Austrian Science and Research Liaison office Ljubljana www.aso.zsi.at has identified project management capacity building as a key precondition for Western Balkan countries to harness the great potentials offered by European Research Area and the process of European integration and for WBC researchers to fulfill the role of a reliable, successful and sought for partner in EU projects.

Therefore ASO Ljubljana is joining efforts with European Association of Research Managers and Administrators www.earma.org on research management capacity building in WBCs by facilitating the participation of research managers and administrators (approx. 10 people) from Western Balkan countries in this year's annual EARMA conference which will be held June 20-23 in Ljubljana www.earma-ljubljana2010.org/ .

Programme

EARMA 2010 Conference programme will consist of plenary and keynote lectures, as well as a wide variety of parallel workshops and sessions dealing with many practical aspects of research management and administration.

The programme is divided into three subject 'tracks', and aims to cover the following:

- FP7 management and Finance: 7 financial rules, full costing, certification, timesheets, and audits

- Research Office Services - models of research office support structures, project management, and adding value to proposals

- Research Strategy & Policy - funding strategies, industry-university collaborations, and building research capacity

In addition to the main conference workshops and sessions which will take place on Monday 21 and Tuesday 22 of June, Austrian Science and Research Liaison Office (ASO) Ljubljana (http://www.aso.zsi.at) will organize in the late afternoon/early evening of June 20th a special networking meeting of WBC participants in order to enhance cooperation and networking in SEE region (and Austria and Slovenia) and to present some leading European projects and initiatives in the field of S&T cooperation with the region (like e.g. The Western Balkan Countries INCO-NET www.wbc-inco. net, Steering Platform on Research for Western Balkan countries etc.).

Who can apply

Research Managers and Research Administrators, from both governmental and academic levels, from the following countries: Albania, Bosnia and Herzegovina, Croatia, Kosovo, FYR of Macedonia, Montenegro, Serbia.

Applications for participation of female research managers are highly encouraged. Early stage career researchers who have not yet administered research projects but intend to do so as part of their career development plan can also apply.

Introduction

The University of Sydney World Scholars awards provide opportunities for academically gifted PhD candidates who have developed innovative research projects to undertake a PhD degree at the University of Sydney with financial support. This prestigious award will attract high-quality research candidates from a broad range of countries and disciplines. Candidates will engage in progressive research whilst facilitating the development of strong bilateral research linkages between Australia and the rest of the world.

General Guidelines

World Scholars awards support the full cost of academic tuition fees for up to three (3) years on the terms set out in these Guidelines. The scholarship will also fund a travel contribution towards the cost of a return international airfare (as set out in the „Air Travel‟ section of the Scholarship Conditions, below).
Applications are invited from international students who are citizens of the following countries ("Participating Countries"):

We would like to draw your attention to a call for papers for a workshop on Social Policy and Religion in the Middle East: Questioning Existing Paradigms�, to be held as part of the 12th Mediterranean Research Meeting of the European University Institute, in Florence, Italy between 6-9 of April 2011. Scholars from the Middle East and elsewhere engaged in research on social policy and religion in general or on social policy and religion in the Middle East, in particular, are encouraged to submit abstracts by July 15th on the meeting website

CfP: European Winter Finance Conference (EWFC), 2011, Switzerland

The EWFC is a small informal conference. Participants arrive on Sunday evening, 16 January and depart on Thursday morning, 20 January. Sessions take place Monday - Wednesday. The programme allows for nine papers with discussants. Presentations last 45 minutes, with 15 minutes for the discussant and 15 minutes for general discussion.
There is an early morning session and a late afternoon session.

The conference will take place at the Hotel 3 Könige & Post in Andermatt, Switzerland. This is a traditional hotel will good facilities. Space availability limits the size of the conference to around 25 participants. Accomodation will be at the 3 Könige & Post and a neighbouring hotel.

The hotel is easily accessible. Trains run every hour from Zurich airport with a transit time of just over two hours. The SBB website gives details of connections. There are also fast international train connections to Italy and Germany.

There is no registration fee for the EWFC. Participants cover their own expenses. The hotel cost will be CHF215 per night including dinner (approx $198, Euro150, £130). (A few small rooms will be available at a lower rate of CHF160, and we also may be able to offer partial assistance to a few participants who do not have access to research
funding - if this applies to you please mention on the application form).

