The Algorithmic Game Theory group at Nanyang Technological University (Singapore), generously supported by the NRF Research Fellowship Scheme (Prof. Elkind) and the Nanyang Assistant Professorship Scheme (Prof. Chen), has openings for several research fellows (post-docs) and PhD students, to start from August 1st 2009 or shortly thereafter. For a research fellow, a strong background in theoretical computer science, game theory, optimization, or multiagent systems is expected; an existing track record in algorithmic game theory/computationa l social choice will be a plus. The positions are for 1-3 years.

Salaries are competitive and are determined according to the successful applicants' accomplishments, experience and qualifications.

Das 20. Jahrhundert wurde durch eine Reihe autoritärer Machthaber und Diktatoren geprägt, deren politisches Erbe heutzutage in höchst unterschiedlichem Maße erinnert wird. Lenkt man den Blick auf den südosteuropäischen Raum, so würden – zumindest von einer breiten Öffentlichkeit im Westen – zuallererst Despoten wie Nicolae Ceausescu
und Slobodan Miloševic genannt werden, die durch ihre kommunistischen bzw. nationalistischen Exzesse das Image vom Balkan als viel beschworenem Sorgenkind Europas zu bestätigen scheinen.

Die zwölf Autoren des vorliegenden Sammelbandes haben sich vorgenommen, jenseits altbekannter Stereotype und Schwarz-Weiß- Malereien die repräsentativsten „Balkan strongmen“ des 20. Jahrhunderts, ihr soziales Umfeld und ihre Herrschaftsformen vorzustellen, um, wie der Herausgeber betont, den Balkan in seiner Komplexität erklärbar machen zu können. Mit seinen insgesamt 13 Beiträgen, die im Verhältnis sieben zu sechs in zwei Blöcken (Zwischen- und Nachkriegszeit) gegliedert sind, zeigt der Band ein reichhaltiges Panorama autoritärer Herrschaftsformen in
Südosteuropa.

Die einzelnen Aufsätze orientieren sich meist an den herkömmlichen Ereignisgeschichten der jeweiligen Länder die in unterschiedlichem Maße mit den Kurzbiographien der Protagonisten narrativ verschränkt werden. Wer also eine theoretisch fundierte Auseinandersetzung mit Topoi wie Charisma, Patrimonialismus oder Autoritarismus erwartet, wird hier sicherlich nicht fündig. Eine Ausnahme bildet lediglich Maria Bucurs Beitrag zur Königsdiktatur Carols II. in Rumänien. Die Autorin rekurriert dabei auf das Rational-Choice- Modell des kanadischen Ökonomen Ronald Wintrobe, welches zwischen vier Diktatur-Typen (totalitarian, tinpot, tyrant, timocrat) unterscheidet. [1] Die Königsdiktatur Carols II. entsprach, so Bucur, am
ehesten einer „tinpot dictatorship“ . Was die übrigen Machthaber betrifft, so der Herausgeber im Einführungskapitel, könnten diese ebenfalls den oben genannten Kategorien zugeordnet werden.

Überraschenderweise knüpft jedoch außer Bucur keiner der Beitragenden an Wintrobes Modell an. Das Fehlen eines dezidiert theoretischen Zugangs ist jedoch kein Manko. Die Aufsatzsammlung richtet sich vor allem an ein breites Publikum und kann aufgrund ihres überblicksartigen Charakters als gelungene historische Einführung bezeichnet werden.

Begrüßenswert sind vor allem jene Aufsätze, die dem (westlichen) Leser eher exotisch anmutende Gewalthaber wie König Zogu näher bringen und damit eine willkommene Einführung zur nach wie vor marginal beachteten Geschichte Albaniens anbieten. Bernd J. Fischer, der bereits verschiedene grundlegende Arbeiten zu diesem Thema vorgelegt hat [2], gehört zu den profiliertesten Albanien-Kennern im englischsprachigen Bereich. Um den Aufstieg von Ahmed Zogu zum Premier (1922), Präsidenten (1925) und schließlich zum König von Albanien (1928) zu veranschaulichen, legt Fischer besonderes Gewicht auf die Instabilität des jungen Staates, die vor allem auf die von Stammesfehden gekennzeichnete politische Kultur und auf die heterogene
Bevölkerungsstruktur des Landes zurückzuführen sei.

