Terms of Reference for Consultancy: Local Government Training & Cross-border Grant Programme Design, May 2007
A. Objective
To support ongoing activities to develop municipal capacity and cross-border co-operation, with the overall aims of community development and conflict prevention, in the GPKT 'micro-region' (the municipalities of Gjilan/Gnjilane in Kosovo, Presevo and Trgoviste in southern Serbia, and Kumanovo in Macedonia) through:
· Design of a training programme for municipal capacity building on partnership project design and proposal writing;
· Design of a cross-border partnership grant programme and related systems; and
· Delivery of the training programme to a pre-selected group of municipal officials from the four GPKT municipalities.
B. Background / Rationale
The ongoing EWI cross-border co-operation project in the GPKT 'micro-region' , comprising four border municipalities in Kosovo, Serbia and Macedonia, and three borders. The GPKT Project encompasses: multi-ethnic and cross-border community work in the areas of education, youth, media and women's issues and general civil society
capacity building; cross-border municipal capacity building and collaborative work on economic development across the micro-region; and, advocacy and policy work at local and higher levels to support progress on the ground (for more information please see www.gpkt.org) . This consultancy on municipal capacity building and cross-border partnership grants would combine support to activities promoting municipal partnership initiatives, developing municipal capacity and practical co-operation among the four GPKT municipalities.
C. Consultancy
i. Target group:
The target group for the training programme are municipal officials from the four GPKT municipalities. The total number of participants will be between 10-15. Municipalities will select a core number of participants (around 2-3 per municipality) and would choose which staff they feel would benefit most: i.e. in some cases the primary person responsible for grant writing, in other cases more junior staff whose skills need further development. EWI will encourage municipalities to appoint officials with at least some previous experience and knowledge of PCM, project proposal writing and grants implementation and monitoring. In general however, due to the varying capacities and experiences of the municipalities themselves, aside
from individuals, it is unfortunately inevitable that the training participants will be a mixed group in terms of background and experience of PCM and grant application/ management. The consultant should therefore design a comprehensive and flexible training programme that would provide for some background information and basic level PCM, as well as more advanced knowledge of the topics to be covered by the programme. The training process would also include sharing of experience among the four municipalities on their previous experience of funding applications, and allow space for the more experienced individuals to present their experiences and feel their expertise is valued.
ii. Outputs:
§ Training programme. The number of modules and training days are to be precisely determined by the consultant, depending on the content to be covered. It is however envisaged that the training will be implemented in a series of appx. three workshops, each with a duration of 2-3 days, over a period of appx. 6 weeks. The workshops will focus on developing municipal staff knowledge of the entire project cycle management process, with a heavy focus on building their skills for partnership project proposal design and application / fund-raising, financial management and cross-border grants implementation and monitoring. Practical exercises should focus on using the grant programme designed for EWI (see below) to ensure greatest application of the training process to follow-on activities. Delivery of the training in a local language (in practice Serbian or Macedonian as the most widely understood among the target group, with some consecutive translation as required) would be greatly preferred.
§ Grant programme design. Following the end of the training workshops, EWI will launch a funding programme of cross-border grants for municipal partnership projects. The grant programme should be similar to EU standards in order to have a targeted training programme, and then to provide for subsequent practical experience of grant management and reporting that would entail genuine and relevant practice and experience for all municipalities in developing the skills necessary to apply for the large infrastructure grants available in the future through instruments such as the NNP, IPA, etc. The consultant is therefore required to design a grant programme and mechanism that would meet the above requirements of capacity building
and 'learning by doing', while still avoiding overly complex systems or application / implementation criteria that would be far beyond the current capacities of local municipalities in the target area. The deliverables for the grant programme design would be: criteria and the operating mechanism for partnership project implementation (both bi-lateral and, preferably, multi-lateral) ; narrative and financial application forms and system; proposed selection procedure or criteria; monitoring & evaluation procedure during implementation; and, narrative and financial reporting formats.
iii. Time frame: The total duration of this consultancy assignment would be a maximum of 20 calendar days, during the June-July 2007 period. The training programme and grant application forms should be designed and ready by the end of June; the training delivery will take place July 2007 and a deadline for receipt of cross-border municipal grant proposals is envisaged for September 2007.
v. EWI/GPKT Project Staff input and confirmation of final products: EWI/GPKT staff will provide assistance with initial consultations on background activities, share existing relevant information held by the Project team - beyond this the consultant will be responsible for the work required. EWI/GPKT staff will also review the final products and request any revisions deemed necessary to achieve a requisite level of
quality.
D. Tendering Process

