CfP: 3rd Central and Eastern European Forum for Young Legal, Social and Political Theorists, Belgrade, 25-26 March 2011

The Third Central and Eastern European Forum for Young Legal, Social and Political Theorists is in 2011 moving to Belgrade! More precisely, it is coming to the Faculty of Law, University of Belgrade.

Ever since its inception in 1808, the Faculty of Law offered in its curriculum courses dealing with legal theory and political philosophy. This theoretical tradition was developed under the strong influence of the major European continental schools of thought, most notably German
and French, not least due to the fact that a number of future professors at the Belgrade Faculty of Law received their doctoral degrees at some of the prestigious universities in those countries. With the ever-growing influence of the Anglo-American theorists in the second half of the last century, this has become an additional source of inspiration for the development of legal, social and political theoretical thought at the Belgrade Faculty of Law. Rooted in this
myriad of influences and oriented towards regional and global cooperation, the present Department for Theory, Philosophy and Sociology of Law of the Belgrade Faculty of Law is an ideal organizational focal point for the third venue of the Forum. It will be additionally
supported by the organizational assistance of the Serbian section of the IVR.

Third Forum will be organized in the year of several tremendously important anniversaries for all those interested in the topics of legal theory and political philosophy. We will celebrate 100 years from the publication of the first important theoretical account of Hans Kelsen -
Hauptprobleme der Staatsrechtslehre (1911). Furthermore, we will mark the 50-years anniversary of one of the most important contemporary books in legal theory - Herbert Hart´s The Concept of Law. Finally, 2011 Forum will also be an opportunity to assess the 40-years heritage of the most
influential 20th century account of justice - John Rawls´s A Theory of Justice. In that respect, our intention is to organize majority of workshops within the two major general panels of the Third Forum - 20th Century Legacy of Legal Positivism and Justice after Rawls. Even though
these two general themes are broad enough to meet diverse interests of the Forum´s participants, the organizers will, nonetheless, also convene the so-called Open panel for papers that might target some other interesting topics from the vast area of legal, political and social theory.

As in the previous Forums, the target audience of the conference are junior legal, political and social theorists coming from, currently studying or working in Central and Eastern Europe. The conference language is English. An up to 500 words abstract, indicating the preferable general panel, should be submitted in the available application form by 15 February to the e-mail . Acceptance of the papers will be communicated by 1 March 2011.
Participation without presentation is possible as well.

The conference fee for all participants is 50 Euros and it covers conference material, three meals, and coffee and snacks during the breaks (payment instructions) . Participants shall make arrangements and pay for their accommodation individually. In addition to offering some options for lodging at the conference website, the organizers will try to negotiate some subsidized prices for the conference participants. For all the updated information, visit the conference website http://forum2011.wordpress.com.

We are happy and eager to host you in Belgrade next spring!

The MSc in M&IS develops the “hybrid” mix of management and information systems skills that we know from experience is essential to the successful and strategic application of information and communication technologies by today’s organizations.

It is designed to develop two groups of participants in developing and transitional economies: functional managers who wish to take greater control over, and make a more direct contribution to, change in their organizations via the development and implementation of information systems; and information systems professionals who wish to improve the success rate of the information systems they develop or use, and who may also wish to upgrade their management skills and knowledge.

The programme is offered by IDPM`s Development Informatics Group, with staff members contributing to the University`s Centre for Development Informatics.

Who studies on this programme?
The MSc M&IS programme is available through distance learning so that practitioners can study while continuing to work in their ongoing professional roles, in the public, private and civil society sectors, or in roles in international organizations, agencies or NGOs. Students work alongside their MSc study, and complete the programme part-time, typically in about two-and-a-half years.

Who is eligible to apply for a scholarship?

CfP: Persistent Conflict in the 21st Century, London, 25.6.2011

Call for Papers
LSE Global Governance International Conference
Persistent Conflict in the 21^st Century
London 25 June 2011
London School of Economics & Political Science

**

Much of the scholarly debate about contemporary conflicts has focused on root causes and other factors that relate to the initiation of conflict. Much less attention has been directed to understanding why contemporary conflicts are so difficult to end. Once set in motion, violent conflict tends to persist, recur, mutate, and spread across borders as currently seen in places like Afghanistan, Somalia, or Yemen. It has been estimated that the average duration of civil war has increased from two to fifteen years over the past half century and that
fifty percent of peace agreements collapse within five years. This conference will put the issues of conflict duration, persistence, and recurrence front and center and will seek to shed light on these understudied and under-theorized dimensions of contemporary conflict.

The conference seeks to foster a multi-disciplinary discussion that draws on a broad range of methods and intellectual resources in the social sciences. We invite proposals for papers particularly from advanced PhD students and postdoctoral researchers, early-career
academics and practitioners, that address any of the three broad themes of the conference.

