NEW Deadline - Call for Papers, POLITIKON - The IAPSS Journal of Political Science Issue 11

Dear colleagues,

The International Association for Political Science Students (IAPSS) is proud to announce that POLITIKON - The IAPSS Journal of Political Science has reached its 11th Issue. POLITIKON is an academic journal meant to offer a proper framework for students -under and postgraduate- who have a special interest in Political Science. It is a unique opportunity for you to contribute to the political science community by having your paper reviewed and published in our journal!

The topic of this number is The Future of the transatlantic relationship: What’s next? Its aim is to explore the nature of the transatlantic relationship in its broadest sense looking at its political, economic, and cultural dimensions.
Contribution may address (but shall not be limited to) one of the following questions:

§ What is the role, status and contribution of the ‘new’ member states in the transatlantic alliance?
§ What is the future of European security in the broadest sense and what role do the United States and Canada play in it?
§ What is the nature of the international system? Is it becoming more multipolar or rather unipolar?
§ How can theories of international relations explain the paradigm shift that took place in the transatlantic relationship?
§ Is it adequate, using Robert Kagan’s analogy, to describe Europeans as being from Venus and American being from Mars? What other frameworks of analysis can be used to explain this complex relationship?

The requirements for the papers are:
• English language
• A half page abstract (not more than 125 words)
• A minimum of 15 pages and a maximum of 25 pages written in Times New Roman, size 12, 1.5 lines

Course Virtual Project Management

The Centre for General Scientific Continuing Education (ZAWiW) at Ulm University, Germany, organizes the course “Manager for European Virtual Projects in Seniors’ Education” in the summer of 2006. It consists of e-learning-parts and a short presence course in Ulm. Main target group are facilitators in adult education and especially seniors' education.

Undergraduate Scholarships at Morehead State University

Morehead State University offers international undergraduate scholarships to qualified international undergraduate students in the amount of $5,000 annually. To be eligible students must meet all the international undergraduate admission requirements and must have a score of at least 20 on the ACT or 950 on the SAT.

MSU also offers Tuition Scholarship for Non-Residents to international undergraduate applicants. The value per year is: Waiver of non-resident tuition differential except for $250 per semester. To be eligible students must meet all the international undergraduate admission requirements and must have a score of at least 23 on the ACT or 1070 on the SAT.

Mandatory fees are added to the tuition and include activities fee, health fee, and computer fee. International students are not eligible for Tuition Assistance Grants or Alumni Awards.

No additional application is needed for the above-mentioned scholarship once the international undergraduate application is submitted.

Academic year 2006-2007

Thanks to the political and financial support of the Prime Minister and of the Minister for Education of the Grand-Duchy of Luxembourg, CEPS/INSTEAD (the Centre d’Etudes de Populations, de Pauvreté et de Politiques Socio-Economiques - International Networks for Studies in Technology, Environment, Alternatives, Development) launched in 2002 IMPALLA - an advanced and innovative one-year master programme in social policy analysis.

In order to guarantee the academic standards of the IMPALLA programme, CEPS/INSTEAD has made a joint venture agreement with the University of Leuven (K.U. Leuven, Belgium) as a key partner. The IMPALLA programme leads to an advanced Master Degree issued by the K.U. Leuven where the IMPALLA students are registered as regular
students.
Meanwhile also the Universities of Nancy 2 (France), Tilburg (The Netherlands) and Luxembourg have become a part of the organizing network.

The IMPALLA academic programme has three major objectives:
- to offer a solid theoretical foundation in comparative socio-economic policies, at the European level and beyond
- to provide a thorough training in advanced research methodology
- to give a well-founded expertise in policy evaluation

2006- PT-05 - Meeting Point

Project description

Project environment: profile of the organization, regular activities and local community

The host organization ProAtlântico - Associação Juvenil founded in 2001 is based in Porto Salvo, Oeiras, and carries out activities with children, young people, elderly people, and handicapped people, mainly in Oeiras Municipality.

Most of the activities with children and young people take place during the school breaks, such as sport tournaments, National and International exchanges, and entertaining and cultural activities; and after school, as educational support. We try to help these young people to develop life skills, to be more independent.

Along the year we have several projects with elder people, as summer camps, Cultural Trips, New Year party, and balls.

We work together with an Education and Rehabilitation Institution for handicapped people and a Children's Home, in a voluntary project that tries to keep the people that live there busy during the time that Institutions are not able to develop activities (during the week days at night, and weekends).

In 2003, we started to work with Youth Program, and we took part in youth exchanges in (Estonia, Romania, Germany, Italy, Portugal, Austria and France) and in several training courses and seminars around Europe. This is the first time we work with the European Voluntary Service.

