Research fellowship within «Transmission Planning in Deregulated Electricity Markets» (NTNU, Trondheim, Norway)

A fellowship is offered within the area of Transmission Planning in Deregulated Electricity Markets at the Department of Electric Power Engineering in the Faculty of Information Technology, Mathematics and Electrical Engineering, The Norwegian University of Science and Technology.

In a traditional context, there was a considerable degree of integration between the planning of the generation and transmission systems. Transmission systems were primarily designed to transport electricity from existing and planned generation sites to load centers, with the objective to minimize total costs. Interconnections between countries were built from a viewpoint of increased reliability and exchange of reserves in the case of outages.

The appointment is at code 1017, salary level 39-58 in the national salary scheme, gross NOK. 292.200 - 406.400 per annum, of which 2% is deducted for the State Pension scheme.

NTNU – Innovation and Creativity
The Norwegian University of Science and Technology (NTNU) in Trondheim represents academic eminence in technology and the natural sciences as well as in other academic disciplines ranging from the social sciences, the arts, medicine, architecture and to fine arts. Cross-disciplinary cooperation results in ideas no one else has thought of, and creative solutions that change our daily lives.

In deregulated electricity markets, decisions to build new generation are made by profit maximizing producers. The transmission system is still a monopoly, but the owner of this system can no longer rely on an integrated cost minimization together with power producers. In addition, interconnections between countries are now increasingly used for large scale power transfers from areas and countries with low cost generation to areas with more expensive generation and higher prices.

This has completely changed the process of transmission planning. The major challenge is increased uncertainty. Building too little transmission unnecessarily increases costs for society, and may create local market power problems. Building too much transmission incurs unnecessary capital costs. Methods and tools for transmission planning in deregulated electricity markets constitute an area of high international interest. Although some research has been done in the area, there are several unsolved challenges that are well suited for PhD studies.

Contact person: Professor Gerard Doorman, NTNU, Pone: +47 73597290 Gerard.Doorman@sintef.no

The appointment is made for up to 4 years included 25% duties.

The appointment will be made in accordance with current regulations dated 10.06.03 with supplementary rules of 8.09.04 with guidelines for research fellowship appointments in universities and polytechnics. Applicants must agree to participate in organized doctoral study programs within the period of the appointment. The successful applicant must agree to the conditions laid down for public employees. A contract will be drawn up regarding the period of appointment and work-related duties for award holders.

The national labour force must reflect the composition of the population to the greatest possible extent. It is therefore a major political objective to achieve a balance of age and gender and to recruit persons with an immigrant background. Immigrants are encouraged to apply for this post. NTNU wants to increase the proportion of women in its scientific posts. Women are encouraged to apply.

CfP: Forum for Social Economics

The newly appointed editor and editorial board of the Forum of Social Economics invite papers. The Forum for Social Economics is an international journal, along with the Review of Social Economy, sponsored by the Association for Social Economics.

For 35 years the Forum has published high quality peer-reviewed papers. The primary focus of the Forum is on applying social economic analysis to practical policy issues and/or the implications of alternative policy perspectives encompassing the social economy; it is differentiated in this respect from the ASE's other journal,
the Review of Social Economy , which has a general orientation. The Forum is a pluralistic journal publishing work that addresses economic issues within wider ethical, cultural or natural environmental contexts, and is sympathetic to papers that transcend established disciplinary boundaries. Papers should make a
contribution to past or current socio-economic issues that have contemporary relevance to economists, social scientists, policy makers and business.

The journal welcomes stimulating original articles that are clearly written and draw upon contemporary policy-related research. Preference is given to non-technical articles of topical and historical interest that will appeal to a wide range of readers. The journal is also interested in serving as an avenue for issues
regarding teaching economics, in particular teaching approaches to social and heterodox economics.

Papers will pass a double-blind referee process supervised and subject to the final approval of the Editor.

The Forum invites graduate students to submit research papers. Proof of graduate student status should be provided with the submission. While the students' papers will go through the regular review process and be held to the same standards for acceptance as other submissions, the panel of reviewers will serve a mentoring role to advise the student to strengthen the paper.