- An up to date personal or organisational CV, noting specifically prior experience of work in this sector in this region (if a team of consultants are tendering, please ensure to include up to date CVs of all researchers to be included in the team).
- Preliminary outline of the training programme and key features of the grant programme.
- A time frame and proposed work schedule for the consultancy (design and delivery).
- A budget or financial proposal for the work, separating consultancy fees, field travel and translation costs.
- References for similar work, and any relevant examples of publications/ written work or curricula designed/delivered.

Dorothy Hodgkin Postgraduate Awards

This national initiative aims to recruit outstanding research students from Brazil, China, Hong Kong, India, Russia, South Africa and the developing world to the UK to study for a PhD degree in top-rated research environments.

This will involve developments of suitable indexing time feature representation and query time selection schemes for visual data (images and videos), effective similarity measures and efficient localized k-NN query processing strategies to minimize search space yet maintaining acceptable precision. This project will be carried out in the context of the new PHAROS project, which is a main Integrated Project funded by the EU FP6 in a recent call on audio-visual search technologies. The methods developed from this PhD project will be plugged into the FAST search engine and will be
evaluated using not only standard datasets from evaluation conferences such as TRECvid and ImageCLEF etc., but also the data from PHAROS content providers.
You should have a strong background in Computer Science or Information Systems, and must have qualifications of First or upper second class honours degree or research master degree. Strong programming skills in C/C++ and Matlab, existing research experience in computer vision, human-computer- interaction or information retrieval, and international conference/journal publications would be desirable. This studentship is open for national and international applicants.
The studentship rate is £12,600 a year.

The 13th European Media Artists in Residence Exchange will take place in Autumn 2007 to Spring 2008. Europe based Media Artists in the fields of digital media including internet and computer based art, filmmakers, sound and video artists are invited to apply for a two months residence based stipend at IMPAKT, Utrecht, The Netherlands or
at Werkleitz Gesellschaft' s Center for Media Arts in Halle, Germany.
Students are not permitted, but young artists encouraged. EMARE includes a grant of
2.000 Euro, free accomodation, 250 Euro travel expenses, access to the technical facilities and media labs, and a professional presentation. Entries should include a CV,(audio)visual reference projects documentation (no originals) and a proposal sketch for the project which should be developed within EMARE. USA: Knight Science Journalism Fellowship at MIT
Knight Science Journalism Fellowship at MIT
We offer experienced journalists the opportunity to increase their understanding of science, technology, medicine and the environment. Our nine-month fellowships provide the time for in-depth study—a year away from deadlines to follow your intellectual curiosity. Can’t get away for nine months? In our week-long boot camps and workshops, journalists learn from top scientists and policy makers.
Overview
The Fellowships are designed for self-motivated journalists who hope to improve their coverage of science, technology, medicine or the environment. We are part of the Massachusetts Institute of Technology in Cambridge, Massachusetts. The nine-month program is divided between individually- chosen activities and twice-weekly Knight seminars arranged by the director. A Fellow's work usually includes courses audited at MIT and Harvard, attendance at departmental colloquia, field trips, lab visits, interviews, reading and writing. Each Fellow designs his or her own course of study in discussion with the director. Some Fellows audit three or four courses.
Others choose to spend time in a lab.
Our twice-a-week seminars, laboratory visits and field trips bring Fellows up-to-date on current research and broaden their exposure to various fields of science. A number of seminars are devoted to the craft of science writing and issues involving interactions between science and society. Knight Fellows also gain automatic admission to our highly competitive week-long Boot Camps.
The John S. and James L. Knight Foundation is the principal sponsor of the
Fellowships.
The Stipend
Knight Fellows receive $55,000, divided into nine installments over the academic year. Fellows must pay all their living costs in the Cambridge area. Apartments are relatively expensive by U.S. standards. Many employers subsidize Fellows by paying the difference between the stipend and their regular salary. In return, employers customarily have the right to ask Fellows to return and remain for at least one year following the fellowship.
Eligibility
We award 10 to 12 fellowships each year. To be eligible for a Knight Fellowship, you must have at least three years of full-time experience covering science, technology, medicine or the environment. We also consider journalists who wish to gain expertise in these fields and who have at least five years of full-time experience. This experience must be in the years immediately prior to applying.
Applicants must demonstrate a high level of journalistic excellence and accomplishment, as well as a long-term commitment to their craft. Applicants may be reporters, writers, editors, producers, illustrators or photographers. They may work for newspapers, magazines, television, radio or the web. We also consider full-time freelance journalists. There are no educational prerequisites. Professionals working in public information, public relations, the trade press, government or academia are not eligible.
Journalists from all countries compete on an equal basis. Our $55,000 stipend is awarded to all Fellows, regardless of nationality. If you are not a U.S. citizen and are chosen for a fellowship, your fellowship is contingent upon receiving a J-1 visa from the U.S. State Department.
Unless self-employed, applicants must obtain a leave of absence from their employer. Knight Fellowships require full-time residence in the Boston/Cambridge area for the academic year—September through May. Fellows are required to participate in our twice-weekly seminars, field trips and Boot Camps. Fellows must refrain from professional work during their fellowship year.

