The Conference will debate the progress of the European integration process in the context of the country’s application for candidate status, as well as the visa liberalization process. The event will mark the launch of the eighth annual survey study “European Perspective for Albania- Perceptions and Realities 2010”.

The presentation of the study will be followed by a discussion of its findings, and the challenges and prospects of the European integration process for Albania. Caltech's Center for the Mathematics of Information (CMI) announces openings in the CMI Postdoctoral Fellowship Program, starting in fall 2011. The CMI is dedicated to fundamental mathematical research with an eye to the roles of information and computation throughout science and engineering.

PhD: Nanyang Technological University (NTU)

I'm looking for a PhD candidate for 2011 intake, who has a solid background in mathematics (in particular, algebra) and control theory. The student is expected to work on supervisory control for complex systems or other relevant topics about discrete-event systems. Some working knowledge about software and hardware will be a plus, but not necessary.

For an excellent candidate I can provide a 4-year research scholarship, which is worth about SGD2000/month before the qualification exam and SGD2500/month after passing the exam plus all relevant fees. Ph.D. / PostDoc position: "Fast and high-performance Adaptive Optics for Extremely Large Telescopes", The Delft Center for Systems and Control of the Delft University of Technology, The Netherlands

Job description:

Adaptive optics (AO) is used in large telescopes to compensate for disturbances in the atmosphere as well as vibrations of the telescope optical components. With the increasing dimensions of telescopes, up to 42m for the European Extremely Large Telescope (E-ELT), the dimensions of the AO systems are increasing such that the computational complexity of the controller prohibits an (unstructured) centralized implementation.

The goal of this project is to design, implement and validate a fast and high performance control algorithm on multi-core of-the-shelf hardware to control a large scale adaptive optics system for application in extremely large telescopes. The PhD student will evaluate several efficient AO control algorithms, among which algorithms developed at DCSC, further optimize the computational complexity versus performance tradeoff and implement and validate the method on a multi-core AO demonstrator system. The project, which is funded from the ESFRI Consortium, is a collaboration between Delft University of Technology (Delft Center for Systems and Control) and the University of Utrecht (Astronomical Institute).

Requirements:

We are looking for a candidate with a Msc / PhD degree in Physics, Electrical Engineering, Computer Science, Mathematics, or equivalent, with a strong background in numerical algorithms for control and signal processing. Experience with parallel processing is a advantageous. The candidate is expected to further develop the research on fast and high performance adaptive optics algorithms that has been initiated at DCSC, to validate these in a laboratory demonstrator and to publish his/her research in scientific publications. A PhD position in decentralized and distributed control and filtering is available at the School of Engineering and IT, University of New South Wales @ ADFA, Canberra, Australia.

Project Details:

The coordination of multi-agent systems is one of the most active topics in the current control and systems literature. One of the central problems here is to develop distributed control and filtering algorithms based on local information that enables all agents to reach an agreement on quantities of interest (the consensus problem). The project will involve the development of generalized consensus rules and corresponding control and filtering algorithms to allow the agents to be connected into a network so that they achieve agreement when their dynamics are subject to noise and uncertain disturbances.

The successful applicant is anticipated to have a first-class honours degree or equivalent in Electrical Engineering, Applied Mathematics, or other relevant areas, with specialization in control theory and control applications.

Description

Expectations for Fellows
There are certain expectations we have for award recipients. These include that you:
1. Attend the APRICOT Newcomers Orientation Session. The APRICOT Newcomers Training will help orient you on the history, working methods, and culture of APRICOT. Your attendance at this training is important, as it will help you through the event's sessions. Of course, you are also
expected to attend the APRICOT's meeting sessions that you have signed up for.
2. Share your experience and the knowledge you gain at APRICOT with your local technical community.

An important part of the program is for Fellows to share the knowledge they gained at APRICOT with others in their home country or region. This can be done, for example, by making a presentation at a relevant professional, academic, or technical meeting, speaking at an association meeting or local NOG/ISOC chapter event, writing an article for a relevant local publication, and so on. We ask that you provide verification of your APRICOT information
sharing activities within six months of attending the meeting. If you publish an article, please send a URL or a scanned copy. If you speak at an event, please get it videotaped and post the video to youtube.com or other online video sharing service, and send the URL.

3. Complete a Fellowship evaluation report after the meeting. We will ask you to complete a short report on your experience at APRICOT as an APRICOT Fellow. We will provide you with a form to fill out and ask that you return it to us within two weeks of attending the meeting.

