EMCL Scholarship (electronic deadline 10 Feb 07)

Dear all,

please allow me to remind you that Feb 10, 2007 is the next deadline for applying for Erasmus Mundus scholarships for studying in the European Master's Programme in Computational Logic. To remind you, the scholarship is 21,000 EUR per year. I know that most of you will or can not apply, but you may know many friends and colleagues for whom this might be the chance to study with us. I consider you as our
prime multipliers for spreading the information about our master's
programme around.

This year we have additional scholarships for students from India, China, the Balkans (Bosnia-Herzegovina , Serbia, Kosovo, Albanis) and the ACP Group of States (www.acpsec. org/en/acp_ states.htm) .

All information concerning the application can be found on our web pages under

www.computational- logic.org

As time is running short we will accept electronic applications sent to us via Email. We are also fully aware that applicants may not have completed their Bachelor or TOEFL exam or may not meet other requirements by Feb 10. Nevertheless, they should apply and, if their overall record is good, they will be conditionally accepted. The important message is: if a student is not known to us by Feb 10, then he/she will definitely not receive a scholarship for the study period starting in the fall of 2007.

If you have any question, please don't hesitate to contact Sylvia Epp
(Sylvia.Epp@inf. tu-dresden. de) or me anytime.

Please distribute this email among your friends and colleagues thus trying to reach everybody who might be interested.

Many thanks and all the best -- Steffen Hölldobler

Master of European Regulation of Network Industries (MERNI)

Dear Students,

I want to use this opportunity to introduce to you the new Master programme established at our institute. A Master of European Regulation of Network Industries (MERNI) has inspired itself by the success experienced by the MES Programme over the course of the past 8 years. Now we want to build upon this positive experience and enter another niche of postgraduate education.

The MERNI Programme is about to start in September 2007. In this regard I would like to ask for your assistance. As a small teaser concerning the MERNI can serve the following fact: it is the first English-language post-graduate programme in Germany which will award a Master of Laws (LL.M.) title to all of its graduates, whatever their background education might be (e.g. in economics, politics, engineering, etc.). A detailed information on the Programme can be obtained on the MERNI's web-site www.merni.net.

I want to thank you in advance for your assistance. Please feel free to contact me (ck@merni.net) for any questions and further information.

Wishing you all the best,

Sincerely yours,

Professor Dr. Christian Koenig, LL.M.

The PhD research will be conducted within a specific project that aims at
deployment of location based services in indoor public places.

The successful applicant will be an excellent student capable of conducting
research under supervision at the highest international level. Applicants are
expected to have a solid background in a relevant field such as Computer
Science, Engineering, Social Sciences or the Humanities. In the evaluation of
the applications emphasis will especially be put on grade average and the
ability to make a realistic and interesting project proposal.

For more information on this project you may contact associate Professor Lone
Malmborg or Associate Professor John Paulin Hansen.

One scholarship within Scalable and Reliable Query Evaluation in Database
Systems ref. no. 225-0023:
The PhD research will be conducted within a specific project that aims at
broadening the use of relational databases by improving their scalability. The
research will focus on optimizing key operations in relational database systems
in particular the join operation.

The successful applicant will be an excellent student capable of conducting
research under supervision at the highest international level. Applicants are
expected to have an MSc in computer science, engineering or similar and a solid

put on grade average, prior academic performance and the ability to make a
realistic and promising work for the project.

For more information on this project you may contact Associate Professor Rasmus
Pagh.

Two scholarships within the Mini-Grid project ref. no. 225-0024:
The scholarships are within the area of software architectures, ubiquitous
computing systems, interaction design and collaborative computing. The goal of
this project is to design a collaborative, peer-to-peer software architecture
for distributed bioinformatics algorithms, which can be used to support
biologists working with laboratory-based and theoretical molecular biological
research into RNA-based diseases like HIV, SARS and bird flu.

The project “Peer-to-Peer Architectures for distributed bioinformatics
algorithms” specifically aim to create a software architecture which enables a
P2P distribution of computational tasks on unstable, end-user computers while
exploiting more robust servers, if available. Specifically, research will be
done within adaptable software architecture and contingency management.