CfA: Summer School 'Human trafficking' - Iasi, 19-26 Aug
The European law Students’ Association ELSA Iasi is proud to invite you to the international summer school
“Human trafficking”
The event has its location in the city of Iasi , Romania (an old and beautiful city situated in the north-east of the country) and is scheduled between 19 to 26 August, 2007.
By organizing an International Summer School on this topic, ELSA Iasi is intending to treat in an academical manner the international impact problem that is human trafficking, in order to increase the degree of knowledge that students in general possess now. This happens in the context of Romania as a country with difficult issues to face in this domain, and we are willing to create a basis for future project of international cooperation.
The project has as target group students both from faculties in Romania and the whole world and it contains 5 days of classes, presentations, workshops, trainings (about 6 hours per day).
The workshops will deal with:
· Definition (sociological, legal) and history of human trafficking
· Ways of trafficking
· Children trafficking
· The international adoptions' phenomenon in Romania
· Human trafficking relating to the phenomenon of poverty in undeveloped and developing countries
· Prostitution: in countries where it is legalized (study case: Holland) and in countries where it is illegal (study case: Romania)
· Institutions and other activities of fighting against human trafficking, both national and international
· Ways of financing youth programs (with emphasis on “Youth in Action”)
Besides work shops the participants will get trainings , such as “Team building” and “Project management”
At the end, the Summer School will focus on its cultural part and participants will discover few of our country's beauties in a two days trip in the north of the country (region named "Bucovina").
We plan to make this a great experience for our participants, this is why we’ve also prepared an exciting social program and a lot of surprises for you.

ECOTUR i-a convocat la discutii si pe Mircea Vladu ( Prestige Tours) si pe Cristina Constantinescu ( Best Reisen ). Iar pentru cei pasionati si de advertising, Dina Litzica (PR Manager J.W. Youth Bridging the Gap: Reaching Out to the Roma
Ljubljana, Slovenia22nd – 28th of July
The International Association for Political Science Students (IAPSS) is proud to invite you to a unique summer’s event: Youth Bridging the Gap: Reaching Out to the Roma.
This international seminar is dedicated to increase the level of acceptance of the Roma as a minority group and of the Roma culture among youth. Participants coming from both Roma and non- Roma cultures will have the opportunity to experience one week of real- life, face-to-face, constructive dialogue and become familiarize with the particularities and differences of each others’ cultures.
Prominent lecturers and trainers will guide participants through an interactive discussion about obstacles faced by the Roma and help them gain the necessary cultural, legal and organizational skills to realistically respond to these obstacles. The follow-up of the project is meant to create a network for those interested in creating active projects working against discrimination and for promotion of the Roma culture. A visit to a Roma community, a rich social program and the wonderful experience of the capital of Slovenia will complete the event.
Those who wish to apply should satisfy the following criteria:
- Be aged between 18 and 26
- Be a student
- Be able to communicate and work in English
- Be citizen of an European country (member of the Council of Europe)
- Be interested in Roma affairs
- Be open-minded, communicative and explorative
The project targets young people (18-26 years old), especially from Central and Eastern Europe, but without limiting access of participants from other European countries. There will be an equal proportion of Roma and non-Roma participants, in order to insure a balanced knowledge transfer and platform for debate. The number of participants will be 30. The selection of participants will give priority to young people involved in NGOs, youth associations, minority protection or human rights organizations.
Participation fee is 60 Euros. It covers tuition and study material, accommodation in a youth hostel, full board and social activities from Sunday 22 July until Saturday 28 July.
Reduction of participation fees will be offered to ten less privileged participants, who will receive an award of 40 EUR. Applicants are encouraged to apply if they feel the reduction will ease their possibility of participation.
70% of travel reimbursement will be received for the cheapest means of travel, up to a maximum of 200 Euros. Reimbursement will be offered only to those who attend the programme completely.

