CfA: Finantare nerambursabila profesori mediul rural [DL: 15 oct]

Ministerul Dezvoltarii, Lucrarilor Publice si Locuintelor lanseaza licitatie deschisa pentru propuneri de proiecte pentru „Dezvoltarea formarii continue a cadrelor din invatamintul preuniversitar" , in cadrul programului de Coeziune Economica si Sociala, Phare 2006.

Schema de finantare nerambursabila va sprijini organizatiile eligibile din toata tara care propun programe de formare pentru profesorii din liceele din mediul rural si care sa conduca la dezvoltarea lor profesionala in conformitate cu noile curricule flexibile si diversificate, precum si pe baza rezultatelor analizei de nevoi si a principiilor privind educatia si formarea.

Bugetul disponibil pentru aceastã licitatie deschisã este de 800.000 Euro (din care 600.000 Euro din fonduri PHARE si 200.000 Euro de la bugetul de stat).

Marimea finantarilor care pot fi acordate pentru proiectele propuse poate fi intre minim 35.000 Euro si maxim 65.000 Euro, reprezentind maxim 97% din bugetul total al proiectelor. Diferenta (3%) trebuie acoperita din resursele proprii ale solicitantului sau ale partenerilor acestuia sau din alte surse decit cele provenind din bugetul Comunitatii Europene.

Pot solicita finantari persoane juridice romane, non-profit sau orientate spre profit, publice sau non-publice, care depun o cerere fie ca solicitant individual, fie in parteneriat si astfel de organizatii pot fi: Case ale Corpului Didactic, universitati, fundatii, asociatii profesionale, ONG-uri si alte organizatii relevante de formare sau consultanta, care au ca obiect de activitate pregatirea, perfectionarea si dezvoltarea profesionalã a personalului didactic din invatamintul
preuniversitar, precum si organizatii/ institutii care implementeaza programe internationale la care Romania participa sau programe cu finantare internationalã al caror beneficiar este Ministerul Educatiei, Cercetãrii si Tineretului.

Solicitantii eligibili trebuie sa propuna programe de formare profesionala pentru cadrele didactice sau managerii liceelor din mediul rural, care raspund nevoilor de formare specifice si care indeplinesc conditiile prezentate in Ghidul Solicitantului.

Envisioned research
The intended research is situated in the domains of networked virtual environments (NVE) and human-computer interaction (HCI). More specifically, synchronization in scalable networked virtual environments is studied, supporting simulation-based interaction. The investigated synchronization techniques enhance consistency of the status of the virtual environment as presented to all users. Heterogeneous environments (different platforms, I/O devices etc.) are taken into account. Besides synchronization techniques, interaction techniques and the flexibility in their realization play an important role in the envisioned research. Usable multimodal interaction metaphors are designed for individuals as well as groups of users. A division of the users in subgroups is considered for both simulation and interaction between several users in order to enhance performance and social interaction. Further details of the PhD research topics will be determined based on the
background and interest of the PhD candidate.

Envisioned research
The PhD research will be performed in the research group human-computer interaction (HCI) of EDM. Relevant research domains covered in HCI research at EDM are:
technologies and tools for the realisation of user interfaces in for ubiquitous computing model-based software development context-aware, distributed and migratable user interfaces.

The two FWO-projects are defined in the area of ubiquitous computing and ambient intelligence, in which several devices in the environment are connected by (wireless) networks and which offer intelligent services to users. The research in one scholarship will focus on distributed user interfaces (on PDA, smartphones, desktop PC as well as large displays) that are aware of and adapt to contextual information (preferences of the user, available platforms, environment variables like light or noise, location using GPS or wireless networks ...). The other scholarship emphasizes context-aware local service provisioning in large-scale ubicomp environments, and investigates the realisation of (aggregated) user interfaces to interact with these services.