Today ProAtlântico - Associação Juvenil with his 300 members, gives special attention to needy people, and those with less opportunity. And aims to give people the chance to establish contact with other cultures, in order to help them to find ways to deal with their own problems and to break the existing prejudices.

Oeiras is an important Village (45,8/km2) that offers the dynamism of large number of habitants (162.124) mainly young, near Lisbon the capital of Portugal (15 minutes), and 20 minutes from Sintra - World Patrimony, and 10 minutes from Cascais bay.

Oeiras has got many infrastructures of economic development such as TagusPark, LagoasPark and Quinta da Fonte (business and biotechnological centers). The Cultural opportunities are guaranteed not just because of the village environment and heritage (such as the Palace of Marquês, the gunpowder factory, the Poets Park and the recreation harbour) as for the preservation and good use of the space by the local authorities. The Shopping Center Oeiras Parque is a good example of an infrastructure that provides entertaining activities (shopping, cinemas) and rapid access to basic primary products to the inhabitants of the municipality.

Porto Salvo is a small village, part of Oeiras municipality, between the sea and the mountains. As far as public transportation is concerned, bus is the only service available, offering several regular connections to several train stations of the two lines (Cascais and Sintra) and that allow us to reach easily to the Lisbon (15 min), Sintra (30 min) and Cascais (20 min).

According to the last statistics information from 2001, the village of Porto Salvo (7,35/km2) has 13724 inhabitants.

In terms of social-economic context, the economics activity of Porto Salvo reflects a typical urban structure. The creation, in the last decade, of large business and commercial structures, has strongly contributed to the development and urbanism of he village, which has grown from a rural border area to a more dynamic place.

It is an area where most population can be considered average economic class, but has also some population with low financial incomes. In the surrounding Porto Salvo's village there are 3 social neighborhoods.

Nowadays, Porto Salvo has several restaurants, mini-markets, one market, 3 banks, 2 football clubs, a cultural society, several private clinics, 2 pharmacies, 5 primary schools, kinder garden, 1 university.

It has a Mediterranean continental climate with very hot summers, long and rigorous winters with low precipitation levels.

Concerning the stay of the EVS volunteer, ProAtlântico will provide the lodging in a rented studio or room, and meals according to their preferences. He/She may find a variety of eating choices in Oeiras (self-services, small local restaurants, supermarkets, local food markets, etc.). ProAtlântico members will help him/her become familiar with these.

Proposed activities for international volunteers

Through its work, ProAtlântico noticed that most Portuguese teenagers are unaware or misinformed of the European Issues as the European Identity, the organization of European Union. In order to help to change this reality, and contribute to the awareness of such issues, we have been encouraging young people to take part in the Youth Program, through basic courses, lectures and many other educational activities based in non-formal education. We believe that the EVS volunteers will bring an intercultural dimension to the project, and will offer young people, a small taste of what could lie outside their hometown.

The chance to work with EVS volunteers from other countries, with different backgrounds is a challenge and the opportunity to exchange experiences and good practices between all people involved in the project and the local community.

The EVS volunteers will work along side our current team of staff and local volunteers to enable the young people to access all the opportunities open to them and to ensure they reach their full potential. This will give them new abilities and knowledge that can be used in future projects even within their own communities.

Every EVS Volunteer will have a Mentor that will be directly responsible for his/her training, personal support and language training and to whom he/she can turn in case of problems. They will be able to talk with their mentor about what their weekly activities will be. The first few weeks after the volunteer's arrival will be considered as a period of preliminary induction, during which the volunteer will be introduced to the project team and will gain familiarity with the new living and working environment. After this initial adjustment period, a more comprehensive induction program will be formulated together with the volunteer.

After this, they will have training period within the area by qualified people, to obtain the necessary knowledge to perform well in their functions. During this process all the training will be structured according to the necessities of the candidates

During their stay the EVS volunteers will have the opportunity to integrate into the local community, to meet other young people, to socialize, to participate in leisure activities, etc.

The EVS Volunteer activities will generally be to give support the project staff in their daily activities. Half of their working time (3 hours) will be spent in Activities with Youngsters.

Activities with Youngsters take place in ProAtlântico Office, a place open to the public, where youngsters can go after school to spend their leisure time.

The EVS Volunteer will be able to take part in the school support and in the organization of Cultural, Sport and Leisure activities.

So, the young volunteers will have the chance to run these following activities:

- To help create dynamics of occupation of free times, trough the realization of games and group dynamics, cooking workshops, fashion shows, photos exhibitions, and thematic conversations;

- Go out with them like study visits;

- Establish contacts with other organizations, from European countries, in order to promote exchanges,

- Monitoring and helping the children and youngsters in their homework's, helping more intensively in areas where he/she feels more comfortable (for instance: English language tutoring, Math's, Geography, etc ), but also motivating them to study and to complete their objectives;

- Support in organizing the space for the youth: the adequate organization of the space is important for the specificities of the activities implemented.

