CfA: International Conference, 20 Years After: Rethinking Democracy

INTERNATIONAL CONFERENCE

Twenty Years After: Rethinking Democracy and State in Albania

Tirana, Oct 22nd-23rd 2010
ORGANIZED BY

The Albanian Institute for International Studies (AIIS),
The Albanian Media Institute (AMI),
The Southeast EuropeAssociation (SOG),
The Department for South-East-European History of the Universityof Graz,
The Friedrich-Ebert- Foundation (FES)

Twenty years on from the fall of the Berlin Wall and the wave of change in the Eastern Block, Albanialooks remarkably different. Twenty years after, the giant state produced by communism, a state that not only failed to provide basic political and public goods for citizens, but was a threat to freedom, property, life and future of Albanians, has gone forever. Also a very extreme centralized economy and an indoctrinated society has gone together with the harsh communist rule. What are then today in Albaniathe state, the economy and society? And what is the interplay among them?

The first and immediate answer is that twenty years after the fall of the communist regime, the state, the economy and society are in transition. Frequently used to describe the first years of democratization, however, the term “transition is by now reductionist, if not irrelevant in exploring the present, and useless in shedding light on the aspired future.

Can weak institutions, eroding legitimacy of political institutions, distrust of political parties, corruption and sustained political tensions be considered temporary distortions of the transition towards democracy or consolidating features of the system and Albanian political landscape?

Even though Albaniais now a NATO member and under evaluation for candidate status in the EU integration process, conflict and contestation continue over the fundamental institution of democracy – free and fair elections.

Twenty years ago, two great challenges lay ahead of Albania’s economic transformation:
1) moving from an entirely centralized system to a market economy, and 2) accommodating globalization as the foretold international trend immediately after the end of the Cold War. From the shock therapy strategy pursued at the beginning of the nineties to the neoliberal ideas of the small state, the often controversial and chaotic economic transformation of Albaniahas had and continues to have tremendous impact on social mobility within the country and abroad, on polarization and the unequal development of regions etc.

Twenty years after, Albania social fabric has changed .However, the presence of a dynamic civil society as an ultimate outcome of societal modernization is yet to materialize. Civil society organizations have indisputably contributed to societal modernization, but they have not been immune to politicization, loss of independence and therefore, loss of their raison d’être - to serve as government watchdogs and enable democratic, societal control of state.

The problematic and often controversial transition of Albanian politics, economy and society has been mirrored by the transition of the media to today’s rather chaotic and dysfunctional critical stage. Likewise, the opposite is true: malfunctioning within the media has mirrored itself negatively in the democratic development of the country. Twenty years after, the Albanian media as be best described as finding itself in a position where there is freedom of press, but
not free press.

The international community has played an important role in Albania’s democratic processes and transformations. The role and participation of the international community in the fabric of democracy in Albaniahas evolved with time. For a relatively long time, Albaniawas undoubtedly a negotiated democracy, dominated by external actors, slowly heading towards an exit strategy. Despite appearances, Albaniais far from that point and still cultivates a culture of
dependency. The higher trust towards international actors evidenced in the Albanian public indicates the serious democracy and legitimacy crisis of governing institutions. Two decades on the role of outsiders in Albaniais clearly related to state functionality and democracy.

The Conference will be honored with the presence and contribution of the following scholars and analysts:

Nicholas Cristopher Pano, Elez Biberaj, Sabri Godo ,Clarissa de Waal, Fatos Lubonja, Franz Lothar-Altmann, Bernd Fischer, Michael WeichertAlbert Rakipi, Stephanie Schwandner-Sievers, Ivan Vejvoda, Remzi Lani, Paolo Quercia, Michael (Misha) Glenny, Karl Kaser, Piro Misha, Alexandros Mallies, Miranda Vickers, James Pettifer, Janusz Bugajski, Michael Schmidt-Neke, Robert Pichler, Saso Ordanoski, Johanna Deimel, Hannsjoerg Brey, Judith Hoffman, Daniel Korski, Veton Surroi, Judith Batt, Gabriel Partos, Fabrizio Luciolli, Sonja Licht, Petras Blaess Rafaljovski, Sozi Ozel, Gerald Knaus.

USA: Mellon Fellowship for Dissertation Research in Original Sources

*MELLON FELLOWSHIPS FOR DISSERTATION RESEARCH IN ORIGINAL SOURCES - IN THE HUMANITIES AND SOCIAL SCIENCES*

The Council on Library and Information Resources (CLIR) is pleased to offer fellowships generously funded by The Andrew W. Mellon Foundation for dissertation research in the humanities in original sources. The purposes of this fellowship program are to:
* help junior scholars in the humanities and related social-science fields gain skill and creativity in developing knowledge from original sources
* enable dissertation writers to do research wherever relevant sources may be, rather than just where financial support is available
* encourage more extensive and innovative uses of original sources in libraries, archives, museums, historical societies, and related repositories in the U.S. and abroad, and
* provide insight from the viewpoint of doctoral candidates into how scholarly resources can be developed for access most helpfully in the future.