Computational Seismology: Ph.D. opportunities at ETH Zurich, Switzerland

"High-performance computing in global and earthquake seismology: linking innovative Earth tomography to earthquake physics and seismic hazard"

We are seeking two highly motivated students to work within a recently funded 3-year research project in the domain of computational seismology. The aim of this project is to apply modern high-performance computing techniques to imaging of seismic sources and Earth structure, both from a forward modeling perspective and from the inverse problem. These two topics are tightly coupled since (i) they involve the same technical and computational issues, representing different applications of the same key computational tools and because (ii) the source and structural imaging problems are strictly related: seismic observations cannot provide a faithful image of Earth structure unless the location and mechanism of the sources are well known, while in turn the accuracy with which source parameters are determined depends on the quality of the three-dimensional Earth model used as reference in earthquake source inversions. The proposed work will also target comprehensive near-field ground-motion simulations in which we directly incorporate the new tomography results, with their uncertainties, augmented with stochastic-media parameterization at short scale lengths. Applicants must have a M.Sc. or Diploma in geosciences, physics, or computer sciences.

Strong analytical skills, experience in programming (C/C++, F90/95, MPI, UNIX shells, MATLAB) as well as expertise in data analysis and visualization are required. A solid knowledge of the English language (both oral and written) is mandatory, and the willingness to learn at least the basics of German is expected. Good interpersonal skills, the ability to work in a diverse team of several researchers and students, and the willingness to present the work at international
conferences and workshops are expected.

Scientists have recently made enormous strides toward elucidating the multiple functions of genes in adult animals. Remarkably, this progress has revealed unanticipated connections between organs. This progress allows us to now ask much broader questions related to the physiology of organisms and to analyze its impact on the molecular pathogenesis of degenerative diseases.

Thus, this is the ideal time to hold a meeting where presentations by top researchers will summarize where the field of integrative physiology is at, and how we can move the field forward.

This 2.5-day conference has been designed to explore these questions. In particular, this meeting will cover the genetic basis of the known functions of many organs, the identification of novel physiological functions for various organs and the definition of genetic cascades leading to frequent degenerative diseases such as metabolic syndrome, heart failure and osteoporosis.

Call for Abstracts

We invite you to submit an abstract for participation in a Poster Session. Deadline for abstract submission is Friday, March 14, 2008. CALL FOR PAPERS

This year the Refugee Studies Centre (RSC) at the University of Oxford celebrates 25 years of pioneering research in the field of refugee and forced migration studies. The past quarter of a century, like many before it, has seen human displacement on an enormous scale, touching all continents and the lives of millions of people.
States, international organisations, and NGOs have often struggled to deal with the social, political and economic consequences of forced movement. Alongside these developments, the study of refugee movements and forced migration more generally has grown. Increasing numbers of academics from different disciplines have turned their attention to understanding displacement in its many forms and varieties, often with impressive results.

In December 2007, as the culmination of its 25th Anniversary, the RSC will hold a two-day international conference dedicated to bringing scholars together to take stock of the state of research on refugee and forced migration movements.

The conference will consider, in particular, how refugee and forced migration studies have progressed in the years since the RSC's inception and what contemporary challenges and future directions should inform the ongoing development of these areas of study.

Format

The first day of the conference will be dedicated to Conceptualising the Fields of forced migration and refugee studies.

Invited speakers will debate the recent turn towards conceptualising refugees as forced migrants and the relationships between forced migration and refugee
studies and the broader field of migration studies.

Papers are being sought for sub-plenary sessions related to questions of conceptualisation, particularly those that address the following questions:

- How should forced migrants and refugees be conceptualised in the current international context?
- What is the political, intellectual and sociological significance of the growing move to conceptualise the displaced as forced migrants rather than refugees?
- What are the costs and benefits of bringing forced migration studies and migration studies into closer alignment? To what extent, if at all, are their intellectual agendas complementary?

The second day of the conference will consider Key Future Research Areas in refugee and forced migration studies for the coming years. Papers and panel proposals are being sought on new areas of research that are likely to shed light on the causes and consequences of human displacement and the international legal and normative framework that governs national and international responses to refugees and forced migrants.