The other half of the day (3 hours) will be spent working in the field Youth Information for Citizenship.

The Youth Information for Citizenship consists in the creation and development of strategies that contribute to the awareness of the young people, their role in the society, which they live in, and the opportunities available for them to become more active.

One of the strategies used is giving the youngsters the chance to have contact with other people through the participation in courses, seminars and youth exchanges. This is possible through the maintenance of information's boards of activities for young people, (in schools, and other public places), helping young people deciding which activities take part in the Information Desk, or creating specific activities to reach a certain result.

The EVS Volunteer will work with the team that is already running this project and will help them in their task, by taking part in the meeting of all activities in which they will participate. The EVS Volunteer will be encouraged to participate with their own ideas and experiences and during their EVS experience they will have the chance to introduce new activities according to their skills and interests, according with the team's objectives and possibilities, which will be implemented within the projects of ProAtlântico.

Considering the EVS Volunteer support, they will be accompanied by their mentor that belongs to their working team, which will help them to accomplish their tasks and will guide them through the process of preparing their project and activities.

Concerning the schedule thought for the volunteer's project, the volunteer could develop its activities from Monday to Friday from 10h-13h and 15h-18h. Saturday and Sunday are free days.

One extra hour will be used for personal development as language course, in order to help the EVS Volunteer in the process of integration into the Portuguese Culture. The duration and frequency of the trainings will depend on personal needs and abilities of the Volunteer.

During their stay the EVS volunteers will have the opportunity to integrate into the local community, to meet other young people, to socialize, to participate in leisure activities, etc.

Target group

At the Meeting Point project, there will be specific requirements; we are looking for volunteers self-motivated, willing to take on new challenges, and open to working with people of all backgrounds and cultures.

We will look for volunteers who are interested in working with, young people with a commitment to volunteering and more specifically youth work, and, had chosen our project because of the experience and development they will gain not only because it's in Portugal.

We would also be looking for a volunteer, who over time could bring something of their own experiences and culture, to enrich the hosting projects and local community.

Cooperativa de S. Pedro - Education and Rehabilitation of the Citizens with Mental Handicaps is an institution of public utility, created in 1975, based in Barcarena in Oeiras municipality and directed to the education, rehabilitation and integration of the people mentally handicapped.

Cooperativa de S. Pedro has several valences: Service of House Support, Early Intervention, School of Special Education, Center of Resources and Assistive Technology, Occupational Activities Center and Residential Home.

Service of House Support's valence emerges from the necessity felt by the clients' families, with deficiency and/or dependency and it's main goal is offer a service of basic needs, physiotherapy and occupational therapy in the client's house, providing the well-being and life's quality to client's with deficiency and/or with dependency, resident in the Oeiras municipality.

Early Intervention is an integrated service that, in alliance with the Health Center of Oeiras, the team of Coordination of Educational Support of Oeiras and C.R.S.S., Local Service of Oeiras, Cooperativa de S. Pedro implemented in the area of the Health Center of Oeiras.

The main goal of this valence is the early prevention and intervention with families and/or children with serious alterations in their development (children at risk, between 0 and 6 years old).

The system of regular education adopts more each time the policies of inclusion of children with special education needs. However this is a reality that doesn't apply to every child, yet. Being aware of this situation, Cooperativa of S.Pedro maintains their School of Special Education and gives support to integration projects by promoting the educational success and stimulating the critical periods of learning, according with the potential of every student, in an environment the less restrictive possible. This is valence was created for students between 6 and 18 years old, resident in Oeiras council, for which the regular school doesn't have the adequate conditions to their inclusion.

With the goal of giving support to people with deficiency and/or with dependency, through the attribution of assistive technology, in a way to minimize the difficulties of mobility and autonomy to people with deficiency and/or dependency, from the Oeiras council, a center of resources and assistive technology was created in partnership with Barcarena's Social Center and the Oeiras municipality.

Occupational Activities Center is based in people's with mental deficiency quality of life, in a way that allow a personal and social valorization of their capacities, promoting significant activities and occupations.

This valence main goal is to promote activities and occupations, according with their interests, age and capacities, promoting social integration of people with age above 18 years old, residents in Oeiras council.

Residential home's valence was created to give a residential response, where the well-being and life quality comes first, through activities centered in the client. Its goal is to give response to people with low levels of autonomy that aren't compatible with residential projects and in the absence of a natural solution (to children, youth and adults, that frequent other valences of the institution and that need residential support, temporary or permanent)

To fulfill the objectives of all the valences, we have a multidisciplinary team that involves the several areas: occupational, physical and speech therapy, psychology, hipotherapy, hydrotherapy, swimming, physical education and snoezelen

Both organizations, ProAtlântico - Associação Juvenil and Cooperativa de São Pedro are based in Oeiras Municipality, in two close localities (Porto Salvo, Barcarena), 2 minutes by car from each other.

