RAISING CITIZENS ACTIVITY AND ENCOURAGING YOUTH

PARTICIPATION IN THE EUROPEAN ELECTIONS

1-8 May, 2009, Sofia

The National Student Confederation, Europe House-Sofia, JEF and UEF-Bulgaria have the pleasure of inviting you to participate in the international training course "Raising Citizens Activity and Encouraging Youth Participation in the European Elections".

The European elections in June 2009 are an excellent opportunity to further engage the young citizens with the European project. A whole generation born after the Fall of the Iron Curtain will vote for the first time in European elections. That there is a need to educate young people to take part in elections is not an issue. However, the turnout is lower than that in national elections and there´s an overall perception that voting in European Parliament elections "doesn´t change anything".

The training course "Raising Citizens Activity and Encouraging Youth Participation in the European Elections" to be held in Sofia from 1 to 8 May 2009 will meet the need to inform the new European generation how the EU works and the rights and obligations the EU citizenship brings in order to encourage them to vote in the European elections and contribute to boost the turnout.

The political, social, economic and cultural aspects that the course addresses will contribute to shape a vision how to strengthen European democracy and counteract the rise nationalist and eurosceptic movements who deny the concept of European citizenship.

The participants will gain practical knowledge how to communicate the EU то the young citizens and build capacity for organization of information events during the election campaign. The ideas and knowledge generated during the seminar can be used by every participant and be implemented at local level.

The project will involve governmental officials, elected representatives, as well as scholars, activists of civil society organizations and, most importantly, the participants themselves in a series of debates.

The rich social program, including horse ride in Vitosha mountain (optional) and sightseeing trip to the Rila Monastery, one of the most significant and picturesque monuments on the Balkans, will enable the participants to feel the atmosphere of Bulgaria - an ever-evolving and modern country with great cultural heritage and traditions, dating back from Roman and Byzantine times.

*WHAT?* Empowering the Community (ETC) is civic activism training focused on mobilizing citizens to act for social change. It is designed as a team-based immersion course, intended to help individuals learn how to initiate positive transformations in the society through developing their own social change project. In small teams, in cooperation with local youth, students will initiate, develop and implement projects that will contribute to resolving social problems in Vukovar community identified as priority by the participants.

This course will take you through this process step-by-step from issue identification to a live press conference on the project issue.

*WHO?* The program will gather around 40 university students from different cultural backgrounds (Croatia, USA, Balkans and EU countries). The teaching team will be a mix of Rutgers University (USA) professors and Croatian and American trainers.

a call to authors

for awarding stipends for research papers

on the topic of

MEDIA, NATIONALISM AND WAR CRIMES:

media (re)production of national ideologies through reporting on war
crimes in

serbia, croatia and bosnia-herzegovina

National ideologies in media in Bosnia-Herzegovina, Serbia and Croatia are the focus of two-year research conducted by Mediacentar Sarajevo. The starting assumption is that ethno-national ideas are dominant social ideologies through which media in the region present and explain controversial social events, which is particularly visible in the case of reporting on war crimes.

The study will focus on several prominent cases of reporting on war crimes which arouse different emotions in different ethnic groups, such as reporting on the trial of ICTY indictee Radovan Karadzic, as well as other reporting on war crimes trials or individual important cases of war crimes which the media have given a prominent place.

The research will examine the nature of media reporting on war crimes in Bosnia-Herzegovina, Croatia and Serbia, the socio-economic and socio-political context in which the media operate, as well as the influences of the regulatory framework, media ownership and journalists' cultures on media reporting on war crimes.

Publication of a book on (re)production of national ideologies in media reporting on war crimes in Serbia, Croatia and Bosnia-Herzegovina is planned in 2010.

The publication will contain between five and eight research papers and the authors whose papers are published will receive stipends for covering the costs of research.

Details of the call

a. RESEARCH TEAMS

Mediacentar Sarajevo invites potential authors to apply in teams of two researchers for participation in the project.