Paper and panel proposals on any theme related to forced migration will be considered. However, papers in the following panel areas would be of particular interest:

- new forms of forced migration and the evolution of violence and warfare
- refugees and the environment
- internal displacement and the challenges to normative and legal frameworks
- the future of international organisations responsible for refugees and forced migrants
- the changing international refugee regime and relations between the global North and South
- changing social and political constructions of the refugee and of those in need of asylum
- approaches to post-conflict reconstruction and refugee return
- extraterritoriality and the development of new practices of border control.

Proposal Submissions

Individuals interested in proposing additional panels should submit a title, the names of three or four participants and their paper titles, and an abstract of around 300 words describing the topic of their panel.

Individuals proposing to deliver a paper either in the sub-plenaries on Day 1, or within the panels indicated above on Day 2, should submit a paper title and abstract of 300 words. A short cv or biography (one page maximum) should accompany proposed papers and panels.

The selection committee will review proposals for both panels and papers using the following criteria:

- Relevance to the conference themes and panels
- Quality of scholarship
- Overall balance of papers in relation to the panels and sub-plenaries.

A selection of papers will be edited for a special issue of the Journal of Refugee Studies.

This year Human Rights Watch will award four fellowships to recent graduates of law schools or graduate programs (master's degree and above) in journalism, international relations, area studies, or other relevant disciplines. The Alan R. and Barbara D. Finberg Fellowship is open to any candidate who meets these criteria. The Leonard H. Sandler Fellowship is restricted to graduates of Columbia
Law School. The Arthur Helton Fellowship is restricted to graduates of New York University School of Law.

In addition to the fellowships offered by Human Rights Watch, graduates of the Yale University School of Law may apply directly to the law school for the Bernstein Fellowship. Human Rights Watch encourages prospective Bernstein fellows to make arrangements to work with Human Rights Watch and to include those arrangements in
their applications to Yale for the fellowship.

Fellows work full time for one year at Human Rights Watch, based in New York City, Washington, D.C., or London. Fellows monitor human rights developments in various countries, conduct on-site investigations, draft reports on human rights conditions, and engage in advocacy aimed at publicizing and curtailing human rights violations. Past fellows have conducted fact-finding missions to,
among other places, Albania, Azerbaijan, Bangladesh, Bolivia, Brazil, Burma, Cambodia, Colombia, Cuba, the Dominican Republic, Egypt, El Salvador, Ethiopia, Guatemala, Haiti, Honduras, Hong Kong, India (including Kashmir and Punjab), Iran, Israel, Kenya, Malaysia,
Moldova, Namibia, Nigeria, Pakistan, the Philippines, Russia, Rwanda, South Africa, Sudan,Syria, Tajikistan, Uganda, the U.S.-Mexican border, and Venezuela.

Qualifications
Applicants must have exceptional analytic skills, an ability to write and speak clearly, and a commitment to work in the human rights field in the future on a paid or volunteer basis. Proficiency in one language in addition to English is strongly recommended.
Familiarity with countries or regions where serious human rights violations occur is also valued. Fellows must be law, journalism, international relations, or area studies graduates with degrees received after January 2005 and before August 2008, or must provide evidence of significant, comparable, relevant work experience.
Fellowships begin in September 2008.

Salary and Benefits
The salary for the 2007-2008 fellows is $47,000, plus excellent employer-paid benefits. The salary for 2008-2009 fellows is currently under review.

Masters Degree in the Social Sciences Transformation in the South Caucasus Call for Applications from Armenia and Azerbaijan

In Partnership with Open Society Institute and Iv. Javakhishvili Tbilisi State University, the Centre of Social Sciences requests applications for their cross-regional English language masters degree Transformation in the South Caucasus.

Study regional and international politics and the social sciences in an international and cross-disciplinary setting.

Degree Offered

The degree requires 120 ECTS credits and will take one and half Calendar years (September 2007 to February 2009). The first year, based in Tbilisi, will be spent studying taught courses of regional relevance intended to develop the analytical, evaluative and presentational skills necessary for working in the government, the NGO sector or in the research community.