Pedro the motivation to host EVS volunteers is strongly related with the opportunity it offers the mental disable people, the staff and other volunteers to meet and socialize with a person from other part of Europe, becoming aware of the realities, values and culture of the volunteers while they interacts with the Portuguese reality in the Institution and in the local community.

The integration of the EVS volunteers in the projects of the Cooperativa de S. Pedro is a good way to develop the skills of everyone involved, to acquire knowledge, implement different methodologies and establish friendly relationships. The mental disable people that use the services of the Cooperativa de S. Pedro, are generally very open and happy to meet new people, this will be for most of them the first experience with people from other countries.

For EVS volunteers taking part in this project will be a lifetime opportunity, because they will have the chance to see and participate in the daily activity in one of the most successful Institution working with Mental Disable People. The will also have the chance to learn specific techniques to work with this population, and within different fields, that can be used by the participants in their life's after this experience.

By other side the Volunteers will benefits from a great environment lived in the organization that will help them to fell part of local community. This will able them to understand and experience Portuguese culture, language and traditions.

The EVS volunteer can be a healthy influence for the development of the mental disable people. Beside the benefits that the volunteer will bring to the mental disable people and also to all the staff and volunteers involved, the motivation to host also comes with the chance to contribute to EVS volunteers personal development.

Every EVS Volunteer will have a Mentor that will be directly responsible for his/her training, personal support and language training and to whom he/she can turn in case of problems. They will be able to talk with their mentor about what their weekly activities will be. The first few weeks after the volunteer's arrival will be considered as a period of preliminary induction, during which the volunteer will be introduced to the project team and will gain familiarity with the new living and working environment. After this initial adjustment period, a more comprehensive induction programme will be formulated together with the volunteer.

As for the calendar of the activities, the project is defined in two periods:

This first period will be under the responsibility of the coordinating organization, ProAtlântico - Associação Juvenil, which will guarantee that the right reception is given to the EVS volunteers. During the first period, which include the first month after arrival, the main objective is to create the right conditions for the development of the project, giving the volunteer the opportunity to learn the Portuguese language, in a basic language course, the opportunity to have the first contacts with the local community, with Cooperativa de S. Pedro and with the different projects that will be developed during their stay. The volunteer will also participate in activities organised by ProAtlântico - Associação Juvenil for the cultural training, the integration in the Portuguese culture and dealing with cultural chocks. In this period, the EVS volunteers will have the opportunity to settle down, observe and plan the tasks in which they will be involved.

The second period, will begin in the second month until the end of the project, during this time, the volunteer will work directly in the tasks defined in Cooperativa de S. Pedro, with all the support of his/her Mentor and all the staff of Cooperativa de S. Pedro. Before the beginning of each task, the EVS volunteers will have the necessary briefing and/or training by qualified people to obtain the necessary knowledge to perform well in their functions. During this process all the training will be structured according to the necessities of the EVS volunteers.

The EVS Volunteer activities will generally be to give support the project staff in their daily activities. Their working time (6 hours) will be in Cooperativa de S. Pedro, a shelter home, where they will be involve in Activities with Mental Disable People (and have all the necessary conditions for this work).

The EVS Volunteers will have the chance to work in one or more valences of Cooperativa de S. Pedro: occupational (being with them and helping them to fulfill their leisure time), physical therapy (corporal activities, sportive activities, games, exercises) and speech therapy (take part of the sections with the therapist, and helping the youngster with his/her prescription homework), psychology (establish friendly relations with youngsters), hipotherapy and hydrotherapy (helping the participants with their exercises, playing games), swimming (games, helping with exercises), and snoezelen (helping the youngsters to explore the material and stimulations available) in the Occupational Activities Center, or taking part of the organization of Cultural activities such as visits (museums, cinema, tours, and exhibitions), theatres, folklore, according to the EVS Volunteer motivation, and capacity.

The presence of the EVS volunteers in this activities will give the chance of maximise the potentialities of the institution, because working with this target group need most of the time one person for each participant.

Considering the EVS Volunteer support, they will be accompanied by their mentor that belongs to their working team, which will help them to accomplish their tasks and will guide them through the process of preparing their project and activities.

The EVS Volunteer will work with the team that is already running this project and will help them in their task, by taking part in the planning of all activities in which they will participate. The EVS Volunteer will be encouraged to participate with their own ideas and experiences and during their EVS experience they will have the chance to introduce new activities according to their skills and interests, according with the team's objectives and possibilities, which will be implemented within the projects of Cooperativa de S. Pedro.