*Conflict Duration and the Stages of Conflict: *The conflict literature has been dominated by discussions of economic and political causes of civil war; for example, the debate about ‘greed and grievance’ and the ‘root causes’ paradigm. Are these approaches useful in explaining the
duration of armed conflicts? Are drives of conflict inception and conflict persistence different? Much of the academic and policy debate has also followed a linear understanding of the stages of conflict and has emphasized the importance of sequencing in international responses, from conflict prevention and crisis management to stabilization and post-conflict reconstruction. The conference will examine the benefits and drawbacks of this paradigm and consider whether the focus on conflict persistence and recurrence is useful in interrogating the
assumptions implied in this way of thinking about conflict.**

**

*Drivers of Conflict Persistence: *The literature has begun to conceptualize the issue of persistence and to theorize some of the factors associated with prolonged and recurrent conflict. However, the emphasis so far has been primarily on material factors such as
capabilities and resources, which calls for a more sustained examination of the role of agency. Key characteristics of contemporary wars involve organized crime, informal economic activities, human rights violations, and other abuses of power. How are these and other developments
related to prolonged and recurrent political violence? Moreover, those who employ violence and those targeted by it routinely offer up normative and identity-based arguments couched in the language of legitimacy, be it religious or political, local or international. This calls for examination of the relationship between narratives and ideological frameworks and their adaptation over time, on one side, and the evolving dynamics of conflict, on the other. **

**

*External Interventions: * Quantitative evidence on the effects of external interventions (military, economic, or mixed) in prolonged conflicts is mixed. Recent qualitative research has argued that development aid may inadvertently do more harm than good in situations of conflict and fragility. Important questions arise about the impact of external interventions on conflict persistence. For example: What is the role of different forms of external intervention in creating an enabling environment for persistent conflict? Can interventions give rise to perverse incentives that favor extended conflict, or empower various actors who benefit from instability or engage in practices that militate against the emergence of peace? **

**

We invite conceptual and theoretical contributions as well as case-study analysis of particular conflicts, with special emphasis on innovative qualitative and quantitative methods across the social sciences.

Submission

Please send a CV and a paper abstract of 300-500 words to Tom Kirk at t.kirk@lse.ac. uk by *4 January 2011. *For other enquiries, please contact the conference convenor Dr. Iavor Rangelov at

Call for Papers:
THEME: ARMED FORCES AND SOCIETY: NEW DOMESTIC AND INTERNATIONAL CHALLENGES The empowerment of new social forces, including ethnic and religious groups, as democratization proceeds through fits and starts, as well as the 9/11/2001 terrorist attack on U.S. soil and the response of the U.S. government to it, have generated substantial challenges to national security and civil-military relations.

Civilian and military authorities virtually everywhere are seeking to define their relationship in the new setting, and along the way overt or covert military intervention has re-appeared in some countries. In countries where the military has traditionally had the upper hand, the armed forces might have started to use the new challenges to justify their domination of politics. Consequently, domestic terrorists continue to develop international links, national security is being privatized, and numerous countries are discovering that well-armed armies and police forces cannot provide citizen security.

In some cases, conflict may develop between the police forces representing the civilian government and the military holding on to power in the political system. In other words, civil-military relations take on different forms in different constellation of countries, which obliges governments to deal with challenges in differing ways. The Research Committee on Armed Forces and Society of the International Political Science Association, in conjunction with Bilkent University, invite scholars, policymakers, military analysts, practitioners and all concerned to a three-day conference where these and related issues will receive scholarly attention and scrutiny.

The Organizing Committee encourages the submission of complete panel proposals (Chair, Discussant and three-four paper presentations) , but also welcomes individual submissions for chairing, discussing or presenting a paper. Panel and paper submissions require a title and a 200-word abstract for each paper. To inquire about the conference, please see our web page or contact RC Chair David R. Mares at dmares@ucsd. edu.

Proposals should be submitted directly to the Conference Coordinator Kathryn L. Wood at kwood1@email. sjsu.edu Deadline for submissions will be December 1, 2010. We will notify participants by January 15th.

MSc Management and Information Systems Scholarship for Study by Distance Learning at University of Manchester

Overview
The School of Environment and Development invites applications for a fully-funded scholarship for candidates from developing countries for Master`s study by distance learning on the MSc Management and Information Systems. The scholarship will cover all study costs including tuition and examining fees and course material costs.

MSc Management and Information Systems

The scholarships are intended to support students from developing countries who would not otherwise be able to study for a UK qualification. Applicants should:
Be a national of and resident in a developing country of Africa, Asia, the Caribbean, Latin America or Oceania.

Have at least two years` work experience in a post relevant to their MSc M&IS studies.
Hold a UK second class honours, upper division, or above, or its international equivalent, in their Bachelor`s degree.

Applicants must not have previously studied in a developed country (short/language courses excluded).

EU: Internship for Young Roma Graduates

*European Commission Internship for Young Roma Graduates*

Following an agreement with the European Commission, the Open Society Roma Initiatives are pleased to offer 5 five-month internships beginning on March 1, 2011 for young Roma university graduates from all new EU member states (excluding Cyprus and Malta), Croatia, F.Y.R.O.M, Serbia, Kosovo, Montenegro and Bosnia and Herzegovina.

The deadline for submitting applications is *December 5, 2010*.