CfP: Much ado about nothing? The European Neighbourhood Policy
Much ado about nothing? The European Neighbourhood Policy since 2003
University of Nottingham, 25-26 October 2007
The European Union's European Neighbourhood Policy (ENP) has been in existence since 2003 seeking to offer a deeper political and economic relationship to the EU's neighbours - but without an accession perspective. After more than four years, it is time for a stock-taking exercise and assess to which extent the ENP has achieved its objectives, what the strengths and weaknesses in its implementation are, and whether it has a future as an EU policy area distinct from, but closely related to CFSP, ESDP
and enlargement.
The study of the ENP thus intersects conceptually with a number of existing disciplines and sub-disciplines, including International Relations (especially the study of international organisations) and Foreign Policy Analysis (especially European/EU FPA), as well as, of course, the study of the EU itself and its internal policy processes. ENP must also be considered in the light of ongoing broader theoretical debates about realist, liberal and constructivist approaches to the study of international relations and their value in describing, explaining, and predicting policy formulation, implementation, and outcomes. Moreover, because of the range of concrete challenges that the ENP is meant to address, the study of the ENP must also be contextualised in particular sub-fields of academic inquiry, such as
conflict resolution and democratisation/ democracy promotion. Against this background, the organisers of this workshop invite paper proposals in three broad areas:
(1) What are the appropriate methods and theories for the study of the ENP?
(2) How does the ENP fit into the broader framework of the EU's external relations and foreign and security policies?
(3) What are the achievements of the ENP to date, and how can we explain successes and failures in individual cases and of the policy more generally?
Papers can be theoretical/ conceptual in nature, and/or focus on one or more case studies. It is envisaged that selected papers will be published in an edited volume and/or special issue of a relevant journal.
Proposals (to include a paper title and a 250 abstract of the proposed paper) should be submitted via email as MS Word attachment to Richard Whitman (r.g.whitman@ bath.ac.uk) and Stefan Wolff (stefan.wolff@ nottingham. ac.uk).
The workshop will take place 25-26 October at the University of Nottingham. The organisers have secured funding from the British Academy and UACES to contribute to participating scholars' travel and local costs. Special funds are available for graduate students, including those not wishing to give a paper.

The European Union's European Neighbourhood Policy (ENP) has been in existence since 2003 seeking to offer a deeper political and economic relationship to the EU's neighbours - but without an accession perspective. After more than four years, it is time for a stock-taking exercise and assess to which extent the ENP has achieved its objectives, what the strengths and weaknesses in its implementation are, and whether it has a future as an EU policy area distinct from, but closely related to CFSP, ESDP
and enlargement.
The study of the ENP thus intersects conceptually with a number of existing disciplines and sub-disciplines, including International Relations (especially the study of international organisations) and Foreign Policy Analysis (especially European/EU FPA), as well as, of course, the study of the EU itself and its internal policy processes. ENP must also be considered in the light of ongoing broader theoretical debates about realist, liberal and constructivist approaches to the study of international relations and their value in describing, explaining, and predicting policy formulation, implementation, and outcomes. Moreover, because of the range of concrete challenges that the ENP is meant to address, the study of the ENP must also be contextualised in particular sub-fields of academic inquiry, such as
conflict resolution and democratisation/ democracy promotion. Against this background, the organisers of this workshop invite paper proposals in three broad areas:
(1) What are the appropriate methods and theories for the study of the ENP?
(2) How does the ENP fit into the broader framework of the EU's external relations and foreign and security policies?
(3) What are the achievements of the ENP to date, and how can we explain successes and failures in individual cases and of the policy more generally?
Papers can be theoretical/ conceptual in nature, and/or focus on one or more case studies. It is envisaged that selected papers will be published in an edited volume and/or special issue of a relevant journal.
Proposals (to include a paper title and a 250 abstract of the proposed paper) should be submitted via email as MS Word attachment to Richard Whitman (r.g.whitman@ bath.ac.uk) and Stefan Wolff (stefan.wolff@ nottingham. ac.uk).
The workshop will take place 25-26 October at the University of Nottingham. The organisers have secured funding from the British Academy and UACES to contribute to participating scholars' travel and local costs. Special funds are available for graduate students, including those not wishing to give a paper.