Concerning the schedule thought for the volunteer's project, the volunteer could develop its activities from Monday to Friday from 10h-13h and 16h-19h. Saturday and Sunday free days.

One extra hour will be used for personal development as language course, in order to help the EVS Volunteer in the process of integration into the Portuguese Culture. The duration and frequency of the trainings will depend on personal needs and abilities of the Volunteer.

During their stay the EVS volunteers will have the opportunity to integrate into the local community, to meet other young people, to socialise, to participate in leisure activities, etc.

Target group

At the Portugal for All project, there will be specific requirements; we are looking for volunteers self-motivated, willing to take on new challenges, and open to working with people of all backgrounds and cultures.

We will look for volunteers who are interested in working with, young people with a commitment to volunteering and more specifically youth work, and, had chosen our project because of the experience and development they will gain not only because it's in Portugal.

We would also be looking for a volunteer, who over time could bring something of their own experiences and culture, to enrich the hosting projects and local community.

PUBLIC ISTANBUL The City and it´s Public Spaces/Public Spheres?

(20. – 21. January 2007, Weimar)

In the discussion about the ideal „European City” besides the historic development from middle ages to modernity, the built form and the specific social, political and economic institutions, public space is mentioned as one of the main attributes.
The controversies are about the emergence and experience of a “civic public”, the relevant sites of this public as well as around a possible loss of public spaces. Under parameters of the polarisation between the public and the private, the ideal public space is defined as something collaborative, it is communal and publicly available. The dynamics of public spaces though are determined by mechanism of exclusion, appropriation and accessibility. It is a space of difference, visibility and representation. Public space temporarily undergoes different utilizations,
it is not characterized by stability and continuity, but is instead ephemeral and situational. It is thus a space which is materially and discursively disputed. Continuous encounter and negotiation of interests, values and attributions of meaning are what distinguishes public spaces.
Public space is an arena of social, cultural and political transformation processes, which become manifest at concrete urban places. These places can be for example streets, markets, shopping malls, gathering places or media.
In this sense we define public space in it´s complexity as a morphologic structure, as a cultural and social space and as a political sphere.

Research field Istanbul
Since ancient times Istanbul is one of the most important cities on the European continent, a centre of civilization, which combines attributes of the “European” and the “Ottoman” City. In the 20th century the metropolis is marked by a coexistence of globalization and localization, of modernity and tradition.
As a result of intense internal migration the city increased to 13 million inhabitants on 5500 qm on both sides of the Bosporus. In spite of master plans to control the city development, the growths is spontaneous and informal. As an industrial and service city in global competition at the same time there is modernization, globalization and informalization. The simultaneous coexistence of extreme disparity affect as well the access to global activities as well as the change of the physical space, which is therefore a source for cultural conflicts about the definition of locality and identity. These developments become manifest
in the public space for example in the restoration of the historic city
centre or in current projects to restructure former port areas and waterfronts.

Different to western European cities, in which with Enlightenment a civic public assigned specific spaces, in Ottoman and Turkish cities there was a complex sequence of neighbourly, religious and economic spaces, which addressed different public spheres. In context with the city development and modernization in Istanbul there is a vivid discussion about the role and the meaning of public spaces, as social and political space or under aspects of accessibility and shape of concrete places.

Questions of the conference
- Is it possible to transfer terms and concepts of the ideal “European City” on a metropolis as Istanbul?
- How is it possible to acquire “the public” as a theoretical and analytical category to the investigation of urban Istanbul?
- What are the specific spaces of the public in Istanbul? Which conformations have public spaces?
- How does the public sphere as a space of political and cultural transformation processes become manifest?

The conference „Public Istanbul“

Aim of the conference is to discuss theoretical approaches and research experiences of the subject „Public Istanbul“ from the perspective of different disciplines. We will invite scientists of urban and cultural studies as sociology, geography, ethnology, political science, history, architecture and arts to encourage the dialog and exchange between the disciplines and the countries.

The conference will be an interdisciplinary forum where different perspectives on the current development of Istanbul and its public spaces are gathered and new research questions will be mapped out. Selected contributions will be published as a book after the conference.

Formalities
It is planed to collect the papers of the participants of the conference by forehand and distribute them in form of a reader to all participants, so that on the two days of the conference after a short statement the main thesis can be discussed.

Prospective participants of the conference are invited to send an abstract of their paper (max 300 words) in English. Abstracts should be submitted before 1.6.2006.

The International Institute for Political and Economic Studies (IIPES) was launched by The Fund for American Studies in 1996 to provide a much-needed academic and leadership experience for the young leaders of the Middle East and the Balkans.

