CfA: Consultant on Secondary and University Education in the Balkans

A Washington D.C based government contractor needs a consultant to assist USAID in creating a report about secondary and University education in the Balkans.

The report, to start in February or March 2009, will include three main sections: a synopsis of changes in the Balkan education system after 1989, a review of current external funding from the USA, and a review of current external funding from other governments, the European Union, and private organizations.

The focus on the report is both theoretical in terms of concepts and techniques for improving delivery and funding of education within the region and practical in terms of the historical and current results of this funding.

Relevant Skills Required:

Interviewing experience.
Fluency in English and at least one regional language.
Understanding of Excel.
Good writing skills (especially for reports).
At least two years experience within an educational, NGO, or governmental organisation. Commercial experience is acceptable if work was related to education or statistical collection.
