USA: Hispanic Study Abroad Scholars Scholarship
Scholarship / Financial aid: scholarships available
Date: one semester
Deadline: March 15, 2008
Open to: see Eligibility
Announcement follows:
Hispanic Students and Study Abroad
We believe that, in today’s increasingly interconnected world, every student should study abroad at some point in his or her college career. It is inevitable that today’s college students will work, partner or compete with people from around the world during the course of their careers.
Right now, Hispanic college students study abroad at about 50% the rate of non-Hispanic students.
In order to become the global leaders that the United States and the world need, Hispanic students need to be prepared for the opportunities and challenges that globalization presents.
Hispanic Study Abroad Scholars Program
HACU: The Hispanic Association of Colleges & Universities has partnered with Global Learning Semesters to increase the number of Hispanic students engaged in study abroad. Over the next ten years, the goal of our far-reaching partnership, the Hispanic Global Alliance is to reduce this gap and help tens of thousands more Hispanic students study abroad.
The Hispanic Study Abroad Scholars scholarship is one of the main components of our partnership.
Global Learning Semesters has committed to making available at least $8 million in scholarship funds to HACU students over the next ten years.
We believe these scholarships will improve the affordability of study abroad for HACU students – with the HSAS scholarships, some Global Learning Semesters programs are among the best-priced comprehensive study abroad programs in Europe.
Eligibility
You are eligible for the HSAS program if you are attending a semester-long Global Learning Semesters program and attend a HACU member institution that has activated its HSAS account.
Generally speaking, students applying to Global Learning Semesters programs must meet the following criteria:
Be at least 18 years of age
Have completed at least two semesters in college by the time of the program or earned the equivalent credits
Be in good disciplinary and academic standing
Have a minimum GPA of 2.5
How to Apply
Applying to the HSAS program is very simple. If you attend a HACU institution and are applying to a Global Learning Semesters program, you will automatically see two additional questions on your online application.
The questions that you will be asked are:
1. Would you like to submit an application for the HSAS program?
2. Please write a brief personal statement explaining how you believe Study Abroad will be important to your personal and career development?
Your information will be forwarded to the representative from your home institution who will make the final nomination decision.

Online training course on Conflict Resolution
Dear colleagues,
Our NGO RESPECT Refugiados is launching a new online training course on Conflict Resolution. Since we can't prevent conflict, the most important thing is to learn *how to handle or manage it *in productive ways. What is critical for resolving conflict is developing an understanding of, and a trust in, shared goals. However, there are several strategies for coping with conflict. Knowing when and how to
use these techniques can make you a more effective leader.
The training is split in two main parts: *"dealing with difficult people*", for those who find themselves on an complicated environtment when individuals are key part of the success of our projects, and "*getting along on the workplace*", for those others who have to work together with the same persons for a long period, on the same office, on the same projects and activites. We will go in deep on many topics that you later will be able to put in practice on your daily work. Course is given online on a virtual classroom. Detailed information can be seen at : http://respectrefug iados.org/ EN/?p=69 The main topics you will learn are:
**
• Recognize how your own attitudes and actions impact on others
• Find new and effective techniques for managing negative emotions
• Develop coping strategies for dealing with difficult people and difficult situations
• Identify those times when you have the right to walk away from a difficult situation
• Learn some techniques for managing and dealing with anger.
• Understand what conflict is and how it can escalate.
• Recognize the five most common conflict resolution styles and when to use them.
• Increase positive information flow through non-verbal and verbal communication skills.
• Develop effective techniques for intervention strategies.
• Strengthen staff trust and morale.
• Become more confident of your ability to manage conflicts to enhance productivity and performance.
Please check our website if you wish more detailed information about it:

International Conference in Baku, Azerbaijan / 17-20 December, 2007/
International Conference
“Conflict between Armenia and Azerbaijan:
The role of youth in the solution of the military conflicts”
December 17-20, 2007. Baku, Azerbaijan Republic
Why this conference?
This seminar & conference has been funded by the Ministry of Youth and Sport of Azerbaijan Republic. This training tries to offer young people in general and young people with fewer opportunities in particular, non-formal ways to learn. Under this there is strong focus on conflict resolution as a means of increasing the tolerance of the European and Asian societies and the personal growth of the people participating in youth activities. There is strong belief that a lot can be done to facilitate that such learning happens. Learning and development has to grow from within, indeed, these aspirations. This training will focus on implementing innovative approaches towards conflict management by starting with the experience of participants.
Overall Aims and Objectives of the conference
The aim of this conference is to present and train innovative methods, which will be focused on the transformation of conflicts into new understandings, creative ideas and broader agreements. According to our belief this is the true potential of the diversity of the current European and Asian societies. In this way conflicts will be seen as a potential for young people and Youth NGOs to grow deeper and wider and expand their networks, but also for personal growth of the individual participant. Moreover we wish to stimulate the formulation of new projects within the framework of the program.
The objectives of the conference are to:
v Gain knowledge to predict and analyse regional conflicts.
v Discover power of youth for resolution of the current conflicts by using their guidance, knowledge and skills.
v Build East-West partnerships between the partners involved and the organisations represented;
v Assess and enhance exciting conflict resolution practices;
v Equip participants with knowledge and basic conflict transformation skills;
v Empower participants to carry out conflict transformation training in a team and initiate co-operation between participants as a basic for future training work;
v Identify potential linkages and partnerships for multiplying the training outreach and the impact of the skills development.
Methodology of the conference
The basis of this conference will be situated learning, which means that rather than working with exercises from manuals and simulation games, we will incorporate cases of the participants and discuss the issues in relation to their reality. This requires a very active participation from the participants. If you are interested in participating you should therefore be willing to share and work on challenges from your own organisational work in small groups (e.g. challenges you are meeting when managing a youth project). This approach has been chosen as it is believed that conflict management skills can only be practiced while trying to deal with real-life conflicts, rather than a simulation remote from reality. One participant will thus practice the mediator-tools, while the other will be sharing his/her current conflicts. We will thus use exercises (interviews, role-plays, drama etc.) mainly based on real-life cases/experiences. The same goes for developing project ideas,
as think the outcome is greater when based on the real visions of the organisations rather than simulated cases.
Profile of Participants
The seminar will bring together participants from a variety of backgrounds: youth leaders and those working with conflict resolution as well as NGO representatives, Youth Workers, Youth Leaders. The requirements for participation are:
· Be aged between 18 and 30 (indicative)
· Have a certain level of experience with the work of their organisation
· Be in a position to multiply the learning outcomes and to implement project ideas
· Be willing to continue East-West cooperation after the training.
· Have proven personal and organisational interest in this training
· Be fully available during the whole training course (meaning training and travel days) and willing to participate actively (only in that case you will be certified)
· Be able to speak English well enough.
· Active at the local, regional and national level,
· Level of commitment for follow up of project implementation,
· Available for full duration of the conference
The participant selection process will be based on a detailed questionnaire and recommendation letters from sending organisations.

DYING FOR ONE'S COUNTRY:
The Soldier and Sacrificial Death
Presentation by Richard Koenigsberg, Ph.D. at the Columbia University Seminar on Death, Wednesday, December 12, at 7pm.
Ordinarily, death is conceived as a bad thing. The death of a soldier in battle is a bad thing, but also a good thing. People revere the soldier for the death that he has suffered on our behalf: he has sacrificed his life for his country. In order to wage war, a nation must be willing to "suffer casualties"- -to send people into battle where they may be killed. A nation's willingness to sacrifice its soldiers testifies to the fact that one's society is devoted to its sacred ideals. The death of the soldier in battle performs a validating function.
Richard Koenigsberg received his Ph.D. in Social Psychology from the Graduate Faculty of the New School for Social Research. New editions of his books are about to be released: Hitler's Ideology: Embodied Metaphor, Fantasy and History; The Nation: A Study in Ideology and Fantasy; and The Fantasy of Oneness and the Struggle to Separate: Towards a Psychology of Culture. He is Director of the LIBRARY OF SOCIAL SCIENCE, a company that promotes and publicizes scholarly books and conferences.
If you are able to attend the seminar--or unable to attend--please read Dr.
Koenigsberg' s online publications:
"The Soldier as Sacrificial Victim:
Awakening from the Nightmare of History"
"As the Soldier Dies, So Does the Nation Come Alive:
The Sacrificial Meaning of Warfare"

