Appointment at a senior level requires the demonstration of a record of scholarly achievement.

Institutional and Geographic Setting: Virginia Tech's School of Public and International Affairs (SPIA) is based in the College of Architecture and Urban Studies (CAUS).

SPIA operates across a series of campus sites, the most important of which is the main campus in Blacksburg, and the National Capital Region, where Virginia Tech has facilities in multiple locations in the region. SPIA also includes the programs of the Center for Public Administration and Policy (CPAP) as well as those of Urban Affairs and Planning (UAP). The advertised position is for a faculty member working in Alexandria who can function well in a multidisciplinary setting in a program environment serving working professional graduate students from the Washington DC
metropolitan region as well as full-time students. The GIA program offers a Masters in Public and International Affairs (MPIA) and a Ph D in Planning Globalization and Governance (PG&G). Applicants should arrange for references to send letters to: Dr. Joel Peters, Chair, GIA-NCR Search Committee, c/o Ms. Krystal Wright, SPIA, 110 Architecture Annex (0113), Virginia Tech, Blacksburg, VA 24061; Phone: (540) 231-2291 or send them electronically to Krystal Wright (krystal@vt.edu), Faculty Search Assistant, SPIA. Conference Announcement

Transnational Concepts, Transfers and the Challenge of the Peripheries

The 10th Annual International Conference on Conceptual History Istanbul, Turkey, August 30-September 2, 2007

Istanbul Technical University and the History of Political and Social Concepts Group (HPSCG) warmly welcome you to the 10th Annual International Conference on Conceptual History. Since 1998 the HPSCG has been involved in organising annual conferences on conceptual history. In later years, the focus has been on the theoretical,
methodological and empirical questions dealing with transfers, translations and re-interpretations of concepts in various parts of the world. This year's conference will continue on this path. Processes of political and social transformation have always been a core interest of conceptual history, particularly those processes variably called modernization, westernization or civilization related to the establishment of social and political modernity. Conceptual historians have studied the key concepts that contributed to bring about social and political modernity.

At the 10th conference we intend to examine and question the master narratives and the Western modernization canon that resulted from these processes. The creation of a canon of ideas, values and concepts included a division between centre and periphery. Centres became defined by possessing what was to be seen as the uniform way to modernity. Peripheries were seen as late-comers and receivers.

Master narratives and their conceptual frameworks were transferred >from parts of Europe to other parts of Europe and to other regions in the world. They provided tools for local processes of transformations. The master narratives had an in-build demand for imitation and copying. But what actually happened in various places were translations, elaborations, adaptations and mergers into other cultural frameworks. Although transfers often took place under conditions of power and asymmetry, `peripheries' were never passive receivers.

At the conference we will focus on the canonical and transnational key concepts that played a crucial role in the processes of democratization, nationalization, temporalization and secularization contributing to the establishment of social and political modernity in different parts of the world. We will discuss and compare the
reception, translation and adaptation of concepts such as state, people, democracy, citizenship, nation, civilization, class and religion in different cultures. We will highlight the different modernist and anti-modernist strategies formed by the battles around the concepts. We will deal with the challenges that the peripheral
elaborations have posed to the canon.

SESSION SUBJECTS

Concepts of universality and transnationality
This panel investigates concepts used to characterize universal values and universal processes in different parts of the world. It will include the conceptualization of transfer processes. Among concepts to be discussed is civilization, cosmopolitanism, mankind and history.

This panel will deal with conceptualization of imperial ruling, which includes the concept of empire itself. An emphasis will be put on the challenges to imperial ruling in the 19th and 20th century.

Concepts in secularization processes
This panel will discuss the conceptualization of various forms of secularization processes including the concept of religion.

Periphery and centre
This panel will look into different ways of conceptualizing asymmetrical relations between inside and outside.

In this panel we will discuss the theoretical and methodological questions that arise when moving the history of concepts from its national setting to dealing with transferences and transnational processes.

Parliamentary Sources in Conceptual History
This session shall deal with the theoretical and methodological problems of analysing both the distinctive characteristics of parliamentary speaking as well as with the problems of intra- and inter-parliamentary comparison from the viewpoint of conceptual history. It will take up exemplary case studies on conceptual histories based on parliamentary sources, connecting the topic with theoretical and methodological problems. The analysis of parliamentary sources for the study of any conceptual changes is then one part of the panel. In addition, the discussion of the distinctive parliamentary vocabulary, including such as representation, mandate,
deliberation, debate, discussion, negotiation, and even more technical terms such as plenum, committees, or the names of parliamentary functions and officials may contain interesting topics for conceptual history.