Completed papers should be submitted as an email attachment to:

Upcoming edition of TNF - your ideas requested!

Dear Friends,

I hope this email finds you well, and that most of you are enjoying the summer! Also, I hope that you might have managed until now to get yourself a copy of the latest edition of TNF from your national sections, or else have had access to it on the TNF page on the JEF-Europe website :-).

The TNF board is now starting the work on the upcoming issue of our magazine, which is planned to be published in October for the Athens FC. For this reason, we are currently discussing what topics to deal with, and as we did for the last edition, we would like to invite you to participate in this discussion by emailing me with any ideas for topics you would us to tackle in TNF, or else which you yourself would like to write about! We are very eager to hear your ideas, and to continue on our objective of making TNF more and more in line with your wishes :-).

Therefore do not hesitate to email me on daniela.grech@jef-europe.net or tnf@jef-europe.net with your ideas of what to include in the coming edition. For purely time purposes, since the board needs to make a final list of topics by the end of this month, I would ask you to write to us mainly until the end of this week ... therefore until the 23rd July. We will for sure take your ideas into consideration!

With best regards

Daniela

In two previous workcamps volunteers helped the people at Fontana doing various maintenance work. Both the volunteers and the people at Fontana were very happy with the result. For the first time this summer the workcamp at Fontana will consist of a mixed group of international

VOLS: 10
LOCATION: Teuffenthal, close to Thun
TYPE: AGRI /ENVI
AGE: 18-30

PROJECT
Edith von Allmen and Raphael Zuberbuehler are the owners of the farm called Buehlmatt in Teuffenthal. They live there with their children, but not only with them. Buehlmatt is also the home for 2-3 adults with mental health problems. Buehlmatt offers to those people professional care, work on the farm and a home. All together there are about 8 people living at Buehlmatt. There are cows and some smaller animals on the farm too. People on the farm Buehlmatt are happy that the workcamp will turn their home into a place for intercultural exchange.

WORK
The volunteer-tasks consist of maintenance work on the grassland, on fields in the hills and forestation work. The tasks are not only farm-related, volunteers are also needed to do conservation-work.

LOCATION
Teuffenthal (close to Thun) lies in the mountains. Teuffenthal consists of (farm) houses spread across the hills. There are only 180 people living there. Thun is a bit more than 10 km away. Thun is a charming little town with stunning view on lake & alps. From Thun it’s only 20 minutes by train to reach Bern, the capital of Switzerland.

REMARKS / SPECIAL REQUIREMENTS
No drinking and no drugs are allowed inside and around the farm Buehlmatt. If anyone breaks this rule, (s)he will have to leave the camp immediately. (To go for a drink on an evening or at the weekend away from the farm, is not a problem.)

VOLS: 15
LOCATION: Toggenburg
TYPE: ENVI/AGRI
AGE: 18-30

PROJECT
Today’s tenants of Mountain Farms in the Swiss Alps struggle to make a living. The work on the steep fields is rough and laborious. Usually, the task is not only to farm, but also to take care of the environment. E.g. By cultivating the farmer can help to provide landslides. The local partners in this project are: The tenant of the Sheep Mountain Farm Gulmen as work-supervisor, the municipality of Gams as sponsor and Mr. Joerin, CEO of IKT CJ, as local coordinator.

WORK
The volunteer-tasks consist of maintenance work on the Mountain Farm Gulmen, building repairs, to put up fences, to repair water pipes and to do maintenance work on the trails. Furthermore volunteers will help with forest operations and do maintenance work on alps for the municipality of Gams.

LOCATION
Working on alps naturally means living in the mountains. Gams and Wildhaus are situated in the region of Toggenburg, in Switzerland’s east. When the weather is good, you have a spectacular view over the top of mountain chains, over Switzerland to Austria, Lichtenstein and even Germany.

