JRC is in charge of collecting and processing fisheries Member State data via the Data Collection Framework (DCF, Council Reg. (EC) 199/2008)) for the purposes of producing scientific advice for the Common Fisheries Policy. The data relates to the biological, economic and environmental dimensions of the EU fisheries and aquaculture
sectors and is collected several times a year through data calls and a dedicated JRC web site. Starting in 2009, more disaggregated data will become available and important time series will need to be collected and preserved. Data quality, data harmonization, data access and data sharing are key issues for the effective use of the data collected.

Research and development are needed to enhance the underlying IT data infrastructures for the many diverse incoming data provided by Member States, but also other types of research data and digital information available. In 2010, the focus will be to develop and populate an EU-level database for fleet-specific effort and catch data for most EU sea basins, to make possible efficient checks on effort reduction
agreements. However, the overall aim is an effective data access and data sharing environment for both raw and processed data to support many different types of scientific analyses. The selected candidate will work in a team with fisheries scientists, fisheries economists, statisticians and IT application developers.

We require 5 years of relevant ICT experience in a research environment after the first degree or a PhD degree in ICT or related area. Solid knowledge of data management issues is indispensable. Experience with web architectures and databases is necessary. Hands-on experience with statistical software is useful. A strong interest in common languages and formats for scientific data sharing is very welcome. Experience with formal data collection schemes will be appreciated