Most participants ski, and the conference schedule allows for this. The cable car is close the hotel. Ski-ing is not formally organised but in practise participants at the conference ski together in different groups depending on preferences. Andermatt has long been popular with hardcore skiers yet remains relatively unknown as an
international resort. The town has a charming, unspoiled atmosphere. Since a major development project is planned for the resort, this may be the last chance to experience the "classic" feel of Andermatt.

The call for papers will be issued in June 2010. The deadline for applications will be on 15 October 2010. We will reply by 15 November 2010.

Heinrich Böll Foundation Scholarship for (Under-)Graduate

Eligibility & Guiding Principles
In accordance with the guidelines of the German Ministry for Education and Research (BMBF) as well as the Foreign Office (AA), scholarships are awarded by the Scholarship Department to German and foreign students.

A) The following requirements apply to German citizens, EU citizens and students who have gained their university entrance qualifications from a German school:

The maintenance scholarships which are awarded to German citizens, EU citizens and students who have gained their university entrance qualifications from a German school will be calculated on the same basis as BAföG, depending on your parent’s income and/or your own income and personal assets. Irrespective of this, an independent book grant of 80 € per month will be awarded to all successful applicants.

You must be enrolled at a state-recognized university or college (e.g. Fachhochschule) in Germany at the time the scholarship payments begin. The foundation also grants scholarships for Master degree courses in other EU countries.

* Earliest application date: if you intend to enrol for a Bachelor or Masters degree, for a Diploma, Magister or State Examination, you can apply for a scholarship before your studies begin, but the earliest date for receiving payment will be the beginning of the first semester. We advise you to make your application in time for the start of your studies.
* Latest application date: within the prescribed maximum period of study you should still have at least four semesters before your final examinations, so that the foundation can support you for at least three semesters.

B) The following requirements apply to foreign applicants (except EU citizens) who wish to study in Germany:

You must be enrolled at a state-recognized university or college (e.g. Fachhochschule) in Germany at the time the scholarship payments begin.

* You should provide proof that you have already graduated with an initial professional qualification. This programme mainly supports students aiming for a Masters degree.
* You need a good knowledge of German, and we kindly ask you to provide proof of your proficiency. Please note that the selection workshop (interviews, group discussions) will normally be in German. Exceptions (interview in English) are, however, possible.
* Unfortunately, the current guidelines specify that we can not support foreign scholarship holders for stays abroad in third countries for more than four weeks.

Doctoral Assistant Position in Public Economics

The Institute for Microeconomics and Public Economics (MecoP) at the Faculty of Economics, University of Lugano, invites applications for up to two Doctoral Assistant positions for up to four years. The starting date is October 2010, but a later date is possible. The working environment (including infrastructure and remuneration for teaching and research assistance) is very attractive.

The successful candidate(s) will be full-time PhD students at the University of Lugano, under the supervision of Professor Jametti. As such the candidates' main focus will be on doctoral research and completion of related PhD courses (with a possibility to pursue doctoral courses at the Study Center Gerzensee). The research topics will be in Political Economy and/or Fiscal Federalism with an emphasis on empirical applications. Since the positions are financed through grants from the Swiss National Science Foundation, research projects will insert themselves into these projects. In addition candidates will provide part-time assistance in the institute's research projects and teaching activities.

The ideal candidates have, or are upon completion of, a Master's degree in Economics, Econometrics or a related field.

2 PhD Positions in Statistics/Econometrics at University of Neuchâtel

ASSISTANT POSITIONS in STATISTICS/ECONOMETRICS are announced at the Institute of Statistics, Faculty of Economics, University of Neuchâtel.

The Institute of Statistics of the Faculty of Economics of the University of Neuchâtel expects to open up to two assistant positions (for a total of up to 150% working time) starting in August 2010. The successful candidates are expected to enroll in and begin working towards a Ph. D. degree in Statistics at the University of Neuchâtel. The possible topics of the thesis cover theoretical and/or empirical methods in statistics and econometrics related to the areas of expertise of the department.

The Faculty of Economics of the University of Neuchâtel, has around 400 students, over 30 full professors and guest teachers, 20 lecturers, and about 30 teaching and research assistants.

The Institute of Statistics, one of the seven institutes that constitute the Faculty, gives bachelor and graduate courses included in the university degree programs in economics, mathematics, management, social sciences, labor psychology, and informatics. Moreover, the Institute of Statistics offers a master program in statistics. The research interests of the faculty include sampling, estimation in finite populations, public statistics, extreme values, time series, statistical methods applied to finance and macroeconomics.

