The Executive Board of Azad Unviersity in Oxford has agreed on providing an additional scholarship on the already existing one for those students who are coming from Azerbaijan. Azad University will be ready to add a subsidy of £1000 for each member of a group of students of 10 for the foundation year, the first year of Bachellor or the first year of PhD.
For example, the current subsidised scholarship for the first year of a Bachellor degree in Computing is £7950. This is 18.8% less than what Kingston University's fee is. So, with the additional subsidy, this means that for the first year the student
will be paying £6950. In addition, if the students are of a group of 20, then Azad University will subsidise the individual fees for the first year by £1500. This means that the student will be paying for the firstyear Bachellor degree an amount of £6450. This scheme applies for foundation, first bachellor and first year PhD.

Conference: State Weakness in the Balkans: Context, Comparison and Implications

State weakness is the subject of two separate bodies of scholarly literature. One is the literature on the transition of post-Communist states and their apparent inability to consolidate democracy. The other focuses on the extra-territorial security implications of weak states in the global era. This conference aims to create a comprehensive approach to the discourses on state weakness, one that can synthesize the theories on state transition in a post-communist/ post-totalitaria n context with the wider security and policy ramifications of such weakness. In the Balkans, the legacy of totalitarianism is evident in a range of manifestations that can be insightfully explored in this framework, and are relevant to any number of contemporary situations (perhaps most notably that of Iraq).
Panels are made up of leading professors, professionals and theorists from a number of international institutions, and include Susan Woodward of City University of New York, Tim Edmunds of the University of Bristol, David Newman of Ben-Gurion University, Israel, John O'Loughlin of the University of Colorado, and researchers and lecturers from the London School of Economics. The event will be divided into four thematic sections: an exploration of the Balkan context, analytical comparisons between the Balkans and areas with similar issues, assessment of relevant policy and security implications and the outlining of a research agenda based on the
presentations and discussions.

Scholarship Funded PhD Research Studentship
Finite element modelling of the effects of laser eye surgery Wolfson School of Mechanical and Manufacturing Engineering, Loughborough University,UK Applications are invited for a 3-year PhD studentship aimed at developing methods of modelling the effects of corrective laser surgery on the structural integrity of the eye.
Factors to be taken into account in such models include the complex material behaviour and geometries associated with biological structures and sensitivity to the environment.
The studentship is part of a larger project including novel laser measurement of surface strain of the cornea and the successful student will also be expected to participate in certain elements of the experimental programme.
Applicants should have a good first degree in Engineering, Physics or a similar area. They should be familiar with stress analysis and ideally should have experience of using finite element analysis.
The studentship is open to all UK, EU and overseas applicants. Studentship will cover fees plus a maintenance grant of at least £11k/year for UK/EU applicants and £8k/year or other overseas applicants.

America's Return to an Ideology of Warfare
Dear Colleague,
Why have psychologists failed to enter into the public domain in order to interrogate the sources of political violence? My SEMINAR ON THE PSYCHOLOGICAL INTERPRETATION OF WAR explores the motives that generate collective forms of destruction and self-destruction.
In our first four sessions, we examined and discussed fundamental principles of political psychology:
* Identification with one's nation.
* The desire to destroy enemies.
* Warfare and the search for national unity.
* Sacrifice and devotion to a sacred ideal.
* Warfare and meaning ("something to kill and die for").
In the second half of our seminar, we turn to an analysis of the current conflict in Iraq, exploring AMERICA'S RETURN TO AN IDEOLOGY OF WARFARE.
We invite you to join us, even if you have not participated in the first four sessions.

SEMINAR ON THE PSYCHOLOGICAL INTERPRETATION OF WAR: AMERICA'S RETURN TO AN IDEOLOGY OF WARFARE
American culture in the ten years before September 11 was characterized by an absence of interest in war. U. S. foreign policy was guided by an "aversion to casualties." America hesitated to enter into violent political conflict if there was a possibility that even a few soldiers might be killed.
Foreign policy experts claim that the actions of America's enemies were shaped by this policy of casualty aversion. Bin Laden wrote about how the United States withdrawal from Mogadishu (in 1993) demonstrated clearly that America was "weak and impotent." Perhaps the ferocity of American actions after September 11 represented a response--not only to the fact that the United States had been attacked--but to humiliating statements made by Bin Laden and other Middle-Eastern radicals. The United States would demonstrate in no uncertain terms that she was not weak and impotent.