Zogu habe verstanden, dass das von den Großmächten favorisierte parlamentarische
System von 1912 kaum den albanischen Lebenswirklichkeite n entsprach. Nach der gewaltsamen Unterwerfung seiner nördlichen Stammesrivalen, die ihm unter anderem mangelnden Irredentismus in der Kosovo-Frage vorhielten, errichtete er eine autoritäre Königsdiktatur die er bis zum Einmarsch der Italiener im April 1939 aufrechterhalten konnte. Sieht man von der schonungslosen Unterdrückung politischer Gegner ab, besteht für Fischer eine der „Errungenschaften“ Zogus darin, zum ersten Mal in Albanien so etwas wie ein staatliches Gewaltmonopol etabliert und damit
gewohnheitsrechtlic he Praktiken wie Blutrache unterbunden zu haben.

Die Entscheidung Kemal Atatürk in die Reihe südosteuropäischer Herrscherpersö nlichkeiten aufzunehmen, scheint auf den ersten Blick etwas überraschend zu sein. Mustafa Kemal fühlte sich jedoch in vielerlei Hinsicht dem Balkan verbunden wie Feroz Ahmad in seinem Beitrag betont, etwa durch seine Geburtsstadt Saloniki, seiner Teilnahme an den Balkankriegen von 1912/13 oder dem Beitritt seines Landes zur
Balkanentente. Etwas undurchsichtig werden Ahmads Ausführungen nur, wenn er zunächst hervorhebt „[that] Atatürk introduced laicism (laiklik) and not secularism“ (S. 155) und anschließend wieder beide Begriffe synonym benutzt. Zweifel kommen auch bei der Lektüre seiner allzu wohlwollenden Darstellung der kemalistischen Herrschaftspraxis auf. Wenn es stimmt, dass Atatürks Nationalismus nie exklusiv war – der Autor bedient sich dafür eines denkbar ungünstigen Ausspruchs Atatürks: „Happy is he who
calls himself a Turk“ (S. 158) – dann mag man sich schon fragen, was Atatürk für die restlichen Nationalitäten seines Landes bereithielt. Die gewaltsamen Offensiven, vor allem gegen die kurdische Bevölkerung, werden jedenfalls großzügig ausgespart.

Im letzten Aufsatz des ersten Teils skizziert John K. Cox das politische Umfeld Ante Pavelics, also jenes Mannes, der das Attentat auf König Aleksandar in Marseille mit zu verantworten hatte und im April 1941 die Führung des „Unabhängigen Staates Kroatien“ (Nezavisna Država Hrvatska - NDH) von Hitlers Gnaden übernahm. Cox’ Ausführungen bilden einen konzisen Überblick über die wichtigsten Entwicklungslinien im NDH. Lediglich ein Aspekt hätte zumindest problematisiert werden müssen: Der
Begriff „Genozid“ scheint wenig dazu geeignet zu sein, das Schicksal der Serben gleichsam in einem Atemzug mit dem der Juden und Roma im NDH zu behandeln. Die Ustaša-Führung hatte keine festen Zielsetzungen für eine „Lösung“ der „serbischen Frage“. Anders als im Falle der Juden und Roma, deren Vernichtung auf rassischen „Blutschutzgesetzen“ beruhte, wurden Serben als potentiell assimilationsfä hig betrachtet. Der Autor widerspricht sich selbst, wenn er die viel zitierte, jedoch nicht belegbare Aussage des NDH-Kultusministers Mile Budak anführt, „einen Teil der Serben zu töten, einen anderen zu deportieren und den Rest zum Katholizismus zu bekehren“, und im Anschluss betont, dass die NDH-Führung die Absicht gehabt hätte „to eliminate the entire Serbian population“ (S. 224).