It is a region marked by conflict, but it is also rich with opportunity and cultural beauty by serving as the crossroads between Europe, Asia, and Africa. Students from select nations in the Middle East and the Balkans join American students to study important principles of political and economic organization and how those ideas relate to international conflict and conflict resolution. The Institute teaches participants to understand individual liberty, the rule of law, and the price system within the contexts of

UNIDEE in Residence is an international program open to artists, professionals, students and graduates of various university faculties from any country in the world.

UNIDEE offers an experience unlike anything offered in any other university or academic program: a research-oriented practice that operates within each discipline and is directed towards the responsible transformation of society and the creative activation.

The UNIDEE programs are directed by Michelangelo Pistoletto. The course in residency include an active participation in meetings and seminars hold by experts and professors of various humanistic, scientific, economic, political, artistic and social disciplines.

The residents work individually or in groups to develop ideas and projects, working along creative lines pertinent to the following fields: Art, Communication, Ecology, Economics, Education, Work, Nutrition, Politics, Production, Science, Spirituality.

The work of the UNIDEE residents involves constant interaction with the offices of Cittadellarte, which put the program of responsible social transformation into effect through projects developed in conjunction with public and private institutions, companies, cultural bodies and economic and production structures.

All the events in the Cittadellarte program - exhibitions, conferences, performances and workshops - offer further opportunities for the residents to explore issues and develop ideas.

At the end of the residency, the ideas that have been generated are presented publicly at the UNIDEE in progress exhibition-event.

:: How to apply

A maximum of twenty residencies are available each year.

The residency lasts four months, from 3 July to 31 October.

The official language is English.
The Cittadellarte selection panel chooses candidates on the basis of their aptitude for developing projects relating to the aims of the University of Ideas.

Applicants are invited to send any material they consider pertinent to such an assessment: curriculum, documentation of previous work, one or more examples ( well-developed or developing during the residence) of projects that illustrate their approach to the theme of responsible social transformation.

A filled-in and signed application form must also be included with the material.

The overall estimated cost for each resident is 10,000 euros. Scholarship grants are available, total and partial cover. Anyone interested is invited to consult the website or to contact the organizing secretary for further information.

Call for project partners - TC on Swapping Cultures Initiative

Minorities of Europe are now working on an application to the YOUTH Programme (UK National Agency, Action 5 - Training Course, 1 Feb deadline).

The basic idea of the course is to introduce the Swapping Cultures Initiative (one of MoE's flagship projects in the UK, see www.moe-online.com for more details) in international youthwork, especially in conflict areas.

The course will last 5 working days and will include training sessions on the use of SCI as well as other training modules on conflict-resolution and training skills as such. It will most probably take place in the Caucasus in August 2006.

The course will involve 5 partners from Programme Countries (EU 24, Bulgaria, Romania, Turkey. Norway, Liechtenstein and Norway) and 5 from Eastern Europe
(Belarus, Ukraine, Russia, Moldova, Armenia, Azerbaijan, Georgia).

Free place for EVS project "On the Road for Safe Sex" in Belgium-flanders

For this message, please reply to evs@mja.be MJA (Social Youth Action) from BELGIUM-Flanders is looking for a period of 6 months for a volunteer, in the framework of Action2 of the Youth Programme. This EVS-project is open to young people from a programme-country, aged between 18 and 25 years. This means that
volunteers have to be between 18 and 25 years old at the beginning of their voluntary activity (1th of May).

ON THE ROAD FOR SAFE SEX

The project "ON THE ROAD FOR SAFE SEX" starts from 1th of May 2006 and ends 30th of October 2006.
This project focuses mainly on health prevention for young people, but also offers the possibility for the volunteer to participate in (or help develop) other domestic and international activities and projects from MJA.
The first focus in this project is the health prevention on safe sex and prevention of diseases related to sexual intercourse, targeting on young people. This project is about health information, promotion and prevention. The volunteer gets the chance to tour around to several festivals in Belgium with the "condovan" during the summer period. Besides the safe sex-prevention, the volunteer hosted in a vacation center ('De Barkentijn') in which children vacations are being organized, mainly during school vacations. Helping at 'De Barkentijn' means being a part of the local team, helping with the practical arrangements and doing educational work (animation) for the children who spend their holiday there.

THE OBJECTIVES OF THE SYMPOSIUM

In today's world, the issue of human rights has become increasingly important both in national and the international political agenda. Human rights violations by the states and governments are considered as a daily routine On the other hand, human rights are now subject to international intervention and also a medium for evaluating other societies. In such a context, human rights should thoroughly be discussed in the theoretical arena. Thus, it is necesseray that the concept of human rights, which emerged in Western world, be discussed and reflected upon.