The program offers about fifteen competitively awarded fellowships a year. Each provides a stipend of $2,000 per month for periods ranging from 9-12 months. Each fellow will receive an additional $1,000 upon participating in a symposium on research in original sources and submitting a report acceptable to CLIR on the research experience. Thus the maximum award will be $25,000.

Original source material means primary sources such as the following:
* records, documents, manuscripts, and other written material
* photographs, films, sound recordings, oral histories, and other audiovisual material
* maps, blueprints, drawings, and other graphic material
* library special collections, including books used as primary, not secondary, sources
* original artwork, artifacts, and museum objects
* born-digital sources such as websites, wikis, and blogs

Who is eligible to apply?
To be eligible, an applicant will--
* be enrolled in a doctoral program in a graduate school in the United States (master's thesis research is not eligible)
* complete all doctoral requirements except the dissertation and be ready to start research for it as early as June 1 and no later than September 1, 2011, with approval of the dissertation proposal no later than April 1, 2011
* plan to do dissertation research primarily in original source material in the holdings of archives, libraries, historical societies, museums, related repositories, or a combination
* write the dissertation and receive the Ph.D. degree in a field of the humanities or in a related element of the social sciences (candidates for the Ed.D, J.D., or D.D. degrees are not eligible).

An applicant may be of any nationality but must be enrolled in a U.S. graduate school and be studying here, not on a campus abroad even if operated by a U.S. institution. Proposed research may be conducted at a single or multiple sites abroad, in the U.S., or both. Any relevant
repository may be used, including government archives and private collections accessible to the applicant. Preference is given to applicants who will be studying away from their home institution.

Those who are conducting original source research using online sources in novel or innovative ways are eligible to apply for this fellowship.

USA: Visiting Fellowship: Sacked Ecology: Landscape Transformations

*2011-2012 WILLIAM S. VAUGHN VISITING FELLOWSHIP
"SACRED ECOLOGY: LANDSCAPE TRANSFORMATIONS FOR RITUAL PRACTICE"*

The Warren Center will host a year-long interdisciplinary faculty seminar to explore the manifold experiences of complex ritual sites around the world and across all periods of human history. Sacred ecology refers to the human experience of divinity in relation to the
natural environment, real or represented. Landscape is construed for our purposes not simply as natural scenery, but as a cultural complex in which the natural world and human practice, conceptual and material, are dynamically linked and constantly interacting. An investigation of
landscape may focus on pastoral or picturesque scenes, earthly elements and celestial movements, or constructed places and objects, such as a temple, altar, or stage. We are also interested in exploring the temporal rhythms of human-landscape relations, whether regular or periodic, as well as the way in which transformations of space through activities enacted at sacred sties are received and replicated to encode other sacred spaces.

The seminar's investigations of setting, nature, and monuments will offer a chance to revisit sacred places and to see them in a new light. Our intentionally broad definition leaves room for participants to introduce new topics to the table, such as (but not limited to): the practicalities of survey and excavation and the mapping of ritual; the natural landscape and its representation in words and images; geomorphology and its influence on planning and architectural design; the modification and improvement of natural features to accommodate human ritual; poetry and performance, whether on-site or remote venues; or the visualization of landscape as a means of facilitating ecstatic experience.

We invite applications from scholars in all disciplines whose lively presence will help to focus our work and stimulate discussions. We anticipate that the successful applicant will have completed the terminal degree in her/his field at the time of application and will have a record of scholarly publication. The seminar meets weekly and will allow the visiting fellow ample time to pursue a major research project. The combined interests of the visiting fellow and the
Vanderbilt faculty fellows will determine the form and content of seminar discussions.

The visiting fellow is provided with a spacious office within the Center's own building. The fellowship pays a stipend of up to $45,000 and provides $2,000 in moving expenses.

In addition, awards will be made from the Sid Lapidus '59 Research Fund for Studies of the Age of Revolution and the Enlightenment in the Atlantic World. This award covers work using materials pertinent to this topic donated by Mr. Lapidus as well as other also relevant materials in the collections.

These Library Research Grants, which have a value of up to $3,500 each, are meant to help defray expenses incurred in traveling to and residing in Princeton during the tenure of the grant. The length of the grant will depend on the applicant's research proposal, but is ordinarily up

USA: Middlebury Fellowship in Environmental Journalism

*MIDDLEBURY FELLOWSHIPS IN ENVIRONMENTAL JOURNALISM*

Application deadline:* May 15, 2011*

The Middlebury Fellowships in Environmental Journalism each year take 10 journalists near the start of their careers and help them work through an ambitious reporting project in print, web-based, or radio journalism, from the beginning through publication or broadcast. Fellows meet
together twice during the year, once in the fall on the Middlebury campus in Vermont, and once in the spring at the Monterey Institute of International Studies in California.