4. Help APRICOT with the administrative components of your Fellowship. We will email you with the steps that need to be taken in order to get you to the meeting. These include filling out APRICOT registration information, helping to find appropriate flights to get you to the meeting, and other details. We ask that you respond promptly and let us know as soon as possible should any problems arise. Please provide a valid email address, telephone number, and other contact information. Please fill in applications with sufficient detail.

Criteria for Selection
The APRICOT 2011 Fellowship Committee will select the fellows according to the following criteria:

* Residency in a developing country

A 3-year postdoctoral position funded by the "Agence Nationale de la Recherche" (ANR) will be available in January 2011 to join an INSERM-CNRS unit of Paris Descartes University. The hosted group entitled "Neuron-Glia Interactions" led by Etienne Audinat is also affiliated to the "Paris School of Neuroscience" network of excellence.

A current objective of the group is to elucidate the role of microglial cells, the resident macrophages of the CNS, in different physiological and pathological conditions. The present project is focused on the role of microglia in epilepsy. The team has recently described changes in microglial cell functional properties in a model of status epilepticus (Avignone et al. 2008; Menteyne et al. 2009) and the postdoctoral fellow will analyze the impact of microglia activation on neuronal survival and activity in this model.

The project combines different approaches, including in vitro and in vivo electrophysiology, imaging, molecular biology and histochemistry and is conducted in collaboration with the groups of Valentin Nägerl (Bordeaux University, France), Stephane Auvin (Robert Debré Hospital, Paris, France) and Bruno Lucas (Cochin Institute, Paris, France).

The successful candidate should have a solid background in electrophysiology and should be motivated by a multidisciplinary and collaborative research project. Candidates must possess a Ph.D. or equivalent degree.

Job opportunities in the Systems Biology Centre for Metabolism and Ageing

We are recruiting 14 PhD students/postdocs from various disciplines relevant for Systems Biology, including biology, biochemistry, biotechnology, bioinformatics, statistics, mathematics and theoretical biology.

Scientific excellence and enthusiasm will be the most important criteria for selection. Previous experience in Systems Biology or in research related to metabolism and/or ageing research is advantageous but not required.

Each of the 14 positions will be filled by either a postdoc or a PhD student. Postdoc positions will be for 3 years, PhD positions for 4 years. The conditions of employment comply with the Collective Labour Agreement for Dutch Medical Centres / Dutch Universities. The NCCR Climate, Switzerland' s centre of excellence in climate and climate impact research, invites young scientists to join leading climate researchers in a scenic Swiss Alpine setting for keynote lectures, workshops and poster sessions on the occasion of the 10th International NCCR Climate Summer School 2011.

The topics covered at the NCCR Climate Summer School 2011 will include:

* Ecological implications of climate change and weather extremes

* Ecosystem services and climate change: forests, grasslands and croplands

* Food security: coping with climate change in agriculture

* Global land and water use in a changing climate

The Summer School invites young researchers from all fields of climate research. The courses cover a broad spectrum of climate and climate impact research issues and foster cross-disciplinary links. The conference concept:LITERARY DISLOCATIONS

Recently, the predominance of the spatiality as a dimension of the human world has become evident in the humanities. Ever since the influential works written by Michel Foucault, Gilles Deleuze and FÃ©lix Guattari, Edward Soja, Homi Bhabha and many others, comparative literature, too, has become fullyaware that location is a very complex notion, which combines many different aspects and approaches to the human existence and creativity. If we consider this fact in
relation to current relevance of concepts, such as movement, motion, transfer, and transformation of identities, we can speak about a range of different dislocations that are inherent to the culture. Geopoetics and geocriticism can provide important methodological tools for discussions related to such movements in the frames of literature. Moreover postcolonial
criticism,feministt heory,cultural geographyand other cultural approaches can also significantly contribute to highlighting other relevant aspects connected to the problem of removing, changing, crossingboundaries, transferring. This dynamic is absolutely relevant for comparative literary studies as well.

This conference aims to examinethe multiplicity of literary and cultural representations and other phenomena that implicate spatiality, movement and unstable locations which are considered as points of dynamic processes. Dislocation emerges as a notion that traverses various disciplines and different textual and artistic practices and at the same time it amplifies itsrelevance in the exploration of the current cultural production. The conference papers can
analyze the theoretical implications of dislocationor they can focus on dislocation as referential content (the dislocation of travel, migration and exile, urbanizationetc. ).

