The interpretive orientation in the social sciences is a methodological perspective that has evolved to challenge mainstream empiricism and scientism. It is, as such, the basic cornerstone of a critical approach to policy analysis. Attentive to human subjectivity and social meaning, it places policy research in its relevant political and historical contexts.

This 4th conference will focus broadly on discourse and interpretive methods in critical policy analysis, with particular emphasis on the relationship of discourse to power.

Although the conference is open to all topic relevant to discourse and interpretation in policyoriented research, special attention will given to power through a range of substantive topics, such as participatory governance and deliberative policymaking, gender relations and cultural politics, social and political inequalities, political economy and global policy. As a theme, discourse and power will be the prominently featured in the plenary sessions and numerous panels.

Panel proposal
"Coalition-building and the art of interpretive policy making"
Within globalised policy fields, coalitions consist of wide transnational networks, thus requiring from their members a willingness to engage in political communication which bridges organizational, epistemological and cultural borders. As a result forms of policy learning take place which can lead to the diffusion or harmonisation of policy ideas. At the same time, the diversified field of actors and ideas within such transnational coalitions creates enormous challenges for policy learning and political communication.

Interpretive approaches can offer a distinctive perspective on the dynamics of coalitionbuilding. By shifting the focus of analysis to the meanings (values, beliefs, feelings) that policies represent for their multiple stakeholders and the way that these meanings are communicated, an interpretive approach can help explain how coalitions interact, how they develop overlapping or shared interpretations, and also, how they fail in certain policy fields.

By analyzing coalition building as "interpretive act" this panel seeks to explore the
following questions:
- What are the pre-conditions for successful coalition-building?
- What challenges do globalised policy fields pose for coalition-building?
- How can failures be explained?
- Under what circumstances is policy learning possible?
- What role do policy entrepreneurs play within these "interpretive acts"?

This panel is aimed primarily at people in the early stages of their research.
Contributions are welcome that deal with coalition building within various policy fields, such as human rights, labour, development, environmental politics, peace and conflict and which provide different perspectives on the processes involved, for example, the relevance of intermediate actors within a policy process or, the aspect of transnationality in coalition-building.

Papers should be handed in until the 12th of January. A selection of papers for the panel will then be made, and is subject to the approval of the IPA 2009 Conference.

RATIONALE

“İSTANBUL, 2010 CAPITAL OF CULTURE”.. One of the fundamental cities of the world from the aspect of cultural tissue and historical wealth, without a dispute, is Istanbul. The city which we live in, before all things, is the only city in the world that sea passes throuhg it. Due to its geographical perfection the city had been capital of many civilisations in the history during centuries. Every civilizaton rising on had taken roots in its territories, and had left marks on its streets and at its squares. Every colour of cultural diversity became Istanbul on both sides of the strait which separates the Asian and European parts of Turkey. Beliefs, faiths and cultures that fed ISTANBUL for centuries were nourished from ISTANBUL as well.

The seven hilled city harbors, on every span of its land, themes of various traditions, diversities of different cultures, wealth of a religion, lifestyle of a different nationality. It reflects all splendor of Rome, Byzantine, Otoman and Turkish history. In this project, we, as Mehmet Baydar High School, will carry out a work to collect documents consisting many different kinds of photos to reflect cultural life and diversity of Istanbul. It is so vital that young people who are today’s owner of such a wealthy heritage recognize the importance of this heritage. We believe it should be comprehended, primarily, by young people who are residents of the city that every district, every locality of the cultural capital Istanbul is a living memorial. Students are uninformed about cultural and historical tissue of Istanbul. Being informed of students about the city they live in, increasing their knowledges via art of photography and sharing these informations will contribute to their cultural developments.