Aus dem zweiten Teil zur Nachkriegszeit, der sich bis auf den Beitrag zur Militärdiktatur Georgios Papadopoulos’ mit den kommunistischen Machthabern Südosteuropas auseinandersetzt, sind vor allem zwei Aufsätze positiv hervorzuheben. Unter dem Motto „strongmen can be beneficial“ gelingt es John V.A. Fine überzeugend darzulegen, welche Faktoren zur „Erfolgsgeschichte“ Josip Broz Titos beigetragen haben und ihn in vielerlei Hinsicht als historischen Sonderfall erscheinen lassen. Seine vergleichsweise liberale Herrschaft könne aber nicht darüber hinwegtäuschen, dass die von seiner Führungsspitze initiierte Verfassungsreform von 1974 und die damit verbundene Dezentralisierung ungewollt in eine Systemblockade mündete, die der Autor als eine der Ursachen für den späteren Zerfall Jugoslawiens deutet.

Zum Abschluss erwartet den Leser einer der besten Beiträge dieses Sammelbandes. Lenard J. Cohen, der bereits eine viel gepriesene Monographie zur Miloševic-Ära vorgelegt hat [3], gelingt es nicht nur ein bestechendes psychologisches Portrait Slobodan Miloševics zu zeichnen, sondern zugleich fundiert auf die kontinuierliche Ethnisierung des öffentlichen Lebens einzugehen, die seit der initiatorischen
Gazimestan-Rede Miloševics im Juni 1989 die serbische Gesellschaft durchzog. Im krassen Gegensatz zur Lebensführung seines Sohnes Marko, der sich in den 1990er-Jahren als Nachtklub-Tycoon und Sportwagenfahrer einen Namen machte, gab sich Miloševic als bescheidener und reservierter Staatsmann, was viele seiner Landsleute als Ausweis seines „heroischen Potentials“ und Charismas deuteten.

Auch wenn sozialtheoretische Reflexionen oder gar vergleichende Aspekte den Ertrag der hier versammelten Beiträge deutlich gesteigert hätten, bietet der vorliegende Sammelband einen grundlegenden und verständlichen Überblick über die „Balkan strongmen“ des 20. Jahrhunderts, der interessierten Lesern nur empfohlen werden kann.

The shape taken by the opposition against the state structures or the submission towards the Socialist Regime has varied across Central and Eastern Europe. The definition given to the concept of "new man" presents a series of relevant differences. In addition, the profile of the individual behavior gets further complicated due to the presence of a double identity: an official and a private dimension. Under these circumstances, various questions arise: what kind of "new man" is born in each state? Which are the faces of the opposition, up to which point do people adhere to the social norms, how does the civil society react and act?

The revolutionary wave that we faced in the late '80 has generated important social, political, cultural and economic changes, as diverse as the manifestation of Socialism in Central and Eastern Europe. It is equally important to study and analyze the "transition" period and the successive transformations, bearing in mind the cross- regime tendencies. Are the new institutions and political customs "re-founded" after 1989, as Stark (1996) noticed, not "on the ruins, but with the ruins of communism"?

The event addresses the students currently enrolled in the advanced years of study for a Bachelor degree, as well as the ones attending a Master programme. We invite participants from the field of Social Sciences and Humanities: Political Science, Ethnology, Law, Sociology, Economics, Journalism. The conference will take place at the Institute for Political Research, 8 Spiru Haret str., 010175, Bucharest 1,
Romania.

We are particularly interested in the papers that might generate starting points for an interdisciplinary dialogue regarding the fallowing aspects:

- Popular and Official Culture under the Socialist Regime;

- Projects of Social Change in the Socialist Society;

Our work focuses on how we come to experience that we own our body, and why we experience that we are located inside our physical bodies. Our lab is based at the Department of Neuroscience and Stockholm Brain Institute, a
centre of excellence for cognitive and computational neuroscience
(www.stockholmbrain .se). This offers an outstanding scientific environment with access to a number of methodological platforms. The Karolinska, which is one of Europe's top medical universities, has many foreign students and professors, and English is spoken at all lectures and seminars.