Classes will be small (less than 20 students) and will include lectures and seminars given by Georgian and international faculty who have considerable academic and practical experience working in Universities, NGOs, think tanks and Government. Teaching will be collaborative, student-centered and skill-based. The program involves mandatory courses in Academic Writing and Research Methods. In addition the students can choose from courses on International Relations, Conflict Resolution and Peace Studies, Nationalism, Foreign Policy Analysis, Transitional Economics, Public Policy, International Political Economy, International Law and Post-Soviet History. Following the summer exams the students will have six months to complete a dissertation and a two month internship.

The second year (2008-09) will be based in either Armenia, Azerbaijan or Georgia and will include a 4 month internship in Government, an NGO or Civil Society project and 4 months for writing a masters dissertation. At the end of February 2009, students have to complete MA thesis and defend it orally at CSS Tbilisi, Georgia.


The Centre for Social Sciences

The first year of the course will be taught at the Centre of Social Sciences, Tbilisi, Georgia. This is one of the focal points of higher educational reform in Georgia. Based in the centre of the city it has state-of-the- art facilities available to students including:

a library with over five thousand volumes of academic literature in the social sciences, history and philosophy
a computer room with 10 DSL networked computers (one for every 6 students)
a lecture theatre equipped with computer projector and electronic white board
photocopy and printing facilities

Requirements for Applicants

· All nationalities will be considered, particularly those from Georgia, Armenia and Azerbaijan as well as those in the disputed territories of South Ossetia, Abkhazia and Nagorno-Karabakh. · A minimum of a bachelor's degree in the social sciences or humanities. This would include applied subjects like Law, Journalism, Business or Economics as well as the obvious categories of Sociology, Political Science, International Relations, Public Policy, History, Cultural Studies etc.

· A very good understanding of English, both written and spoken Applicants must take English Language test organized by CSS/TSU (at least upper - intermediate level is required) or submit certificates of their FCE (First Certificate in English), TOEFL (Test of English as a Second Language, or IELTS (International English Language Testing System) if available. Thus, strong English skills is an absolute prerequisite for admission

CfP: Warfare as Suicide

SUICIDE BOMBERS
AND WESTERN SOLDIERS

Some people claim to be astonished by contemporary terrorists who blow themselves up in the process of attempting to kill their enemies. However, are suicidal battle strategies absent from the record of Western warfare?

During the First World War (1914-1918) on the Western front (and on many other fronts), fighting was done out of trenches, with one enemy line facing the other. "Attack" occurred when long rows of soldiers got out of trenches and advanced through no man's land, hoping to cut through barbed wire, assault enemy trenches and break through the opposing line. Most attacks were unsuccessful and there was a substantial probability that an advancing soldier would be hit by an artillery shell or mowed down by machine-gun fire.

It is correct to draw a parallel between the behavior of soldiers during the First World War and contemporary suicide bombers? Is the fundamental dynamic the same? Or is a different dynamic at play?

Historian Modris Ekstein describes the typical pattern of "battle" that characterized the First World War: "The victimized crowd of attackers in no man's land has become one of the supreme images of this war. Attackers moved forward usually without seeking cover and were mowed down in rows, with the mechanical efficiency of a scythe, like so many blades of grass."

The following are eye-witness accounts of typical attacks that occurred during the First World War. A German machine gunner wrote of his experience of a British attack at the Somme:

We were very surprised to see them walking. The officers went in front. I noticed one of them walking calmly, carrying a walking stick. When we started firing we just had to load and reload. They went down in the hundreds. You didn't have to aim, we just fired into them.

A similar mode of attack--with similar results--occurred at the Battle of Loos. Pushing through to the German line on the second day of battle, British troops crossed the road. Their numerical superiority was considerable, but several dozen German machine guns faced them. The German regimental diary describes what happened:

Ten columns of extended line could clearly be discerned. Each advancing column was estimated at more than a thousand men, offering such a target as had never been seen before, or thought possible. Never had the machine gunners such straightforward work to do nor done it so effectively.

They traversed to and fro along the enemy's ranks unceasingly. The men stood and fired triumphantly into the mass of men advancing across open grassland. As the entire field of fire was covered with the enemy's infantry, the effect was devastating and they could be seen falling literally in hundreds.

Nine-million men were killed during the First World War and twenty-one million injured. The vast casualties were the result of millions of men behaving not unlike contemporary terrorists behave: Allowing their bodies to be blown to bits as they attempted to blow up the bodies of their enemies.