The Faculty of Economics and Administrative Sciences, Akdeniz University invites social scientists from all countries of the world to make contributions to �The International Symposium on Globalisation, Democratization and Turkey� to be held in Antalya from 27th to 30th March 2008.
The objective of this symposium is to bring together academicians and researchers from Turkey and abroad working on the mega trends of globalisation and its consequences on democratisation reflected on the economic, political and social order of countries, to share and discuss theories and research results pertaining to a multitude of themes arising from this context, paying special attention to the threats and opportunities for Turkey.

*Research Context*
The techniques under development in the field of ambient intelligence may soon lead to a society where people are surrounded by intelligent objects capable of interacting in an unobtrusive and often invisible way. While many applications of ambient intelligence benefit to the users, these new techniques also present enormous technical challenges for privacy and security because of the huge amount of behavioral, personal and even biological data being recorded and disseminated.
But privacy policies are difficult to characterize, to specify and to implement. In addition, enforcing privacy cannot be tackled exclusively by technical means: this is clearly one of the areas where strong interactions are required between experts from various disciplines (technology, law, social sciences, etc.).
The PRIAM project (http://priam. citi.insa- lyon.fr/) has been set =20 up to
address these issues in a transversal and multidisciplinary way. PRIAM will put strong emphasis on the collaboration between lawyers and experts from the information and communication technology. The focus of the project will be as follows:
- On the methodological side: put forward or characterize techniques which can meet both legal and technical requirements.
- On the technological side: emphasize the design of privacy policies that are amenable to realistic implementations in the ambient world.
This objective requires strong interactions between experts in formal methods, in operating systems and communication technologies.

Postdoctoral research project*
The goal of the postdoctoral work is to contribute to the upstream part of the PRIAM project, which consists in designing a framework for the definition of privacy policies. This framework should have a clear semantics, so as to avoid any ambiguities, and be amenable to a realistic implementation on resource-constraine d devices. In addition, it should be expressive enough to distinguish different kinds of usages (e.g. read, store), purposes, conditions (e.g. time range) and obligations (e.g. declaration) and should be translatable into a language that can be understood by the different parties involved. Another desirable feature is to express the aggregation of data and its transfer from one device or "privacy sphere" to another
one.
This study will be conducted in close interaction with the legal part of the project which will provide further constraints (e.g. with respect to consent, accountability, liability, etc.
*Required knowledge and background *
The successful candidate should have some familiarity with formal methods (specification, verification, analysis). Additional knowledge in areas like security and programming languages is also welcome, as well as some interest for legal issues.
These are not prerequisites for the position though, and we are fairly open to customize the postdoctoral research project to fit with the interests of the
selected candidate.

INRIA Rhone-Alpes research unit in Meylan-Montbonnot (close to Grenoble, capital of the French Alps, and one of the most active areas in Europe for research in Information and Communication Technologies) . INRIA is the French National Institute for Research in Computer Science and Control. It is a public scientific and technological institute operating under the auspices of the Ministry of Research and the Ministry of Economy, Finance and Industry.
Created in December 1992, the INRIA Rh=99ne-Alpes research unit hosts about 500 people, including about 150 researchers and the same number of PhD students.

The University of Kent at Brussels invites applications for a full time doctoral research studentship commencing in September 2007.
Funding will be available for one year in the first instance, extended to a maximum of three years as a registered student of the University of Kent, based on satisfactory academic progress. The successful applicant will be registered at the University of Kent initially for a full time MPhil, and will be expected to transfer/upgrade to the PhD within the first 18 months of registration. Candidates will receive a maintenance grant of €9,000 per annum and tuition fees (€13,100 in 2007/08). The scholarship holder will normally be expected to teach a maximum of 6 hours per week in term time, at the direction of the Dean. The scholarship holder will be subject to an annual review of progress and performance in both research and teaching.

They should also have received prior acceptance on to the MPhil/PhD programme; the criteria for which are personal academic excellence, an interesting research project and the ability to contribute to the research culture at BSIS. We particularly welcome research proposals in European Public Policy, International Relations, International Conflict Analysis, International Political Economy and Political Strategy and Communication.

*Thomas Holloway Research Studentship **

The Thomas Holloway Research Studentship covers tuition fees at the home/EU rate (currently £3,168 per year full-time) and a maintenance bursary. They are tenable for up to three years (full time) or six years part-time. The Department of Politics and International Relations will be adding an extra £2000 to the standard amount, bringing the total maintenance bursary to £8,500 per year (full time). Applications are continuing for the fourth Prize Competition on the History of Banking and Finance, organized by the Ottoman Bank Archives and Research Centre, operating under the aegis of Garanti Bank, the European Association for Banking and Financial History (EABH) and the History Foundation of Turkey. Application folders should be handed in or mailed to reach the secretariat no later 5:00 p.m. on Friday, June 1, 2007. Sponsored by Garanti Bank, the competition aims to promote academic research on Turkish banking, finance, and economic history, from Ottoman times to the present, and to establish a tradition in this field.
The competition will be held in four categories, scientific article, master's thesis, doctoral dissertation, and monograph, and a jury made up of economists and historians will evaluate the entries. In addition, this year, in celebration of Garanti Bank's 60th anniversary, a research grant will be offered as a special award for one doctoral thesis written on the history of banking and finance over the past 60 years.
The competition is held in two stages. During the first stage, the application folders of the participants is subjected to preliminary screening. During the second stage, successful applicants present their work in their chosen category to the jury. Competition results will be announced by December 2007, at which time the winners will be receive their prizes and meet the press and the public through an awards ceremony.

The Editorial Board of Politikon, the International Association for Political Science Students' Academic Journal, invites graduate and undergraduate students to submit papers for review and possible publication.
Founded in 2001, the journal is published twice yearly and distributed in hard copy and online to more than 10,000 IAPSS members in more than 40 countries on every continent. Politikon publishes the best in undergraduate and graduate student scholarship from around the world. Politikon is recognised globally for its position as one of the leading academic journals publishing the work of students from across the fields of political science and international relations. The peer-review and refereeing process involves full Professors, leading academics and experts from across the world and abstracts from Politikon are included in the International Political Science Association' s (IPSA) Annual International Political Science Abstracts.
Politikon is funded through contributions from both private and public institutions. These have included local and regional political science associations from throughout Europe and, in recent times, the European Commission. Postdoc: Univ of Illinois in bee conservation genetics
Postdoctoral Research in Conservation Genetics-- 2-yr term
This posdoctoral research position is part of a multi-team effort to investigate causes of decline in several species of North American bumble bees, among the Nation's most important wild and managed pollinators. Reports of decline in range and abundance of several species of North American bumble bees is cause for concern as effective pollination is critical for the health of most terrestrial ecosystems and for agriculture.
The position is based at the University of Illinois and will include extensive fieldwork in both the midwestern and western U.S. The research team comprises scientists from UIUC, the USDA Bee Biology and Systematics Laboratory (Logan, UT) and the Natural History Museum, London. The principal goal of the research is to determine whether population fragmentation, among other potential causes, is leading to serious reduction in genetic diversity in wild bumble bee populations. Genetic diversity in declining species will be compared to that of presumed healthy species to understand the role that diversity may be playing in species population dynamics.
This research is part of a larger effort to determine the current status and causes of decline in bumble bees, which includes surveys of current and past abundance and distributions of targeted species as well as studies of invasive pathogens. We expect to hire someone with a PhD who has experience in the theory and methodology of population genetics and phylogeography.
The postdoc will be expected to contribute evolutionary/ conservation genetics expertise to the project, in collaboration with other team members. Required expertise includes DNA technology (extraction, amplification, multiplex high
throughput sequencing and fragment-size analysis), development of molecular markers (microsatellites, SNPs, RFLPs), sibship analysis and population genetic estimation, including effective population size, genetic diversity, hierarchical genetic structure, evidence for inbreeding and linkage disequilibrium.
Expertise is expected in the use of relevant statistical software. A background in molecular phylogenetics and statistics along with experience in computer
programming is also highly desirable. Experience with nested clade analysis of phylogeographic data is also important. Additional interests should include an active interest in invertebrate biodiversity and conservation, with relevant publications in international journals.
The position is best suited to a person who has independent initiative for problem-solving, is well organized and works will with a team, and can work effectively under pressure. --