At these meetings professional journalists help participants plan their reporting and shape their stories. Graduate fellows each receive $10,000 to help with reporting and living expenses during the fellowship year--enough, we hope, to let the reporting project be one significant
focus of their year's work. We interpret the environment broadly--reporting projects dealing with economics, culture, global issues, and the like are fine, as long as they center in some way on the human relationship with the physical world.

*Application Requirements*
Interested applicants should write a two- or three-page letter pitching their idea, just as they would to an editor at a magazine or a broadcast program. The letter should demonstrate enough preliminary research to make clear there's really a story, and that it will be possible for the
applicant to successfully report it. The letter should also include a proposed plan of research for the fellowship year. Web and video applications should demonstrate the same focus on reported stories emphasizing context and history as long-fact written pieces.

Applicants should enclose three writing or broadcast samples, preferably of professionally published work, as well as recommendations from two people who have worked with the applicant as an editor or teacher, and a resume with contact information. Resumes, pitches and letters should be written or copied on plain recycled copier or printer weight paper, double-sided if possible, and held together using paper clips rather than staples. Recommendations should be enclosed with the application unless arrangements are made ahead of time, but need not be sealed.

Journalists from outside the United States are encouraged to apply if they can demonstrate proficiency in written English.

CALL FOR PAPERS

Communities, Commodities, and Carbon: Innovations in Tropical Forest Management

Annual conference, January 27-29, 2011
International Society of Tropical Foresters, Yale Student Chapter

Despite sustained efforts to combat global deforestation, tropical forest management that provides for human livelihoods and conservation remains an elusive goal. Creative problem solving and knowledge-sharing are key to finding lasting solutions to this intractable problem. Recent innovations are providing new approaches in community engagement, market-based strategies for reducing agricultural encroachment, and carbon-based climate change mitigation schemes.

On January 27-29, the Yale Chapter of the International Society of Tropical Foresters will bring together practitioners and researchers from government, academia, and environmental and development organizations to explore innovations in tropical forest conservation and management.

We are seeking presenters to share experiences and engage in discussions driven by questions such as:

- What are new ideas in community-based forestry? What is the role of communities in climate change mitigation, and what will the effect of carbon projects on rural and peri-urban communities be?

- How can engagement with the supply chains of agricultural commodities (e.g. with roundtables) reduce deforestation? Where have these approaches shown tangible results, and where have they failed? What novel strategies are in the pipeline?

- What are the major obstacles in assuring REDD+ project permanence? How are global drivers of deforestation (e.g. timber markets) contributing to international leakage? What are the latest innovations in remote-sensing technologies, and what new methods are being devised for more reliable ground-truthing?

To apply: We encourage abstracts based on primary research, as well as personal or institutional experience. Selected participants will present full papers either orally or in a poster session at the conference.

Abstracts should be a maximum of 500 words and contain the following information:

1. Name(s) of the author(s)
2. Title and abstract of the paper to be presented
3. Institution( s) or organization( s) of author(s)' affiliation(s)
4. Address, telephone, fax and e-mail of the corresponding author
5. Type of presentation: Full paper and presentation, poster, or either.

Please send abstracts by November 5, 2010 to: yaleistf@gmail. com
Invited speakers will have the option of submitting conference proceedings for publication in the Journal of Sustainable Forestry.

Who we are: The Yale Chapter of the International Society of Tropical Foresters participates in a range of social, educational, and professional activities that promote the sharing of experiences and knowledge related to resource management in tropical countries. Each year, ISTF organizes a two-day conference at the Yale School of Forestry and Environmental Studies in New Haven, Connecticut to discuss emerging topics in the tropics. Launched in 2010 with a $10.5 million gift from the Rajawali Foundation, the Harvard Kennedy School Indonesia Program promotes research, education, and capacity building in support of democratic governance and institutional development in Indonesia. As the world’s largest majority Muslim democracy, Indonesia continues to be an important model for positive institutional change. Formerly an authoritarian regime, Indonesia recently celebrated its 10th anniversary as a multiparty democracy.

Events

September 14, 2010, Jakarta, Indonesia: Dean Ellwood visited Indonesia in September as part of his Harvard Kennedy School tour of Asian countries. He delivered the public address, "Creating Jobs, Reducing Poverty, and Improving the Welfare of the People: Acting in Time on Hard Problems," at the Presidential Palace in Jakarta. Present at this lecture were both Indonesian President Susilo Bambang Yudhoyono and Vice President Boediono along with the full Indonesian Cabinet, heads of various state agencies and commissions, and representatives from business and academic communities. Dean Ellwood also met Harvard alumni and representatives from Indonesian universities.