REMARKS/ SPECIAL REQUIREMENTS
For this project we are looking for mountain- and nature-lovers who are particularly interested in learning about life, traditions and challenges of Swiss Mountain Farmers. Your campleader, Flurina, has grown up in this region herself and is looking forward to sharing her knowledge and experience with you. Volunteers should not be afraid to do hard work, spend the days outside and live a simple life.

CODE: WS065
DATES: 12.08.-25.08.2006
VOLS: 9
LOCATION: Corwetsch
TYPE: RENO
AGE: 18-30

PROJECT
Until the early 1960’s, there were cows and sheep on the alp called Corwetsch and cheese was produced. Today, there are only abandoned and run down huts left. The union Corwetsch wants to renovate these alp huts into simple accommodation facilities. The goal is that these alp huts can be used by groups working on social or ecological issues and that the huts will provide shelter for hikers.

WORK
Volunteers will help to renovate the alp hut Corwetsch in a simple manner. That means, that no big machines are used, you do most things with your own hands. The renovations should fit into the landscape.

LOCATION
The alp hut Corwetsch is in the middle of high mountains (2024 meters above sea level). The closest village is Gondo, a place in the upper part of the canton Wallis, very close to the Italian border of Switzerland.

REMARKS / SPECIAL REQUIREMENTS
This workcamp is only suitable for people, who can live without comfort during the duration of the project. The workcamp site is far away from so called civilisation. There are some solar cells, but almost no electricity.
Because of the altitude, the weather is hard to predict. At night the temperature can sink below zero, even in August. If you want to join this camp, good hiking boots are indispensable.
All volunteers are required to send a MOTIVATION LETTER.

CODE: WS066
DATES: 13.08.-31.08.2006
VOLS: 15
LOCATION: Solothurn
TYPE: ART
AGE: 18-30

PROJECT
The interkulturelle Kreativwerkstatt Solothurn is the name of a small union of local artists, working in the region of Solothurn. There is a writer, a photographer, a painter, a guitarist and off-and-on some other artists working together on different projects like performances and sculpture expositions etc.
Now the interkulturelle Kreativwerkstatt plans a special project for which it seeks the help of international volunteers. The idea is to take texts written in different languages and to paint them on canvas in order to create written paintings.
The viewer of the paintings will probably not be able to understand all the texts, written in various languages. The point is not to understand everything, but to let yourself touch by the art and to start an intercultural dialogue between the international group of volunteers, the artists and the local public.

WORK
Volunteers paint their texts using various techniques on canvas.
With the help of the volunteers, the interkulturelle Kreativwerkstatt Solothurn will also offer afternoon-workshops for local schools. The teachers and the students are looking forward to meeting international volunteers in the workshop and to working with them.
At the end of the workcamp volunteers will help to organize an exposition in Solothurn and show their art to the public. The paintings will be sold and the money will be used to initiate further projects aiming to enhance intercultural dialogue.

LOCATION
Solothurn offers everything what you can expect from a small Swiss town: old town with historic and picturesque buildings and it’s only a 15-minute’s walk from the city center to the countryside.

REMARKS / SPECIAL REQUIREMENTS
You will spend most of your free time socializing with the people in charge at the interkulturelle Kreativwerkstatt.
Volunteers applying for this project need to be creative, are talented for art and – if possible - have some experience in creating art.
All volunteers are required to send a MOTIVATION LETTER showing their experience and knowledge in the field of art.

VOLS: 12
LOCATION: Thunersee
TYPE: ENVI
AGE: 18-30

PROJECT
Members of the union called Region Thunersee are municipalities around the lake of Thun.
The aim of the union is to take care of the cultural landscape in the region. One big and ongoing project is to maintain the old pilgrim-path. It is part of the famous trails leading to Santiago de Compostela. Around the lake of Thun this path fits nicely in the landscape between lake and mountains. It’s a beautiful old trail, not only for pilgrims, but also for nature-lovers and hikers. In order to maintain the path this project called Treffpunkt Pilgerweg needs the help of volunteers.

WORK
The volunteer-task consists of maintenance work on the pilgrim-path around the lake of Thun. One of the main tasks will be to repair dry stone walls. An expert of dry stone walls will show you how it’s done.