OBJECTIVE

It is intended to create an opportunity for students to learn about historical, artistic and cultural tissue of Istanbul. It is also aimed to learn and introduce civilizations and lives which had been to territories of the city in the past and which have left their own traces that effects current residents of the city by the means of photographs. All the traces existing on streets and in localities of the city are going to be documented by students via cameras. Historical, social, artistic and cultural places of the city are going to be put together in these photos. The project also contains various life stories. Parts of “Istanbul photo” are going to be put together with photos taken by students in districts of “Samatya, Adalar, Taksim, Kurtulus, Tarlabasi, Kasimpasa, Bakirkoy, Sultanahmet, Galata, Sisli, Sulukule, Bagdat Caddesi, Istiklal Caddesi. Traces of Anatolia’s rural culture that are formed by migrations from Anatolia, life classics of minorities and its reflections to Istanbul life, and works of Romans, Greeks, Syrians and Armenians that overflow streets.

Another objective of the project is to know and acquaint Istanbul’s artistic and cultural places. Students are going to divert lenses of their cameras to additions and contributions of artistic places and their activities to Istanbul. Students first will learn about art vessels of the city which they live in and then they will share with their friends what they have learnt. They will carry rich tissues of Istanbul through the esthetic of photograph. Thus, students will both learn hints of photography and will put forth their creativities on that branch.



TARGETS

· To make students gain the consciousness of group work and cooperation, and develop common movement understanding for the same targets,

· To inform students about cameras and photography,

· To introduce cultural, social, ethnic and religious themes of Istanbul,

· To introduce neighborhoods of the city,

· To introduce artistic places of the city (such as aya Irini, Feshane, Darphane, Istanbul Modern, Sabanci Muesum, Koç Muesum, Istiklal Street) to our students,

· To create consciousness of intercultural understanding,

· To acquaint students with what intercultural synthesis and cultural wealth bring in cities,

· To hound historical process of cities,

· To gain ability to act independently,

· To document cultural variety of cultural center Istanbul



APPLICATION METHODS

First, fifteen students in group of three are going to be trained about taking photo. Social residential map of Istanbul will be determined after students are done with being trained about art of photograph and cameras. According to this map there will be distribution of task. Each group will photogaph face of social, cultural, religious and ethnic tissue on the streets at a district defined by students. They will define cultural colours of Istanbul where is the center of culture.

On second stage, a map of artistic places and activities of Istanbul will be determined. Cultural vessels which nourish these arts will be documented via photography taking a closer look at artistic places and activities.



PROJECT FIELD

All dwelling units which consist artistic, historical, cultural and social wealth of Istanbul will be the field to apply the project.



SUSTAINABILITY

The project has been designed as sustainable for three years.

ELSA Cluj-Napoca (Asociatia Europeana a Studentilor in Drept), ELSA Timisoara si ANA (Agentia Nationala Antidrog) va invita sa participati la Conferinta Nationala pe tema drogurilor desfasurata in perioada 27-29 martie 2009 la Sibiu.

Partea academica va consta in prezentari ale studentilor de la Facultatile de Drept, sociologie, asistenta, sociala, psihologie, medicina (si nu numai) din toata tara care vor fi dicutate in plen alaturi de specilisti de la ANA (juristi, comisari, asistenti sociali, psihologi, psihiatri), de la Directia generala de preventie si combatere a crimei organizate, de la Directia generala a vamilor, de la instante, Barou, Academia de Politie Ioan Cuza, Centru de Mediere. Pot fi abordate teme precum legislatia interna in privinta drogurilor, aplicarea ei in domeniul social, psihologic si medical, justitia terapeutica, justitia restaurativa, practica judiciara in adictie, studii de caz etc.

In ultima zi a conferintei vor avea loc dezbateri moderate de cei de la ARDOR (Asociatia Romana de Dezbateri, Oratorie si Retorica), pe teme legate de droguri, consum si trafic.

It has been argued that there is something distinctive about a European City when compared to, for instance, an American city. The ´European City´ as a sociological concept relies on the idea that cities in Europe have demonstrated their power and willingness to make interventions for the prevention of social conflict and the good of it inhabitants. Often, these interventions took place against the strict financial logic or current global trends. In the 19th century, sewage systems and street lighting were first installed into the poor neighbourhoods and local councils choose to house people who weren't able to afford buying or renting property. The rise of the national (welfare) state to its strongest position somewhat reduced
the power of cities, as many of the social institutions were transferred to the state. However, today, with pan-continental institutions and global economic forces coming to the fore, national governments have been weakened to a certain extent. The partial withdrawal of the welfare state again leaves local decision makers in an interesting position. What can and what will they do? How large is the space for independent policies? Are they forced to restructure the European City according to market principles, or will it become a corrective counter-force, which seeks to maintain social cohesion in places where the social fabric has been destroyed by economic changes?