Research
The HKS Indonesia Program develops research projects on key policy challenges facing the country. Building upon the Ash Center’s intellectual capital—with faculty who conduct cutting-edge research on democracy, governance, and development—the HKS Indonesia Program explores both how Indonesia can serve as a model to other democratizing countries and how its political and economic institutions can be reformed to ensure that its fledgling democracy endures and thrives. The Program works closely with Indonesian scholars, policymakers, and business leaders to strengthen policy education and research in Indonesia and link Indonesia to regional and global knowledge networks. Its conferences facilitate the dissemination of research results.
The recently published paper From Reformasi to Institutional Transformation: A Strategic Assessment of Indonesia's Prospects for Growth, Equity, and Democratic Governance was translated by Kompas Publishing Group and sold at Gramedia bookstores in Indonesia under the title Indonesia Menentukan Nasib. The report argues that Indonesia must engage in a thorough process of institutional transformation if it is to shed the legacy of Guided Democracy and the New Order and compete in the new globalized economy.

Executive Education
The HKS Indonesia Program develops custom executive education programs for senior Indonesian policymakers and leaders that are delivered at Harvard Kennedy School and in Indonesia. These programs may include visits to U.S. cities other than Cambridge to provide participants with opportunities to expand their professional networks and to visit sites of successful government innovations.

HMC PROJECTS IN CENTRAL AND EASTERN EUROPE OPPORTUNITY FOR TEACHERS TO SPEND A YEAR IN THE U.K. AS ASSISTANT TEACHERS DURING THE ACADEMIC YEAR 2011-2012

Applications are invited from teachers or university students training to be teachers who are nearing the end of their course to spend one year in a British Independent School as Assistant Teachers.

Aims: To provide teachers with the opportunity to gain experience of the British educational system, to understand something of the British way of life and to gain a greater command of English.

Recruitment: Teachers of the following subjects are most easily placed: Mathematics, Sciences, Information Technology, Design and Technology, Art, Music, Physical Education and Sport, Junior Classes. There are occasionally vacancies for teachers of French, German, Spanish or History and Geography, and possibly for teachers of English, who generally assist with teaching the language to students from overseas, but these teachers should normally offer at least one other subject.
Most vacancies are for secondary teachers (pupils aged 11-18) but some vacancies do exist also for teaching younger pupils (aged 7-13) and occasionally for kindergarten).

Essential Qualities

* having a good knowledge of English: ability to communicate easily but total fluency is not essential if you are willing to learn quickly
* competent in subject area(s)
* willing to gain experience in a residential situation
* friendly and outgoing attitude
* adaptable in unfamiliar situations
* able to integrate easily and work in a team
* confident and independent
* hardworking, willing and highly motivated
* ready to supervise sports and contribute to extra-curricular activities (expertise in a sport, music, drama or other activity would be welcome but not essential)
* having a commitment to share the experience with others on returning home.

Accommodation: This is generally provided by the host school, usually in boarding houses where the teacher will act as a resident tutor for boarding children.

Food: Will normally be provided during term-time and usually involves eating with other resident tutors and school boarders.

Dependants: The allowance and accommodation are not sufficient for dependants. Applicants must be prepared to go alone, although short visits from dependants, partners or spouses during the holidays may be possible after negotiation with the school.

Remuneration: Teachers will not receive a full teacher's salary but will be paid not less than ?177.90 per week throughout the year, from which a small sum may be deducted by the school for accommodation and meals taken in school. Teachers will also have to pay a small contribution to
National Insurance, for access to free treatment under the National Health Service for all medical needs except dental treatment, which is not covered.

Travel Expenses: selected candidates cover their own travel expenses to and from the UK.

Fees: Teachers whose applications are successful and who take up places in British schools will be asked to contribute ?750 to cover a part of the costs incurred directly for their benefit. This amounts only to about ?15 per week. We do not require the total sum in advance but
accept the payment in two parts, the first ?375 being due by 1 December, 2010 and another ?375 by 1 March, 2011. Money does not have to be transferred to the UK in advance, as teachers can wait until they have been paid by their schools.

This salary should leave you with enough money for your own use after the costs of accommodation and food have been met. This should be sufficient for you to join friends when they go out to go to the theatre or a football match, to buy clothes in the sales and to travel to interesting places in the country. Our aim is for you to be able to make the best use of your time in Britain, although you may find many items expensive.

Applications should include a full curriculum vitae (including postal address and e-mail address), a covering letter indicating the reasons for applying and any special interests, talents or hobbies, and a photocopy of your degree certificate. Applicants should also include
letters of recommendation from two referees.

Interviews will be arranged by the coordinator in each country. These will probably take place during the period end of January to early March 2011. Applicants will normally be informed if they have been successful during the period mid-April to end-May.