Qualifications: The candidate must have a master degree in psychology, neuroscience,
medicine or engineering, with a strong and documented interest in cognitive
neuroscience. We are looking for a highly motivated and talented individual that can
actively contribute with own ideas and proposals. Proficiency in oral and written English is necessary, as are good social skills.

We have funding for 4 years including salary, all costs for running experiments, and travel costs for conferences. Starting salary is 20500 SEK/month.

within the European project WISER (Water bodies in Europe: Integrative Systems to assess Ecological status and Recovery).

Objectives

o Develop fish-based ecological status indicators for lakes exposed to hydromorphological and eutrophication pressure in different regions of Europe, including uncertainty assessment

o Improve fish survey methods through comparisons of data collected by different methods (gill-net, hydroacoustics and electrofishing) and combinations of these
Description of work

o Collation of existing data from gill-netting, hydroacoustic surveys and electrofishing

o Collection of additional data from joint field surveys

o Development and standardisation of hydroacoustic techniques from compiled and targeted extra samplings

o Development of a fish-based ecological status index for lakes

o Comparison of gill-netting, hydroacoustic and electrofishing data, including uncertainty assessment for the different methods, using large datasets from Denmark, UK and Germany

Applicants should hold a Master or Diploma degree, and should have a strong background in aquatic ecology or related fields. Experience with scientific hydroacoustics will be of advantage.

The appointment is for initially two years and will start on 1 May/1 June 2009. Funding for a third year will be possible from other extra-murally funded projects. The salary will be according to TVöD (50% position).

The IGB is working according to the Federal Act on the Equal Treatment of Women and Men. Therefore applications of female scientists are especially appreciated.

The University of Trento is now inviting applications from qualified candidates for its three-year

PhD Programme in International Studies

This highly structured multidisciplinary programme is composed of a minimum of 200 hours of coursework. Students follow a common curriculum in International studies, methodology, research design and history, and attend advanced seminars in their major and minor subjects, chosen from amongst the disciplines of Economics, Law, and Politics & Society. The coursework is concentrated in the first year, with the third semester being devoted to the completion of the research proposal. At least one semester must be spent abroad for research.

The school invites applications across the whole range of disciplines comprising international studies but particularly encourages students who intend to carry out research in the following areas: European and International Politics; European, Comparative and International Law; Open Economy Macroeconomics, International Trade and International Financial History. One scholarship will be reserved for applicants with a research project in the area of the Politics of European and Regional Integration.

The programme is conducted entirely in English and will be taught by members of the university's multi-national faculty. No tuition fees are charged and a number of fully funded three-year scholarships will be awarded to the top-ranked applicants. Scholarships will be augmented by 50% for authorised research periods spent abroad. At least 50% of the admitted candidates will be offered scholarships.

50 successful applicants to the essay competition will be selected to participate in the Berlin Roundtables on Transnationality and to discuss their research with prominent scholars at two of Europe's leading research institutions.

Irmgard Coninx Research Grant
An international jury will award a three-months fellowship to three participants to be used for research at the WZB, the Humboldt-University Berlin and the State library of Berlin. The Grant includes a monthly stipend of EUR 1,000 plus accommodation.

The winners will be invited to join a follow-up workshop in Berlin in 2009/2010.

BRIDGING DIVIDES: EUROPEAN PEACE ARCHITECTURE OF INTEGRATION AND ENGAGEMENT
6th EuPRA bi-annual Congress, 23-25 July 2009, TIRANA

European Peace Research Association (EuPRA), the European affiliate of International Peace Research Association (IPRA) in cooperation with Faculty of Social Sciences, European University of Tirana, Albania is currently accepting submissions for its 6th bi-annual Congress to take place on 23-25 July 2009.