Would Americans be willing to sacrifice the lives of young people in the face of a ten-year policy of casualty aversion? Donald Rumsfeld asserted that the world should not underestimate America's "capacity to suffer casualties." Journalists insisted, "We're not in Mogadishu anymore." President Bush declared that although some doubted the American character, our troops had demonstrated their willingness to sacrifice for freedom and democracy. Never again would the United States "cut and run."
After the fall of the Soviet Union, the American grand narrative of a struggle between the free-world and communism dissipated. The struggle against terrorism replaced the struggle against communism. Once again, the United States would engage in a world-historic conflict to defeat an evil enemy. As Middle-Eastern radicals were killing and dying for Allah, so Americans would sacrifice their lives for freedom and democracy. The current war constitutes a sacrificial competition: who is willing to die the longest?

Centrul Regional PER pentru Europa Centrala, de Est si de Sud-Est invita profesorii vorbitori de limba engleza, sa participe la trainingul 'Cum sa inveti si sa predai diversitatea utilizand calculatoarele si Internetul'. STRUCTURE OF THE TRAINING SEMINAR
The role play ¡§Shaping the Future of Europe¡¨ deals with the formal process of the accession negotiations between the candidate countries, the current EU member states and the EU institutions. The aim is to make clear both the institutional design of the EU with its specific decision making processes and the different interests and
positions in the ambitious project of the EU enlargement.
Within the context of the simulation, complex and multi-layered planning, negotiation and decision-making processes will be imitated. The participants will adopt a fictive starting position for the duration of the role play and take on an active role as members of the European Parliament and of the European Commission, ministers of EU-member states, representatives of a candidate country or media
representatives. By adopting the positions and views of specific interests, they will develop a better understanding of the processes and developments in the European Union. The EU will become more transparent, understandable and therefore more accessible for the participants.
In contrast to traditional role-playing games, the participants act primarily in groups. They have to learn to understand the socio-cultural background of the country they represent, make demands, represent parties, participate in discussions, build coalitions and much more. The role play develops its own dynamics through the
fictive role profile, which does not necessarily reflect the political reality, but rather divides up important interests among the participating players.

About Nationalism Studies Program
The Nationalism Studies Program was established at Central European University by the late Ernst Gellner with the goal of promoting the study of nationalism in the post-communist countries of Central and Eastern Europe and the former Soviet Union. The aim of the program is to engage students in an empirical and theoretical study of issues of nationalism, self-determination, problems of state-formation, ethnic
conflict, minority protection and the related theme of globalization. Drawing upon the uniquely supranational milieu of Central European University, it encourages a critical and non-sectarian study of nationalism.
Students are encouraged to engage in an interdisciplinary study of nationalism, a subject that is inherently and fundamentally interdisciplinary. For this reason, the international teaching staff has been assembled to represent a wide range of disciplinary expertise relevant to the study of nationalism including history, social theory, economics, legal studies, sociology, anthropology, international
relations and political science. The program offers a wide selection of courses that provide a complex theoretical grounding in problems associated with nationhood and nationalism combined with advanced training in the methodology of applied social science. Additional courses focus on placing problems of nationalism in the context of economic and political transition as well as constitution building in post-1989 Central and Eastern Europe with a comparative outlook on regime transitions outside the region.

Perhaps more than in other regions, the radical right in post-1989 Central and Eastern Europe is interpreted as the “return of history” or the “return to the past”. Moreover, the histories of state socialism and of pre-socialist non-democratic experiences are seen as major factors in shaping both the contents and the opportunities of the radical right in these new or emerging democracies. Often, the role of “legacies” in the sense of Jowitt, Crawford, Lijphart and others are used to interpret the particularities of the phenomenon.
This conference wants to adress the isse of legacies and their impact on the CEE radical right in a systematic and twofold way. “Legacies” shall be understood both as a contextual factor, as part of structural and cultural opportunities for new movements and parties in the region, along with particular “post-socialist pathways” which individual countries have taken on the road to democracy and other context factors, and as a textual factor, as part of the ideological baggage of the past which is revived – and reinterpreted – by the radical right.
Participants at the conference are invited to address these issues in a larger comparative or small-N, case-oriented fashion. Contextual analyses may highlight to what extent particular legacies have informed the patterns of post-socialist pathways and and discuss the respective explanatory power of these factors for the types and strengths of radical right parties and movements which emerged (or did not emerge, as in some countries). Comparative analyses may map the varieties of the party and non-party radical right in a cross-country approach. Case studies may take an in-depth look at the role of legacies and the mechanism of its input into the shape and success of the radical right in individual countries.
Paper givers who are accepted will be paid round-trip airfare (economy) and three nights of accomodation in New York. They are expected to revise their papers for a publication after the conference.