With these statements in mind, the websites *European City* and *Plotki* and the *Centre Bruxellois d'action interculturelle* invite researchers, journalists and artists to participate in a unique project that will deal with social cohesion in European cities affected by de-industrializatio n.

*Selected participants will participate at the following research seminars:*

1) A three day-long research seminar in Bruxelles and Charleroi (Belgium), 13 - 16 March 2009.

2) A ten day-long 'travelling' research seminar in the 'ex-industrial' areas of the Czech Republic and Germany. Focusing mostly but not exclusively on the two old-industrial cities of Chomutov and Chemnitz, researches will present and discuss their own papers and participate in field research in Chemnitz, Chomutov and the Czech-German borderland, 10 - 12 July 2009.

The programme is *open for everyone* living in a EU member state with good knowledge of English. *Researchers *(senior researchers, PHD and MA students in the widest range of social science including but not limited to sociology, geography, anthropology, history, cultural studies), *journalists and artists* (photographers and film-makers) are especially encouraged to apply.

Program Description

The Program on Conflict Analysis and Resolution at Sabanci University in ©stanbul, Turkey is accepting applications for the 2009 - 10 academic year. The CAR program is the only Master's program of its kind in Southeastern Europe, taking a regional lead in training a new cadre of conflict resolution specialist and peacemakers from Turkey and countries around the world.

The M.A. program in Conflict Analysis and Resolution gives students skills to analyze and understand conflict at inter-personal, inter-group and international levels. Core programmatic components include: aspects of negotiation, mediation, third party intervention, ethnic conflict, issues related to post-conflict reconstruction, reconciliation, psychosocial aspects of conflict, and media and conflict. The scholar-practitione r model is emphasized, providing students with a strong theoretical background as well as means for applying their knowledge to real-world settings. M.A.

The Space Advanced Research Team at the University of Glasgow is currently seeking a PhD student to investigate the "Design and Mission Analysis of Femtosatellites"

The project consists of the design and development of femto-satellites with a volume of 1 cm x 1 cm x 1 cm and a weight of approximately 10 grams. These very tiny satellites are expected to be mainly made of stacked silicon microchips. Some microchips will be responsible for very specific tasks necessary for the survival of the mission (for example, communication, attitude control, etc.), whereas other microchips will form the scientific payload (for example, embedded microcameras, radiation detectors, etc.) These femto-satellites have the potential to drastically lower the costs of space missions and increase the frequency of the launches. Furthermore, the possibility of having a huge number of femto-satellites (more than 1,000) at a reasonable manufacturing price (less than £200 each) will increase the overall mission reliability (losing some of them will not jeopardize the overall mission objectives). It will also allow the conception of new mission scenarios and the assembly of large structures in space consisting of thousands of small elements (for example, interferometric antenna arrays, synthetic aperture radars, etc.) The doctoral student selected for this project will have to take into account not only the design trade-offs of present microelectronic technology, but also the mission design and analysis trade-offs applicable to space applications. In this process, it is expected that the doctoral student will be able to produce some advances in the state-of-the- art of this interdisciplinary field of research since the present design rules of small satellites cannot be directly applied to the design and development of femto-satellites due to the severe constraints in size and power consumption.

The PhD candidate for this post will hold an upper 1st class degree in either aerospace engineering or electrical & electronics engineering. The successful applicant will have good analytical and modelling skills, and good knowledge of microprocessors and/or space mission analysis and design. Enthusiasm and determination in exploring original ideas as well as good team spirit are desirable qualities of the successful candidate. A very good spoken and written English is essential.

Each Scholarship will run for 4 years, cover all tuition fees (EU or overseas) and provide the successful student with a stipend at the Research Council recommended rates (£12,940 for 2008/09). On top of this the project benefits from £5,300 per year research costs.

The project will start between January 2009 and April 2009.