Historically, Europe has experienced splits and divisions that have created its unique and shared history and culture. As to Western Europe, it is evident that the process of integration that was initiated in economic terms, found its political momentum after 1989 with the unification of Germany, the dismantling of the Warsaw Pact and the dissolution of the Soviet Union in the early 1990s. The integration that extended eastwards is evident not only in figures but also in political terms. However, the future of an integrated Europe and its identity face two challenges: the future of EU institutions and functioning, and the issue of enlargement towards
Southeast Europe. The conference aims at promoting discussion of both strategic and ethical questions surrounding issues of peace, integration, security, and justice, while committed to balanced discussions of diverse perspectives on division and engagement. We are most interested in the cultural and political issues surrounding
peace and integration occurring between nations and peoples. We invite papers on topics such as war, peace, global cooperation, domestic violence, and interpersonal conflict resolution; including questions of military and political security, the global and European economy, and global and European environmental issues.

Submissions are welcome from political and social sciences, and related disciplines. Our intentions are to welcome scholars from a wide range of interests within the academic community and educated members of the larger public. Doctoral students are also invited to submit proposals for papers to be delivered at the conference. Papers should be intended for a wide scholarship, though following academic standards in quality and style. Original papers presented at the Congress will be published.

Fees and Funding
Congress Fees are set at 100.00 Euros payable by bank transfer or upon registration for all participants. The fee covers expenses of for conference proceedings publication, welcoming and farewell receptions, a trip to the coastal city of Vlora and other local costs during the conference. 2009 represents a crucial year which is testing our ability to deal with substantial political and economic challenges. Bringing a continuation of the economic crisis, the deepening of the Israeli-Palestinian conflict, a new American administration, and a severe energy crisis for several of the EU members, this period is proves to be a problematic reality check for our policies and theories. Reality proves to be one more time ahead of scholars€ ’² conceptualizations, politicians€ ’² capabilities, and policy-makers€ ’² solutions. With the many challenges ahead, we hope to generate interdisciplinary academic debates that tackle relevant topics in their fields of research. At the same time, we hope to connect different perspectives and approaches in order to produce high standard academic works.

We encourage graduate students and young faculty to contribute with papers and panel proposals on multiple topics. Details available at www.ceu.hu/polscijo urnal. The working language of the conference is English.

Financial support: There is no registration fee for qualified participants. Food and
accommodation are provided by the organizers. Applicants can apply for
a partial travel grant for the cheapest means of transportation. Those

We particularly welcome panels proposed by scholars coming from different institutions. A panel can be proposed using the special panel form and should be accompanied by the titles and abstracts (maximum 300 words) of five papers included in the panel.

Topic: Mathematics of surfaces with applications to geometric modeling.

Possible project examples:

Improved blends between primitive surfaces

The majority of mechanical parts in CAD have a boundary representation that combines planes and primitive surfaces (like sphere, circular cylinder/cone or torus) with smooth blends between them. Usually these constructions are only approximate, and the resulting blends are NURBS surfaces with gaps along boundaries. The project goal is to construct new efficient smooth blends between primitive surfaces of reasonable parameterization degree that have no gaps on the boundaries. The results should be possible to integrate into industrial CAD systems.

Fair surfacing constructions: filling multisided holes

Current CAD technology is essentially based on NURBS. The natural modeling process of smooth surfaces with complicated topology usually generates NURBS with n-sided holes (n not equal to 4). Several methods were proposed for fair filling of such holes using rational patches or special polynomial patchworks. The goal is to find structural representation of such constructions. This may lead to new kind of splines naturally extending NURBS, and that can represent/approxima te surfaces of arbitrary topology.

Qualifications

Degree: A Bachelor's or equivalent 4-year degree in Mathematics, Computer Science, or related field is required: it must have been obtained within 4 years from the start date of the PhD. Possessing also a Master's degree in a relevant field is an advantage. Nationality: The candidate cannot be of Lithuanian nationality, and
cannot have resided or worked in Lithuania for more than a year during the 3 years before the PhD start date. Languages: Fluency in English is required. Other languages would be an advantage.