Each team should have one researcher with extensive experience (senior or lead researcher) and one researcher with less experience (junior researcher or research assistant).

b. the application should contain:

· a preliminary proposal of the research paper (up to 1,000 words) according to specifications given in section c (below);

· CV for each team member (with detailed contact information for two people who can provide references)

· 2 examples of published papers relevant to this project for each team member (in english, bosnian, croatian or serbian);

· a detailed list of published papers, publications and previous research projects for each team member.

c. guidelines for proposals of research papers

· Proposals must be written in one of the following languages: Bosnian, Croatian or Serbian.

· Proposals should not be longer than 1,000 words.

· Proposals should define the following:

o Research idea explaining how the subject of research will be approached,

o Proposal of specific events to be included in the analysis (e.g. Radovan Karadzic trial, "Scorpions" case, "Storm" case, or any other prominent case suitable for explaining the influence of national ideologies on media reporting on war crimes)

o Methodological approach

o List of basic literature and sources that will be used.

The proposals must refer to an original research paper that will be produced specifically for this project. Mediacentar Sarajevo will not accept proposals of research papers/articles which at the time of submission of the proposal are being reviewed or were already published or accepted for publishing in a magazine, presentation in conferences or publishing in another publication.

· Proposals should be sent to Mediacentar Sarajevo no later than 20 May 2009.

C. authors

The lead researcher must meet the following criteria:

· Speak one of the following languages: Bosnian, Croatian or Serbian.

· Have extensive experience in research and publication of papers on the topic of relationship between national ideologies and media production.

· Also taken into consideration will be authors with extensive experience in research in the field of media studies in general, who can demonstrate in their research proposal their competence to work on a research project that concerns the specific issue of national ideologies and media production.

· Also taken into consideration will be authors with extensive experience in research of national ideologies, who have so far not dealt with aspects of media presentation of national ideologies, but who can demonstrate in their research proposal their competence to work on a research project that concerns the specific topic of national ideologies and media production.

· At minimum, the status of a Ph.D. candidate; an awarded Ph.D. degree in social sciences or the humanities is preferable.

The research assistant must meet the following criteria:

· Speak one of the following languages: Bosnian, Croatian or Serbian.

· Have some experience in research and publication of papers on the topic of relationship between national ideologies and media production.

· Also taken into consideration will be authors with experience in research in the field of media studies in general, who can demonstrate in their research proposal their competence to work on a research project that concerns the specific issue of national ideologies and media production.

· Also taken into consideration will be authors with experience in research of national ideologies, who have so far not dealt with aspects of media presentation of national ideologies, but who can demonstrate in their research proposal their competence to work on a research project that concerns the specific topic of national ideologies and media production.

· At minimum, the status of a Master's Degree candidate; an awarded Master's Degree in social sciences or the humanities is preferable.

D. Language

Proposals of papers should be written in Bosnian, Croatian or Serbian.

E. Final texts

· The length of the final text should be between 7,000 and 9,000 words.

· All papers before being published will undergo at least two rounds of reviews (peer-review process) by the editorial team of the publication;

· Authors are expected to amend accepted papers in line with the comments of the editorial team;

· The first version of the paper should be delivered by 30 November 2009 and the final version of the paper should be delivered no later than 30 May 2010.

· The editorial team reserves the right not to publish articles that do not meet the standards of scientific research work.

F. stipends

· Selected authors for the position of research assistant will receive for their work a stipend of 1,000 Swiss franks (net).

· Selected authors for the position of lead researcher will receive for their work a stipend of 2,000 Swiss franks (net).

· The stipend will be paid out to authors based on submitted final versions of the ordered papers, pursuant to a contract that will be signed between Mediacentar Sarajevo and the authors individually.

· The stipend will be paid out only to authors whose papers are accepted for publishing.