LOCATION
The location is settled around the lake of Thun. Thun is a charming little town with stunning view on lake & alps (mountains). From Thun you can reach Bern, the capital of Switzerland, in only 20 minutes by train.

REMARKS / SPECIAL REQUIREMENTS
Volunteers participating in this project need to be healthy. It’s not suitable for people with backache, because volunteers will be asked to carry stones in order to work on the dry walls.

ARC Asia Pacific Futures Research Network

2006 Signature Event

Media: policies, cultures and futures in the Asia Pacific region

Curtin University of Technology, Perth, Australia

27-29 November, 2006

Call for Papers

Theme

There is little doubt that in the 21st century our understanding of ourselves and our surroundings are overtly and covertly shaped by the media. But what determines the form and content of media remains an open and important question. Is media content shaped by ownership? By the state and its policies? Or by the more abiding features of cultures and societies? In an era of global broadcast, on the one hand, and the capacity for highly targeted narrowcasting on the other, how do we begin to draw the parameters within which we think about the media?

The conference will bring together scholars and practitioners to answer these questions which rest in the cusp of media, politics and culture.

Recognising that the media industry and communication content and policy are central to the relationship between Australia and its Asian Pacific neighbourhood, we particularly wish to open up a discussion about convergences and contradictions in the media policies and media cultures in the Asia Pacific region, including Australia. We hope that such a discussion will lead to concrete and applicable structural and policy proposals for Australia and for regional
organisations

With this in view, topics and themes for discussion will include:

Media histories
Media/communication policies
Media law
Global technologies and regional consequences
Program production and regional trade
A second set of conference themes emerges from questions about the role that the media plays and more importantly could play in the most significant issues of this region. We would want papers to address these issues both analytically and normatively:

Communicating Ethnicity and identity
Communicating health and sexuality
Communicating Human Rights and Democracy
We invite theoretical and empirical contributions to the discussion, and we welcome proposals that might be critical, challenging and controversial!

We welcome proposals for individual papers as well as workshops and panels from government, industry and community groups in addition to the academic community. Abstracts of no more than 250 words are to be submitted by 31 July, 2006 to the Media-Asia Research Group, which is responsible for the organisation of the conference through the conference website listed below.

Proposals should include: Title of paper, abstract, format (single paper, workshop or panel), Author’s name(s) and biodata (50 words), equipment required (VCR, data projector etc), institution of affiliation and contact details (email, fax and phone).

A limited number of travel scholarships are available to postgraduates and early-career researchers on a competitive basis. Dateline for applications is 30 June 2006. More information about the travel scholarships can be found on the conference website.

CFP: The Soviet / Russian and Eastern Central European Documentary

Call for papers

2006 Film and History League Conference "The Documentary Tradition"

AREA: The Soviet / Russian and Eastern Central European Documentary

From it's very beginning Soviet documentary has presented models for the basic genres of documentary e.g. Dziga Vertov's influence on all forms of 'verite'
through to reality TV and Esfir Shub's foundations of the 'compilation documentary'. In more recent times 'late' Soviet documentary has been a potent weapon in
political change and redefinition [particularly in the work of Babak, Goldovskaya and Podnieks] whilst post-soviet documentary [not least through Sokurov]
has developed creative ways to treat the contemporary world. We are inviting submissions on all aspects of Soviet and/or Russian documentary, their reception and
their influence.

We are also considering papers which engage with Eastern Central European documentary with a focus on the negotiation between the 'legacies' of the past and
the 'responses' to the present, considered in terms of both documentary practices and of 'local' [national, regional] discourses about documentary.