Financial support

Gross salary of about 2380 Euro per month (1400 Euro net), or about 2590 Euro (1520 Euro net) if married (family not necessary comes together). Travel allowance to/from country of residence, support for travelling related to the PhD etc.

3 Postdoc positions available in the BIOTEC (Bioinformatics)

The Biotechnology Centre is setting up a Bioinformatics Service Unit. We are now offering positions for

*3 Postdoctoral Fellows*

who will conduct research and development in collaboration with other scientists at the Biotechnology Center. The life-sciences campus in Dresden offers a very competitive research setting including a 3,000 node supercomputer at the university as well as strong local partners applying latest experimental technologies. The interdisciplinary Biotechnology Center provides a stimulating, international environment for leading research. The computing hardware at the Institute includes cutting edge database servers and a cluster for parallel computation. The positions are initially offered for two years and further extension will be possible. The period of employment is governed by the Fixed Term Research Contracts Act(WissZeitVG) .

Responsibilities: The scientists at the Bioinformatics Service Unit will conduct research in collaboration with the research groups at BIOTEC. The scientists have no
teaching obligations.

Requirements: We are seeking creative, highly motivated researchers with a track record of peer reviewed publications. Candidates must have a strong quantitative
background and have received, or are soon expecting, a Ph.D. degree in relevant areas, including Biology, Mathematics, Physics, Computer Science, or Engineering. The Cross Talk project is a Marie Curie Initial Training Network, that brings together 8 academic participants, 2 industrial partners and 3 associated partners. Their association promotes complementarities of expertise in several scientific research fields, supporting an early-stage training program.

Cross Talk has the overall objective to achieve major breakthroughs in the understanding of the mechanisms underlying the dialogue between the intestinal microbiota and hosts. To reach this aim,Cross Talk will:

• Decipher the molecular mechanisms involved in the microbiota-host recognition

• Reveal how the bacterial signals are integrated by the different players of the mucosal immune system

• Validate the cross-talk mechanisms identified in the previously described steps in vivo. The expected outputs are new knowledge and applications for the food and drugs industry.

Cross Talk aims to rise a new generation of young scientists, well trained to sustain the emergence of metagenomics, a new supra-discipline calling for competencies in microbiology, cell biology, immunology, human physiology, high throughput technologies and bioinformatics. In this respect, Cross Talk will provide individual training through research projects and organize network meetings,
spring schools and workshops.

New B.A. in Value Studies

Applications are now invited for the new B.A. programme in Value Studies at the European College of Liberal Arts (Berlin, Germany). This is the first interdisciplinary degree programme worldwide to be structured around the concept of value. ECLA is a college without departments, where students work with faculty from different backgrounds on moral, political, epistemic, religious, and aesthetic questions, with the understanding that such questions are naturally and deeply connected.

The B.A. programme is designed for students with a strong theoretical bent, who want to combine their pursuit of special interests with a demanding /studium generale/. Available areas of concentration are /Art and Aesthetics/, /Ethics and Political Theory,/ and /Literature and Rhetoric/. The programme provides good preparation for continued study in fields such as philosophy, literature, political theory, and art
history; and excellent support for students interested in careers in politics, organizational work, public policy, law, journalism, or the art world.

ECLA students and faculty come from all over the world and work together in English. *Montaigne and the Making of the Modern Self*

The International Summer University at ECLA, Berlin will take place between *6 July and 14 August 2009.*

During the six week programme, students and faculty will explore how a new image of the modern self emerges from Montaigne's /Essays/ and investigate the impact of Montaigne's moral, religious, cultural and political ideals on our understanding of the modern self. Each week, readings and discussion will be organized around a general topic related to Montaigne's //Essays//, including the birth of the modern self in Renaissance Europe, the discovery of the New World and its consequences
for the self-understanding of European cultures, Montaigne's criticism of human presumption and pride as root causes of the Wars of Religion in 16^th century France, the relation between morality and politics in modern statecraft, and the place of pleasure, friendship and sexuality as well as death in the care of the self. Along with Montaigne's/ Essays, /students will study a variety of philosophical, literary, and historical texts, including Shakespeare' s /The Tempest/, Machiavelli' s /The Prince/, Nietzsche's /On the Genealogy of Morals/, Dostoevsky's /Notes from Underground/ , Camus' /The Fall/, and Plato's /Apology/.
Films and museum visits will complement the readings.