The project “Collaborative user-interface technologies for biology work” will
focus on the design and implementation of user interface technologies for ad
hoc, peer-to-peer collaboration which enables users to engage in loosely
coupled groups of collaborators who can share (biological) data and distribute
computation amongst them. This technology will address the design of user
interface technology for peer discovery, data sharing, computational sharing,
activity awareness, workflow management, and physical-digital linkage between
biological material and digital representations and computation.

The successful applicant will be an excellent student capable of conducting
research under supervision at the highest international level. Applicants are
expected to have a solid background in a relevant field such as Computer
Science, Software Engineering, or within Information and Media Sciences. In the
evaluation of the applications emphasis will especially be put on grade average
and demonstrated skills in the design, implementation, and evaluation of

Calouste Gulbenkian International Prize

Calouste Gulbenkian's long path, from his childhood in Istanbul to the latter years of his life in Lisbon (emblematic cities at the eastern and western edges of Europe), shaped his personality and influenced the Foundation that he decided to create in Portugal as a Portuguese institution.

A pioneer in the oil industry, a demanding art collector, a diplomat and a philanthropist, Calouste Gulbenkian was a perfect example of the synthesis of the eastern culture of his birth and origins, and the western culture in which he was educated and lived. Other revealing features of his character were his enormous sensitivity towards the harmony of nature and a particular taste for admiring its beauty.

Naturally, the Calouste Gulbenkian Foundation's activities reflect these characteristics of the founder's personality and aim to support efforts to foster the universal values inherent to the human condition, respect for diversity and difference, a culture of tolerance and the conservation of the environment in man's
relationship with nature.

The Calouste Gulbenkian International Prize, worth €100,000, will distinguish an individual or institution whose thoughts or actions make a decisive contribution to and have significant impact on understanding, defending or fostering the universal values of the human condition, with particular reference to the following:

* Respect for difference and inter-cultural, inter-ethnic and inter-religious dialogue;
* Respect for biodiversity and defence of the environment in man's relationship with nature.

In 2007 the Prize will be awarded to the Respect for difference and inter-cultural, inter-ethnic or inter-religious dialogue.

Book Review: Eze on Facing Ethnic Conflicts: Towards a New Realism

Published by H-Genocide@h- net.msu.edu (December, 2006)

Andreas Wimmer, Richard Goldstone, Donald L. Horowitz, Ulrike Joras and Conrad Schetter, eds. _Facing Ethnic Conflicts: Towards a New Realism_. Lanham: Rowman and Littlefield, 2004. 392 pp. Introduction, graphs, bibliographies, index, notes. $80.00 (cloth), ISBN 0-7425-3584- 3; $32.95 (paper), ISBN 0-7425-3585- 1.

Reviewed for H-Genocide by E.C. Eze, Department of Philosophy, DePaul University.

Ethnic Conflicts: Reality and Illusions of Inevitability

For several reasons, the edited volume _Facing Ethnic Conflict_ is an important book. It is very rare to find in a scholarly treatise of this nature a wide representation of different voices arguing a range of analytical standpoints as well as reporting empirical data about root causes, dynamics of intensification, and methods of management and resolution of ethnic conflicts. Moreover, the idea of the "ethnic" is broadly conceived: it includes conflicts of identities, cultures, and
political interests within and across nationalities, states, and diasporic or migratory social formations. This is indeed a commodious book very rich in details, locations, and particularities. I highly recommend it to both theorists and practitioners. The bibliography provided at the end of each chapter is consistently composed of up-to-date literature.