Diversity and Anti-Discrimination Conference 2008, 14-16 March 2008,

14-16 March 2008, Bangkok, Thailand
Dear Students, Scholars, NGO and corporate representatives, aspiring and accomplished leaders, we are happy to announce a great opportunity to gain exposure to other cultures while expanding your social network and adding valuable interest to your resume.
Every day, throughout the world, a person is being judged on a range of grounds, including racial or ethnic origin, religion or belief, age, disability, sexual orientation and many others.
We would like to hear the voice of you, directly affected by intolerance of diversity or any form of discrimination as well as investigate different tools and techniques to avoid/fight these maladies of today?s world.
The Conference aims to search for deeply embedded historical and cultural causes for any form of intolerance between people. By presenting this problem from a global/regional point of view, we will get a wider image on possible ways to prevent this kind of behavior in the particular communities as well as emphasize the problem on a global level.
We will also try to explore legislative issues, anti-discrimination laws and policies that are being applied with more or less success worldwide ? we will also give space to the international NGO?s and government agencies directly involved in raising above prejudice and ignorance.
The Conference is open to students and scholars who would like to raise awareness on the key factors of intolerance and discrimination and bring some valuable knowledge back to their communities where they will successfully apply it.
We hope we will have a pleasure to welcome you at this highly challenging and exciting international event and we look forward to meeting you in March in Bangkok!

New Publication: Reclaiming Democracy: Civil Society and Electoral Change in Central and Eastern Europe
Reclaiming Democracy: Civil Society and Electoral Change in Central and Eastern Europe
Pavol Demeš , Joerg Forbrig, Robin Shepherd
The German Marshall Fund
Joerg Forbrig, Pavol Demeš, editors
[]"Postcommunism, with its exaggerated emphasis on the power of the economy, politics, law enforcement, justice and the media, can be seen, to some extent, as echoing the communist period. The patience of people has been enormous, but not without limits. Fortunately, the ethos of the anti-communist revolutions of 1989 and 1990, the natural self-organization of civil society and the international context made a return to totalitarianism impossible. Sooner or later, the situation in various postcommunist countries ripened into civic protest against the new abuses
of power."
Václav Havel, former President of the Czech Republic
A remarkable sequence of democratic changes has swept through Central and Eastern Europe in recent years. In Slovakia and Croatia, Serbia, Georgia and Ukraine, postcommunist politics had increasingly departed from the democratic reforms initiated after 1989. Instead, semi-authoritarian regimes had emerged that openly manipulated democratic processes and abused the human, civic and political rights of their citizens. Yet on the occasion of national elections, neo-autocrats in the five countries found themselves challenged by democratic alliances of opposition parties, civil society groups and citizens at large. These asserted a democratic choice over the future of their countries and, by way of peaceful mobilization, returned democratically elected governments to office.
Variously labeled "color revolutions" , "transitions from postcommunism" or "electoral breakthroughs" , and for some representing even a new "wave of
democracy", the recent changes in the five countries have fascinated scholarly observers and democratic activists alike. For this reason, this book provides a cross-section of perspectives on recent democratic breakthroughs in Central and Eastern Europe. Case studies drafted by civic leaders present inside accounts of how civil society helped to assert democracy, while comparative analyses by academic experts shed light on a range of further factors that facilitated these changes, including the semi-authoritarian nature of postcommunism, economic aspects, civil society strategies and resources, and youth participation.
This book is a joint project of the German Marshall Fund of the United States (GMF) and Erste Foundation of Austria, and it was edited by GMF's Joerg Forbrig, Program Officer, and Pavol Demeš, Director for Central and Eastern Europe.

New Publication: JISB Supplement - Bosnian Crisis: Documents and Analysis
The Journal of Intervention and Statebuilding has just published a special on-line supplement Inside the Bosnian Crisis: Documents and Analysis.
This special on-line supplement is designed to give those involved in research and policy-making immediate access to some of the key documents and analysis on the current Bosnian crisis, the resignation of the state prime minister and disputes over powers of the international High Representative:
* Matthew T. Parish’s article on ‘The Demise of the Dayton Protectorate’ provides the insight of a serving OHR Legal Department Head (2005 – 2007). He charts the rising level of power and activism of the Office of the High Representative.
* Gerald Knaus, chairman and co-founder of the European Stability Initiative (ESI) and Kristof Bender, a senior analyst with the ESI, have provided an amended ESI report which reconsiders the rationale for police reform and the use of EU conditionality, warning that the imposition of additional conditions is setting back Bosnia’s progress.
* Thomas Muehlmann, a member of the Austrian foreign ministry and formerly the Chief Political Advisor of the European Union Police Mission in Bosnia-Herzegovina (2003 - 2005) provides a detailed analysis of the background to the police reform proposals under the leadership of High Representative Lord Paddy Ashdown.
Also included is a range of immediately relevant documentation:
* An ‘Institute Note’ issued to the EU Political and Security Committee (COPS) which is very much an admission of EU failure in Bosnia, suggesting that ‘the EU's “soft power” is not working’ and that ‘the legitimacy and credibility of the OHR have been seriously weakened’.
* Two letters from Bosnian Serb representatives. The letter of Republika Srpska prime minister Milorad Dodik to the European Parliament of 20 November 2007 and the letter of Dr Milorad Živkovi , Speaker of the Bosnia-Herzegovina Parliamentary Assembly House of Representatives, to the Secretary-General of the Council of Europe, of 21 November 2007.
* Three documents available from the Office of the High Representative. The ‘Press Conference by the High Representative Miroslav Laj ák, following the PIC meeting’ of 31 October 2007; the 19 October ‘Decision Enacting the Law on Changes and Amendments to the Law on the Council of Ministers of Bosnia and Herzegovina’ and the December 2002 ‘Law on the Council of Ministers of Bosnia and Herzegovina’.

