Background:
Discovery Channel Global Education Partnership (the Partnership) is a non-profit charitable organization spearheaded by Discovery Communications, Inc. in 1997 as an effort to bring together partners from the private and public sectors in support of a unique, grassroots education and technology project serving populations left out of the information age. Through its Learning Center project, the Partnership provides a television and VCR (or DVD player) to each school, three years of training and monitoring in the use of television as an educational tool, and educational video programming customized for the needs of communities we work in. The Partnership is seeking qualified individuals with expertise in program evaluation, specifically educational projects involving media and technology. Candidates must have expertise in participatory research methods (please see below for a detailed list of criteria). Working closely with the Partnership and its implementing partner in Romania, Center Education 2000+, the evaluator will use and if necessary adapt to the local context a set of evaluation instruments (developed by the Partnership) to assess the Learning Center project's impact on 6 schools in Dambovita County. The study will focus on the project's impact on three main areas: student learning and motivation, teachers' professional development, and school-community relationships.

Qualifications
Applicants must have:
Minimum 2 years experience in social research, involving participatory research methodology,
Minimum 2 years experience in project and program evaluations, preferably in educational projects with a media and technology focus,
Strong quantitative and qualitative research skills, especially in qualitative research,
Strong writing skills,
Written and oral fluency in English,
Knowledge of the Romanian educational system and policy
Academic degree in a relevant field (social sciences, education) - PhD strongly preferred,
The ability to work independently and in conjunction with a group of advisors at the Partnership and the Center, in a rural area
Available to start in February and finish the research no later than the end of March, beginning of April
