The study will present a critical assessment of the measures, instruments and national action plans designed to actively promote the situation of Roma EU citizens in the EU.
The study will in particular focus on the situation in the following Member States: Bulgaria, Czech Republic, Hungary, Poland, Romania, Slovakia, as well as Germany, Greece, Spain, France, Italy, and the United Kingdom. The study will concentrate on the economic and social integration of Roma EU citizens as well as their labour market and educational integration.
The study will present how the respective measures, instruments and national action plans are designed, how they are currently implemented and will give a critical assessment of their present effects as well as their expected effects as compared with their respective aims and objectives. In this respect, the study is expected to indicate potential foreseeable trends.
The study will in particular provide an in-depth analysis of the institutional and legal framework put in place in the Member States to promote these actions and national policies. It is expected that the study will underline both the shortcomings and failures but also the positive aspects as well as successes. It will draw practical recommendations. The study will underline the potential role which the
EU can play in the framework of the Treaty of Lisbon to enhance the situation of Roma EU citizens.
It will in particular provide a detailed analysis of the legal instruments and policies which can be used and put in place at EU level to foster the integration of Roma EU citizens and promote an active cooperation between the Member States. To this end, the study will analyse the most powerful and legally-binding tools provided by
EU law to facilitate the objectives described above with due emphasis on their related financial and budgetary aspects, and will present an explanatory comparison among these instruments as well as their practical application. It will make practical recommendations to that effect.
This study is neither intended to underline nor to analyse discrimination and/or issues of migration which concern Roma EU citizens. Questions related to discrimination and migration are already covered in various other studies.
Duration of the study: 6 months. The study must be written in an official European Union language, and submitted with a translation into English. If English is the official language used for the study, then no other translation must be supplied. In principal, and in the absence of written consent from the European Parliament, the study should not exceed 300 pages of text (excluding tables and graphs). In addition, a summary of no more than 50 pages and no less than 30 pages must be submitted with the study. The summary must be drawn up in the same languages as the study.
On 12.5.2010, interim results of research must be sent to a European Parliament representative, and discussed with him/her. This could mean, for example, a detailed provisional contents list, a draft timetable for meetings and other arrangements between the parties taking part in the study, a provisional timetable for delivery of part of the work, samples of parts of the study which may have been completed. On 20.9.2010, 2 paper copies of the interim study must be delivered either to Brussels or to Strasbourg; this interim study is to be as complete as possible and written in the same language as the study itself. The final version of the study must be delivered to the European Parliament's Internal Policies of the Union DG no later than 1 month after dispatch of the letter confirming that the European Parliament accepts the interim study; this letter may include comments which must be taken into account in finalising the study. Observance of this deadline forms a vital part of the contract. When drawing up the final version, the contractor must take into account comments made by European Parliament representatives regarding the interim study.