The variety and richness of the book is explained by a number of factors. One of them is the fact that the contributors brought to the work superior backgrounds from three broad areas: academia; public and private policy think-tanks; and on-the-ground experiences in executive or supervisory programs during ethnic conflict and or in peace management. In some cases the same contributor has had professional
experiences in areas that fit more than one of the three categories. The case studies and illustrations are diverse and rich in detail and are drawn from wide geographical and cultural areas: Eastern Europe (Kosovo, Yugoslavia, Chechnya, Russia); Africa (Rwanda, Burundi, Congo, South Africa); Asia (Sri Lanka, Afghanistan, Cambodia); Western Europe (Switzerland, Germany, Britain, Northern Ireland); North America (Canada, the United States); the Caribbean (Guyana, Suriname); and the Middle East (Palestine). But _Facing Ethnic Conflict_ also
distinguishes itself by the depth and range of theoretical frameworks it articulates for understanding and, ultimately, managing not only open peace processes in ethnic conflict but also the ambiguities that often obscure the conflict's cultural, social, and political causal roots. This is what makes the book useful beyond the circles of those whose immediate concern might be solely practical. Unsurprising, the
most general theory-oriented analyses were provided by political scientists: Walker Connor of Middlebury College ("A Few Cautionary Notes on the History and Future of Ethnonational Conflict"), Milton J. Esman of Cornell University ("Ethnic Pluralism: Strategies for Conflict Management") , Donald Rothschild of the University of California, Davis ("Liberalism, Democracy and Conflict Management: The African
Experience") , René Lemarchand of the University of Florida ("Exclusion, Marginalization, and Political Mobilization: The Road to Hell in the Great Lakes"), and Angel ViÅ√as of the Universidad Comlutense, Madrid ("External Democracy Support: Challenges and Possibilities" ).

Contributions from sociologists tend to bridge the theory-practice divide: Rogers Brubaker and Andreas Wimmer, both of the University of California, Los Angeles, contributed, respectively, "Ethnicity without Groups" and "Towards a New Realism"; Michael Hechter of the University of Washington wrote "Containing Ethnonationalist Violence"; and Peter Waldmann of the University of Augsburg is the author of "The Asymmetry between the Dynamics of Violence and the Dynamics of Peace: The Case of
Civil Wars." Contributions from professors of law are the most similar in content and style to those by the sociologists. They include "Some Realism about Constitutional Engineering" by Duke University's David Horowitz; "Territorial Authority: Permanent Solution or Step toward Secession" by Hurst Hannum of Tufts University; "Decentralized Governance in Fragmented Societies: Solution or Cause of New Evils?" by Walter KÀlin of the University of Bern; and "Ethnic Conflict and the
Colonial Legacy" by Christopher J. Bakwesegha of Makerere University, Kampala, Rwanda.

The most practical chapters were contributed by those with backgrounds in national and supra-national state, governmental, or non-governmental organizations. Andrew Ellis, technical adviser on electoral and constitutional processes at the International Institute of Democracy and Electoral Assistance contributed "The Politics of Electoral Systems in Transition"; Richard J. Goldstone, former justice of the Constitutional Court of South Africa, former chief prosecutor of the UN
Criminal Tribunal for the former Yugoslavia, former member of the International Task Force on Terrorism, and currently chair of the International Independent Inquiry on Kosovo wrote the chapter on "Justice and Reconciliation in Fragmented Societies"; and joint authors Ulrike Joras, associate program officer for the United Nations Fund for International Partnerships and Conrad Schetter, research fellow at the
Center for Development Research, University of Bonn wrote the chapter on "Hidden Ties: Similarities between Research and Policy Approaches to Ethnic Conflicts." Others are: Michael Lund, senior associate at the Center for Strategic and International Studies ("Operationalizing the Lessons from Recent Experience in Field-Level Conflict Prevention Strategies") ; Hugh Miall, director of the Richardson Institute at Lancaster University ("Transforming Ethnic Conflict: Theories and
Practices"); Norbert Ropers, director of the Berghof Research Center for Constructive Conflict Management, Berlin ("From Resolution to Transformation: Assessing the Role and Impact of Dialogue Projects"); Valery Tishkov, director of the Institute of Ethnology and Anthropology of the Russian Academy of Science, Moscow, as well as former chairman of the Russian Federation State Committee for Nationalities Affairs ("Conflict Starts with Words: Fighting Categories in Chechen
Conflict"); Max van der Stoel, a special adviser to Javier Solana, the European High Representative for the Common Foreign and Security Policy ("Looking Back, Looking Forward: Reflections on Preventing Inter-ethnic Conflict"); and I. William Zartman, director of the Conflict Management Program at the Nitze School of Advanced International Studies of Johns Hopkins University ("Sources and Settlements of Ethnic Conflicts").

