The main themes (brief summary):
Opening speech – All Different – All Equal, Diversity via Difference, Human Rights as the Joining Factor, Intercultural Learning Breaks the Barriers, Let us join for Diversity to Stop Violence, Discrimination, Exclusion, Intolerance.

The objectives:

To discuss the current situation of the countries and explore the possibilities to address the discrimination, influencing the young people.
To set up the framework of policies for ensuring social inclusion of young people with disadvantaged background.
To bring the young people of 9 countries together for strengthening the network of combating against exclusion and discrimination.
To arm young participants with the strategies to use best for youth participation in their home countries.
To create the common space for joint work.

The aim of the European Campaign for Diversity and Participation is to encourage and enable young people to participate in building peaceful societies based on diversity and inclusion, in a spirit of respect, tolerance, and mutual understanding. In its undertaking, it will highlight the links with the 1995 Campaign against Racism, Anti-Semitism, Xenophobia and Intolerance; to this end, the slogan selected for the Campaign is that of the previous initiative, namely: “All Different, All equal”.
The partners in organising this Campaign are the Council of Europe, mainly the Directorate of Youth and Sport (DYS), the European Youth Forum. Its activities will be undertaken essentially by young people in partnership with public authorities; the target group of the Campaign is the civil society, both at European and national levels. However, the Campaign should of course reach out to as many young people in Europe as possible, with a particular focus on those who are victims of
discrimination, and in particular through activities involving schools.
The Campaign will take place in 2006, with continuation of activities and follow-up in 2007.
A European Steering Group of the Campaign, made up essentially of members of the Joint Council on Youth, and the European Youth Forum, has been established to oversee implementation of the Campaign. National Campaign Committees, involving all partners (youth and other NGOs, local and national authorities, government institutions, the media, etc.), will be set up in the member States.
Activities will be undertaken at the local, national and international level, bearing in mind that the bulk of the activities should focus on involving populations at the local level. Material provided from the DYS (a ampaign “toolkit”) will be used to provide a common thread for all Campaign activities, bearing in mind however the need to avoid a top-down approach – each National Campaign Committee will decide on its programme of activities according to its possibilities, both financial and otherwise.
European level events will also be organised, which either will constitute the basis for national or local activities, or serve to present their outcomes. Activities will be implemented principally around the three following main poles: Youth Promoting Dialogue (no respect for diversity without dialogue); Youth promoting participatory democracy (no sustainability of those actions without thorough cooperation at all levels); Youth Celebrating Diversity (no promotion of diversity without a genuine cultural dimension).
Organising the Campaign in the framework of those 3 key poles should ensure a comprehensive approach to promoting diversity in Europe through this large scale European campaign. First of all it would respond to the need to open a large scale dialogue on the added value of Europe’s diversity and how this diversity contributes to building democratic societies. Secondly, the campaign would respond to the need to strengthen partnership between civil society and public authorities to promote
this diversity at all levels. Thirdly, the 3rd pole of the campaign would outline the role of culture as an essential means to promote diversity. The European Steering Group and the National Campaign Committees will ensure the interrelation of the activities.
Different actions might be planned to implement the Campaign, including:
Campaign buses circulating at local level to link local activities and to give them a European dimension;
Public activities to spread / disseminate information; sticker/calendar expressing diversity; postcard campaign; human rights education material; etc.;
Round tables at European level to develop policy guidelines on Campaign issues;

Methodology:

The 6 days Programme consisting of 1 introductory day, 3 days of training, 1 day of workshop and 1 day conclusion. The methodology will be based on interactive and inclusive participation of all the participants from 9 countries (Azerbaijan, Ukraine, Poland, Latvia, Russia, Georgia, Lithuania, Moldova, Estonia) around the topic of “All Different – All Equal”. The programme will be held by professional trainers and facilitators with the incorporation of games, team work, group discussions, etc. It is planned to organize 6-days educational program and 1 day for
cultural learning. During the program there will be held the survey among the participants for assessing the needs of youth and determining the factors preventing the diversity and participation. The data of the survey will be reflected in the final report with examples of good practice.
The programme of the course will be conducted using an interactive and participative approach. A team of experienced trainers will design and carry out the programme of the course. Both learning from each other and learning by doing will be crucial. Participants' prior experiences in youth work, particularly at local and regional level, will be important and used in the development of the learning process. Active participation, group-work and teamwork, as well as theoretical inputs will characterise the programme of the course.
On the basis of their already existing projects in their home countries, participants will be invited to share good practices, to exchange useful information, to work intensively on their existing projects and to improve their project management skills in regards to participation projects.