The concept of "human rights" in a society emerges through the society's distinctive historical, social, economic and intellectual understanding of human. Copying that specific concept of human right for another society creates traumatic effects and eventually prepares a background for the formation of a schizophrenic society. The societies that are not shaped by their own values and do not live by their own distinctive concepts, loose their productivity and bring about poor bureaucratic
governments. This is the essential problem for Non-Western world.

It is necessary to understand the definition of human rights is constructed on the epistemological and ontological hierarchy belonging to the Enlightenment. Non-Western societies have to understand the context and its problems and also solve these problems by returning and using their own resources/legacies. For this aim, some practical and theoretical efforts should be gathered and supported mutually.

Consequently, we need a new conception and a base to develop this understanding. In this context, "New Perspectives for Human Rights" Symposium can be the base for this new conception.

10 am – noon: Interdisciplinary Forum

Scholars from the fields of literary and cultural studies, history, and the social sciences will examine the problems of studying Stalinist culture and contemporary reverberations of Stalinism. Taken together, the papers will allow symposium participants to take stock of the state, direction, and variety of current scholarly approaches to Stalinist society and culture. The goal of the forum is to consider many different elements of Stalinism's controversial legacy, and to offer a broader cultural context for the exploration of Stalinism's "illicit relics" and "icons" that will take place in the afternoon workshop. How does contemporary scholarship
interpret the variety of artifacts and documents that have survived from the
Stalinist period? What kinds of “relics” have guided people’s understanding of
Stalinism, both before the leader’s death and after, by those who lived through it and those who inherited them? How did these relics allow crucial aspects of the Stalinist worldview to come to be internalized, appropriated and re-imagined – and why did they become “illicit”? In what ways does “the unquiet ghost” of the Stalinist way of life, with its particular vision of the relationship among the state, the self, and the community, continue to inform the social, political and even international aspects of Russia’s recent past and present?

1:30 – 3:30 pm: Workshop on Visual and Material Culture

Each of the workshop’s participants – all scholars of different aspects of Russian art and Soviet visual culture – will examine, in a roundtable format, the workings of specific “icons” and “relics” of the Stalinist period through brief close readings. These will posters, photographs, sculpture, a short scene from a film, and objects of everyday life. Each of these objects will be analyzed for what it can tell us about the culture from which it comes and aboutthe various ways in which the visual and material culture of Stalinism can be “read” today. At the same time,
the relics chosen for analysis are emblematic of broader cultural tendencies of
the Stalinist period, so that when these “close readings” are put together a
larger, complex picture can emerge.

UNIDEE in Residence is an international program open to artists, professionals, students and graduates of various university faculties from any country in the world.

UNIDEE offers an experience unlike anything offered in any other university or academic program: a research-oriented practice that operates within each discipline and is directed towards the responsible transformation of society and the creative activation.

The UNIDEE programs are directed by Michelangelo Pistoletto. The course in residency include an active participation in meetings and seminars hold by experts and professors of various humanistic, scientific, economic, political, artistic and social disciplines.

The residents work individually or in groups to develop ideas and projects, working along creative lines pertinent to the following fields: Art, Communication, Ecology, Economics, Education, Work, Nutrition, Politics, Production, Science, Spirituality.

The work of the UNIDEE residents involves constant interaction with the offices of Cittadellarte, which put the program of responsible social transformation into effect through projects developed in conjunction with public and private institutions, companies, cultural bodies and economic and production structures.

All the events in the Cittadellarte program - exhibitions, conferences, performances and workshops - offer further opportunities for the residents to explore issues and develop ideas.

At the end of the residency, the ideas that have been generated are presented publicly at the UNIDEE in progress exhibition-event.

:: How to apply

A maximum of twenty residencies are available each year.

The residency lasts four months, from 3 July to 31 October.

The official language is English.
The Cittadellarte selection panel chooses candidates on the basis of their aptitude for developing projects relating to the aims of the University of Ideas.

Applicants are invited to send any material they consider pertinent to such an assessment: curriculum, documentation of previous work, one or more examples ( well-developed or developing during the residence) of projects that illustrate their approach to the theme of responsible social transformation.

A filled-in and signed application form must also be included with the material.

The overall estimated cost for each resident is 10,000 euros. Scholarship grants are available, total and partial cover . Anyone interested is invited to consult the website or to contact the organizing secretary for further information.

The sum includes:
- seminars during the residency
- attendance of the workshops
- technical and teaching assistance, visits and inspections
- participation in Cittadellarte activities
- board and lodging on the premises

The "Computer Animation / Visual Effects" category has been part of the Prix Ars Electronica since its very inception. It recognizes excellence in independent work in the arts and sciences as well as in high-end commercial productions in the film, advertising and entertainment industries. In this category, artistic originality counts just as much as masterful technical achievement.