Ideally located at the heart of Europe (halfway between Zürich and Geneva), Neuchâtel offers its residents an exceptional quality of life and is an ideal place for study and high-level research work.

QUALIFICATIONS AND ASSESSMENT GROUNDS FOR APPOINTMENT

The applicants should
· have a Bachelor and Master degrees in statistics, mathematics (with some knowledge of economics), economics or finance (with a strong mathematical background), or related fields,
· be willing to start working on a Ph. D. thesis in the fields of statistics or econometrics at the University of Neuchâtel,

The assistants will be employed on a fixed-term contract and will be active in the Institute of Statistics, University of Neuchâtel for the full duration of this position

The successful candidate is expected to conduct research towards the completion of a Ph. D. Thesis.

They will function as a teaching assistant for bachelor and master level courses and expected to interact with the students and to assist them in their learning effort. The teaching is both in French and English.

The assistant will also play an active role in the department. She/he is expected to interact with other researchers in the school, to participate in department's activities, to contribute to the scientific life of the department by attending seminars, conferences, taking part in organizing of scientific events, supervising undergraduate/ graduate theses within her/his research area, etc.

The position offers also the possibility for close academic collaboration with the other institutes and departments of the university (in particular with the Institutes of financial analysis, information management, and economic research, and the department of mathematics) , as well as relevant departments of the Universities of Geneva and Lausanne (these last ones in the frame of the collaboration agreement “Triangle d'Azur”).

SALARY AND BENEFITS
The successful candidates will receive benefits and salary in accordance to the rules and regulations of the University of Neuchâtel (see http://www2.unine.ch/rh/page12271_fr.html).

Rough and non-binding estimates of the salary for 100% employment go from a gross salary of around CHF 68,000 (€ 48,000)/year in the first year to roughly CHF 79,000 (€ 56,000)/year in the fourth year.

“Reconstructing Imaginary and Real Byzantium: Historical and Cultural Legacys that Divide and Integrate Europe”

The Summer School “Reconstructing Imaginary and Real Byzantium: Historical and Cultural Legacy that Divide and Integrate Europe” will explore the complex and fascinating phenomenon that is Byzantium and its legacy, striving to go beyond the established approach in the study of Byzantine history and culture. The objective of the Summer School is to create distance from the stereotyped application of “Byzantinism” and to introduce the Real instead of Imaginary Byzantium. Apart from the historical analysis of the origins of Byzantium and its development as a
separate political and cultural entity that dominated Eastern Mediterranean for more than a millennium, various questions concerning the interpretation/ misinterpretatio n of the Byzantine legacy in the conceptualization of European civilization will be discussed. The Summer School will explore Byzantine studies in the Western Europe and “put them in a dialogue” with those taking place in Southeastern Europe. Its main goal is to stimulate the critical understanding of Byzantium and its heritage not just as a factor of the East-West division, but as an integrative civilizational bridge between the Balkans/Southeast Europe and Western Europe.

The Summer School is integral part of Ohrid Summer University (OSU) which is an academic program for young faculty, PhD candidates, postgraduates, researchers and professionals, which offers intensive, problem oriented and research based courses from the domain of social sciences and humanities.

Position and Profile: A postdoctoral position is available for a highly motivated scientist with a strong background in molecular biology and mouse genetics. The position is financially supported by for a period of one year, starting the 1st September 2010, with a possible extension of one year.

Research project:Our unit is studying early vertebrate development, focusing on themolecular mechanisms that control neural development, from germ layer formation and neural induction to those that regulate neural stem cell proliferation and differentiation. Gene function is approached using microinjection into amphibian embryos and genetic knockouts in the mouse.

The project focuses on the function of DMRT genes encoding zinc finger transcription factors in the development of the cerebral cortex. /Q: I'm Armenian by nationality I got a higher education (degree) in Armenia. Now I would like to apply for a scholarship for LL.M. programs in the U.S. Do I have any chances to get a scholarship? /
Rosie Edmond: Yes, you should apply to the Fulbright grant, but also check with the schools directly. Some (but not all) have scholarships for foreign lawyers. American University offers 5 full scholarships for our LL.M. in International Legal Studies.