Many issues are expected to be discussed, such as: How are dislocations represented, produced or defined in literature and other media? Are there any media or genre-specific concepts of transgressive spaces?Which are other literary functions of the topos beside its primary function as a container for the plot? How is it possible to use the notions of space and spatial practicesas analytic toolsin and across disciplines? In which way is identification related to dislocation? How can geography and history, language and cartography help us to better understand literary creations and cultural contexts?

Possible topics may include but are not limited to:

1. studies, migrations,global/ local/glocal, third space, transcending the boundaries of public and private space

3. Linguistic and semiotic transfersas dislocations translation studies, plurilinguistic phenomena, dislocation of texts, rewriting, translation as trade and exchange between cultures, displayed texts, interlinguistic quotations

Note: As part of the Congress some special activities will take place: a special roundtable on "Cultural Saints of Europe" which is connected to a current project in comparative literature, meetings of the REELC/ENCLS members and other cultural events (further details will be posted on the website of REELC/ENCLS).

Conference official languages and papers Official working languages of the conference are English and French. (Only in special cases Macedonian language can be accepted, but translation into English or French must be provided by the speaker). Upon arrival, all the participants will receive a booklet of abstracts in the official languages. The length of the presentations is limited to max. 15 minutes.

Venue and accommodation
The conference will take place on Thursday-Saturday, 1-3 of September 2011. The opening ceremony will take place at the University Ss. Cyril and Methodius in Skopjeon 1st of September. The following working sessions will take place on 2nd and 3rd of September at the Congress Centre in Ohrid. The transportation from Skopjeto Ohrid and back will be arranged by the organizers.

The registration fee is 50 EUR or equivalent in Denars payable upon arrival in cash (at the registration of the conference). The fee includes cocktails during the conference and organized transportation Skopje-Ohrid- Skopje.

Participants of the conference book and pay for their hotel accommodations themselves. The organizing committee will release a list with addresses and prices of available hotels by 15th of November 2011.

Two sightseeing tours will be organised, one of Skopjeand one of Ohrid. These will be free of charge, but participants will need to confirm their interest for either one or both of them.

The Vrije Universiteit Brussel in cooperation with KaHo Sint-Lieven and HUBrussel conducts research on Personnel Rostering and Manpower Planning for which a four year PhD position is vacant.

The candidate should have a master degree and possess good mathematical skills. Experience with programming is desirable.

*Project description*

State of the art approaches on quantitative personnel planning are restricted to either manpower planning or personnel rostering, addressing long term and short term objectives respectively. Some approaches combine aspects of both domains by tackling manpower planning and personnel
rostering in a sequential way, resulting in suboptimal solutions at (the)different decision levels. The decisions taken at the level of manpower planning, restrict the possibilities at the rostering level. Consequently, addressing poor quality rosters at a departmental level is very hard.

The project aims at closing the gap by integrating complementary aspects of personnel planning into one single decision model. Research goals include:

- integrating the objectives of the different decision levels, namely the aggregated organisational level and the level of the local departments, taking into account the corresponding time horizons of both.

- introducing a quality vector capable of considering both manpower planning and rostering aspects.

- developing an algorithm for generating high quality personnel strategies.

An optimal strategy results in a personnel structure that allows for good quality rosters in each department while at the same time, being desirable with respect to manpower planning.

5 PhD Studentships in Computer Lab, Uni of Cambridge, UK

We are seeking five PhD students across a range of system topics. We are seeking two PhD students to investigate the implications of photonic networks on future large-scale computer systems (such as data centres or scientific computers) with a focus on power consumption reduction. The work will involve modelling large systems of chip multiprocessors with photonic interconnect using FPGA-based emulation. We are seeking a further three PhD students for the 'INTelligent Energy awaRE NETworks' (INTERNET) project whose vision is to reduce the carbon footprint of ICT networks by at least an order of magnitude - along with a corresponding reduction in non-renewable energy consumption. PhD students would perform complimentary work across topics including: the investigation of energy-aware network protocol design and implementation for the migration of virtualised systems, performing research into the models of energy usage of networks in and between data centres, and the design and implementation of novel hardware-software interfaces. Master & PhD Scholarship in KIST (Korea Institute Science and Technology)

The scholarship awardees will be provided with a monthly stipend 900,000 Korean won(around US $800) for Master, and 1,200,000 Korean won (around US $1,100) for Ph.D. programs throughout their study. No tuition or registration fees are charged.