This would normally be with a department of the Faculty of Arts and Social Sciences, but where appropriate could also be with the Faculty of Law, School of Business or School of Design & Environment at the National University of Singapore.

The following interdisciplinary areas or "clusters" are offering scholarships:
1) The Migration Cluster (Research Leader: Professor Brenda Yeoh) explores the issues arising from increased levels of human mobility in the region, both within and across national borders. Mobility of high-level professional and managerial personnel, labour migration, both documented and undocumented, and human trafficking all raise theoretical and methodological questions and major policy issues, as does the role of migration in urban change.
2) The Religion and Globalisation Cluster (Research Leader: Professor Bryan Turner) explores the changing patterns of religious practice, belief and identity in recent times, particularly in Southeast Asia, China and South Asia. The title implies a particular interest in transnational and diasporic interactions, the engagement with modern technologies and values, and new global or ‘glocal’ forms of identity.
3) The Cultural Studies Cluster (Research Leader: Professor Chua Beng Huat) consciously challenges disciplinary boundaries to address new topics, issues and concerns thrown up by the rapid globalization of contemporary cultures. ARI is interested in new understandings of the everyday life cultural practices of contemporary Asia, as in adaptations of older patterns in literature, and the performing and graphic arts, in rapidly changing contemporary conditions.
4) The Southeast Asia-China Interactions Cluster (Research Leader: Professor Anthony Reid) will welcome students in two project areas: The Cold War in Asia, relating particularly to relations between the two Chinas (CCP and KMT) and the parties, movements and governments of Southeast Asia; and issues of heritage recovery and archaeology in Aceh and Sumatra more generally.
ARI is a university-level institute formed in July 2001 as one of the strategic initiatives of the NUS. The mission of the Institute is to produce and promote world-class research on Asia. ARI engages the social sciences and humanities broadly defined, and encourages especially multidisciplinary studies. ASEAN Research Scholars 2008 (15 November 2007)
ASEAN Research Scholars 2008 The Asia Research Institute of NUS invites applications from ASEAN citizens enrolled for a fulltime advanced degree at a university in an ASEAN country (except Singapore) for consideration as ASEAN Research Scholars. These fellowships are offered to current graduate students working in the Humanities and Social Sciences on Southeast Asian topics, and will allow the recipients to be based at NUS for an ‘in residence fellowship’ for a period of three months. The aim of the fellowship is to enable scholars to make full use of the wide range of resources held in the libraries of NUS and the Institute of Southeast Asian Studies. Scholars will be expected to commence on 1 May 2008, and to make a presentation on their work at the Singapore Graduate Forum on Southeast Asian Studies at the end of July 2008.
Successful candidates can expect the following benefits:
1) A monthly allowance of SGD$1,750 (inclusive of housing allowance).
2) A one time round trip travel subsidy by the most economical and direct route on a reimbursement basis upon being accepted for the fellowship.
3) Access to library and computer resources on campus.

"After Kemalism? What was/is Kemalism? What did/does It Mean to Different People?" will be the first of its kind international and interdisciplinary conference solely devoted to the investigation of different aspects of Kemalism. The conference will be held at the University of California, Berkeley, in April 4-5, 2008. This conference is sponsored in part by the Doreen B. Townsend Center for the Humanities and the Center for Middle Eastern Studies, both located at the University of California, Berkeley.
The conference organizing committee invites submissions for presentations/ papers pertaining to the ways in which Kemalism operates/operated in different social, political, artistic and academic discourses and fields. Apart from providing an

The North West Public Health Observatory within the Centre for Public Health, Liverpool John Moores University invites applications for an MPhil/PhD studentship to conduct a programme of research concerning relative and absolute inequalities in health.
It is well recognised that inequalities in wealth lead to inequalities in health. At a population level, many health indicators show a strong relationship with deprivation. In western societies it is not absolute poverty but an individual's perceived or actual rank in society that is linked to health. However while research has been carried out at an individual level using small-scale surveys, little has been done to utilise the enormity of geographical level data to explore this effect. This research programme will test the hypothesis that the deprivation of immediately surrounding localities relative to each locality is a predictor of ill health, and determine the strength of this relationship at different geographical levels. In doing so, it will utilise deprivation and health data available at the level of lower super output area, supplemented by national lifestyle data using modelling techniques. The research is highly quantitative and will require extensive application of multivariate statistical techniques and use of geographic information systems (GIS)
Applicants should have a minimum of a 2:1 honours degree in Health, Geography or other related or social science discipline. A relevant Masters degree would be an advantage (professional research experience would also be considered). The student will join an active team of analysts, researchers and information specialists within the NWPHO. The work programme will be supported by academics with specialist expertise and networks, in addition to the to the support and development opportunities provided by the University Research and Graduate School and the Faculty of Health and Applied Social Sciences.