/Q: What do you think makes applicants competitive for those 5 full scholarships available for an LL.M. at American?/
Rosie Edmond: Excellent writing skills because it is solely based on that. The scholarship requires the applicant to submit a 750 word essay on a major international legal issue and a 250 word essay on what that winner would do to give back to the Washington College of Law community. They use the essay to judge legal knowledge and writing skills.

/Q: I will apply for LL.M. programs in the USA this year. My goal is to receive the Magister Degree. I have a diploma of Specialist of Law with honors and some work experience. Do I need to pass a specific exam for LL.M. or just the TOEFL? What is the required score for TOEFL?/
Rosie Edmond: Most LL.M.s require the following: Application form, TOEFL/IELTS/ PTE, 2 letters of recommendation, transcripts and degree certification. American University requires 93 but other schools might be higher.

/Q: Greetings from Denmark. I would like to know how you view (or others you know of) work experience when applying for an LL.M.? Many Danish students want to go straight after their bachelors (first professional degree in Denmark). Can that be a problem? /
Rosie Edmond: That depends on the school and the program. For AU our LL.M. wants both recent grads and those with work experience in order to enhance the program's diversity. Some more business oriented programs may want applicants with more experience. Sorry this is not a one size fits all answer.

/Q: Greetings from Ukraine. I know that many universities in the USA require students to pass the LSAT. What is the required score for LSAT?/
Rosie Edmond: The LSAT is only required for JD programs and not for an LL.M. The top schools will only accept applicants in the 90% (Harvard, NYU, etc.) The highest score is 180.

/Q: As a European student, can you practice as a lawyer in the U.S. once you have completed an LL.M?/
Rosie Edmond: In order to practice law in the U.S., you need to pass the bar. Please note that each state has its own bar, so if you pass the bar in NY you can't practice in California. Also if your goal is to practice in the U.S., an LL.M. is not a shortcut. I suggest applying to a JD program. Many of our graduates, however, do pass the NY bar but end up working at the World Bank, IMF or other international organization or firm.
/
Q: What kinds of internships do students do? Is it difficult for international students to find an internship?/
Rosie Edmond: As long as they are law related, a student can be an intern practically anywhere. Here in DC the opportunities are endless. We have placed students at the World Bank, IMF, OAS, embassies, and law firms. Most schools have a career office where students are given tools on how to market themselves.

/Q: I have learned about the WCL Summer Academy on Human Rights and Humanitarian Law - is it connected in some way to the LL.M. Program?/
Also, are there scholarship available for this particular event? Does one have to attend WCL to be eligible for the Academy? Thank you. Rosie Edmond: Yes, the HR academy is connected, although admission is separate. The HR, International Arbitration and International Environmental law academies are independent from the LL.M. program, but are all part of WCL. They are open to practitioners, law students and professors. Students interested in pursuing an LL.M. can transfer up to 4 credits to the ILSP. The academies have their own scholarships, but the ILSP does offer special scholarships (for the LL.M.) for participants of these academies. The academy takes place here in DC but most of the professors are Human Rights experts from all over the world.

The Editorial Board of Politikon, the International Association for Political Science Students' Academic Journal, invites graduate and undergraduate students to submit papers for review and possible publication.

Politikon accepts submissions on a rolling basis all year round. However, in order to be included in Vol. 16, No. 1. Year 2010, submissions will have to reach us before June 20th 2010.

Politikon aims at publishing works of high quality by political science students to give them visibility and recognition in the academic world. The Editorial Board will only consider original works for publication in the journal. Any manuscript that contains extensive material that has been published elsewhere is not suitable.

All articles published by Politikon are carefully peer-reviewed on a dual level, first internally by the Editorial Board and then externally by established political science professors and academics. Articles submitted to the journal should meet the following standards:

• English language
• 4000 - 7000 words, including footnotes
• Microsoft Word or RTF file format

The Department of Economics of the University of Otago in New Zealand is expanding its PhD programme and invites applications for Ph.D. Studentships (Scholarships) . Scholarships are awarded based on academic merit. The University of Otago is New Zealand's leading research university. The normal period of study is three years. We expect that you will have taken courses equivalent to our own honours programme, which includes advanced courses in micro- and macroeconomic theory and in econometrics. The fact that the Otago PhD does not include course work means that you need to have obtained the skills (either theoretical, empirical or both) required for your proposed research before coming to Otago. In addition, it is assumed that you have good written English skills.

