Students in the humanities and social sciences undertaking doctoral dissertation research may apply for one of the five annual research fields named. Full descriptions of these fields may be found on this site. The program is designed for second and third year students who have not yet had their dissertation proposals approved by their thesis directors and their home institutions.
Only in exceptional circumstances will the DPDF entertain fellowship applications from first-year students (such as those with an M.A. in a related field) or from fourth year students (unless compelling reasons can be made about why the students have not yet completed their dissertation proposals for approval by their home departments) . Students who have completed their comprehensive/ general/qualifyi ng exams are eligible as long as they have not had their dissertation proposal formally approved by their department.
Fellows are required to be present and participate in both workshops, the dates for which are announced before the opening of the annual application cycle.

USA: Truman Library Institute Research Grants Program
The Harry S. Truman Library Institute for National and International Affairs is the private, non-profit partner of the Harry S. Truman Library. The Institute's purpose is to foster the Truman Library as a center for research and as a provider of educational and public programs. Applications for funding will be considered by the Institute's Committee on Research, Scholarship and Academic Relations.
I. RESEARCH GRANTS
a.. Research Grant Application Form
Grants of up to $2,500 are awarded biannually and are intended to enable graduate students, post-doctoral scholars and other researchers to come to the Harry S. Truman Library for one to three weeks to use its collections. Awards are to offset expenses incurred for this purpose only.
Eligibility: Graduate students and post-doctoral scholars are particularly encouraged to apply, but applications from others engaged in advanced research will also be considered. Preference will be given to projects that have application to enduring public policy and foreign policy issues and that have a high probability of being published or publicly disseminated in some other way. The potential contribution of a project to an applicant's development as a scholar will also be considered. An individual may receive no more than two Research Grants in a five year period.
Deadlines: April 1 and October 1. The Committee will notify applicants in writing of its decision approximately six weeks after these dates.
Budgets: Budgets are calculated on the following basis: 1) $75 per day for lodging and meals. 2) Airfare based on the best advance coach fare available. 3) Up to $100 allowance for photocopying. 4) Roundtrip mileage for grantees using personal vehicles to drive in is currently reimbursable at 48.5 cents per mile (subject to change). Area ground transportation (airport shuttles, cabs, local bus service, etc.) is the responsibility of the grantee.
b.. End-of-Grant Reporting Responsibilities: Grantees will provide the following to the Institute: 1) A copy of any thesis, dissertation, and/or published work based in part on grant-funded research at the Truman Library. 2) A statement of about 750 words which describes the grantee's project and the contribution toward its development made by research conducted at the Truman Library. Grantees give the Institute the right to publish this statement if it chooses to do so.
II. DISSERTATION YEAR FELLOWSHIPS

Preference will be given to projects based on extensive research at the Truman Library. There is no requirement that applicants conduct further research at the Truman Library.
Deadline: February 1. The Committee will notify applicants in writing of its decision within approximately four weeks after the deadline date.
Budget: No Budget is required. The annual stipend will be awarded in two installments, September and January. The award is intended to support a graduate student for one year.

If, in the opinion of the Institute's Committee on Research, Scholarship and Academic Relations, the quality of available applications does not justify the making of an award in any given year, none will be made. When possible, the Institute intends to award a Scholar's Award every other year, in even numbered years.
Eligibility: An applicant's work should be based in part on extensive research at the Truman Library and be intended to result in the publication of a book-length manuscript. An individual may receive a Scholar's Award only once.
Deadlines: Applicants should submit a proposal by December 15 of odd numbered years. This proposal should describe work already done on a project and work which remains to be done, and should include a bibliography. The Committee will advise applicants in writing of the outcome of their preliminary screening no later than February 1. Applicants selected to continue in the second phase of the awarding process will be contacted by February 15 and asked to submit 1) A description of Truman Library materials that an applicant has already examined and those that he or she intends to
examine; 2) A projected timeline for completion of the applicant's project; and 3) An estimate of an applicant's income during the year when the award will be given. Applicants will be notified of the Committee's final decision in writing by April 15.
Budget: No budget is required.
End-of-Grant Reporting Responsibilities: Awardees will provide the following to the Institute: 1) A detailed progress report is due six months after the first installment is paid. The University of Chicago Library announces a program of short-term research fellowships for 2008-2009. Any visiting researcher residing more than 100 miles from Chicago whose project requires on-site consultation of materials in the Special Collections Research Center is eligible. Support for beginning scholars is a priority of the program.
Awards will be made based on an evaluation of the research proposal and the applicant's ability to complete it successfully. Priority will be given to projects that cannot be conducted without on-site access to the original materials and where University of Chicago collections are central to the research. Up to $3,000 of support will be awarded to help cover projected travel, living and research expenses. Applications from women, minorities, and persons with disabilities are encouraged.

The Oak Institute at Colby College is pleased to issue a call for nominations for the 2008 Oak Human Rights Fellowship. The Oak Institute seeks one frontline human rights practitioner working as a journalist outside of the United States for residence at Colby in the fall of 2008.
Possible areas of human rights activity may include, but are not limited to: racial or ethnic discrimination; workers rights in both formal and informal markets; land and resource struggles; environmental human rights; victims of state or organized violence; gender and social exclusion; gay, lesbian, or transgender sexual discrimination; children’s rights; rights of displaced peoples and refugees; rights to religious freedom; or freedom of information. While all human rights practitioners are eligible, we especially encourage applications from those who are currently or were recently involved in "on-the-ground" work at some level of personal risk. Following the period of the fellowship, the fellow is expected to return home to continue her/his human rights work.

The Fletcher School’s keystone degree program, the Master of Arts in Law and Diplomacy (MALD) program enrolls more than 180 of the top students from more than 80 countries. The interdisciplinary approach to the curriculum—drawing from the School’s three divisions—ensures that each student gains a breadth of knowledge in international affairs. Students gain depth of knowledge through two fields of study in functional and regional concentrations. For decades, the MALD degree program has graduated many of the world’s leaders in private, public and non-profit sectors.
Scholarships
The Fletcher School awards over $3 million dollars in scholarship aid annually. Scholarship decisions are made by the Committee on Admissions and Scholarships based on merit and need. Need is assessed with the Fletcher Scholarship Application (included with the application for admission) and is supplemented by the Free Application for Federal Student Aid (FAFSA) analysis (U.S. and permanent residents only). Fletcher scholarship awards are announced by April 1. Scholarships are renewable for the second year of study unless otherwise noted.
All applicants who complete the Fletcher Scholarship Application by January 15 are eligible for scholarship aid consideration. No distinction is made between domestic and international students in awarding scholarship funds.
Fletcher Board of Overseers Scholarship
Through the generosity of The Fletcher School Board of Overseers, the Committee on Admissions and Scholarships awards Board of Overseers Scholarships to the most outstanding MALD candidates each year. Both international students and United States citizens and permanent residents are eligible. Hargens Fellowship

Lewis Walpole Library Visiting Fellowships and Travel Grants

Introduction
The Library, a department of the Yale University Library located in Farmington, Connecticut, forty miles from New Haven, has significant holdings of eighteenth-century prints, drawings, manuscripts, books, and paintings. It is able to support advanced research in most aspects of British eighteenth-century studies.
The Library offers visiting fellowships, normally for four weeks, as well as travel grants of lesser duration, to scholars engaged in post-doctoral or equivalent research and to doctoral candidates at the dissertation stage. In a typical year the Library awards up to a dozen fellowships and travel grants. Fellows in residence also have access to additional materials at Yale, including those at the Beinecke Rare Book and Manuscript Library and the Yale Center for British Art. Summer fellowships for graduate students at Yale are also offered.
The Library’s unrivaled collection of Walpoliana includes three-quarters of the traceable volumes from Horace Walpole’s famous library at Strawberry Hill and many letters and other manuscripts by him. Its book and manuscript collections of considerable depth cover all aspects of eighteenth-century British culture: theater, literature, politics, history, art history, antiquarianism, scientific history, and many other fields. Materials include books, pamphlets, broadsheets, periodicals, and almanacs, and there is a particularly fine collection of extra-illustrated books. The Manuscript collection holds international diplomatic correspondence, Exchequer account books, and literary manuscripts: parliamentary, personal, and travel diaries; and cookbooks. The Library is also the home of the world’s largest and finest collection of eighteenth-century British graphic art outside the British Museum. Indexed in great detail, its 35,000 satirical prints, portraits, and topographical views are an incomparable and easily accessible resource of visual material on every aspect of English eighteenth-century life. The Walpole Digital Library, which holds close to 10,000 images from the Library's collection of prints and drawings, is available for consultation both on site and remotely. Online access to Yale’s catalogs and information sources is provided, and the Library offers a wide range of specialized indices.
Self-catering accommodation is available to visiting researchers in an adjacent historic house belonging to the Library.
Visiting fellowships
The visiting fellowships, which include the cost of travel to and from Farmington, provide a stipend of $1,800 per month in addition to accommodation in an eighteenth-century house on site. The travel grants, which vary in duration and amount, also include accommodation.
There is no application form. Applicants are asked to submit the following materials to the Librarian of the Lewis Walpole Library: a curriculum vitae including educational background, professional experience and publications, and a brief outline of the research proposal (not to exceed three pages). Two confidential letters of recommendation are also required by the application deadline.
The application deadline awarded for the academic year 2008 - 2009, is January 18, 2008. Awards will be announced in March.

Stagii de formare nationale si regionale pe tema educatiei in domeniul drepturilor omului
Consiliul Europei, prin Directia Tineret si Sport, lanseaza un apel la candidatura pentru stagiile de formare propuse pentru anul 2008. Apelul la candidatura priveste organizatiile non-guvernamentale de tineret si/sau organizatiile si institutiile guvernamentale si non-guvernamentale care se ocupa de educatia in domeniul drepturilor omului in randul tinerilor.
Toate stagiile vizeaza formarea de multiplicatori in vederea dezvoltarii activitatilor de educatie in domeniul drepturilor omului si a activitatilor pentru tineret.
Participantii trebuie recrutati din asociatii si organizatii care se ocupa de educatia in domeniul drepturilor omului si de activitati de tineret. Orgnizatorii trebuie sa aiba grija ca participantii sa reprezinte diversitatea culturala a societatii, minoritatile si categoriile sociale care sunt frecvent victime ale discriminarii.
Durata stagiului, ca si numarul de participanti (minimum 15 si maximum 40/stagiu) si profilul participantilor trebuie sa fie adaptate la programul si obiectivele specifice formarii.
Directia Tineret si Sport a Consiliului Europei va putea sustine stagiile oferind:
- Suport si consiliere pedagogica pentru recomandarea sau desemnarea unuia sau a mai multor formatori acordand ajutor pentru grupul national in vederea pregatirii si eleborarii programului.
- Asistenta financiara pentru costurile de masa si cazare; acoperirea taxelor de transport pentru eventualii participanti internationali; acoperirea costurilor de transport local. Stagiile nu pot beneficia de suport financiar decat la cererea organizatorilor, finantarea integrala a stagiilor nefiind posibila.
- Suport institutional/ pedagogic prin scrisori de recomandare investitorilor potentiali; prin anuntarea stagiilor de formare pe site-ul Consiliului Europei, incluzand cursul in cadrul Programului tineret asupra educatiei in domeniul drepturilor omului si a dialogului intercultural.

Comenius Language Program
The main aim of this Project is to make high school students from different European countries get familiar with their cultures and learn their languages. There are some sub aims besides this main aim of the Project. Those aims are:
1) to learn languages of different countries by the help of theatre.
2) To present foreign languages that aren’t commonly used.
3) To teach the students and parents the traditional European plays.
4) To make Project member students learn the partner countries’ languages basically and use practically.
5) To make students member students communicate with each other by msn, e-mail, and correspodence.
Duties of the coordinator country:
1) to establish communication between schools.
2) To get Project member students prepare web-sites about their countries, their cities and their schools.
3) To prepare Project plan.
4) To get Project member students choose the play they will and share the basic information about the play with each other.
5) To prepare the play in the partner school’s language.
The Duties of the partner school:
1) to prepare a web-site about their countries, their cities, and their schools.
2) To choose the play they will act and share the basic information about the play with the students of the coordinator school.
3) To prepare a presentation about the play’s stage and costume information and send it by e-mail.

Abstract
The right of the Muslim minority of Western Thrace to receive education in the mother tongue is provided by the Treaty of Lausanne and the educational bilateral agreements-the Educational Agreement (1951) and the Cultural Protocol (1968)-signed between Greece and Turkey. Due to certain particularities in the educational system,
however, minority students do not have adequate opportunities to gain knowledge of the Greek or Turkish language.
The major problems the Muslim minority faces in education include: a mixed system of
administration, outdated textbooks, poorly-educated teaching staff and the absence of an efficient school curriculum. This article will provide a critical analysis of the existing legislation on education provided to Muslim students in the minority schools of Western Thrace.
Secondly, an examination will be made of the level and status of minority education in the light of current international human rights treaties documents for the protection of minorities. The existing inadequacies of the educational system will be addressed to provide a series of effective solutions and recommendations in favour of the advancement and improvement of education in minority schools. The
article will therefore examine the principle that education needs to be made available and accessible at all levels to the members of a minority group, and, most importantly, it needs to adapt to the socio-linguistic and cultural needs of minority students.

UC Berkeley, the Chicago Graduate School of Business, the LICOS-Center for Institutions and Economic Performance at the Katholieke Universiteit Leuven and the School of Economics and Management at Tsinghua University are jointly organizing an international Summer Institute with the objective of creating a network and community of top level scholars working on Chinese economic development. The Summer Institute will be organized in collaboration with the BREAD and CEPR networks of academic economists. The Summer Institute will bring together between 20 and 30 participants for a period of five days. We welcome applications not only from those who want to present their research on China but also from anybody who has an interest in doing serious economic research on China and would like to use the workshop as means of exploring this possibility.
This call invites you to submit a paper or express your interest in attending the above Summer Institute which will be hosted by Tsinghua University Beijing between June 27th to July 1st. The scientific committee for the 2008 Summer Institute will be composed of Gérard Roland, Chang-Tai Hsieh, Chongen Bai, Shang-Jin Wei, Jo Swinnen and Robin Burgess. The workshop intends to group together the best scholars working on China in China, the US and Europe with other top level scholars who have an interest in working on China in the future. Each day, there will be a half day of
seminar presentations and the rest of the day will be free to allow scholars to interact and explore the possibility of doing joint research projects.
Expressions of interest in attending the meeting should be e-mailed to Gerard Roland at groland@econ. berkeley. edu by 18:00 GMT on February 29th, 2008. Papers for possible presentation at the meeting should also be sent by this date to this e-mail address.
We can cover economy apex travel and accommodation costs for selected participants. CfA: Four months at a Danish communications college - almost for free
Vallekilde Communications College is a school in the Danish folk high school tradition. The school is situated about an hour’s drive from Copenhagen.
Vallekilde offers two line subjects in English:
- The Music Line offers an opportunity to practice jazz, rock and song writing under supervision of experienced professional musicians. Choose between Songwriter Line and Jazz Line.
- The Identity and Communication Line offers an introduction to how identity and communication are related and relevant concepts in modern societies - the approach is both practical and theoretical.
Vallekilde is a Danish “Højskole” – a folk high school – founded in 1865. Today Vallekilde is an international meeting place for young people from Denmark and the rest of the world. The school also offers two Danish language line subjects: The Journalism Line and the Writers’ Line.
In order to participate in the classes you need a relatively fluent command of English (or Danish). During your stay you will get the chance to spend four months in Danish surroundings and get a first hand knowledge of Danish society, Danish culture and the Danish ways of life.
CIRIUS is a part of the Danish Ministry of Education. A CIRIUS grant offers citizens of the new EU member states (states that joined the EU in 2004 or 2007) a chance to study at a Danish folk high school at a very low fee. If you are a citizen in one of the new EU countries, CIRIUS will pay for most of he costs that include tuition, food and accommodation in a bedroom for two persons.

CIRIUS is a part of the Danish Ministry of Education. A CIRIUS grant offers citizens of the new EU member states (states that joined the EU in 2004 or 2007) a chance to study at a Danish folk high school at a very low fee. If you are a citizen in one of the new EU countries, CIRIUS will pay for most of he costs that include tuition, food and accommodation in a bedroom for two persons.

Who Is Eligible to Participate? : The Unite For Sight internship is open to individuals 18 years and older, and there is no upper age limit. Volunteers range from undergraduate students to medical students, public health students and professionals, nurses, physician's assistants, teachers and educators, Returned Peace Corps Volunteers, doctors, opticians, optometrists and ophthalmologists.
What Do Volunteers Do?: Volunteers receive hands-on clinical experience while assisting doctors in remote, rural villages. Volunteers learn about international health and eye care, learn clinical skills while working with patients and doctors, and, in one program location, have an opportunity to perform cataract surgery on a goat's eye.
The goal of Unite For Sight and its partner eye clinics and communities is to create eye disease-free communities. Unite For Sight’s volunteers (local and visiting) work with partner eye clinics to provide eye care in communities without previous access. The eye clinic’s eye doctors and Unite For Sight volunteers jointly provide community-based screening programs in rural villages. The clinic’s eye doctors diagnose and treat eye disease in the field, and surgical patients are brought to the eye clinic for surgery. Patients receive free surgery funded by Unite For Sight so that no patient remains blind due to lack of funds. Volunteers immediately see the joy on patients' faces when their sight is restored after years of blindness. These memories last a lifetime.
While helping the community, volunteers are in a position to witness and draw their own conclusions about the failures and inequities of global health systems. It broadens their view of what works, and what role they can have to insure a health system that works for everyone and that leaves no person blind in the future.

Publication: New book on Pakistan's Strategic Culture and Foreign Policy Making
All those interested in South Asia, Afghanistan and 'War against Terrorism would find this new book by Dr. Ijaz Khan of University of Peshawar very interesting. The book is of immense help in understanding Pakistan and its role in 'War against Terrorism. it is interesting as it is an insiders account/analysis and is independent of the official controlled views projected by Pakistan.
The book, titled, “Pakistan’s Strategic Culture and Foreign Policy Making: A Study of Pakistan’s Post 9/11 Afghan Policy” has been published by Nova Science Publishers , New York. The book studies Pakistan’s Strategic Culture and Foreign Policy Decision–Making process with the help of Prof. Karl Deutsch’s Streams of Information Model and explains why Pakistan supported Taliban, then why, in the wake of 9/11, it changed that policy, noting the difficulties it is facing as a result of the changed Afghan Policy.
It is argued that Pakistan’s support for Taliban was a result of its strategic culture that had developed over years, thus all its domestic perceptions were woven around Pakistan’s establishment belief that Taliban serves Pakistan’s regional security interests best. The change resulting in abandoning of Taliban was more a result of external inputs which conflicted with its long held security perceptions.
Thus one notes a growing crisis of state and society and more importantly of international credibility as long as Pakistan’s role in the ‘War against Terrorism’ is concerned as pro Taliban Policy continues to be viewed as a better option in a wide range of establishment intelligentsia, not just the religious extremists. The book ends with suggestions how and where to change Pakistan’s decision making process by changing its strategic culture, as required by Pakistan’s changed Foreign/Afghan Policy.

We encourage submission of academic articles from any discipline, covering any subject or topic, provided that the language used is non-specialist and appeals to a wide audience. Unlike many academic publications, Nebula is not limited to a specific school, faculty, or subject.
We are also interested in providing an alternative view to mainstream cultural and political ideologies. As such, we encourage non-fiction, intellectual writing, that does not follow the generic conventions of academic writing but which demonstrates substantial sophistication and which may be of interest to a broad audience. We encourage contributors to offer their political readings of a particular social/political or military crisis current in the world. We are particularly interested in writings that may be deemed marginal or seem to be against the grain of mainstream ideologies. Our project is to ensure the publication of writing of high calibre that may be rejected by conservative institutions. Nebula also accepts “free writing” that is not politically motivated, but which may be attuned to various other cultural, social or artistic concerns (including television, film, media or music studies).
Nebula also accepts creative work in any form which can be displayed on the world wide web. Poetry, graphics, cartoons, short stories are all welcome for consideration.
All claims within articles or reviews must be evidenced. We will not accept hoax or poorly researched material. We are very intolerant of plagiarism. All submissions must be accompanied by a short letter to the editors which will include some autobiographical information and any institutional affiliations (or brief CV). Please make all attachments in .doc wherever possible. Articles and reviews are not limited to any particular referencing style but MUST be consistent throughout each submission. Contributions intended for the super issue (5.1/5.2) must be received by March 15, 2008. UN International Law Fellowship Programme
UNITAR is now accepting applications for the July-August 2008 Session of the United Nations International Law Fellowship Programme. The 2008 Fellowship Programme will be conducted in English. Fluency in spoken and written English is required. The next Fellowship Programme in French will take place in 2009.
The Fellowship Programme will take place in the Peace Palace in The Hague/Netherlands from 7 July to 15 August 2008. Please note that the deadline for applications is 18 January 2008.
Eligibility
The fellowships are intended to enable qualified professionals, in particular mid-level government officials and young university teachers of international law, from least developed and developing countries as well as from countries with economies in transition to acquire additional knowledge of international law and of the legal work of the United Nations and its associated bodies. Candidates from other countries can apply for participation on a self-financed basis only.
To qualify for the fellowship, candidates must be between 24 and 40 years old. They should be law graduates with practical experience in the field of international law acquired by working for a public or private organization or a university. Candidates will have to certify that they are able to attend the entire Programme period. The Programme will accommodate up to 24 fellowships.
Content
The Programme comprises participation in seminars, attendance of lectures at The Hague Academy of International Law, as well as study visits.
Subjects on the course curriculum may include the following topics:
Law of Treaties, Intellectual Property Law, Law of the Sea, International Protection of Human Rights, Refugee Law, International Criminal Law, International Environmental Law, International Humanitarian Law, International Investment Law, Law of International Watercourses, International Trade Law, Recent Developments in International Law.

These two conferences seek to build the profile of young people as being useful policy developers, as well as being an effective resource for decision makers. The long term aim of the CDC Youth Forum is to create national teams in every country whom then create a platform for young people to engage with policy makers.