The editors of the volume are to be commended for the marvelous conceptual work of grouping the diverse contributions and perspectives into several parts with sub-sections. The first, "Understanding Ethnic Conflicts," comprises the thematic sub-sections "The Rise of the Ethnic Question" (Connor, Brubaker and Bakwesegha) and "The Dynamics of Escalation" (Lemarchand, Tishkov, and Waldman). The second, "Politics of Intervention, " divides into the sub-sections "Prevention and
Peacemaking" (van der Stoel, Lund, Zartman, and Miall) and "Mediation and Reconciliation" (Ropers and Goldstone). The third, "Institutional Reform," has as sub-sections "Democracy and Electoral Systems" (Esman, Vinas, Rothchild, Horowitz and Ellis) and "Federalism and Autonomy" (Hannum, Hechter and KÀlin). The final part is the conclusion, with two essays (Schetter and Wimmer). Wimmer also wrote the introduction to the volume.

In the rest of this review, I provide some insights into what I take to be a representative essay from each part. I know that this is unfair, given the breadth and depth of the contributions. But I am sure those who are interested in reading the book--and I hope they are many--will appreciate my judgment on this. In fact, if there is any criticism of the book that could be stated upfront, it is the reality that, because of its thematic variety, one could easily imagine this volume as three
books. It is a credit to the editors, especially Wimmer, that the reader comes away with a greater sense of continuity rather than discontinuity across the parts of the volume.

In part 1, I found Bakwesegha's essay the most convincing. In contrast to the views that ethnic conflicts may be rooted either in primordial conflicts of identities (Connor) or merely in the manipulations of such identity conflicts for sectarian ends (e.g., religious) or partisan profits (e.g., class-economic or political goals), Bakwesegha provides a larger analytical framework. For him, histories of colonial conquests, occupation, and the dynamics of subsequent postcolonial
relations account for the vast majority of the initial sources of ethnic tensions. Although not all of these tensions lead to open and catastrophic conflicts, they invariably create the root and generic conditions under which simmering feelings of collective aggression, insecurity, or resentment break into the open--and often
violent--conflict. It seems to me that the histories of ethnic relations in parts of Africa--examples of which abound in this volume--support Bakwesegha's view. But evidence for it can also be found in other parts of the world: Northern Ireland, regions of the former USSR, Afghanistan, or Iraq.

In part 2, where "politics of intervention" is the dominant theme, I found Hugh Miall's thesis quite intriguing. To achieve conflict prevention or peace in nascent or already open ethnic conflict, some authors highlighted the vital importance of, and strategies for, effective "negotiation" (Zartman), "accommodation" (van der Stoel), "mediation" (Ropers) or "reconciliation" (Goldstone). Miall, however,
emphasized what he calls "conflict transformation. " This is the idea that any strategies for prevention or resolution of an ethnic conflict can be, in the long run, effective only if it is part and parcel of a program to address the structural origins of the conflict. I am partial to this view because of its common sense and the strength of the historical evidence. As presented even in the other parts of this book, we can see that wherever sustainable peace or reconciliation have been
achieved before or following an open ethnic conflict, the achievement seems to have been possible only because longer-term solutions were found to the structural problems that, in the first place, created the conditions for the conflict.

In the essays that compose part 3, various views are offered on the strengths and weaknesses of different institutional frameworks (e.g., constitutional engineering; democratization- -including aspects of cultural pluralism, regional devolution, federalism, etc.; or electoral management) that may facilitate or impede resolution of ethnic conflicts. Some bold ideas are proposed: non-ethnic competition versus
ethnocultural pluralism; cultural assimilation versus multiculturalism; unitary cultural domination in the name of _Staatsvolk_ versus supposedly ethnicity-neutral republicanism; etc. Esman does a marvelous work of disentangling the strengths and weaknesses of each of the pair. But I found myself the most intrigued by the thought (proposed by Rothchild, but also evident in Horowitz) that, in the abstract and by
itself, the electoral process--even when democratic-- does not work like a magic bullet in resolution of ethnic conflicts within a nation-state framework. This insight, I think, ties in neatly with the conclusion reached in the study by Miall and, indirectly, Bakwesegha.