Postgraduate scholarship by The Bentley Cropping Systems Fell

This Fellowship (a bequest from Helen S. Bentley and C. Fred Bentley) provides assistance to Canadian and developing-country graduate students with a university degree in agriculture, forestry or biology, who wish to undertake postgraduate,
applied, on-farm research with cooperating farmers in a developing country.

In principle, IDRC supports research on all parts of the developing regions of the world. At this time, Fellowships and Awards is not supporting awards which involve research in Burma, Cuba, Iran, Iraq, Eastern Europe or Central Asia.

Projects should evaluate and/or promote the use of fertility enhancing plants, such as leguminous forages, shrubs, cover crops, and grain legumes in small farms. The intent is to seek ways to increase the yield of food crops, improve farmers` livelihoods, and improve soil fertility.

The research should seek cropping system changes that will lead to: sustainable and increased crop yields; production of more and improved animal feed; improved soil and water conservation; improved weed control, and/or biological fixation of nitrogen. Projects should be planned and executed in cooperation with an international agricultural research centre, or with a developing-country institution involved in agricultural research that has an applied on-farm orientation.

Eligibility
1. Applicants
Applicants must be Canadian citizens, permanent residents of Canada, or citizens of a
developing country who are currently enrolled full-time in a graduate program (Master`s, doctoral, post-doctoral) at a recognized university in Canada or in a developing country for the duration of the award period.

2. Key Selection Criteria
A. Focus of the Research:
Proposals must focus on very simple cropping systems research that can benefit
smallholder farmers in developing countries, especially rural women farmers.

B. Participatory
Research:
Applicants must use simple experiments executed by cooperating farmers under guidance by the researchers (see details about the location of individual on-farm experiments) , and conduct their research with the active participation of the farmers, including women farmers. This requires that farmers be involved in all stages of the
experiment on their land, including all the stages of land preparation, seeding, and harvesting.

Research proposals must include details of the comparisons envisioned between the traditional cropping practice of cooperating farmers and the side-by-side alternative cropping practice, which must include some type of leguminous crop or plant. Please consult the attached diagram that shows how a simple on-farm experiment might be compared to either one or two alternative cropping systems. Thus, experiments must compare crop yields from traditional unicrop practice with yields of the same crop combined with some kind of leguminous plant grown either simultaneously with the traditional crop, or perhaps in some cases, grown before the traditional crop is planted.

Similar experiments executed in rural school gardens, conducted with the help
and advice of the Fellowship holder, and with the participation of both students and teachers, are also encouraged.

The research procedures must include extensive dissemination of the research results.
Smallholder farmers, including rural women farmers, should be the major focus of such publicity:

a. The results should be presented in formats that can reach the various stakeholders, such as field days, farmer visits, briefs for policy-makers;
b. Dissemination will actively involve farmers, extension workers, local development initiatives, and agricultural organizations by addressing other smallholder farmers, especially rural women farmers;
c. The publicity should include farmers` visits and farmer-to-farmer teaching and learning.

The applicant must:
- Provide evidence that a large part, or all of the research, will be carried out on the farms of resource poor or smallholder farmers. The award will not support research carried out on the farms of large land holders or on research stations;
- Provide evidence that farmers will actively participate in the experiments. Thus, the development of simple on-farm experimental designs with appropriate controls to determine the practicality and profitability of introducing a leguminous crop in their cropping system is essential;
- Scholarship applicants must provide explanations of how they will make the frequent trips from the `home base` to the villages of the cooperating farmers. This is essential for successful execution of on-farm tests;
- Explain how the research data was collected and how the introduction of leguminous plants in their cropping systems is expected to improve the economic benefits to farmers;

Applicants should suggest anticipated benefits/improvemen ts and sustainability of
their proposal.

C. Sustainability:
The applicant must:
- Provide evidence that he/she is or will be supported by local institutions that have a good working relationship with target communities, farmers and/or extension agencies;
- Indicate that he/she will seek cooperation, help and support from the local `extension officers` and/or NGOs in the identification of individual farmers who
are likely to be suitable and cooperative.

Duration
Award tenure corresponds with the period of field research. In general, this will be between eighteen months and twenty-four months.

Value
The value of the award is up to CA $30,000. If there is strong evidence of significant potential benefits, the award may be extended upon re-application.

Progress Reports
Fellowship holders will commit to provide IDRC with three brief progress reports per year.

Deadlines
October 1, 2010 (awards will be announced by mid-December 2010).

Tenure must be undertaken by December of the following year.