IJCV 3 (2) 2009: Ethnic and Racial Violence

The International Journal of Conflict and Violence invites submissions to a focus section devoted to the topic: ethnic and racial violence. A feature of much of the world's violence and many of its conflicts are cleavages drawn along ethnic and racial lines. Violence takes the form of both violence against and committed differentially by minority populations in some countries and elsewhere majority populations are more frequently victims or disproportionately perpetrators. Spontaneous or organized ethnic violence is expressed by individuals and small groups and also by large groups, by organizations and obviously by states too. It can arise within a nation state or take the form of a transnational conflict. How can we better understand these conflicts and acts of violence?

Contributions to this issue that address many different forms of ethnic and racial violence from individual criminal violence, including ethnic hate crimes, to forms of collective violence like riots or pogroms up to ethnic civil wars, "ethnic cleansing" and genocide are welcome. We are especially interested in empirical papers that contribute to better comparative understanding. We encourage analyses that are comparative, but contributions may also focus on a single national case. Preference will be given to case studies where the authors highlight how their work betters our understanding in other countries as well. In this issue we will not include studies of transnational conflicts. We define "empirical" very broadly to include ethnographies, field studies, archival work, and of course quantitative methods.

The Final Program of the ASN 2009 World Convention is attached and posted at www.nationalities. org. The Convention, sponsored by the Harriman Institute, Columbia University, New York, starts Thursday and runs until Saturday, April 23-25, 2009.

As always, the Convention boasts the most international lineup of panelists of North American-based conventions, with more than half of the 350+ scholars, from more than 40 countries, who will be delivering papers currently based outside of the United States. More than 700 panelists and participants are expected at the convention.

In the wake of seminal events that have unfolded in 2008, the Convention will feature four panels in a special section on "The War in Georgia and its Implications" and four on "The Independence of Kosovo." These will enrich an exceptionally strong lineup of panels in all regions of the former Communist world and Eurasia: Russia, the Caucasus, Central Asia/Turkey/ China, the Balkans, Ukraine and Central Europe (including the Baltics and Moldova). The Central Europe and the Balkans sections lead the way with 23 panels each, followed by Central Asia/China/Turkey— with a combined 16 panels, Ukraine and Belarus—10, the Caucasus—9, and Russia—8 (excluding the Northern Caucasus). Twelve panels appear in the "Thematic" section. Recurrent themes on the program include the Politics of Memory, Mass Violence, War Tribunals, EU Enlargement, Ethnography, Ethnic Minorities and Diasporas.

Fourteen more panels appear in the Nationalism section, such as "Processes of Violence,""Things Fall Apart: The Politics of Fragmentation in Armed Groups," and "How (Not) to Study Ethnic Conflict".

Since 2005, the ASN Convention has acknowledged excellence in graduate studies research by offering Awards for Best Doctoral Student Papers in five sections: Russia/Ukraine/ Caucasus, Central Asia/Eurasia, Central Europe, Balkans, and Nationalism Studies. The winners at the 2008 Convention were Jesse Driscoll (Stanford U, Political Science) for Russia/Ukraine/ Caucasus, Sarah Cameron (History, Yale U) and Kristin Fabbe (Political Science, MIT, US) for Central Asia/Eurasia/ Turkey, Helena Toth (Harvard U, History) for Central Europe, Valentina Burrai (UC London, UK, Political Science) for the Balkans, and Lee Seymour (Northwestern U, Political Science) for Nationalism Studies. More than a hundred doctoral students will be eligible for the awards at the 2009 Convention. Overview:

The accommodation of ethnocultural diversity and other forms of difference are central to good, stable democratic governance. Yet, few courses and schools in public administration in Europe and beyond equip future decision-makers with the awareness, knowledge, and skills needed for a diversity-friendly public sector.