CfP: The Crises of Representation, Polis
Call for Papers
Polis an academic journal published by the European University of Tirana (UET), Albania, would like to invite post – graduate students, researchers and academics in general to submit papers for its fifth issue. The journal is published in Albanian and comes out three times a year. It focuses on issues directly or indirectly related to democratization in general and Albanian democratization in particular. The four previous issues of Polis have focused on political representation, Albanian Euro-scepticism, informality in Albania, and the role of the international community in the Albanian democratization, respectively. The papers published in the last issue of Polis can be accessed on line at www.revistapolis. com or through the UET website: www.universitetieur opian.com
The fifth issue of Polis will have as its central theme; The Crises of Representation in Albania. There are high and growing levels of dissatisfaction with politics and politicians in Albania. Political debates often seem to be disconnected from the everyday concerns of the citizens, while the political scene is often characterized by high levels of conflict and polarization. This in turn has produced a growing sense of alienation with politics as reflected by a growing anti-politics discourse in Albania. Citizens, intellectuals and even politicians increasingly blame politics for most of the shortcomings of the Albanian democracy.
It is this phenomenon that the fifth issue of Polis seeks to explore by looking at it from different angles; including but not limited to institutional, structural, discursive, cultural or sociological perspectives. Therefore, we would like to invite submissions that explore different aspects of the crises of representation from a critical perspective. The aim is to identify the sources of the dissatisfaction with politics and/or assess potential remedies. We are open to submissions that focus on the crises of representation in the democratization process in other countries that might be relevant to the Albanian case as well. The papers can be submitted in Albanian or English. If submitted in English and selected for publication they will be translated into Albanian by the Polis staff.
For inquiries, comments, or submissions please send your e-mails to: bkajsi@essex. ac.uk or kajsiu@yahoo. com
Submission deadline: January 30th, 2007

CfP: Traveling in War Zones , New York, 7-8.3.2008
Traveling in War Zones
Columbia University
Department of Germanic Languages and Literatures
Graduate Student Conference
March 7 & 8, 2008
Call for Papers (January 6, 2008)
From Ground Zero to the Green Zone, war zones are rapidly losing what we might think of as their traditional forms. Since the birth of modern technological warfare, the museum diorama, with its grassy meadows and brightly colored columns of opposing troops, has ceased to bear any resemblance to the landscape of contemporary war. If we attempt a look from different perspectives, perhaps we will find that war and its territories have never been so simple to describe.
We are, therefore, soliciting papers that will respond to the conjunction of the phenomenon of travel with war zones. Who travels the war zone, by what means, and what kind of perspective on war emerges from this? (The perspective of the soldier as opposed to that of the civilian, the refugee, the journalist, the partisan, the mercenary, the tourist, etc.)
In the interests of interdisciplinarity , we are placing no restrictions on paper submissions — we welcome papers in fields from the history of technology to military history, literary studies, media studies, anthropology, and on.
Possible areas of interest might include, but are by no means limited to:
- How the experience of war manifests itself in the literary travelogue, and, conversely, how the experience of travel manifests itself in the war report.
- The development of transport technologies for the purpose of war, and their secondary repurposing for the purpose of travel (the horse, jeep, airplane, etc.).
- Descriptions of travel in crusade chronicles, documents of colonial conquests, war diaries, letters and postcards from the war front; how the experience of traveling war zones is captured in war sketches, photojournalism, private photo/video albums, etc.
- The wartime origins of psychological phenomena, such as nostalia and shock, and their historical transformations with respect to ongoing changes in the nature of displacement and rupture.
- Affinities and interferences between war and tourism.
- Traveling the Cold War (in reality and imagination) .
Deadline for submission of abstracts (300-400 words): January 6, 2008. Please submit abstracts to: germangradconferenc e@columbia. edu
