Call for Articles and Book Reviews

Balkan Human Rights Yearbook (BHRY) is annual publication of the Balkan Human Rights Network (BHRN). The Yearbook is a scientific periodical publication that promotes and explores Balkan countries achievements and experiences in the implementation of universally accepted concept of human rights.

The topic of Yearbook 2007 is “Millennium Development Goals as a challenge to Human Rights NGOs in the Balkans - Youth Employment”. Research articles from a variety of perspectives, theories, approaches, or methodologies are welcomed. Submissions are encouraged from all BHRN member organizations and regional human rights community, with special consideration given to voices or perspectives from human rights practitioners and young scholars.

Manuscripts considered for review include research reports, opinion pieces, literature reviews, “how-to” papers and book reviews. Research papers should present country profile in relation with the given topic. They should range in length from 8.000 to 10.000 words. Book reviews should be as short as is consistent with a clear presentation of the subject matter. They should range in length from 600 to 1500 words.

Background

The eight Millennium Development Goals (MDGs) – which range from halving extreme poverty to halting the spread of HIV/AIDS and providing universal primary education, all by the target date of 2015 – form a blueprint agreed to by all the world’s countries and all the world’s leading development institutions. They have galvanized unprecedented efforts to meet the needs of the world’s poorest. (http://www.un. org/millenniumgo als/).

Among the most important goals, to be pursued by international community led by the United Nations Organization is Millennium Development Goal 8, Target 16: In cooperation with developing countries, develop and implement strategies for decent and productive work for youth. Accomplishment of this important goal is to be verified by Indicator 45: Unemployment rate of young people aged 15-24 years, each sex and total.

The Millennium Development Goals Report 2006, states that “The integration of youth, especially those from underprivileged households, into the labour market, is important for future growth and for stopping the intergenerational transmission of poverty. In the words of the UN Secretary-General, youth are our most valuable asset for the future, and, as such, must be nurtured.”

In the spirit of the above noble declarations, the Balkan Human Rights Network decided that the topic of the Balkan Yearbook of Human Rights 2007 shall be Youth Employment.

Objectives

The objective behind the publishing of the book is to provide written blueprint for continuation of reform process in different aspects of youth employment, check the progress of implementation of Millennium Development Goals in member countries, and/or explore the possibilities for expanding on the experience in tackling the issues of youth employment accumulated by the contributors. It also aims at affirmation and giving greater say to younger experts, who currently do not have the opportunity to have their opinions heard among the professional public.

Expected Results

The book will deal with the issue of youth employment in general. Different essays shall deal with legal, ethical, regional, methodological, multidisciplinary, and other dimensions of the problem. Editors shall ensure that essays follow the general principles outlined in this Terms of Reference, and aim for the contributions to cover the widest possible scope of issues related to youth employment. Case studies with broader implications, country progress reports, results-based policy papers, and other forms of contributions are all welcome.

Methodology

The candidates for inclusion in the volume should send the proposals to the editor for approval. The proposals have to include the topic, title of the essay, as well as short description (not more than 300 words). Following the approval of the essay, the candidates whose proposal were approved for inclusion in the volume will be sent official replies, which will outline specific requests pertaining to their works, as well as suggestions and corrections in relation to proposals (if any).

The authors shall then be given the appropriate time (approximately two months), following which they should submit their draft essays, typically 6000 – 7000 words long. These drafts shall then be reviewed by the editor and possibly external reviewers, before being sent back to the authors for finalization. Final drafts will once again be reviewed to ensure that specific comments and suggestions were appropriately incorporated. Once the final version (having undergone two reviews and completed to the satisfaction of the editor) had been submitted, the texts shall be sent to be proofread, following which the book shall be published by the BHRN.

Drafts should be submitted in English language.