This workshop brings together instructors from CEU and other leading institutions to provide teachers of public administration higher education and related fields (including policy studies, political science, government, and related trainings topics) with a better understanding of the connections among diversity, public administration, and public administration education. The workshop includes conceptual
and practical sessions related to the main theme, during which participants explore key concepts, challenges, existing practices related to diversity management, as well as teaching methods, literature and other resources needed in the classroom. Participants also clarify how public administration education or institutions can be a model of good diversity management. Participants are encouraged to present and
reflect on experiences from their own teaching contexts.

By the end of the workshop, participants will finalize a course syllabus with reading lists. Participant will also discuss ideas and plans for future cooperation and on-going learning. In 2008, the Council of Europe, Minority Rights Group-International , CPS, LGI/OSI, the European Academy (EURAC) in Bolzano/Bozen, Italy, and other institutions and scholars contributed reading materials for these workshops.

Eligibility:

Workshop organizers welcome applications from teachers of higher education and trainers in relevant fields from the former Soviet Union, Mongolia, South-Eastern Europe. Applicant must have a good command of English, both written and spoken, to actively participate in workshops, training sessions and roundtables, as well as to use resource materials available at CEU.

Financial information:

Only faculty from the former Soviet Union, Mongolia, South-Eastern Europe are eligible for full financial support. Citizens of EU member states are welcome to attend our sessions but, except for exceptional circumstances, need to cover their travel to and accommodation in Budapest from external funding.

Funding for those applicants who have already participated in a fully funded CEU faculty oriented program is available under the following conditions:

· Applicants who wish to re-apply for the same type of CRC session (Open House, Course Innovation or Topical Issues in Curriculum Development) should attach to the application form a short justification of their intention. Priority in the selection of participants will be given to newcomers.

The above restrictions only apply for those who receive full funding from CEU.

Applicants who are able to pay for their participation (to cover travel and accommodation) or receive external funding are eligible to apply to all our programs with no restriction.

Important Note: There are many approaches to the public management of ethnocultural diversity and other forms of difference including gender, disability, age and others. These approaches include, among others, equality policies, human and minority rights, liberal multiculturalism and diversity politics. This workshop will include a session during which experienced lecturers and participants will present and discuss the theoretical frameworks and approaches that underpin their courses. To prepare for this session, we ask applicants to submit a one-page description of their approach to the public management of diversity in relation to their course design. Applicants may refer to specific authors, works, theories, or broad approaches with which they are familiar. This short description should be attached to the application package when submitted to the CRC.

Craig Zelizer is the Associate Director of the Master of Arts in Conflict Resolution Program within the Department of Government at Georgetown University and a Senior Partner with the Alliance for Conflict Transformation. He has over 15 years experience in peacebuilding activities around the world, including assessment, training, dialogue, capacity building and evaluation work. He has published several articles on trauma and peacebuilding, arts and peacebuilding, and careers in international peace and conflict resolution. He is also the founder of the Peace and Collaborative Development Network, a leading online platform to bring together scholars and practitioners working on international conflict. He holds a Ph.D. in Conflict Analysis and Resolution from George Mason University.

Robert A. Rubinstein is professor of anthropology and international relations at the Maxwell School of Syracuse University, where from 1994-2005 he directed the Program on the Analysis and Resolution of Conflicts. He earned his Ph.D. in anthropology from the State University of New York at Binghamton, and his Ms.P.H. from the University of Illinois School of Public Health. His research focuses on cultural aspects of dispute settlement, international health, and the anthropological study of peacekeeping. He is a founding member and current Co-Chair of the Commission on Peace and Human Rights of the International Union of Anthropological and Ethnological Sciences. He has published more than 85 journal articles and book chapters and is author or editor of 7 books, most recently Peacekeeping Under Fire: Culture and Intervention.

Funded Graduate Studentships

Dr. Josh Lepawsky in the Department of Geography at Memorial University of Newfoundland is seeking graduate students (MA or PhD) interested in studying the international trade and traffic of electronic waste (e-waste). These studentships are funded through a Social Sciences and Humanities Research Council Environmental Issues Research Grant.