OCCAM has been established with substantial funding from the KAUST GRP. The Centre, which is part of the Mathematical Institute, will be allied to a global network of mathematicians. Aiming to meet the ever-increasing global demand for quantitative understanding of complex scientific phenomena, OCCAM has been built on the strength of four pre-existing groups of applied and computational mathematicians working in Oxford: the Oxford Centre for Industrial and Applied Mathematics, the Centre for Mathematical Biology, the Numerical Analysis Group and the Computational Biology Group. It has a symbiotic relationship with other scientific communities which have a need for problem-solving mathematics both within the University of Oxford and beyond. Over the first five years the centre will employ 40 new staff and students.

Coronary heart disease remains the leading cause of death in the western world. Recent advances in high performance computing and medical imaging have lead to the development of detailed models of vascular structure and blood flow respectively. These techniques now enable the simulation of perfusion through three dimensional representations of vascular geometry. However, there are two difficulties with these classes of models: (1) the computational simulation of flow through complete vascular beds from feeding vessels to capillaries is computationally prohibitive and (2) it is impossible to measure flow in all vessels and thus fully validate such models for clinical application. Recent developments in Perfusion MRI and Nuclear Medicine by our clinical collaborators at St Thomas' Hospital now provide the ability to accurately measure blood volume in cardiac tissue. This presents an
opportunity to develop a novel modelling framework to explicitly address these limitations by linking vascular structure to whole organ perfusion through the application of a multi-scale porous-flow model.

The goal of this project will be to develop models with the potential to directly interpret clinically acquired perfusion images and guide revascularisation strategies in the heart. The methodology will be based on homogenizing discrete vascular structures by applying previously developed asymptotic approach. A key mathematical challenge will be adapting the multiple scales technique to the hierarchical branching structure of blood vessels. This may lead to a continuum sub-model for each generation of vessel (e.g. capillaries, arterioles, small/large
coronary vessels) which are coupled to produce a full multi-domain and multi-scale representational of coronary perfusion. These predicted perfusion fields will be mathematically validated via comparison with the perfusion fields determined using the discrete model whose structure was used to define the porosity tensor. Finally the model will be applied to human data collected at St Thomas' to assess the clinical potential of the approach.

The collaborators on this project are Professor Jos Spaan (Department Medical Physics, University of Amsterdam) and Professor Eike Nagel (Guy's and St Thomas' Hospital).

The accumulation of human sperm cells at boundaries is ubiquitous in the laboratory setting, and is therefore likely to influence the path of a sperm during its passage along the female reproductive tract. However, very little is known about the details of such mechanics especially how it is affected by surface topographies. This is despite the fact that sperm have to navigate increasingly convoluted surfaces and folds along the human fallopian tubes, creating a very complex geometry on the
journey towards an egg. Sperm found in the vicinity of an egg are hyperactivated, which is characteristed by high amplitude tail beating. This has led to the hypothesis that hyperactivation is necessary to prevent excessive sperm trapping within crypts of the fallopian tubes.

Consequently, the initial aim of this project is to use high speed imaging in the classification of hyperactivated human sperm motility using kinematic and biophysical parameters. This will require a limited amount of experimental work in the laboratories of collaborators at The University of Birmingham. The subsequent aim will be to develop models of hyperactivated human sperm, using the imaging data to ensure typical beat patterns are correctly represented. We will then investigate the mechanisms and mechanics by which sperm progress across convoluted topographies and escape from fallopian tube crypts. Such studies will require cutting-edge mathematical and computational modeling in the areas of low Reynolds number flows and filament-fluid interactions.

The successful colonization of a medical implant device depends on the early response of the host's cells to the implant surface. The commercial development of the next generation of devices will therefore benefit from a more quantitative understanding of the mechanisms involved in the adhesion and migration of a single mammalian cell over a biomaterial surface. We have developed two long-wavelength multiphase reactive flow models of the cell's motile machinery. The models are
based on poroviscous generalizations of the thin-film equation in lubrication theory and of the Trouton equations in extensional flow theory. The main aims of this project are: (i) to develop robust numerical algorithms to solve the two-dimensional versions of these challenging free boundary problems; and (ii) to calibrate and test their predictions by direct comparison with data from the in vitro cell systems obtained by our experimental collaborators.