Kamran Bokhari is the Director of Middle East Analysis for Strategic Forecasting Inc. (Stratfor), a private U.S. intelligence firm, appraising geopolitics in the Middle East & South Asia. He is also pursuing a doctorate in political science. CfA: 2008 Regional Symposium Grants: Frozen Conflicts and Unrecognized States in Southeast Europe and Eurasia
The Regional Policy Symposium Program, initiated in 2000 as a new model for supporting scholarship, provides US students, scholars, and professionals with a forum to examine and discuss current policy research on the countries of Eurasia and Central and East Europe from multi-disciplinary and multi-regional approaches. The research ultimately results in the development and dissemination of policy
recommendations to academic and policy communities.
PROGRAM GOALS
The program, funded by the Title VIII Program of the US Department of State, has three primary goals:
* To enable US junior and senior scholars to work together in analyzing complex issues affecting the countries of Eurasia and Central and East Europe from multi-disciplinary and multi-regional approaches.
* To encourage the cross-fertilization of ideas and networking opportunities among scholars with similar regional interests.
* To provide policymaking communities with knowledge of current research on evolving regions and valuable policy conclusions drawn from intensive interaction among scholars.
PROGRAM ACTIVITY
2008 Regional Symposium Grants: Frozen Conflicts and Unrecognized States in Southeast Europe and Eurasia
IREX, in collaboration with the Woodrow Wilson International Center for Scholars' Kennan Institute (WWC), will be administering a research Symposium that will examine the frozen conflicts and unrecognized states in Southeast Europe and Eurasia from political, historical, economic, cultural, and security perspectives. The Symposium will bring junior and senior scholars and members of the policy community together to study and discuss timely topics including: security and military cooperation;
economic trends; environment and safety; human rights; cross-border ethnic issues; trade development; legal reform; and foreign relations. Research focus areas include: Abkhazia; Kosovo; Nagorno-Karabakh; Republika Srpska; South Ossetia; and Transnistria.
Junior scholars will be chosen based on a national competition to present their current research on the topic of the Symposium. Grants will be awarded to approximately 10 junior scholars. The Regional Symposium is scheduled to take place in late March 2008 in the Washington, DC, metropolitan area and will involve two full days of reviews of current research projects, roundtable discussions, and the
development of policy recommendations.

Much of this research, however, is informed by a limited conception of the constructivist paradigm, interpreting national identity as a middle and upper class concern brought to the masses through a whole range of nationalising media (schools, army, press, monarchy, church, etc.) overemphasizing the idea of elite construction ex nihilo (as if dominant groups can randomly choose which myth they want to 'feed' to the masses).
This conference wants to study not only the production of national discourse, but also its appropriation by 'ordinary people' and the masses' creativity in forging new national symbols from below. in the Information Systems group.
In this project we will investigate, compare, and integrate functionality- driven approaches and economics-driven approaches to the problem of estimating cost for cross-organizationa l Enterprise Resource Planning (ERP) implementations. Specifically, the COSMOS project will seek to answer to the following key questions:
1.
What are the essential cost drivers to be considered for inclusion in cost estimation models for a set of interdependent ERP projects carried out in cross-organizationa l settings?
2.
How are ERP costs and benefits shared among the actors in a value network?
3.
What is the relationship between organizational factors (e.g. the degree of project management control) and the accuracy of ERP project estimates?
4.
How to measure size of cross-organizationa l ERP projects based on functionality
5.
How to assess the goodness-of- fit of cost models in real life cross-organizationa l settings?
6.
How elements of real-options thinking and portfolio management concepts could be incorporated into existing ERP effort estimation practices?
7.
How to incorporate estimation activities into the requirements engineering process for cross-organizationa l ERP?
We will investigate these questions by a combination of quantitative research, case study research, action research, and qualitative research methods with our industrial partners.
The successful candidate will be an integral part of a multidisciplinary research team to deliver:
(i)
a multidimensional size and effort estimation framework for cost estimation of networked ERP implementation projects,
(ii)
a requirements engineering approach to networked ERP projects that incorporates cost estimation and risk assessment activities, and
(iii)
a success model that will help network partners visualize and reason about what will distinguish a successful networked ERP project from a failed one.
The Ph.D. student will be actively involved in case studies with partners from industry to assess current ERP cost estimation practices, re-define and improve existing approaches, validate proposed methods, and define a cost-and-risk- driven requirements engineering process for networked ERP projects.
We are looking for the following qualifications:

A Master Degree in information systems or a comparable discipline such as software engineering, software metrics, or computer science;
·
good communication and interpersonal skills. The main task of the PhD student will be to carry out collaborative research at the interface between theory and industry practice, but he/she will be given the opportunity to acquire some teaching experience at the undergraduate and graduate level.
·
Strong analytical and problem solving skills.
·
Ability to take actions that align objectives, tasks and resources with project
priorities and drive issues to closure despite setbacks.
·
Exhibit high levels of energy, enthusiasm and determination.
·
Productively challenges the status quo and actively searches for solutions beyond traditional boundaries.
·
Strong work ethic; capable of working independently and as part of a team in a fast-paced dynamic environment.
·
Previous industry experience in ERP process engineering or in software metrics would be an asset.
·
English language proficiency in writing and oral is required.
·
Dutch language is an asset.

Research Training PhD Fellowships in Health Care - National Primary Care Research & Development Centre
The University of Manchester Research Training PhD Fellowship National Primary Care Research & Development Centre
The National Primary Care Research and Development Centre (NPCRDC) at the University of Manchester is inviting applications for a Research Training Fellowship to commence early 2008. The Fellowship will result in the award of a PhD and immerse the successful applicant in an unrivalled environment for UK healthcare research. It is aimed at people committed to developing their careers in primary care research to the benefit of the NHS.
The Fellowship is available over three years full-time or six years part-time and includes a salary of up to £25, 000 per annum, UK/EU tuition fees and an additional allowance towards research expenses and attendance at scientific conferences. Applicants are welcomed worldwide, however non EU candidates would need to be able to fund the difference between the UK/EU and International rate of PhD tuition fee.
The NPCRDC and National Co-ordinating Centre for Research Capacity Development (NCCRCD) are committed to developing the R&D structure of primary health care. NPCRDC is an intellectually stimulating and active multi-disciplinary research environment. Established by the Department of Health in 1995 to undertake a programme of policy related research in primary care we are a collaboration between the Universities of Manchester and York with our main base at the University of Manchester. The multidisciplinary NPCRDC team will provide academic supervision for the successful candidate. Although we expect most applicants to locate their research at the Universities of Manchester or York, we will consider those unable to relocate if their research could be co-supervised at another institution with a strong track record in the relevant area of research.
PhD projects conducted under the Fellowship need to relate to one or more of the Centre's research themes. These include:
- Healthcare Organisation and the Impact upon Primary Care Outcomes
- Measuring and Improving Quality of Primary Care
- Self Management (with particular reference to chronic disease)
- Changes in the Primary Care Workforce and affects on Patient Care
- Primary Care Mental Health
Applicants can either suggest a project under one of the above themes or request information on available projects through the Postgraduate Admissions Tutor (details below).
Applicants should hold a good undergraduate degree (2.1. or higher) in a relevant discipline, such as epidemiology, biostatistics, economics, social sciences, health informatics, psychology, management sciences, social policy and sociology, together with the various clinical specialties. A solid grounding in research methodology is needed to pursue a PhD. Ideally, you should have post-graduate training in research at the Masters level or its equivalent.

The Netherlands Fellowship Programme Macedonia- EU-studies extended.
The Netherlands Fellowship Programme Macedonia – EU-Studies is a joint initiative of the Dutch Minister for Development Cooperation, represented by the Embassy of the Kingdom of the Netherlands in Skopje, Macedonia and the Government of the Republic of Macedonia. Its purpose is to train a number of Macedonian nationals in fields related to the processes of European integration, and to create a body of qualified and dedicated civil servants that can deal with matters related to the integration of the Republic of Macedonia into the European Union.
In principle, only candidates who intend to study EU-related subjects, such as European Law, EU Economy and Policy, or general European studies are eligible for this fellowship programme. Apart from requirements pertaining to the academic qualifications, candidates will have to commit to work for the Government of Macedonia for a fixed number of years after obtaining a degree.
The fellowships, which are provided for enrolment on master's degree programmes in EU-related fields, are granted for the duration of the course or programme in question. The fellowships cover normal living expenses, tuition fees, residence permit costs and health insurance.