Ideal applicants will be recent or current undergraduates (for MA positions) or graduates (for PhD positions) with some background in cultural, economic, or political geography (or cognate disciplines, including STS), and/or Asian Studies. The ability to conduct fieldwork in Asian contexts, including but not limited to China, India, and Singapore, would be especially advantageous.

Eligibility

The studentships are conditional on successful admission to the graduate program. Applicants need not secure, or apply for, admission prior to application for these studentships. Annual renewal of the studentships are subject to satisfactory progress towards graduate degree completion. International applications are welcome.

CONCEPT
The workshop 揂driatic Frontiers: Communications Across Cultures, Space and Time� seeks to provide a forum for the study of the multifaceted history of a region that has remained on the margins, despite the increased interest in the Mediterranean. Although Fernand Braudel had early upheld the study of interactions of Catholic, Muslim, Christian Orthodox, and Jewish cultures on either side of political borders as a promising field of study, few efforts have been made since then for a greater understanding of the Adriatic, specifically, as an intercultural space. This zone of multiple frontiers has suffered from the fact that it is also on the periphery of specializations of Ottoman/Middle Eastern, Italian/European, and Balkans/South Slavic histories and their respective sources and literatures. Scattered efforts in recent scholarship, resulting in somewhat astonishing findings, have demonstrated that we are still far from understanding the workings of this space between, broadly, the 14th and 19th centuries. The proposed workshop seeks to bridge this gap by bringing together an international group of scholars from various disciplinary backgrounds who nonetheless share a common interest in intercultural aspects of the Adriatic space in the past. The proposed workshop will reframe earlier efforts in the quest to further future scholarship on the matter. The organizers strive to achieve a mixture of established scholars who have already made a lasting contribution to the field and younger historians who would benefit from the meeting in their future endeavours. There will be no registration fee. Most selected participants are eligible for a bursary. This will be a lump sum, unrelated to your actual costs, and fixed according to your country of residence/departure . Participants are expected to arrive in Montecatini Terme on Wednesday, March 24, 2010, before 6PM and depart on Saturday, March 27, 2010, after lunch (i.e. after 1PM). Shuttles from the nearby airports of Florence and Pisa to the conference venue will be provided (on Wednesday, March 24, 2010, as well as on Saturday afternoon and Sunday morning). Montecatini Terme is located in a distance of approximately 45 km from Florence and Pisa.

ACCOMODATION
Participants will be accommodated in one of the hotels in Montecatini Terme booked for the MRM. All hotels are within walking distance of each other and offer the comforts of a 4-star hotel. The discount rate prices per night at these hotels range from ca. 35 to ca. 75 euros, hence totaling 100-250 euros, according to your preferences, for all three nights. The participants will be required to pay for their rooms themselves (see also section 揅osts�) upon check-out. Breakfasts, lunches, and dinners are provided for, save for the dinner on Thursday, March 25.

WORKSHOP, SCHEDULE AND VENUE
The workshop 揂driatic Frontiers� is one of approximately 20 workshops organized simultaneously in the framework of the 11th Mediterranean Research Meeting. Each workshop will comprise of 10-16 participants and will begin with an inaugural lecture at 7PM on Wednesday. Presentations will be held on Thursday and Friday between 9AM and 5:30PM, as well as on Saturday from 9AM-1PM. Preliminary versions of papers to be presented will be made available (to participants only) prior to the event and must be submitted by January 15, 2010. The seminar rooms are within walking distance of the hotels and are all equipped with data projectors.

The PhD student will conduct research within the BOF-project “Formation and charge transfer mechanism in semiconducting polymer / CVD diamond heterostructures – POLYDIAM”. In collaboration between different research groups of the Institute for Materials Research (IMO), various small molecules and conducting oligomers/polymers will be combined with CVD diamond films to form heterostructures. The candidate will perform all nano and microcrystalline CVD diamond growth, and diamond surface structuring requested in the project. He/she will also study deposition methods leading to physical bonding between polymers and the diamond surface, such as spin-coating and UHV thermal evaporation, followed by an investigation of the growth mode with advanced morphological and structural characterisation. The nature of the project is highly cross-disciplinary and requires a candidate with good communication skills and a keen interest in team work.

