CfA: CEI International Summer School, Beyond the Enlargement

The CEI International Summer School of Cervia "Beyond the Enlargement. The Wider Europe and the New Neighbourhood" will take place in Cervia in September 2006, from the 3rd to the 16th.

Since 1995 the “Europe and the Balkans International Network - Centre for Eastern European and Balkan Studies”, established by the University of Bologna, has been organising a yearly Summer School for post-graduate students from Eastern Europe and the European Union. Up to the ninth edition, held in 2003, the School was entitled “Post-Communist Transition and European Integration Processes", while from 2004 the School has had the title: "Beyond the Enlargement. The Wider Europe and the New Neighbourhood". This change was due to the EU enlargement to eight East European Countries in 2004, five of them belonging to the CEI area. That was considered the end of the so called "post-communist transition", at least for this part of Eastern Europe. The recent policy of the EU on “Greater Europe and the new neighbourhood” offers new spaces for interaction between the CEI and the EU strategic goals, and this will be taken into serious consideration in the School programmes, as well
as in the selection of the students.

The School Offer
The School offers its students a unique international arena where the problems of the Enlarged Europe can be analysed in depth through the active participation of a prominent and well experienced International Faculty and a select, widely differentiated group of students from various countries. Thanks to its scientific and methodological approach, tested during the past eleventh editions, the School contributes in creating strong roots for high standards of self-understanding and
tolerance, looked upon as basic values for the advancing of civil societies and
for the consolidation of political institutions in South-eastern Europe, Caucasus and the CIS, as well as for the settlement of conflicts in those regions. Indeed, they are basic prerequisites for the integration of this Area into the EU in the next future, or for the establishment of a good neighbourhood.

At the same time, the young generations coming form these areas are expected to become members of the new leadership, supporters of democratic principles, human rights values and free market economies. They can help to create, in their own countries, positive expectations from economic and democratic integration into Europe or from strong cooperation with the EU, reversing the current trends, particularly in South-eastern and CIS Europe, where strong national confrontations and ethnic contrasts are often considered as values.

The high quality of the Faculty and the trans-European character of the School combine to provide the students with an ideal environment for the development of interpersonal and intercultural relationships between Eastern and Western Europeans and for shared learning about political questions of common concern. The School is, in this sense, a good opportunity to foster cultural open-mindedness in young generations coming from countries involved in nationalistic tensions and, sometimes, even in war activities.

Taking this consideration into account, the School deals with the post-Cold War challenges and the courses are designed with the aim to help South-eastern Europe and CIS students to learn about democratic development, human rights, peace and security issues, integration factors and the new EU policies of neighbourhood, as well as to analyse emerging patterns of economic growth and commerce based on new technologies, institutions and work practices. The Twelfth School offers 3 different
courses, corresponding to 3 main study areas:

1 - Democracy, Governance and Political Institutions

2 - Economic Transition, Enlargement Processes and Globalisation

3 - Sustainable Development and Environmental Integration in a European Perspective

The Course “Democracy, Governance and Political Institutions” will be focused on state building processes, political institutions and governance, institutional changes and integration into a European democratic system, policies of neighbourhood, nationalism, differences in gender, and relationships between ethnic minorities and majorities.

The course “Economic Transition, Enlargement Processes and Globalisation” will be focused on subjects concerning the European Monetary Union and the development of Small/Medium-sized Enterprises as engines of growth in an economy where globalisation plays a prominent role.

The course “Sustainable Development and Environmental Integration in a European Perspective” will be focused on the socio-economic aspects of development, analyzing the processes of European integration by using a comparative approach with West-eastern Europe, on eco-sustainable agriculture, the environment, and European assistance in the adaptation of the economy of the former communist market.

The students will attend the courses subdivided into three groups, one for each area.
The School admits young post-graduates from CEI countries excluded from the EU Enlargement, the European Union, and_CIS countries. In particular, the School admits 40 participants from the CEI, Russia, Turkey, Caucasus, EU countries and overseas. Grants will be provided only for students coming from East-central and Balkan Countries that are CEI members.

The Courses will be held in Cervia (Ravenna), Italy, and will include 70 hours of lectures, seminars and workshops. They will also be supplemented with a number of interdisciplinary events, scheduled in the School calendar. The events will enable the students to explore topics of politics, international dimension and the role of the European Institutions, potential cooperation with the New Neighbourhood Eastwards, and inter-regional relations in South-eastern Europe.

Application Form and Deadline
Deadline for application: 31st May 2006 is the strict deadline set for receiving the properly completed Application Form, together with a copy of the Curriculum Vitae and an endorsement letter. Incomplete applications and/or applications received after this deadline will not be considered for the selection.