Questions to be addressed include but are not limited to the following:

- How do recent documentaries from the region negotiate between the tradition and the memory of socialist documentary on the one hand, and the recent political goals of the genre, on the other hand? Is political documentary a boom in Eastern Central Europe as it is elsewhere? What is perceived as changing, and what is perceived as 'clinging to the past' in terms of what makes a documentary subject and how is that subject approached?
- How do documentaries from the region negotiate between the 'national' and the 'international', in terms of both subject-matter and visual syntax? Do
they engage with international issues or, rather, prefer to package national topics for the international market? What has survived from the tradition of Soviet verite/Eastern European 'artistic documentary', and what is the visibility of that on
the international documentary scene? Do documentary film-makers from the region feel part of a regional/international community of practitioners and adhere to a shared tradition of practice?

Deadline for submission is July 25, 2006.

The Film and History League conference details can be found at www.filmandhistory.org. The meeting will run from 8-12 November, 2006 in the Dolce Conference Center near DFW airport.

Send all inquiries and proposals to: Dr Graham Roberts, ICS, University of Leeds, UK.

VISITING INTERNATIONAL FELLOWSHIP in social research methods (University of Surrey, Guildford, UK)

The Institute of Social Research at the University of Surrey, Guildford, United Kingdom, has established a Visiting International Fellowship to foster the development of sociological research methods. Between one and three Fellowships are awarded by competition each year. The university is located thirty-five miles south-west of London.

The awards are open to those who would value the opportunity to advance methodological understanding, for example by reflecting on methods used in previous empirical research, by validating existing or new methodological procedures, or by reviewing and synthesising methodological approaches. 'Methods' may be interpreted widely, to include, for example, statistical techniques and conversation and discourse analysis. The department specialises in social research methods and has the highest 5** rating for research in the UK Research Assessment Exercise.

An honorarium of £2,000 will be paid (it is expected that award-holders will normally be on paid leave of absence from their employment). Award-holders will be expected to pay their own travel costs to Guildford and their accommodation and subsistence for the duration of their award, which should be for one or more visits during the academic year with a duration of at least one month in total. Visiting International Fellows will become honorary Research Fellows of the University and be entitled to use the University Library and make use of University facilities. The holder of a fellowship is usually permanently resident outside the United Kingdom.

FULBRIGHT: Opportunities for Teachers and Administrators

Hello!

If you haven't already heard, we have several new exchange opportunities for teachers and administrators:

1) Host a Jordanian School Principal from November 8-16, 2006

The Fulbright Teacher Exchange Program is currently seeking district level administrators and/or school principals to host a Jordanian school principal during November 2006. U.S. hosting principals are asked to plan a schedule of activities for the visiting Jordanian principal, including work-shadowing of instructional and administrative activity in a main host school, district observational opportunities (such as PTA and school board meetings, administrative planning meetings, observing at neighboring schools, etc.).

U.S. hosting schools are also asked to plan several cultural outings in the host's local area. School or district-level hosts must be able to house the Jordanian administrator with an attentive host family. (Families without household pets will receive priority.) Host schools will receive a $400 stipend to cover the housing, food, and transportation needs of the visiting administrator and provide educational and cultural opportunities.

Deadline: August 25, 2006; schools that apply before June 30, 2006, will receive priority.

2) Teachers International Professional Development (TIPD) program

The Fulbright Teacher Exchange Program announces a program with the United Kingdom that allows groups of K-12 U.S. teachers/administrators to experience the excellent educational practices of the United Kingdom, as well as share their own high-quality educational practices with teachers/administrators from the United Kingdom. Opportunities are available for groups of school administrators/teaching staff to travel to the United Kingdom to observe best practices, as well as for U.S. schools
to host UK administrators/teaching staff.

The TIPD program creates networks of schools between the United Kingdom and the United States. These schools then work in partnership to examine models of good practice in a number of topic-fields. Priority will be given in this application round to schools and school districts that emphasize the need to learn about math and science education from the United Kingdom, or that wish to share best practices in math and science education by hosting a UK school or school district.

Applications are valid for three years on the TIPD program. Districts or schools that have previously applied do not need to notify the program to reactivate their application. This will happen automatically. Schools that have previously applied and wish to update the topic area of their application are encouraged to do so.

Deadline: August 15, 2006

Specific details about these programs and the applications can be found on the OTHER OPPORTUNITIES page of our website:
