The Third European Summer School on Hydrogen Safety will be held at the University of Ulster (Belfast, UK) from 21 - 30 July, 2008. This Summer School is funded by the European Commission under the HyCourse project (March 2006 - February 2010). The topical content of the School covers the whole spectrum of activities of the European Network of Excellence HySafe "Safety of Hydrogen as an Energy Carrier" and complies with the International Curriculum on Hydrogen Safety Engineering. The state-of-the art in Hydrogen Safety will be covered from fundamentals to applications and
topics included: hydrogen release, mixing, and distribution; thermal, pressure and missile effects from fires and explosions; development and validation of mitigation techniques; safety assessment and risk analysis; and standards, guidelines and legal requirements. The teaching materials of this Summer School are used in World's First Higher Educational Programme in Hydrogen Safety Engineering.
How to Apply for the Summer School
Download the application form (.doc format, .pdf format) and return this together with your CV by post, fax or email to ESSHS@ulster. ac.uk. The latest deadline for the submission of the application form and CV is the 11th of June 2008 - early application is advised since places will fill up rapidly.
Sixty applicants are selected for funding by this EC-funded project: 33 with research experience of up to 4 full time equivalent years, 25 with research experience from 4 to 10 years and 2 with experience of more than 10 years. The number of research years is counted from the date of obtaining the degree giving access to doctoral studies without having to acquire any further qualifications.
· Funded applicants are exempted from payment of the registration fee to attend the lectures and will benefit from the following: reimbursement of travel costs up to €240 (for applicants with up to 10 years of research experience) and €478 (for applicants with more than 10 years of research experience); reimbursement of living costs (accommodation, meals) up to €105 per day, a delegate pack, etc. Please take notice of the conditions for being a ESSHS funded delegate.
· Self-funded participants will pay a registration fee €800 to attend the lectures of Summer School (incl. delegate pack with lecture notes etc.) and have to complete Registration before the 6th of July 2008. Self-funded participants are to cover their own travel and living costs.
Selection criteria
· Applicants should have a first degree (enabling them to undertake doctoral studies).
· Applicants need to have real involvement with the Hydrogen industry, research or similar, especially safety.
· Applicants who are a member of one of the EU Hydrogen projects – e.g. HySafe, HYWAYS, HySAFEST, HYPER, NATURALHY, StorHy, HarmonHy, HYDROGEN, HYTRAIN, etc. are encouraged to apply.
· Applicants who are undertaking or about to undertake higher education in Hydrogen Safety (e.g. registered with the Master of Science in Hydrogen Safety Engineering) will be given preference.
· A maximum of 30% of applicants from any one country.
· Women are encouraged to apply to meet the target of 40% of total applicants.
· Preference is given to young researchers with up to 4 years research experience – then preference to researchers with more than 4 but less than 10 years experience.

· "This action will primarily be directed at early stage researchers. More experienced researchers will also be able to benefit from this action where the possibilities offered in the contract are not used for early stage researchers. Researchers with more than 10 years of research experience (full-time equivalent), counting from the time the degree/diploma was obtained giving access to embark on a doctorate in the country where it was awarded, will not be eligible for support, except in the case of researchers who are nationals of Member States, or Associated States active outside these states at the time of an event: these researchers shall be eligible, so that they may establish or strengthen links with the European research community (contact building effect for the transfer of knowledge)."

One PhD Studentship in Corpus Linguistics at Aston University, Birmingham, UK

The School of Languages and Social Sciences at Aston University is offering a PhD Studentship in Corpus Linguistics. The School's vibrant research culture (Grade 5 rating in the last RAE) - and the rapidly expanding cohort of full-time research students - provides a stimulating intellectual environment.
The previous holder of this Studentship has obtained an Arts and Humanities Research Council (AHRC) postgraduate doctoral award, hence we are able to offer the remaining funds to another candidate, who will be similarly supported in applying for an externally funded postgraduate doctoral award to cover the rest of her/his PhD research beyond July 2009.
The successful candidate will be expected to start as soon as possible, to make maximum use of the available funds.
Candidates should have a Masters degree in a relevant subject area, and a condition of the award is that the candidate must be willing to work for up to 6 hours per week on the Aston Corpus Network (ACORN) project. ACORN (http://acorn. aston.ac. uk) currently contains over 200 million words of texts in English, French, German, Spanish, and pedagogically- oriented software and web interfaces for language teaching and learning and translation studies.
The Studentship consists of maintenance at AHRC rates (£12,600 for 2007-8; 2008-9 rate not yet announced) until July 31st 2009, and the waiving of University fees until July 31st 2009 at the EU rate (£3240 in 2007-8; 2008-9 fee of £3300 is awaiting approval). A non-EU student will have to pay the difference (c. £5-6000 per year) between EU fees and non-EU fees (£8,980 for 2007-8).
If you are not a native speaker of English, proof of English language competence will be necessary, usually in the form of a Test Of English as a Foreign Language (TOEFL) or International English Language Testing System (IELTS) test score. 2nd International Congress 22-24 OCTOBER 2008 BISHKEK / KYRGYZSTAN
Following the period of the foundation of the new Republics after the dissolution of The Union of Soviet Socialist Republics, various problems have arisen in every field of social life. In the post 9/11 era, new issues and different dimensions have surfaced. The newly founded Republics of Middle Asia had to deal with issues of rearrangement of the social life in accordance with the developments in the world, establishment of modern education systems, reorganization and improvement of cultural life, providing an effective communication with neighbor and other countries of the world as well as preservation of political integrity, establishment of government bodies and systems. Additionally they became aware of the necessity of comprehension and adaptation to the new values of globalizing world.
There will be significant contributions of social sciences on the identification of the issues originating from internal dynamics of the Middle Asian societies and other external developments and on making solution suggestions, since the primary area of interest for social sciences is conducting research to determine the reasons of the problems encountered by the societies in the past and present time. In order to fulfill this function, it is required to know the history of the society and current conditions.
First of the Congress of Social Scientists was held in Ä°zmit Turkey, September 2006 under the coordination of Kocaeli University. 150 academicians from 18 countries attended to this congress. Second Congress is planned to be convened in Kyrgyzstan, October 2008. Until today linguists, litterateurs and cultural and artistic activities come into prominence in the congress. However as complementary of these relations it is also required to gather the social scientists who study on the fields of international relations, history, sociology, economy, management, public administration, working economy and to strengthen their relations.
For this purpose, a new activity, “The Congress of Social, Political and Economical Search in the Middle Asian Societies†is planned to convene under the coordination of Kocaeli University Economical and Management Sciences Faculty, Department of International Relations, Wise Men Center For Strategic Research (BİLGESAM), Atatürk Alatoo University and Kasgarlı Mahmud Barskani Doğu University.
The Congress purpose is to unite academicians of the world, studying on Middle Asia, and to assess and offer solutions for the problems encountered by Middle Asian societies. Work performed on establishment of International Union of Social Scientists (which was accepted to be founded in the first meeting) will be evaluated and the institutionalizatio n of the union structure will be finalized. This “traditional†congress is desired to convene in a different country every year.

USA: Forte International School of Music and Language (ages 13-18)
The Forte International School of Music and Language
We are happy to announce an exciting new summer or winter program for youth (ages 13-18) to study intensive accent-free English and music, while having fun in the Rocky Mountains of Colorado. The Forte International School of Music and Language (www.forteamerica. com ) is part of Forte Academy of Music www.forteacademy. com), an established school of music in Centennial, Colorado.
We are limiting the number of students to 25 per session. Students will stay with families of our American students. They will be encouraged to speak only English. Music instruction also will be only in English. We have experience teaching music to students with very little English. The English instruction in the context of private music instruction has been very successful. Classes for intensive accent-free English instruction will be divided into groups depending on student’s English skill. The instruction will center around the activities students will encounter during their stay in America.
The music instruction will be geared to the student’s interest and ability. For example, if a student is a classical pianist and wishes to further their instruction, they can; however if they want to try playing jazz or a different instrument, that is also an option. The program is tailored for each student, from beginning to advance levels. Instruments taught are piano, violin, flute, saxophone, drums, and voice. The excursions and recreational activities can also be adapted for each student.
Students may book 2, 3, or 4 week program, with special pricing for our three week recommended program.
The safety and well-being of our students is our foremost concern. They will be strictly supervised. All of our faculty, staff and families have been thoroughly evaluated. We have a record of teaching over 5000 students without incident.
We also have a seminar on studying music at American Universities We encourage parents to travel with their children and they can have a vacation in the Mountains while their children our in the program. These arrangements can be made in their country or we could help.

Premiul European pentru Jurnalism [DL: 15 mai]
Parlamentul European va acorda, pentru prima oara, in 2008, Premiul pentru Jurnalism profesionistilor din domeniul mass-media care au publicat/difuzat materiale despre probleme majore la nivel European sau care au promovat institutiile si politicile Europene. Premiul va fi acordat pentru patru sectii diferite: presa scrisa, radio, TV si internet. Castitagorul fiecarei sectii va primi 5000 euro.
In competitie se pot inscrie jurnalisti sau echipe de pana la cinci profesionisti mass-media, care pot prezenta articole separate sau parte a unor materiale de presa mai ample. Contributiile lor trebuie sa fi fost publicate sau difuzate in perioada 1 mai 2007 - 30 aprilie 2008, intr-una din limbile oficiale ale Uniunii Europene. Toti participantii trebuie sa fie cetateni ai unui stat membru si jurnalisti remunerati pentru munca de presa.

ETC 2008: (Post)Epistemic economies and the Management of knowledge. Transdisciplinarity as a new form of knowledge
Why (Post)Epistemic Economy? Why transdisciplinarity ? Why us?
Knowledge has always been the real vector of any economic transformation and progress. What kind of knowledge? What kind of progress? Capitalism was about knowledge on how to obtain posses and exploit land, labor and capital. This specialized knowledge was called Economics and the economic epistemology was based on disciplinary, narrowly segmented knowledge. It was the Era of the modern, capitalist and industrialized economies. Nowadays, especially (but not only) in the postmodern, postcapitalist and postindustrialized developed and educated economies there is a need for more knowledge on how to produce knowledge. The real substance of a prosperous postmodern economy is the quantity and quality of knowledge and creativity. Therefore, some economic structures may be defined as postepistemic economies. A postepistemic economy is that kind of economy that produces and consumes knowledge more than any other resource. The academic and non-academic communities of teachers and researchers are the core of some present economies and of most future ones. The present research is more transdisciplinary than disciplinary, more experiential than experimental. As a result, the process of globalizing the world economy is conjoined with processes of unification in knowledge. This process has transdisciplinarity as one of its strongest tools. But who is asked to do that? We consider that all those implied in research and education, in media and communication, in shaping, in a way or another, our own lives should try to study and create the new postepistemic economies. Of course, the epistemic modern economies still exist and are developing on disciplinary narrow basis, but the new trend is a large transdisciplinary, even holistic approach. This conference, focusing mainly on the transdisciplinary approaches in research, is under the patronage of a great world thinker, founder and promoter of transdisciplinarity – professor Basarab Nicolescu, president of
“International Center for Transdisciplinary Reserach (C.I.R.E.T.)” located in Paris, France (http://nicol. club.fr/ciret/ indexen.html)
The Conference also hosts the workshop “Doxa Praxis Continuum and the Sustainable Regional Development” as a part of a possible future European project. Besides, education and curricular development may generate a real interest on transforming the education system into a creative and adaptive one.
A less developed country (Romania), an economic region that is ranked the last one not only in Romania but in the whole European Union (North-East Region), a relatively small town (Bacau) and a young and non-state funded university (George Bacovia University) may be considered as not being the most appropriate places to hold such a prestigious Conference. Our belief is that this particular position should be an extra-impetus for knowledge development, for exchanging new ideas and for promoting creativity and research all over Europe in order to reduce the gap between our continent and the United States.

Any other connected fields, ideas and spheres are encouraged just in order to stimulate the transdisciplinary thinking. The organizing committee only have suggested/ proposed a number of themes that may become conference sections, provided that there are at least 3 papers on issues related to the theme.
Our colleagues/ participants willing to organize different sections on a proposed theme are invited to do so. Each section will have a chair person and a discussant that will analyze the papers in advance and will open discussions after each presentation. The participants are asked to bring hand outs, both for full paper and for power-point presentation. All accepted abstracts will be published on the conference site and in a book of abstracts.

Fees and other costs
The conference fee is 80 euros. This includes information package within a Conference bag (Program, Book of abstracts, the last issue of the scientific journal of the university etc.). After the Conference the final form of papers will be collected, and all participants will receive a copy of the “Buletin Stiintific” journal with the papers that have been communicated. The fees should be sent to the George Bacovia University’s account: RO50BRDE040SV037215 40400. Hotel prices are from 40 to 60 euros per night. A special conference price is being negotiated.
Guidelines for the authors:
Papers which don’t comply with the formatting conditions described bellow will be returned to the authors and will only be taken into consideration for final reviewing when they fulfill the mentioned standards.
The papers must be written clearly, concise, without any ambiguities.
Page Setup: Text margins: bottom – 2.2 cm; right – 2 cm; top – 2cm; left – 2 cm; page format A4. The text will be written in single line spacing, justified alignment.
Where and when?
“George Bacovia” University is already a well known actor on the educational services market, organizing every year international/ inter-university conferences on the latest issues. The Conference will take place on June 17th – June 18th 2008 at the university headquarters.

Background of the projects:
The PhD positions focus on multi-phase transport of heat and mass in complex media. This involves the dynamics of large ensembles of small droplets in a gas flow through a domain with complex shape. The droplets undergo phase transition, i.e., evaporation and condensation, and chemical transformations. In addition, the droplets mutually collide, leading to break-up or coalescence. The individual projects share a mathematical- physical multiscale modeling strategy, which is at the heart of research at the MMS group. Separate projects are:
* PhD1: Multiscale heat and mass transport in porous plugs
* PhD2: Aerosol dynamics in complex domains
* PhD3: Control of aerosol migration with temperature gradients

"Group Magic Hands" located in Kirsehir-Middle Anatolia Turkey is preparing a youth exchange 1.1 between 24th and 30th August 2008. The name of the project is "Working with the magic hands".
The planned project is Action 1 youth exchanges. All accommodation and food costs will be covered 100 %, and travel expenses will be 70 % reimbursed according to youth in action programme. We need 5 participants + 1 leader from 5 programme countries. Working language will be English.

Economics, Transport and Environment Summer School 2009, Venice
Transport is considered one of the main sources of externalities. Important externalities are air pollution, noise, congestion, wear and tear, but also accident, congestion and schedule delay costs imposed upon others. It is proposed to focus the summer school not only on environmental problems in a very narrow sense but also to study the interrelation with the other types of externalities.
Transport externalities need a somewhat different analysis from most other
externalities in the sense that the level of the externalities feeds back into the level of the activity: increased congestion and accident levels decrease participation in transport activities.

Global Women's studies doctoral Research Fellowships
As part of its commitment to develop feminist research on global issues and human rights, the Global Women's Studies Programme is pleased to announce two doctoral research fellowships, renewable for up to three years (2008-2011). Applications are invited from suitably qualified candidates who wish to pursue doctoral research on the gender dimensions of one or more of the following themes:

. Rights-based development
. Human rights in conflict/post- conflict contexts
. Violence against women, intersectionality, identity
The value of each scholarship is Euro 16,500 per annum for three years. In addition to pursuing their own research, scholarship holders will undertake a small amount of teaching and other tasks related to the research activities of the Global Women's Studies Programme.

The 14th general meeting of European Women in Mathematics
The 14th general meeting of European Women in Mathematics (EWM) will take place in Novi Sad, Serbia during August 25-28, 2009. You are warmly invited to participate in the conference.
For more than 20 years EWM has organized biennial conferences which are open to members as well as non-members of EWM. The most recent, the 13th general meeting, took place in September 2007, at the University of Cambridge, UK, gathering more than 100 women mathematicians from various fields of research.
In August of next year, the 14th general meeting of EWM will be held at theDepartment of Mathematics and Informatics, Faculty of Sciences, University of Novi Sad.
The 2009 European Mathematical Society lecturer will be Professor Ingrid Daubechies, and she will give some of her EMS lectures at the EWM meeting in Novi Sad. Professor Jelena Kovačević has also agreed to give a plenary lecture at the meeting. The complete list of invited speakers and the scientific programme will be planned in collaboration with the Scientific Committee, consisting of twelve internationally leading women mathematicians, which has been recently established jointly by the European Mathematical Society (EMS) and EWM.
Located on the Danube River, Novi Sad is the urban center of northern Serbia, its second largest city and the capital of the Autonomous Province of Vojvodina. Novi Sad is a hospitable town; we hope that you will enjoy its open-hearted welcome.

3rd Nordic EWM Summer School for PhD students in Mathematics
PhD students in pure mathematics, applied mathematics, mathematical statistics, mathematics education or history of mathematics from the Nordic countries are invited to participate in a summer school in mathematics organized by the European Women in Mathematics (EWM).
The summer school is especially aimed at encouraging female students and researchers, but is open also for male students as well as students outside the Nordic countries. Post-docs or advanced undergraduates thinking of PhD studies are also welcome. The program of the meeting is broad and will be of interest for students working in different research areas. Mini-courses will give an introduction and an overview over three chosen topics of general interest from different areas of mathematics. They will be aimed at all students with a general mathematical background, yet come to touch questions of current research. Internationally recognized mathematicians will give the mini-courses and special lectures. The participants are invited to contribute to workshops and seminars with their own presentations. Our goal is to provide a stimulating intellectual environment for female PhD students from different countries and different mathematical specialties to learn new mathematics and meet new colleagues. We expect that much of the long-term benefit of the meeting will come from the personal contacts established and the exchange of ideas taking place during informal discussions. We hope that these contacts will help the forming and development of a network for female PhD students in the Nordic countries and between PhD students and established mathematicians. The summer school is partially funded by the Finnish Cultural Foundation, Nokia, and the Turku Centre for Computer Science (TUCS), Finland, in an attempt to encourage greater participation of women in mathematical research. Besides the scientific program there will be an opportunity to meet professional female mathematicians for discussions. Several social events and one excursion will be held. The summer school starts at 10 am on Monday, June 22, and ends at 3 pm on Saturday, June 27.
Scientific program
A number of well-established mathematicians from different countries will be main speakers in the summer school. They will give three mini-courses and a few more specialized 60-minutes lectures. Ample time will be allowed for participants to share ideas and make new contacts, and informal sessions facilitating such interaction will be encouraged. Methodology Training Programme for MENA Region
The Lebanese Emigration Research Center has postponed the deadline for application for its Migration Studies training course (http://www.ndu. edu.lb/lerc/ imiscoe.htm) till APRIL 4TH. Job description
In a concerted action, two PhD students and a post-doc will study how plants, in particular genetically modified (GM) plants, can change their own soil ecosystem. Plants can have profound effects on soil organisms, because the great majority of carbon input in soils originates from living plants (root exudates) and from dead plant material. It needs to be tested if GM plants have such influence too, and if yes, if this influence is different from non-GM plants. Crops with e.g. GM-increased
resistance against pathogens and herbivores, can have side-effects on beneficial rhizosphere- inhabiting organisms; residues of crops with GM-altered tissue composition may have different decomposition rates, and thereby affect soil decomposer communities. Given the importance of the soil community for soil carbon and nitrogen cycles, effects of GM plants on non-target soil organisms and processes have to be evaluated properly prior to their admission. The research program aims to deliver a tool for risk assessment of GM plants based on soil nematodes that will enable evaluation of risks of these plants for soil fertility functions.
For the PhD Nematology we are looking for a molecular ecologist. You are asked to turn a prototype of a DNA barcode-based nematode community analysis tool into a user friendly device, and should provide guidelines to interpret the observed changes. Nematodes are a species-rich soil fauna group with great bioindicator potential. Initially, we will study non-GM Brassica species releasing different levels of glucosinolates - natural components with a broad spectrum effect on soil life. The
effects of various Brassica cultivars on nematodes communities and C and N dynamics in soil will be studied. Next, the PhD will use quantitative PCR to determine whether GM crops have qualitative or quantitative effects on nematodes rhizosphere communities. This will be used to develop an Ecological Risk Assessment (ERA) guidance for GM crops.

We are looking for a candidate with an MSc degree in a relevant field who feels challenged by the aims of this project and has a strong drive for experimental research.
Further requirements include:
- a good command of written and spoken English
- excellent writing and presentation skills
- proven ability to organize laboratory- and/or field experiments
- experience in molecular ecology / biology. Knowledge in one or more of the following fields would be appreciated: nematology, plant pathology, soil ecology or ecological risk assessment.

In the Value-IT project we will work with the music industry and the energy business to develop two prototypes for dynamic alignment of value models and coordination models in these businesses. Our goal in both domains is design and validate advanced techniques for the adaptive and hierarchical bundling of commercial IT services that match consumer needs. In this project, IT service is a commercial service that can be ordered and provisioned on-line, by which the provider earns money. We envisage a scenario where a consumer need is analyzed on-line, leading to the dynamic creation of a value constellation of independent businesses which jointly offer a service bundle that satisfies the consumer need. The bundle is composed from web services offered by the businesses in the value constellation. Subsequent occurrences of the same need will be provided by the same value constellation, unless quality of service drops below the level required by the consumer. Quality of service will therefore be continuously monitored and the constellation can be dynamically reconfigured, if required.

In the Value-IT project we will work with the music industry and the energy business to develop two prototypes for dynamic alignment of value models and coordination models in these businesses. Our goal in both domains is design and validate advanced techniques for the adaptive and hierarchical bundling of commercial IT services that match consumer needs. In this project, IT service is a commercial service that can be ordered and provisioned on-line, by which the provider earns money. We envisage a scenario where a consumer need is analyzed on-line, leading to the dynamic creation of a value constellation of independent businesses which jointly offer a service bundle that satisfies the consumer need. The bundle is composed from web services offered by the businesses in the value constellation. Subsequent occurrences of the same need will be provided by the same value constellation, unless quality of service drops below the level required by the consumer. Quality of service will therefore be continuously monitored and the constellation can be dynamically reconfigured, if required.

Job description
In a concerted action, two PhD students and a post-doc will study how plants, in particular genetically modified (GM) plants, can change their own soil ecosystem. Plants can have profound effects on soil organisms, because the great majority of carbon input in soils originates from living plants (root exudates) and from dead plant material. It needs to be tested if GM plants have such influence too, and if yes, if this influence is different from non-GM plants. Crops with e.g. GM-increased
resistance against pathogens and herbivores, can have side-effects on beneficial rhizosphere- inhabiting organisms; residues of crops with GM-altered tissue composition may have different decomposition rates, and thereby affect soil decomposer communities. Given the importance of the soil community for soil carbon and nitrogen cycles, effects of GM plants on non-target soil organisms and processes have to be evaluated properly prior to their admission. The research program aims to deliver a tool for risk assessment of GM plants based on soil nematodes that will enable evaluation of risks of these plants for soil fertility functions.
The major research question for the PhD Soil Quality is: To what extent do plants affect soil fertility functions, and is this affect mirrored by nematode community shifts that can be measured easily? Initially, we will use non-GM Brassica species because they produce glucosinolates with a broad spectrum effect on soil life. Varieties that produce more or less glucosinolates are used to test effects on nematodes and C and N dynamics in soil. Nematodes are a species-rich soil fauna group with great bioindicator potential. Changes in nematode community structure will be experimentally linked to soil fertility functions such as organic matter decomposition and nitrification. Results will be used to develop an Ecological Risk Assessment guidance for GM crops.

The Lieber Society, an interest group of the American Society of International Law, bestows each year, without regard to nationality, a prize for an exceptional writing
that enhances understanding of the law of war by a person serving in the regular or reserve armed forces of any nation.
The Prize. The winner will receive a Certificate confirming that he or she has won a Lieber Society Military Prize and a monetary grant of $500.00. The judges may also
select up to two additional persons to receive Lieber Society Certificates of Merit for exceptional papers. Request for Assistance. Any person receiving this Call for
Papers who is aware of an exceptional writing that meets the qualifications of this competition is requested to nominate the paper directly to the Lieber Society and
forward this Call to the author of that paper.
Definition of the Law of War. For this competition, the Law of War is that part of international law that regulates the conduct of armed hostilities. Papers may address any aspect of the law of war, including, but not limited to: the use of force in international law, the conduct of hostilities during international and non-international armed conflicts, protected persons and protected objects, the law of weapons, rules of engagement, treatment of detainees, to include interrogation procedures, and occupation law. Papers addressing practical problems confronting members of armed forces are preferred. Qualifications for entering the competition. Persons submitting papers do not have to be ASIL members. They may be citizens of any nation, but they must be a member of, or retired from, his or her nation's regular or reserve armed forces. He or she does not have to be on active duty when
the paper was prepared.
Papers that may be entered. Papers submitted in this competition must be in English (or translated into English if written in another language) and not more than 35 pages long if printed with single line spacing or 70 pages if written with double line spacing. Papers that have been published are acceptable for this competition. Papers that have not been published will be equally considered. A condition of considering a paper that has not been published, however, is that the author must give the Lieber Society authority to have the paper published in a journal of the Society's choice.

ASIL'S LIEBER SOCIETY PRESENTS 2007 PRIZES WASHINGTON, DC - The American Society of International Law's (ASIL) Lieber Society on the Law of Armed Conflict presented two prizes at ASIL's recent 101st Annual Meeting: the Francis Lieber Prize, which
has been awarded by the group for the past three years, and the newly established Lieber Society Military Prize, given for the first time this year.
Francis Lieber Prize
The Lieber Prize is awarded annually by the Lieber Society to an author under 35 years of age for outstanding scholarship in the field of the law and armed conflict. This year's award goes to Dr. Laura Perna, formerly of the University of Essex, for her book The Formation of the Treaty Law of Non-International Armed Conflicts. The book was published by Martinus Nijhoff in 2006 as part of its International Humanitarian Law Series. This is the third consecutive year that a contribution to the series has been so recognized. "In her book Dr. Perna traces the processes that led – and continue to lead – to the formation of treaty norms applicable in non-
international armed conflicts," said Lieber Prize Committee Chair Professor Michael Schmitt. "The work is of particular importance in its suggestion that the reluctance of States to accept treaty limits on non-international armed conflict, lest they appear to legitimize the actions of the non-State fighters, did not necessitate avoidance of rules regarding weapons and the conduct of hostilities. It thereby adds context to ongoing and future efforts to craft norms to govern non-international armed conflict in ways that are consistent with military necessities and the constraints of domestic and international political concerns," Schmitt said. "In this regard, Dr. Perna's work offers far more than excellent scholarship; it
represents a meaningful contribution to the development of international law."
Lieber Society Military Prize
With its initiation this year, the Lieber Society Military Prize recognizes a paper or article that significantly enhances the understanding and implementation of the law of war. The award will be given annually for exceptional writing in English by a member of the regular or reserve armed forces, without regard to nationality. The winner of the first Lieber Society Military Prize is Lieutenant Colonel Eric Talbot Jensen, U.S. Army, for his paper "Combatant Status: It Is Time for Intermediate Levels of Recognition for Partial Compliance." LTC Jensen is currently the Chief of the International Law Branch, Office of the Judge Advocate General, U.S. Army. His article was originally published in the May 2006 issue of the Virginia Journal of International Law.
LTC Jensen's paper was among 25 submitted by military authors from the United States, Australia, Germany, Switzerland, Canada, and Israel. For this competition, papers addressing practical problems confronting members of armed forces were preferred. Issues addressed included the use of force in international law, the conduct of hostilities during international and non-international armed conflicts, protected persons and protected objects, rules of engagement, the treatment of detainees, and occupation law. ASIL Interest Groups, such as the Lieber Society, are organized by ASIL members for focused activity in particular fields of international law. The Lieber Society serves as ASIL's focal point for the study of and dissemination of information about the law of armed conflict (international humanitarian law) and other public
international law related to the conduct of military operations. The Lieber Society facilitates dialogue by bringing together academics and governmental and non-governmental practitioners, civilian and military, from the United States and throughout the world. In addition to its prize program, the group fulfills its mission by sponsoring panel discussions; publishing a quarterly newsletter; co-sponsoring symposia; and sharing and critiquing ideas, research, and papers.
ASIL is a nonprofit, nonpartisan, educational membership organization. It was founded in 1906, chartered by the U.S. Congress in 1950, and has held Category II Consultative Status to the Economic and Social Council of the United Nations since 1993.