DIGITAL MUSICS
Contemporary digital sound productions from the broad spectrum of "electronica" come in for consideration in the "Digital Musics" category, as do works combining sound and media, computer compositions ranging from electro-acoustic to experimental music, or sound installations. This category's programmatic agenda is to expand horizons beyond the confines of individual genres and artistic currents.

INTERACTIVE ART
The "Interactive Art" category is dedicated to interactive works in all forms and formats, from installations to performances. Here, particular consideration is given to the realization of a powerful artistic concept through the especially appropriate use of technologies, the innovativeness of the interaction design, and the work's inherent potential to expand the human radius of action.

NET VISION

The way in which a work of net-based art deals with the online medium is essential in this category.

DIGITAL COMMUNITIES
This category focuses attention on the wide-ranging social impact of the Internet as well as on the latest developments in the fields of social software, mobile communications and wireless networks. "Digital Communities" spotlights bold and inspired innovations impacting human coexistence, bridging the geographical as well as gender-based digital divide, or creating outstanding social software and enhancing accessibility of technological-social infrastructure. This category showcases the political potential of digital and networked systems and is thus designed as a forum for the consideration of a broad spectrum of projects, programs, initiatives and phenomena in which social innovation is taking place, as it were, in real time. A Golden Nica, two Awards of Distinction and up to 12 Honorary Mentions will be awarded in the Digital Communities category in 2006.

Art and Technology Grant
The aim of this grant focusing on the mutually enriching interplay of art and technology is to nurture concepts for the future that young thinkers are coming up with today. This category’Äôs target group includes interested persons throughout the world between the ages of 19 and 27, who have developed a not-yet-realized concept in the fields of media art, media design or media technology. The winner will receive a 7,500-euro grant and an invitation to spend a semester as scientific assistant and artist-in-residence at the Ars Electronica Futurelab.

USA: International Undergraduate Scholarships at Morehead

International Undergraduate Scholarships at Morehead State University

Morehead State University offers international undergraduate scholarships to
qualified international undergraduate students in the amount of $5,000 annually. To be eligible students must meet all the international undergraduate admission requirements and must have a score of at least 20 on the ACT or 950 on the SAT.

MSU also offers Tuition Scholarship for Non-Residents to international undergraduate applicants. The value per year is: Waiver of non-resident tuition differential except for $250 per semester. To be eligible students must meet all the international undergraduate admission requirements and must have a score of at least 23 on the ACT or 1070 on the SAT.

Mandatory fees are added to the tuition and include activities fee, health fee, and computer fee. International students are not eligible for Tuition Assistance Grants or Alumni Awards.

No additional application is needed for the above-mentioned scholarship once the international undergraduate application is submitted.

Background:

Discovery Channel Global Education Partnership (the Partnership) is a non-profit charitable organization spearheaded by Discovery Communications, Inc. in 1997 as an effort to bring together partners from the private and public sectors in support of a unique, grassroots education and technology project serving populations left out of the information age. Through its Learning Center project, the Partnership provides a television and VCR (or DVD player) to each school, three years of training and monitoring in the use of television as an educational tool, and educational video programming customized for the needs of communities we work in. The Partnership is seeking qualified individuals with expertise in program evaluation, specifically educational projects involving media and technology. Candidates must have expertise in participatory research methods (please see below for a detailed list of criteria). Working closely with the Partnership and its implementing partner in Romania, Center Education 2000+, the evaluator will use and if necessary adapt to the local context a set of evaluation instruments (developed by the Partnership) to assess the Learning Center project's impact on 6 schools in Dambovita County. The study will focus on the project's impact on three main areas: student learning and motivation, teachers' professional development, and school-community relationships.

Call for Partners-Cameroon-Europe Youth Exchange Programme

The Cameroon -Europe youth exchange programme provides mobility to young Europeans who would like to visit Cameroon where they will share ideas and best practices, build their capacities through skill building and leadership, and engage in the development of youth partnerships. They will discuss and develop effective youth-friendly strategies for some of the important issues youth face throughout the world- issues such as HIV/AIDS, environment, peace building and economic development. They also have the opportunity to learn and speak English and French as second language and explore the rich culture of Cameroon through visits to three major cities.

The ten day program will take place from 24 April-3 May 2006 and the cost is 700 Euro.

The Cameroon-Europe youth programme is sponsored by the Cameroon Association for the Protection and Education of the Child (CAPEC). Since its inception in 2002, the organization has been working with children/youths, parents, Government bodies and intergovernmental bodies in the promotion of youth affairs. It works to identify the need of youths especially the rural youths, the underprivileged through participatory approach.

Partnerships for the programme are welcomed.