Metal-organic frameworks for hydrogen purification

Funding is available for a PhD studentship in the School of Engineering and Electronics, University of Edinburgh for a collaborative project with the School of Chemistry, University of St Andrews. Metal organic frameworks (MOFs) constitute one of the most exciting developments in recent nanoporous-material s science, with potential applications in many areas, including catalysis, gas separation and storage. The major advantage of MOFs over more traditional porous materials, such as zeolites, is the greater scope for tailoring these materials for specific applications due to their modular synthesis from corner units (generally metal ions or clusters) and linker units (organic molecules able to bridge the metal corners).

The project
Hydrogen is a potential future automotive fuel as well as an important industrial feedstock. For fuel-cell applications, as well as in many industrial processes, high purity is required. The hydrogen required can be produced either by generating it from steam reforming or methanol cracking processes or by recovering it from hydrogen-rich process streams by adsorbing the impurities using pressure swing adsorption. Such streams are readily available in refineries and petrochemical plants and are sometimes burnt as a waste stream. The scope of this project is to design new adsorbents for hydrogen purification using computational and experimental methods.

The studentship
The studentship is available immediately for a period of 4 years. The studentships provide a tax-free EPSRC stipend (currently £12,600 per annum), plus university fees at the Home / EU rate. Additional funding might be available to cover the overseas fees for highly qualified non-EU citizens.

For this project, collaboration between the chemical engineers at the University of Edinburgh and the chemists at the University of St Andrews is a very important element and the successful candidates will spend significant periods of time at the partner institutions, learning about material synthesis and characterisation. The ability to be a team player and to work in close collaboration with a team of chemical engineers and chemists is therefore essential.

The successful candidates will have a first class or 2.1 degree, or equivalent, in chemical engineering, chemistry, physics, or a related subject. As the project contains a substantial computational element, some programming experience in FORTRAN or a similar programming language is desirable though not essential.

Modelling and control of wireless networked nonlinear systems

Successful candidates will, subject to a satisfactory annual review, be paid a maintenance bursary of £10,000 per annum, and have their research course fees paid by the faculty (£3,300) per annum. In the case of overseas students, they will have their fees paid by the faculty (£10,230) and receive a bursary of £5,645 per annum. In addition, the faculty has a policy of engaging research students as part time lecturers/demonstra tors where possible.

The successful will join an internationally recognised research unit with excellent research facilities. We have strong collaboration with industry, research laboratories and other academic institutions. On attaining the PhD, the research experience gained will provide an excellent basis for a career in industry and academia.

PhD Scholarships - Giessens University Germany

Giessen University's *International Graduate Centre for the Study of Culture (GCSC)*, funded by the German federal government's Excellence Initiative, offers a three-year structured PhD-programme in the study of culture. With its excellent research environment, a doctoral programme which is tailored to the needs of PhD students and the intensive personal support it provides, the Graduate Centre offers postgraduate students optimum conditions for their PhD-projects and a custom-made preparation for the time thereafter, both with regard to academic and non-academic careers. From 01st October 2009, the GCSC offers

*up to 9 PhD scholarships. *

PhD scholarships include a monthly stipend of approximately €1000 and are offered for one year with the possibility of two extensions, each of a year. Scholarships commence on October 1st, 2009.

Acceptance of a scholarship requires participation in the study programme and the wide-ranging events offered by the GCSC, as well as active involvement in at least one GCSC graduate research group. Scholarship holders must register as PhD students at Justus Liebig University. There are no tuition fees for doctoral students at JLU, except for an enrolment fee of approximately €200 per semester. Scholarship holders are expected to take up residency in or near Giessen.

The GCSC encourages applications from graduate students who have or expect to obtain a first or upper second class honours M.A.-degree (or equivalent) in one of the GCSC's academic subjects* or in the arts/humanities, cultural studies, or social sciences. Fluency in either English or German is required.

The main selection criteria are the candidates' academic qualification, the academic quality of the research proposal and the suitability of the project for the GCSC's research programme. Short-listed candidates will be invited to a 30-minute interview; telephone interviews can be arranged for candidates from overseas.