The training period involves work experience in one of the Commission's departments. The internship has the following main aims:

To give Roma interns a general idea of the objectives and problems of European integration;

To provide them with practical knowledge of the working of Commission departments;

To enable them to acquire personal experience by means of the contacts made in the course of their everyday work;

To enable them to enrich and put into practice the knowledge they have acquired during their studies or professional careers.

Profile of interns:
Nationals from all new EU member states (excluding Cyprus and Malta), Croatia, F.Y.R.O.M, Serbia, Kosovo, Montenegro and Bosnia and Herzegovina who are of Roma origin.

Applications from women are encouraged.

The candidates must have completed a course of university education and obtained a full degree or its equivalent (for minimum national education qualifications required, see Annex 1) by the closing date for applications. Applications are only accepted if they are accompanied by a photocopy of the candidate's degree certificate (or, in the absence of this document, an official statement from the university confirming the degree result, see Annex 2 for list of university degrees sought by the EC services).

Preference will be given to candidates with proven experience in civil society work.

Working knowledge of at least English or French, ability to draft reports in one of these languages. Other languages would be appreciated.

Minimum computer literacy.

The age limit for interns is minimum 25. However, the Selection Committee may, if there is a good reason, make exceptions to this age limit at the candidate's request (in which case, a cover letter should be submitted with the application form). As the Commission's in-service training program is addressing young graduates at the beginning of their career, this age limit should not be considered to be discriminatory.

The internship scheme at the Commission is open to candidates who have not benefited yet from in-service training in another European institution or body.

CfP: EAERE 18th Annual Conference

EAERE 18th Annual Conference

University of Rome "Tor Vergata", Rome
Italy

29 June - 2nd July, 2011

http://www.eaere2011.org/
PAPER SUBMISSION AND REGISTRATIONS ARE OPEN!

Deadline

for submission of papers: February 1st, 2011

Dear Friends and Colleagues,

It is a great pleasure for us to invite you to Rome for the 18th Annual Conference of the European Association of Environmental and Resource Economists. EAERE 2011 will be held on
the campus of the University of Rome Tor Vergata, June 29th to July 2nd. It is organized jointly by the Department of Economics, Finance and Quantitative Methods (SEFEMEQ) and the Faculty of
Economics. While the "eternal city" is known worldwide, if only for its unparalleled past, the Tor Vergata campus is quite young, very dynamic and competitive. The Faculty of Economics
was established only in 1987 but in a few years was able to reach the upper positions in the ranking of the Italian state universities. It has held the top one for two years in a row and currently is ranked in the first three. The Department hosts an intense research and
teaching activity in environmental economics, with a PhD program in Environmental Law and Economics, a Laboratory on the environment and research partnerships with domestic and
foreign institutions.

The conference programme will cover all areas of environmental and resource economics, ranging from topics prevailing in the general debate, such as climate change, Kyoto protocol, energy policy, ETS, green accounting, valuation methods to less publicized and very specialized subjects such as biodiversity loss, waste accumulation, toxic waste disposal, packaging
reduction, adaptation to climate change, urban and transportation sustainability. We expect around 700 participants from all over the world, engaged in environment related activities in
various capacities - researchers, teachers, students, professionals, policymakers, managers.

Rome ranks among the great world capitals. The city and its surroundings offer invaluable artistic, cultural and entertainment opportunities, and their landscape has a unique historical
fascination. The University of Tor Vergata is located in the outskirt of the city , but is conveniently linked by underground to the city centre and central railway station (Stazione
Termini), which is in turn the city terminal of the Aeroporto Internazionale Leonardo Da Vinci. The other airport, Ciampino, located along the Via Appia close to the Castelli Romani, is also
conveniently connected to the campus and to the city centre.

We look forward to welcoming you in Rome in 2011!

The Local Organizing Committee

EAERE 2011
CALL FOR PAPERS

You are invited to submit theoretical and applied papers in all areas of environmental and natural resource economics for presentation at the EAERE's annual conference to be held in
Rome, Italy June 29 - July 2, 2011. All papers will undergo the regular peer review process regardless of the session in which they will be presented. Papers can only be submitted electronically through the conference website at www.eaere2011. org from November 15, 2010, onwards. Deadline for submission of papers is February 1, 2011. Notification of acceptance will be sent by April 18, 2011.

The Conference will be organized, as usual, through plenary sessions, parallel contributed and poster sessions and special sessions.

A pre-conference on Waste is also planned, together with a joint session with ICABR (International Consortium on Agricultural Biotechnology Research).

As it emerges, the conference promises to offer plenty of food for thought indeed!

SOCIAL ACTIVITIES

The conference will be held in Tor Vergata's University campus, which is located in the outskirts of Rome and is as modern and as organized as any other well-functioning campus of the world, and will unfold according to the pattern of past conferences. But when we come to
social events, the power and spell of history will dominate them as they will take place in the most fascinating scenarios of this unique city. We want to give you that enjoyment and
perception of human culture that only Rome, with its vast combination of "open" and conventional museums, can provide!