The International Fellowships Program (IFP) provides opportunities for advanced study to exceptional individuals who will use this education to become leaders in their respective fields, furthering development in their own countries and greater economic and social justice worldwide. To ensure that Fellows are drawn from more diverse backgrounds than ever before, IFP will actively recruit candidates from social groups and communities that lack systematic access to higher education.

IFP is the largest single program ever supported by the Ford Foundation. By investing $280 million over ten years through 2010, the Foundation intends to build on its half century of support for higher education. Foundation programs have long promoted the highest educational standards and achievement. Ford fellowship recipients have become leaders in institutions around the world and have helped build global knowledge in fields ranging across the natural and social sciences as well as the humanities and arts. *General Guidelines*

The International Fellowships Program provides support for up to three years of formal graduate-level study. Fellows will be selected from countries in Africa and the Middle East, Asia, Latin America, and Russia where the Foundation maintains active overseas programs. U.S. nationals are not eligible, although Fellows may study in the United States.

Fellows are chosen on the basis of their leadership potential and commitment to community or national service as well as for academic excellence. Fellows may enroll in master's or doctoral programs and may pursue any academic discipline or field of study that is consistent with the interests and goals of the Ford Foundation. The Foundation currently works in fifteen fields to strengthen democratic values, reduce poverty and injustice, promote international cooperation, and advance human achievement.

Once selected, Fellows may enroll in universities in any part of the world, including their country of residence. The program will provide placement assistance to those Fellows not yet admitted to graduate school.

IFP support will enable Fellows to undertake language study and training in research and computer skills prior to graduate school enrollment. New Fellows will attend orientation sessions, and current Fellows may participate in learning and discussion activities designed to create information and exchange networks. Finally, the program provides resources for Fellows to conduct research or projects in their home countries after completing the fellowship period.

*Who Is Eligible?*

Applicants must be resident nationals or residents of an eligible IFP country.

In addition, successful candidates will:

· Demonstrate superior achievement in their undergraduate studies and hold a
baccalaureate degree or its equivalent.

· Have substantial experience in community service or development- related activities.

· Possess leadership potential evidenced by their employment and academic experience.

· Propose to pursue a post-baccalaureate degree that will directly enhance their leadership capacity in a practical, policy, academic, or artistic discipline or field corresponding to one or more of the Foundation's areas of endeavor.

· Present a plan specifying how they will apply their studies to social problems or issues in their own countries. Commit themselves to working on these issues following the fellowship period. IFP selects Fellows on the strength of their clearly-stated intention to serve their communities and countries of origin, and expects that they will honor this obligation.

The Danish Ministry of Foreign Affairs, has the honour to inform that the Danish Government has established a COP15 Climate Scholarship from which 10-12 grants will be given to foreign students pursuing climate related master's degree programmes at Danish universities. The grants cover travel expenses, tuition and living costs. For more details about conditions, deadlines and the contents of the study programmes please see www.studyindenmark. dk/climate.

The COP15 Climate Scholarship is financed by funds saved pursuant to the Danish Government's decision not to give any gifts or conference kits to participants at the COP15 Climate Conference in Copenhagen. This decision was taken to minimize the environmental impact of the conference and to secure optimal use of resources.

The Diplomatic Missions are kindly requested to convey information about the COP15 Climate Scholarship to relevant authorities and institutions in drawing attention to the early deadline of March 1 2009 for applying for some of the programmes.