The History Department of Central European University, Budapest, is the only transnational, English-language graduate school in Europe that is accredited both on our continent (in Hungary) and the United States.

The Division of Applied Geology is looking for 6 new PhD-students.

Research and education at the Division of Applied Geology is mainly focused on Environmental Geochemistry. Basic research is combined with applied projects. The philosophy is that being in the front of basic research gives a favourable development of methods and skills useful and necessary in applied research. The applied research aims at studying and quantifying pollution effects from different
anthropogenic sources, and possible methods to decrease the release of pollutants and to limit their deleterious effects.

1. Remediation of sulphide-bearing mine waste by using sewage sludge.

By studies on all scales from laboratory tests, pilot scale studies and full scale field trials, various types of use of sewage sludge for remediation of sulphide-bearing mine waste will be develope. The efficiency on different time scales will be quantified as well as improvements achieved by mixing of the sewage sludge with other materials. The research is performed in close collaboration with the active mining industry.

2. The use of alternativ materials for remediation of sulphide-bearing mine waste

During remediation of mining waste, the most important goal is to decrease the inflow of oxygen to the sulphide minerals. This is usually obtained by applying a sealing layer with so low hydraulic conductivity that it always has a high degree of water saturation. Till with a high clay content is commonly used in Sweden. In this

3. Effects of hydropower production on river-near

Hydropower production results in changed water levels in regulated rivers. Short-term water level changes result in changed eco-systems close to the rivers, and changed groundwater levels and properties. The aim of this project is to study the effects of hydropower production on the geochemistry of river-near groundwater.

4. The use of Cu-isotopes to quantify the role of microbes in geochemical key reactions such as preciptation and dissolution of minerals

During the latest years it has become possible to detect and analyse the small changes in isotopic composition which chemical and biological processes cause also for stable metals such as Cu. The research team at Applied geology in Luleå is leading in Sweden in development of such analyses, and in the development of applications of them. The aim of this project is to develop methods for analyses of Cu-isotopes in different materials, and to use such analyses to quantify the role of microbes in geochemical key reactions such as dissolution and precipitation of minerals in oxidizing mine waste. Also isotopic changes during uptake in plants will be studied.

5. Optimization of surveys of polluted areas

About 1 billion SEK is spent annually in Sweden for surveying and remediation of polluted areas. The guidances for how to perform sampling, anlyses and interpretations of, for example, polluted soils, are vague and insufficient. The aim of this project is to improve surveying of polluted areas, by geostatistical studies av finished and ongoing objects.

6. Remediation of sulphidic mine tailings using green liquor dregs; solving two waste problems at the same time

Mining results in large amounts of waste, waste rock and mill tailings. If this waste contains sulphide minerals, oxidation may result in the formation of acid mine drainage. The aim of this project is to study if green liquor dredge, an alkaline rest product from the paper industry, can be used as water and oxygen barrier in
sealing layers in remediation of mine waste. The green liquor dredge may also buffer acidity produced by the oxidizing sulphides. Potentially, two waste problems could be solved at the same time

We are seeking a PhD candidate for the project CRYOSUB: Mountain Cryosphere Subgrid Parameterization and Computation, starting 1 March or 1 April 2009.

The expected outcome of this project is a method that allows for continental- scale modeling of permafrost, snow and glacier mass balance in mountain areas under present and simulated future climate. This is important because the mountain cryosphere influences a large proportion of the global land mass and population, experiences high rates of climate change and is currently inadequately resolved in
regional climate models due to the dominating influence of sub-grid variability.

This project will provide a proof of concept for the inclusion of topography sub-grid schemes into climate models as well as applications of mountain cryosphere models over large mountain ranges. Applicants are required to have successfully completed a Masters level degree in a relevant area, e.g., Climatology, Meteorology, Computer Science, Mathematics, Physics, Computational Geography or Earth Sciences. Programming skills (low level such as C/FORTRAN and high level such as Matlab/IDL) and experience with GIS are important assets. You have a very good standard of written and spoken English and will be working in a heterogeneous and multi-disciplinary environment. Mountaineering skills are welcome. You will receive the