All applicants should keep in mind the admission timetable in IRDA as follows. Applications for the IRDA program will be accepted twice annually. Admission periods are for both the Fall and Spring semesters. The current deadlines are as follows:

Online Seminar: Cartoons and Multiperspectivity

From 11-15 October 2010, EUROCLIO will be hosting the Online Seminar on "Cartoons and Multi perspectivity". Aimed at teacher trainees, the seminar will focus on cartoons from the selected themes in 20th century history. Participants will debate the multiple perspectives that can be generated from these cartoons while identifying the biases with which they were created and disseminated.

Teacher training institutions from a wide range of countries, such as the University of Iceland, the University of Malta, Fontyns Hogeschool and Hogeschool van Amsterdam in The Netherlands, University of the West of England, University of Chichester, University of East Anglia, Edgehill University in Unit ed Kingdom, University of Pretoria and University of Kwa-Zulu Natal in
South Africa - Pretoria, Monash University in Australia, University of Montreal in Canada, have agreed to participate in the seminar. Guidance will be provided by Dr Ian Phillips, well-versed in multiperspectivity and the use of cartoons in history classrooms. More participating institutions are welcome. The new Swiss National Centre of Competence in Research LIVES on Life Course and Vulnerability starting the 1st of December 2010 offers a number of positions to outstanding doctoral students in the field of social sciences.

We analyse stressful life conditions, individual resources and their activation, and well-being
outcomes. Our aim is to combine advanced interdisciplinary basic research with efficient
social policy interventions in order to contribute to a sustainable societal environment for
human development. We offer to 28 doctoral students to be part of one or more research projects within LIVES, to receive an advanced theoretical background in life course research and an intensive training in longitudinal methodology, and of course to develop a personal doctoral project within a vibrant team. The scope of the new centre is interdisciplinary and stimulates doctoral students to search for international experiences.

Requirements :

The ideal candidates will have an interest in one or more of the following areas: migration ;
transition to adulthood; life course trajectories and methodology ; social policies; family and
intergenerational relationships; gender studies ; stratification with strong interest in
methodology ; education, labour market and career (1 position on career research at University of Lausanne or Fribourg) ; labour market programs evaluation with solid knowledge in micro-econometrics; wellbeing stress processes (1 position is located in Bern requiring a master degree in (clinical) psychology, and an interest in divorce and separation); social inequalities, gerontology, social networks and social participation; statistics or programming applied to empirical social science.

Interest in quantitative and/or qualitative methods is required, some experience is an
advantage.

Languages: Proficiency in English is necessary, communication skills in more than one Swiss national language is desirable.

USA: Fellowships in Environmental Journalism

*The Middlebury Fellowships in Environmental Journalism*

The Middlebury Fellowships in Environmental Journalism each year take 10 journalists near the start of their careers and help them work through an ambitious reporting project in print, web-based, or radio journalism, from the beginning through publication or broadcast. Fellows
meet together twice during the year, once in the fall on the Middlebury campus in Vermont, and once in the spring at the Monterey Institute of International Studies in California.

At these meetings professional journalists help participants plan their reporting and shape their stories. Graduate fellows each receive $10,000 to help with reporting and living expenses during the fellowship year---enough, we hope, to let the reporting project be one significant
focus of their year's work. We interpret the environment broadly---reporting projects dealing with economics, culture, global issues, and the like are fine, as long as they center in some way on the human relationship with the physical world.

Application Requirements

Interested applicants should write a two- or three-page letter pitching their idea, just as they would to an editor at a magazine or a broadcast program. The letter should demonstrate enough preliminary research to make clear there's really a story, and that it will be possible for the
applicant to successfully report it. The letter should also include a proposed plan of research for the fellowship year. Web and video applications should demonstrate the same focus on reported stories emphasizing context and history as long-fact written pieces.

Applicants should enclose three writing or broadcast samples, preferably of professionally published work, as well as recommendations from two people who have worked with the applicant as an editor or teacher, and a resume with contact information. Resumes, pitches and letters should be written or copied on plain recycled copier or printer weight paper, double-sided if possible, and held together using paper clips rather than staples. Recommendations should be enclosed with the application unless arrangements are made ahead of time, but need not be sealed.

Journalists from outside the United States are encouraged to apply if they can demonstrate proficiency in written English.

Deadline

Each year, applications will be due by *May 15*. This is a hard deadline as we try to turn around the applications and choose the fellows no later than June 5. Therefore express mail or FedEx applications from within North America should be sent no later than May 12, and as early
as necessary from everywhere else.