The impression that most remains with the reader--at least this reader--is the insightful manner in which the essays in _Facing Ethnic Conflict_ manage to argue the case for realism in understanding ethnic conflicts without reducing the causes of ethnic conflicts to "natural" and inevitable factors. The best essays in the volume show how, given certain historical conditions, ethnic tensions necessarily arise. They also show how some of these tensions--where inadequately understood and
diffused or managed--lead to open and violent conflicts. But as tragic and inexorable as the outcomes of some ethnic conflicts might be, our authors resist the temptation to believe that the causal conditions of these conflicts are themselves equally inexorable. The most credible contributions show ethnic conflict to be caused structurally during processes of social-identity formation as well as partisan interests during intra- as well as inter-cultural or national relations. But one will not find in this book's "new realism" much evidence-based support for the currently fashionable argument that ethnicities, nationalities, or even civilizations are divided by God Himself and programmed by nature for constant and unavoidable tragic collisions. _Facing Ethnic Conflict_ therefore seems to me to be an effort, quite successful, to make better our theoretical understanding of the nature of ethnic conflict and enhance our capacity for choice and action.

with Nobel Laureates in Economics

I.S.E.O. Institute is going to organise the fourth edition of I.S.E.O. summer school which will take place on Iseo Lake in Northern Italy (next to Milan) from Saturday 23rd to Saturday 30th of June.

Classes will be held by Nobel Laureates in Economics and notable American and European instructors.

ISEO is particularly honoured to inform that for the 2007 edition Prof. Robert Solow (Nobel Laureate 1987 and the chairman of I.S.E.O Institute) and Prof. Vernon Smith (Nobel Laureate 2002) will be giving their lessons together with three other worldwide outstanding economists.

In 7 days 40 graduate students, chosen according to their cv and academic experiences, will get deep into the most relevant aspects of the European and world economy with a particular attention to the welfare state and unemployment.

The course has a comparative perspective, therefore every subject compares the US and European economies. Moreover every lesson combine a theoretical lecture with a highly interesting debate on the topics discussed during the lessons, sharing different opinions and beliefs with the Nobel Laureates themselves.

During their staying on Iseo lake, students will be hosted in a wonderful location (4 star hotel on the beach of the lake, a big park with swimming pools, tennis, basket, volley and other amenities) and will have the chance to visit the most beautiful cities in Northern Italy such as Venice, Cremona and the famous vineyards of Franciacorta.

The fee requested to attend the course amounts to 2.200 € but we award scholarship amounting to 1.500 €, so that enrolled students have just to pay the remaining 700 €.

The fee includes full board staying in a 4 star hotel, visits, local transportations and obviously the course and the material. Attendants shall provide for their own flights to Iseo which is very close to Milan Orio al Serio Airport, served by Ryanair and many other low cost airlines connecting Europe.

In order to apply, students shall download the application form from our website www.istiseo. org

and, once filled in, send it by the 20th of April 2007 to the email address summerschool@ istiseo.org together with their curriculum vitae.

Since this year I.S.E.O Institute decided to experience a new pattern which could aloud students to combine one week of summerschool in Iseo with a following week focused on advanced studies on welfare and labour market.

This second week, which is obviously optional and facultative, will take place within the Kiel University and will be organised by the Kiel Institute for world Economy.

Those who are interested in joining the Kiel Summer school, beyond the Iseo one, can just refer to our secretary to have more specific information.

PhD conference in evolutionary biology (EMPSEB) Aug13-18

We want to inform you about the 13th EMPSEB meeting (Annual European Meeting of PhD Students in Evolutionary Biology) which will be held in Sweden from 13-18 august 2007 http://www.biol. lu.se/empseb13

EMPSEB is an annual meeting of European PhD students of Evolutionary Biology that takes place in a different European country each year and is organized by current students in that country. This year a group of students from Lund University, Sweden, took up the task of organizing the 13th meeting in 2007.

