on educational and skills attainment of these groups?
2.. How can/does public policy respond to the needs of changing global marketplaces?
3.. To what extent are existing public policy programs around education and employment outdated and discriminatory?
4.. How can understandings of inequality inform public policy surrounding education and employment?
5.. How can/does the public sector promote and/or hinder education and training for marginalized groups?
6.. How do work and family demands affect individuals' access to education? How can public policy address them?
7.. What is the role of academics in informing public policy around education, employment, and inequality?

MEPP is a one-year full-time postgraduate political science programme with a strong orientation to public administration, and accredited by the European Association for Public Administration Accreditation (EAPAA).

The main objective of MEPP is to combine academic excellence in the comparative study of public sector structures, policy-making and administration within Europe, with a continuing concern for the practical challenges professionals in policy, administrative and consultative functions face at the sub-state, state and EU level.

MEPP has an explicit European and comparative orientation, which includes the study of institutions, decision-making and policies of the European Union on the one hand, and the analysis of convergence and divergence of public sector problems and solutions in European countries on the other hand. In promoting comparative approaches MEPP not only seeks to strengthen cognitive capacities and
analytical skills, but also to foster an open-minded attitude to diversity.

The MEPP programme is part of a wider European Master of Public Administration (EMPA) network, comprising nine European universities. Building on the respective strengths and potentials of the institutions, these universities have developed a framework for outstanding research and well-structured and closely supervised
student exchanges. MEPP students are offered the possibility to continue the second semester of their study programme to one of the MEPP partner universities, receiving a travel reimbursement and exempted from paying any additional registration fees. Successful students will be awarded an EMPA certificate, signed by both the
home university and the partner institution.

Workshop/Audition for dancers in February, Belgrade

Charles Linehan, the eminent choreographer from UK, will give a workshop for contemporary dancers and choreographers in Belgrade from 13th till 25th February. Workshop is supported by British Council and Dom Omladine and organised by STATION Service for Contemporary Dance Belgrade. This workshop will be the audition for the performance which will Charles Linehan create for the dancers from Serbia&Montenegro and from the region (Romania, Bulgaria, Croatia, Macedonia, Bosnia and Albania). There will be two working / rehearsal periods. The first in July and the second in August, followed by the premiere.

Four selected applicants form the region will have covered accommodation costs during the workshop by British Council office in Belgrade. These participants should be available in two-three weeks rehearsal periods in July and August ( information about the dates will be available soon). Selection for the workshop will be made upon

Gender and Peacebuilding -Advanced International Training Programme

This course offers an introduction to gender studies, analysis of the complex relationships between gender and social constructions and between gender, race and class privileges. During the course we will explore the interdependency between gender and power and focus on theory and practices of gender roles in different societies. The course will seek to explore how understanding of gendered social constructions can help in addressing gender inequalities and promote gender equity and cultures of peace.

The course will then focus on militarism, the war system and peace – as expressions of social and gender-based constructions. It will demonstrate a direct connection between militarism and gender based violence, gender based societal positions and violent societies through examples from the Middle East, South East Asia, Western and Eastern Europe, with emphasis on the Balkans and the US.

Gender identity will be examined, via dichotomies such as passivity-activity, hero-victim (heroism-victimhood / victimization), femininities-masculinities, strong-weak and peace-war. It will highlight gender issues related to war such as rape as a tool of war, human and women’s security and protection strategies such as community based security, national and international intervention and peace keeping operations in relation to gendered power relationships.

Contextual texts used in the training will include: UN Security Council resolution 1325, CEDAW.

This programme is particularly relevant for senior and middle-range staff and executive officers working in the fields of:

The Training Programme will be divided into a Morning and Afternoon session for each day, combining intensive training, group work, and workshop sessions. There will be a one and a half hours break for lunch and individual work in between, and additional breaks for tea and coffee in each session. The programme will begin each day at 10:00, and run until 18:00.

THE TRAINER AND FACILITATOR

Gal Harmat is a Gender Specialist. She has extensive experience in conflict analysis, dialogue facilitation and gender empowerment research. As a group facilitator she has conducted a large number of trainings at the IPCRI - Israel Palestine Center for Reconciliation, in Jerusalem and Beit Lehem. Harmat is active from 1991 as a dialogue facilitator in Reut Sadaka- Friendship- an Arab- Israeli youth movement; she was the movement educational director for two years. She has also facilitated many Jewish Palestinian encounter groups for teachers and students. Gal has worked as a group facilitator for the Seeds of Peace International Co-Existence training in Maine, USA and for Jewish Palestinian,
India-Pakistan and Balkan multicultural groups.

Gal worked as General Director, Mahapach - Student Movement for Social Change, Israel. This extensive work included leading a staff of 30 full time community organizers and 400 students, negotiating with various ministries, academic research regarding social developments in communities. She was the facilitator for various Gender Empowerment and Management projects for NDC - Nansen Dialogue Center, under PRIO, in Dubrovnic (Croatia), Podgorica (Montenegro), Mostar, Sarajevo and Bania Luka (Bosnia–Herzegovina).
Gal has been in charge of gender trainings for journalists, young politicians, lawyers and teachers. These comprehensive trainings included field research regarding womens’ rights violations, centred mainly around violence against women and sexism and the system of war. Today Gal is teaching conflict transformation and gender at the Critical Pedagogy Center at the Kibbutzim Teachers College and facilitating extensively Peace Dialogue between Jews and Arabs in the Middle East. In the last twelve years Gal gave hundreds of Peace Building and Gender equality and
empowerment trainings in conflict zones around the world.

TRANSCEND is involved in peacebuilding, conflict transformation, and post-war reconciliation and healing in several conflict areas world-wide, at the invitation of local groups, organisations, universities, governments, and parties to the conflict. TRANSCEND only works in conflict/war affected areas when it has been invited. Currently, TRANSCEND is doing research on:
Peacebuilding and Empowerment; Non-Territorial Federalism and Functional Independence; Self-Determination and the Nation/State Dialectic; Peacebuilding and Globalisation; Conflict Transformation and Psychological Assumptions; Comparing Methods of Conflict Transformation from Micro, Meso and Macro-Levels; the Dialogue Process; Local and Subsistence Economics; Models for Global Economic Crises; Understanding Genocide.

TRANSCEND has recently launched the new TRANSCEND Media Service, and is in the process of developing the Conflict Transformation Index (CTI) and TRANSCEND Early Warning Index (EWI). TRANSCEND perspectives are freely available on the Internet (www.transcend.org), and a TRANSCEND monthly Bulletin is being prepared for distribution in 12 languages.


PATRIR – The Peace Action, Training and Research Institute of Romania
Founded on March 1st, 2001, the PATRIR, is an institute, organisation, training centre and network, linking together scholars, grassroots activists, and peace researchers throughout Romania, South-Eastern Europe and internationally. Its aim is to address the core challenges facing Romania and the countries of South and Eastern Europe, to strengthen and empower grassroots organisations and citizens’ action, to mobilise people for active peace work and peaceful conflict transformation, and to address the structural causes of poverty, human rights violations and economic and social injustice. PATRIR is an institute and an
organisation for research, training and active peace work. PATRIR organises training programmes in peacebuilding and peaceful conflict transformation; peace journalism; democracy and human rights; multi-culturalism; empowering civil society; gender and peace; people-centred, sustainable development; post-war reconstruction, rehabilitation, reconciliation and healing; and, environment and ecology. Participants to PATRIR training programmes frequently include senior politicians and diplomats, experienced aid and development workers, UN and NGO staff, civil society
activists, professors, teachers, students, journalists, artists, and psychologists from Romania and more than 30 countries internationally.

PATRIR cooperates with TRANSCEND as the TRANSCEND Centre for South-Eastern Europe. Since 2001, PATRIR has been one of TRANSCEND’s leading international training sites.

Invitation for an accepted training course on "Environmental Consciousness and Youth", in Kusadasý / Turkey in April 2006

Gladly, the Training Course on “Environmental Consciousness and Youth” which will take place in Kuþadasý / Turkey in April 2006 has been accepted. Damage to the environment has been growing steadily worse in recent decades. Every year, some 2 billion tones of waste are produced in the Member States, while C02 emissions from homes and vehicles are increasing, as is our consumption of "dirty" energy. The quality of life for people living in Europe, especially in urban areas, has declined considerably because of pollution, noise and vandalism. Protection of the environment is therefore one of the major challenges facing Europe. It is now
recognised that the European model of development cannot be based on the depletion of natural resources and the deterioration of our environment. We still have an individual and collective national identity.

However, as not only every global player but also every consumer in the supermarket and every car-driver is today a global actor, so it is imperative to develop a global awareness.

In this training course, we are going to try to explain the European environmental policy, objectives and the principles of the European Union. What have been done in terms of environmental integration is another subject that will be included within the course. And the role of the civil society and non governmental organizations in international environmental policy will be on our agenda. We are going to use formal and non-formal education tools with an intercultural dimension.

The course will be on 7-12 April 2006. 7th April is arrival and 13th April is departure days-(you are expected to be in Kuþadasý in the morning on 7th April). We will stay at a hotel in the center of Kuþadasý. English is the official language.

We cover the accommodation only for the days of the event (7-12 April 2006) and % 70 of the travel costs will be covered. Please try to arrange your journey in the most economical manner possible (APEX tickets, student fee, etc). Participation fee is 50 Euro. 1 participant or 2 participants will join from each organization. As the number of applicants is very high we have to make a selection. We will give info about the travel after we finalize the participants list.

Attached to this email, I am sending you a confirmation sheet for the participants and Part 3 for the organization which must be filled in by the participant and sent back to by e-mail and fax before 25th February, so as to decide the participants and carry out administrative work.

We are going to give more info about programme and the travel as soon as all the participants send their confirmation sheets. Please don’t forget to send the estimated travel costs. The nearest airport to Kuþadasý is Ýzmir. We will meet you at the airport and then take you to the hotel. The maximum travel cost should be 450 Euro.