Contents of the Course

Within the above mentioned framework, the Azerbaijan Volunteers’ Public Union with the support of the European Youth Foundation of the Council of Europe developed a training course on the development and implementation of youth participation projects at local and regional level.
The course will focus on the work on existing projects that specifically promote the participation of young people in local and regional life, both independently and in co-operation with local and regional authorities. Furthermore the course will encourage youth participation in local and regional public life, and lobby local and regional authorities to develop policies, means and structures for encouraging such
participation. Topics as citizenship, human rights, democracy and civil society will also be addressed.

Profile of participants

All participants selected for this course must be:
– Youth leaders and people in position of responsibility in international non-governmental youth organisations (INGYOs), national youth councils (NYCs), national or local youth organisations, actively and directly involved in youth participation projects at local or regional level
– Young staff of governmental or local authority services responsible for youth participation at local and /or regional level;
– youth workers or project leaders active within regional and municipal services, in charge of a project on youth participation
– motivated in developing youth participation projects
– be aged between 18 and 30 years;
– eligible countries

– be actively involved in a youth organisation or governmental youth related service, and in a position to take on responsibilities within multi-cultural or intercultural activities after the event;
– be able to work in working language of the seminar in this case English,
– be committed to attend for the full duration of the forum and be supported by their youth organisation, governmental service or a national agency of the YOUTH programme of the European Union with a letter of recommendation from a responsible member of the staff or board of the organisation confirming their support for both the candidate and their ability to multiply the seminar (Please see attached application form for details and letter of recommendation required).


Preparatory Team of the Event:

The preparatory team of the event composed of the selected partner
organization members’ and Trainers team of the European Youth Centre Trainers Pool and external training consultants.

Application and Deadlines, Procedure and Selection of Participants:

All candidates must apply using the enclosed application form. This form should be sent directly to the email address of Organizers, together with a letter of recommendation from the sending organisation or service, no later than 10th of June 2006.
The preparatory team will make the selection of participants on the basis of the motivation, perceived training needs, experience and potential for multiplication within a viable youth work context by individual candidates and sending organisations. In addition, the team will try to ensure a balance between gender, geographical regions, and different types of experiences, cultural backgrounds and organisations.
The letter of support for the candidate should explain the need and the value for the sending organisation or authority and for the candidate to attend this course. If an organisation wishes to propose more than one candidate, the order of priority should be clearly indicated and justification for the priority list should be provided.
20 participants will be selected on the basis of the profile outlined above by the preparatory team. The team will try to respect the organisations’ priorities as far as possible, but also to ensure a geographical balance, gender balance, different types of experiences, cultural backgrounds, organisations, institutions or projects the motivation and perceived training needs of the individual participants are among the criteria taken into consideration during the selection process.


Candidates will be informed by the end of June 2006 whether they have been accepted or put on the waiting list. Due to the large number of applications expected, the Organizers are not in a position to confirm refusal to candidates not accepted for the seminar.

Accepted candidates will receive all relevant documentation in advance of the seminar by e-mail. The sending organisations and their successful applicants are reminded that once a candidate has been placed on the final list, they must make every effort to attend for the full duration of the seminar. If, for any exceptional reason, they are unable to take up the offer of a place, they must inform the organizers immediately. Replacements, but not necessarily candidates from the same
organisation, will be taken from the waiting list.

International travel, meal and accommodation costs of the Seminar:

Organizers will cover the expenses of the local transportation, accommodation, meals as well as the cultural program for the participants. The reimbursement for the visa and travel costs will be up to 300 EURO. No participation fee will be required for participants.