The Cell Biology Laboratory is made up of an international group of 12-15 researchers who are recognized leaders in the study of IGF-I Receptor-activated signalling pathways and the characterization of new IGF-I-regulated genes using protein, molecular, and cell culture models.The research group is located in the BioSciences Institute at UCC and has much international collaboration.

The CMRC is a multidisciplinary scientific research group whose primary objective is to make a significant contribution to the scientific understanding of coastal and marine environments and their management. The Marine Geomatics team works closely with the physical, biological and coastal management teams in using technologies to analyze their scientific data outputs in order to produce maps, visualisations and information (http://cmrc.ucc.ie).
We wish to recruit an additional member to the Marine Geomatics team to work on the EU ECOOP project (http://cmrc.ucc.ie/pages/K_project_page.php?project_code=ecoop) to develop a data management system to deliver real time and near real time data and metadata. The successful candidate will implement a framework for managing and providing access to harmonised, quality assured observational and satellite data and associated metadata sourced from regional oceanographic observation centres in Europe.
The successful candidate will have:
Graduated with 1st Class Honours in Computer Sciences or a related field,
Proficiency and excellence in programming languages such as Java, PHP, and C/C++
Excellent team working and oral and written communication skills.
Other beneficial qualities include:
Knowledge of OGC and metadata standards, OpenDAP,
Web development, HTML, an understanding of GIS / Web GIS, Open Source Software, XML, Unix/Linux,

PhD studenthsip in Mathematical Modelling - University Colleg
PhD Studentship Numerical Modelling of Industrial Processes exhibiting Layer Phenomena

Applications are invited for a PhD studentship to work on a mathematical modelling project that also involves significant amounts of numerical computation. The underlying research investigates certain industrial processes whose solutions exhibit layers. In collaboration with Professors Martin Stynes and Grigory Shishkin the project will develop mathematical models whose numerical solutions require novel state-of-the- art techniques.
The successful applicant will have - or expects to be awarded shortly - a good undergraduate degree (or Masters) in applied mathematics or a related numerate discipline. S/he will have a strong interest in modelling and in the numerical solution of differential equations.
The project is funded by the Mathematics Applications Consortium for Science and Industry (MACSI) which is supported by the Science Foundation Ireland Mathematics Initiative. The studentship includes an annual salary of €18,000, plus Ph.D. fees at UCC/NUIC, and there is additional generous support for travel.
The studentship will commence in Autumn 2007 and is tenable initially for 18 months, with an additional 18 months dependent upon a successful progress review.

Department of Mathematics
Applications are invited for a PhD studentship to work on a mathematical modelling project that also involves significant amounts of numerical computation. The underlying research investigates certain industrial processes whose solutions exhibit layers. In collaboration with Professors Martin Stynes and Grigory Shishkin the project will develop mathematical models whose numerical solutions require novel state-of-the- art techniques.
The successful applicant will have - or expects to be awarded shortly - a good undergraduate degree (or Masters) in applied mathematics or a related numerate discipline. S/he will have a strong interest in modelling and in the numerical solution of differential equations.
The project is funded by the Mathematics Applications Consortium for Science and Industry (MACSI) which is supported by the Science Foundation Ireland Mathematics Initiative. The studentship includes an annual salary of €18,000, plus Ph.D. fees at UCC/NUIC, and there is additional generous support for travel.
The studentship will commence in Autumn 2007 and is tenable initially for 18 months, with an additional 18 months dependent upon a successful progress review.