The meeting provides a platform for Evolutionary Biology PhD students to present their work and to meet their peers from all over Europe in a friendly, social, environment, without any of the intimidation or nerves that may come with presenting at a senior conference. We will be able to welcome about 100 PhD students from allover Europe. Additionally we will invite a number of academics from different European countries and different areas of research for plenary lectures and workshops. The meeting aims at addressing a wide range of topics within evolutionary
biology, in the broadest sense.

Best wishes from the EMPSEB 2007 committee.

THE HMC PROJECTS IN CENTRAL AND EASTERN EUROPE

OPPORTUNITY FOR YOUNG TEACHERS TO SPEND A YEAR IN THE U.K. AS TEACHING ASSISTANTS DURING THE ACADEMIC YEAR 2007-2008

Applications are invited from teachers or university students training to be teachers who are nearing the end of their course to spend one year in a British Independent School as a Teaching Assistant.

Arrangements

Age limits: 23 - 30 years old.

Objectives: To provide teachers with the opportunity to experience the British educational system, a sample of British life and to gain a greater command of English. Teachers of the following subjects are most easily placed :- Maths, Sciences, Information Technology, Design and Technology, Art, Music, Physical Education and Sport, Junior Classes and possibly also French, German , Spanish or History and Geography. Teachers of English should normally offer at least one other subject.

Most vacancies are for secondary teachers ( pupils aged 11 - 18 ) but some vacancies do exist also for teaching younger pupils ( aged 7 - 13 )

Essential Qualities:

a.. a good knowledge of English - you must be able to communicate easily but total fluency is not essential if you are willing to learn quickly.
b.. friendly and outgoing
c.. adaptable in unfamiliar situations
d.. able to integrate easily
e.. confident and independent
f.. hardworking, willing and highly motivated
g.. competent in subject area
h.. able to work in a team
i.. readiness to supervise sports and other extra-curicular activities
j.. a commitment to share the experience on returning to your country at the end of the year

Accommodation: this is generally provided by the host school, usually in boarding houses where the Teaching Assistant will act as a resident tutor for boarding children.

Food: will normally be provided during term time. i.e. eating with other resident tutors and school boarders.

Dependants: The allowance and accommodation is not enough for dependants. Applicants must be prepared to go alone, although short visits from dependants during the holidays have been successful in past years.

Finance:

Teachers will be paid not less than ¡ò150 per week throughout the year. From this the school may deduct approx. ¡ò20 per week for meals taken in school and also approx. ¡ò25 per week in respect of accommodation.

Teachers will also have to pay a National Insurance contribution of approx. ¡ò7 per week. This gives entitlement to treatment under the National Health Service for all Medical needs except Dental treatment which is not covered.

Travel and Visa Expenses: selected candidates cover their own travel expenses to and from the UK and the costs of obtaining a visa ( if required depending on country ).

Teachers whose applications are successful and who take up places at British schools will be asked to contribute ¡ò350 during the year to cover a part of the costs incurred directly for their benefit. Unfortunately this is the only way we can finance the programme. This amounts only to about ¡ò7 per week. We require a deposit equivalent to L75 when they accept places and then we accept the rest of payment in two parts, the first ¡ò100 being due on 1st December, 2007 and the second ¡ò175 on 1st March 2008. Thus it is not necessary for money to be sent in advance from your country and teachers can wait until they have been paid by their schools.

In consequence of these various expenses you should have at least ¡ò90 per week available for your own use ( perhaps more ) even after all the costs of accommodation and food have been met. This is sufficient to enable you to join friends when they go out, to go to the theatre or a football match, to buy some clothes in the Sales or to travel to intersting places around the country. We aim to ensure that you have enough money so that you can make the best use of your time in Britain though you will of course find many things expensive.

Interviews will be arranged by the OSF Prague. These will probably take place during the period mid - February to mid-March 2007. Applicants will normally be informed if they have been successful during the period end-April to end May.

For successful candidates departure for UK is at the beginning of September 2007 for Orientation where other Teaching Assistants from Central and Eastern Europe will be present also.

Applications should include a full cv., a covering letter indicating the reasons for applying and any special interests you wish to pursue in the UK . Applicants should also send letters of recommendation from two referees. Degree certificates etc. should not be included.

Application Form: hmc-application- form.rtf (23 kB)