The following report was written by British General Rees immediately after the massacre of the 94th Infantry Brigade of the 31st Division by the Germans on July 1, 1916:

They advanced in line after line, dressed as if on parade and not a man shirked going through the extremely heavy barrage, or facing the machine gun and rifle fire that finally wiped them out. I saw the lines, which advanced in such admirable order melting away under fire. Yet not a man wavered, broke the ranks, or attempted to come back.

In spite of the fact that the attack resulted in the slaughter of nearly all of his men, General Rees seems to have been gratified by the result:

I have never seen, indeed could never have imagined such a magnificent display of gallantry, discipline and determination. The reports from the very few survivors of this marvelous advance bear out what I saw with my own eyes: that hardly a man of ours got to the German Front line.

General Rees was proud of his men because they had demonstrated honor and nobility. They had been willing to die for their country.

As suicide bombers sacrifice their lives in the name of Allah, so soldiers of the First World War martyred themselves in the name of sacred entities given names such as France, Germany and Great Britain.

Call for PhD proposals in the field of Migration, Diversity and Development

The Institute for European Studies (IES) invites applications for the position of a PhD researcher for a maximum duration of four years (beginning in November 2007). The IES is a Jean Monnet Centre of Excellence of the Vrije Universiteit Brussel (VUB). Its research focuses on the role of the EU as a global actor and on the interaction between the internal and external dimensions of EU policies and between EU policies and other international institutions and organisations.

The IES seeks proposals for PhD projects in a legal discipline or political science (or a related social science) that help us advance our knowledge about the driving forces and most promising policy responses to migration and diversity both in Europe and in the context of development. Comparative studies between Europe and the traditionally immigrant societies of the New World might be helpful in determining promising policy paths. Proposals addressing legal issues are particularly encouraged.

Rationale: As the Global Commission on International Migration noted in its 2005 report, �human mobility is not only becoming more complex in scope and scale, but is also becoming more complex in its nature�. Many of these complexities and the crosscutting factors involved are not yet well understood. Migration brings with it a wealth of issues concerned with human interaction especially in our large cities. These include differences of culture, legal tradition, religion and customs and the acceptance of such diversity amongst the local population. They also encompass practical matters such as how to deal with language in schools and how to integrate migrant children into the educational system, health issues, sensitivity in policing migrant neighbourhoods and other social and legal questions.


Proposals should have a clear conceptual foundation and could focus on one or several of the following issues that are of particular relevance in a European context:

* Integration of migrants into host societies. Although there is a considerable literature on strategies for integration of migrants, further study needs to be done on the effectiveness of government intervention as opposed to laissez-faire, policies for dealing with concentrations of migrants in European cities, the role of the private sector in job creation and social issues relating to isolation from family and culture.
* Policy formation regarding economic migration for employment and self-employment. Key aspects of this issue encompass the effects of declining demography and the increasing dependency ratio in Europe, the effects of economic migrants on employment levels, wage levels and other market factors such as the need for workers to fill jobs in the current favourable European economic climate and the desirability of immigration for wealth formation.
* The effectiveness of different types of visa regimes such as temporary work permits, high skilled and points based schemes, job matching, �circular� migration schemes in particular the effect of such schemes on the sending countries� development such as �brain gain� and remittances.
* Control of illegal migration. There is a lack of exploration of the success or failure of strategies currently being employed (notably regularisation or amnesties for illegal migrants, carriers� liability or criminal penalties for employing illegal workers which are largely ignored) as well as the factors determining this success or failure.
* Responses to mass migration. There has been little examination of the effects of armed conflict on migration and of the best methods of dealing with mass influx of migrants created by human action or natural disasters. A current example is the effect of conflict (such as in Iraq or Afghanistan) which is politically and militarily supported by potential receiving European states on the migration issues of nationals of the countries in conflict.
* Relationship between human rights and migration law. There is a need to further explore the contradictions between human rights law and the perceived right of nation states and the EU to control access to their territory. This can, amongst other questions, include issues relating to the Geneva Convention 1951 on the right to asylum, the extension of states� control of immigration beyond their borders (for example by stationing liaison officers at foreign airports or processing asylum applications outside their territory) or data protection matters in relation to electronic control systems. There are potential conflicts between rights under the Geneva Convention and rights under the European Convention on Human Rights and Fundamental Freedoms which might be explored in the light of decisions in the European Court of Human Rights and the European Court of Justice.
* The effects of European trade and aid policies on migration. One area of inquiry might be how the EU can modify its policies in the various trade negotiation fora a such as the WTO or the Cotonou Agreement in order to mitigate possible effects of these policies on migratory patterns. The same reasoning applies to aid policy in particular how migration issues can be best incorporated into development projects in the light of the various EU communications on this issue.