The PhD student will conduct research within the FWO-project “Synthetic diamond films as platform materials for novel DNA-sensors with electronic detection principles”. This project is a joint initiative of the Institute for Materials Research IMO and the Biomedical Research Institute BIOMED at Hasselt University in cooperation with the Institute for Nano- and Biotechnologies at Aachen University of Applied Sciences. The candidate will focus on i) the covalent bonding of DNA onto diamond-based sensor electrodes and the morphological study of molecular DNA brushes, ii) the integration into label-free biosensors with electronic, impedance-based read-out techniques, and iii) the upgrading towards sensor arrays with a benchmarking with respect to point-mutations in patients’ genetic materials. This project combines cutting-edge applied- and fundamental research topics in an interdisciplinary environment. Interest in team work, excellent communication skills, and broad interests in natural-, medical-, and engineering sciences are a benefit.

PhD student (2x2 years) in charge transfer in semiconducting polymer / CVD diamond heterostructures

Job description
The PhD student will conduct research within the BOF-project “Formation and charge transfer mechanism in semiconducting polymer / CVD diamond heterostructures – POLYDIAM”. In collaboration between different research groups of the Institute for Materials Research (IMO), various small molecules and conducting oligomers/polymers will be combined with CVD diamond films to form heterostructures. The candidate will focus on chemical bonding procedures, developing photo and electrochemical coupling procedures of short chain molecules to diamond surfaces. He/she will perform morphological and structural characterisation of the formed heterostructures, followed by a thorough electronic and optoelectronic characterisation using highly sensitive techniques studying the charge transfer mechanism present in said structures. The nature of the project is highly cross-disciplinary and requires a candidate with good communication skills and a keen interest in team work.

Profile
Master degree (or equivalent) in physics, chemistry, engineering or materials science. A background in any of the fields mentioned in the job description will be considered a plus. Students who will obtain their diploma at the end of this academic year, are also invited to apply.

The appointment has a duration of 2x2 years (assessment after 2 years).

The candidate is expected to prepare a PhD thesis in the context of singularly perturbed vector fields, more precisely of planar singularly perturbed Liénard systems. The Dynamical Systems group at Hasselt University has a strong background on singular perturbation problems and Liénard systems. The candidate is expected to collaborate with different members of the group.

Diploma
Master in Mathematics or equivalent diploma in mathematics. Students who will complete their study this year can also apply. There is no need for the candidate to speak Dutch, however a sufficient knowledge of English is required.

Offer
The scholarship is available for a period of 4 years. It consists of a first appointment of 2 years, which can be followed by a prolongation of 2 years after an evaluation of the progress of the scholarship.

PhD (2x2 years) ”Statistical Methodology in Vaccine and Infectious Disease Research”

Job description
PhD in statistical methodology in vaccine and infectious disease research. The research activities are part of an interuniversity collaboration between the Institute VAXINFECTIO of the University of Antwerp, and the Center for Statistics, Hasselt University. The main interdisciplinary research themes are i) to improve and/or increase the understanding of the immune system, ii) to develop strategies for the containment of antibiotic resistance and iii) to develop new methodology in modeling infectious disease spread.

Profile
* You have a strong quantitative background;
* You are intrinsically motivated, think analytically and creatively, and work in an organised and focused manner ;
* You enjoy working in an multidisciplinary environment (statistics, epidemiology, medical sciences, life sciences);
* Experience in the use of statistical/ mathematical software such as SAS, R, etc., is a plus.

Diploma
Licentiate, Master, or equivalent degree in (bio)statistics, mathematics, physics or related field. Students that graduate this year can also apply.

Offer
The appointment takes effect from July 1, 2009 for a period of 2 years, extendable to a total period of 4 years.