The international reception of Reinhart Koselleck
This panel will focus on the international perception of Koselleck's work and investigate the ways in which theoretical premises, paradigms and specific works of Koselleck have come to influence historiograpic discussions in the last decades and how that impact has led to a new understanding of the relation between history and
language.

Program on Democracy
Residential Research Fellowships
The Whitney and Betty MacMillan Center for International and Area Studies at Yale

The Yale Program on Democracy (YPD) at the MacMillan Center invites applications for residential research fellowships for 2007-08. Applicants for full-and half-year appointments will be considered, as will both pre-doctoral and post-doctoral applicants.

The YPD invites applications from scholars whose work is at the intersection of democratic theory and empirical research on democracy. We support research in which answers to the question, How should democracy work? are informed by answers to the question, How does democracy work? We are especially (though not exclusively) interested in research on new democracies. We invite applicants whose research addresses matters such as the impact of poverty and inequality on the functioning of democracy, institutional innovations in democratic practices, clientelism and
patronage, political parties and representation, and democratization. Formal, statistical, archival, and qualitative research are all encouraged, as are applicants from the range of social-science fields.

Under the direction of Professor Susan Stokes, the YPD promotes an intellectual community at Yale through the Fellowship program, graduate and undergraduate training, workshops and conferences.

Fellows will be expected to be in full-time residence during one or two academic terms, beginning September 1, 2007 or January 1, 2008. During their tenure, Fellows are expected to work on their research projects, interact with graduate students and faculty, contribute to the intellectual life of the Program, and participate in its collective activities and development.

Postdoctoral Fellows are expected to teach one course related to their research. Ideally, they also will complete a significant publication during their residency. Predoctoral Fellows are expected to complete their doctoral dissertations.

In awarding fellowships, preference is given to: (a) recent Ph.D. recipients; and (b) graduate students who have made progress on their dissertations and are likely to complete them during their fellowship. Applicants for Predoctoral fellowships must have completed all coursework and general examinations at the time of application and are expected to have made significant progress on their dissertations. All candidates must be fluent in English.

Stipend and Resource Information
The Program offers academic-year stipends of $40,000 ($20,000 for one-term stipends) plus benefits to Postdoctoral Fellows, and $20,000 ($10,000 for one term) plus individual health insurance coverage to Predoctoral Fellows. All Fellows appointed by the Program will have full access to the Yale University libraries and email. Normally, Fellows can expect shared office space, computer access and basic office supplies. Unfunded or partially funded pre- and postdoctoral fellowships may be available at the discretion of the Program. Interested candidates who have other sources of funding may apply with a clear indication of their funding situation. All
applicants should indicate clearly whether they are seeking full or partial funding.

Application Process
Applications must include the following:
(1) cover letter, including current e-mail address
(2) current curriculum vitae, including publications
(3) 1500-word description of the proposed research project. The description should include the background, nature, importance, specific objectives, and methodology of the proposed research project.
(4) one sample of writing not exceeding 20 double-spaced pages pertinent to the proposed research project. (No books accepted.)
(5) a syllabus of the proposed course (Postdoctoral Fellows ONLY)
(6) an official graduate school transcript
(7) two letters of recommendation. For Postdoctoral Fellows, referees should discuss the candidates teaching ability as well as other points. The letters may be sent directly to the MacMillan Center or included with the application materials. If recommendation letters accompany application materials they must be in a sealed envelope. Letters sent by e-mail with full title, institution and contact information of the sender will be accepted.

Do NOT include any additional materials (e.g., bibliographies, appendices).

Deadline for submission: March 26, 2007 (applications postmarked AFTER March 26 , 2007 will not be accepted) Awards will be announced by late April.

For additional information e-mail larisa.satara@ yale.edu or call (203) 436-4203.

Application packets must be postmarked by the deadline in order to be reviewed. Late or incomplete applications will NOT be accepted.

Do not send application materials via registered or certified mail. AA/EOE; applications from women and minorities are encouraged.