An important criterion for the selection of the successful candidate will be that a qualified supervision and promotion of the PhD can be ensured at the Vrije Universiteit Brussel (VUB). Applicants are therefore encouraged to identify potential promoters at the VUB and to indicate these in their application, if possible.

Remuneration: PhD bursary or equivalent (appr. 1500 Euros net per month)

The ramifications of '1989' are not limited to Europe. Of course, the collapse of the Soviet empire, the revolutions of 1989, and the dissolution of state socialism in Europe were important events in their own right. But their impact spread much further afield, generating a period of uncertainty and turbulence in world politics which is still being felt today.

In anticipation of the twentieth anniversary of 1989, we invite contributions to a workshop focusing on how to explain and interpret 'the global 1989'.

In particular, we are interested in thinking through the 'time' and 'space' of 1989, looking at:

The place of 1989 in world historical perspective: How significant is 1989? How does it compare to comparable landmark events, moments and processes? What are the principal global legacies of 1989?

The impact of 1989 around the world, in terms of: a) invigorating debates about a range of global issues from the extension of US power to exploring new forms of interventionism, the changing role of the EU, the rise of China, the impact of global terrorism, and the emergence of culture as an important site of geopolitical conflict; and b) stimulating novel forms of inter-state and intra-state politics, including the extent to which regions have becoming fully fledged actors in their own
right.

CfA: gLite Training course in conjunction with EGEE'07 Conference

Dear Colleague,

A gLite Training Event will be organised in conjunction with the EGEE'07 Conference on 29 & 30 September 2007 in Budapest. The event will interest those who are seeking to develop applications and managing jobs and advanced workloads on EGEE. The focus is primarily on different techniques for creating, submitting and orchestrating
workloads on EGEE:

- Scripting to interact with gLite and higher level services
- GANGA tool to manage jobs
- P-GRADE Portal to develop and manager workflows and parameter studies
- GridWay metascheduler to broker resources and manage jobs

The course will provide brief introduction session on the security and job management capabilities of the gLite middleware for those who are not familiar with the EGEE grid. More advanced job management examples and higher level tools will demonstrate advanced EGEE workloads. Members of the EGEE Application Porting Support Group will also attend the event and will provide face to face consultancy for those who wish to port applications to the EGEE Grid.

CfA: Forum pe Dialogul Intercultural - Timisoara [DL: 31 aug]

Anul European al Dialogului Intercultural 2008 incepe la Timisoara !

Institutul Intercultural Timisoara va invita sa participati la Forumul Dialogului Intercultural. Aceasta actiune este sustinuta de catre Departamentul pentru Organizatiile Neguvernamentale al Consiliului Europei, avand drept gazda organizatia timisoreana.

Scopul acestei intalniri este de a intelege complexitatea dialogului intercultural. La acest eveniment vor fi 30 de participanti (10 din tara, 20 din Europa). De-a lungul a 5 zile de lucru, in perioada 18 - 23 Octombrie 2007, grupul va explora dimensiunile dialogului intercultural in contextul realitatilor locale. Se vor folosi atat metode interactive, vizite de studiu cat si prelegeri sustinute de specialisti in domeniu. Evenimentul este un preambul al Anului European al Dialogului Intercultural.

Cheltuielile de masa, cazare si transport sunt acoperite de catre organizatori. Nu este perceputa nici o taxa de participare.
