In May 2007, the Institute for Strategic Dialogue (ISD) had the pleasure of launching the Weidenfeld Scholarships and Leadership Programme. The Weidenfeld Scholarships offer exceptional postgraduate students and young professionals primarily from Eastern Europe, Russia, Central Asia, North Africa and the Middle East the opportunity to pursue graduate studies at Oxford University and to participate in a comprehensive programme of leadership development, with access to senior figures from the public and private sectors.
Following an intensive selection process in April 2008, the 2008-2009 Weidenfeld Scholarships were awarded to twenty-five extraordinary young people. This group of 25 scholars will join the five Scholars from the 2007-2008 cohort that are pursing two-year Master programmes or PhDs. The 30 2008-2009 Weidenfeld Scholars hail from 22 countries from Europe's wider neighbourhood, including Azerbaijan, Bosnia-Herzegovina, Egypt, Kyrgyzstan, Lebanon, Jordan and Israel. Five US Scholars have been included in the scheme as of 2008, contributing to transatlantic bridge building. They are studying in a wide range of subjects ranging from Law and Finance to Environmental Management and Anthropology.
The programme is expected to select up to 40-45 Scholars for the 2009-2010 academic year. In our efforts to promote the Weidenfeld Scholarships and to widen the pool of candidates for 2009-2010, we are asking friends and colleagues around the world to once again circulate the attached information to relevant professional networks.

Asian Graduate Students Fellowship Programme 2009
The Asia Research Institute of NUS invites applications from citizens of Asian countries enrolled for a fulltime advanced degree at a university in an Asian country (except Singapore) for consideration for the award of Asian Graduate Student Fellowships. These fellowships are offered to current graduate students doing their
Master's or PhD degrees and working in the Humanities and Social Sciences on Southeast Asian topics, and will allow the recipients to be based at NUS for an `in residence fellowship' for a period of three months. The aim of the fellowship is to enable scholars to make full use of the wide range of resources held in the libraries of NUS and the Institute of Southeast Asian Studies. Scholars will be expected to commence on 4 May 2009, and to make a presentation on their work at the Singapore Graduate Forum on Southeast Asian Studies at the end of July 2009.
Successful candidates can expect the following benefits:
1) A monthly allowance of SGD$1,750 (inclusive of housing allowance).
2) A one time round trip travel subsidy by the most economical and direct route on a reimbursement basis upon being accepted for the fellowship.
3) Access to library and computer resources on campus.
Applicants are invited to e-mail/facsimile/ mail their curriculum vitae, a 2-page outline of their research proposal in English (this may be accompanied by a longer statement in a Southeast Asian language) to the address below by 15 November 2008. Arrangements should also be made by which at least two letters of reference, one of which is from your principal supervisor, are sent confidentially to the same address by the same deadline.

1) Whether the data collection or fieldwork stage of the research has already been completed;

Within the Marie Curie Initial Training Network "Biomineralization: understanding of basic mechanisms for the design of novel strategies in nanobiotechnology (BIOMINTEC)' ' there are currently a number of PhD positions available.
The duration of each PhD position is 36 months.
Being part of a mobility program, PhD candidates will perform their work in two of the partner institutions (18 months each, in two different countries) which can not be the home country of the candidate. The University of Amsterdam (The Informatics Institute) is one of the partners in the BIOMINTEC project and involved in 2 PhD positions.
The first PhD (ESR2) will work on sponges and the title of the project is: ``Fractal mechanism of silicatein self-assembly and biosilicification (Experimental studies and Modelling studies)''.
The second PhD (ESR8) will work on calcification, e.g., in scleractinian corals and molluscs, the title of this project is ``Biocalcification: Characterization of crystal-shaping proteins of the molluscan shell and modelling gene regulation'' .

Common Values and Common Interests? The Bush Legacy in US-Turkish Relations

AMERICAN and Turkish leaders typically describe ties between the U.S. and Turkey as based on “common values and interests.” Yet given that the Bush administration’ s relationship with Turkey has been marked by dysfunction and crisis, is that still true? A tendency to see Turkey as a function of Washington’s big idea of the moment, insensitivity to a broadening perception in Turkey of U.S. disregard for Turkish interests, inaction in the face of PKK terror, weak leadership on energy security, and schizophrenia toward Turkey’s internal politics have left U.S.–Turkish relations worse than when George W. Bush came to office. If U.S. and Turkish interests remain largely convergent at the strategic level, a more independent Turkish diplomacy will likely be part of the Bush legacy. As for “common values,” there is reason to hope that the real damage done to mutual perceptions is reversible.

INCREASING numbers of Turks have come to recognize that their country’s traditionally hesitant and circumspect foreign policy no longer serves its interests, and is incommensurate with Turkey ’s regional weight. Accordingly, the governing Justice and Development Party has attempted to shed that tradition by seeking to engage Turkey ’s neighbors proactively in recent years. In the Caucasus, Ankara has taken steps that may lead to the normalization of relations with Yerevan and the breaking of the stalemate over Nagorno-Karabakh. The Russo-Georgian War of 2008, however, demonstrates that Turkish diplomacy faces a severe test for which it may not be prepared. The war revealed that old institutional practices continue to constrain Turkey ’s diplomacy; moreover, the war restored Russia to the position of spoiler in the Caucasus . The return of Russia may mean that Turkey ’s new diplomacy will be too little, too late.

GEORGIA’S military gamble in South Ossetia in August 2008 opened a Pandora’s Box of misfortunes. Tbilisi is now faced with the loss of its breakaway republics of South Ossetia and Abkhazia, meanwhile creating a potential opportunity for Russia to assume a much-coveted control over the energy transit routes passing through Georgia . While the conflict has further spoiled the relations between the West and Russia , setting in motion stiffer competition between the two to secure the energy sources of Central Asia and Azerbaijan , the pragmatic calculations of the players involved in the Eurasian energy game may eventually change the tone of the game. With unresolved issues surrounding doubts over the sufficiency of energy supplies and the availability of means to deliver them from Central Asia and the Caucasus to Europe, Russia ’s preeminent position as a supplier of energy to the West will be maintained.

Turkey-EU Relations: Beyond the Current Stalemate

THE prospects for Turkey ’s ambitions for full EU membership do not appear to be very bright in the current conjuncture. The “grand coalition for special partnership” appears to be firmly entrenched. With key chapters for negotiation already suspended what is likely to happen is that the government in power is likely to pursue a loose Europeanization agenda of gradual reforms falling considerably short of deep commitment for full-membership. The paper investigates the underlying reasons for the decline of enthusiasm for EU membership following the golden age of Europeanization and reforms during the early years of the AK Party government. The article also points to domestic and external developments which may help to reverse the current stalemate and, hence, ends with an optimistic note concerning the future of Turkey-EU relations.

THE paper analyzes Turkey ’s democratization efforts between 2004 and 2008. In addition to the challenges that the EU accession process brings to the Turkish political structure, an assessment of the current impasse of Turkey’s democratization along the EU accession process is made with respect to the detailed analysis of two major issues: the Cyprus issue and civil-military relations. With an eye to studying the EU’s impact on the domestic politics of accession countries with special reference to Turkey , the paper concentrates on the current government’s performance over the past three years in EU accession negotiations, showing how this immediate experience reveals the main problematical issues of Turkey-EU relations under these two headings. The concluding remarks focus on two crucial problems of the post-2004 period in Turkey : the sustainability of the reform process and the importance of the time factor in evaluating the EU’s leverage on
democratization.
Explaining Transformation of Turkish Civil Society in the EU Accession Process

THIS study investigates the relationship between the announcement of Turkey ’s EU candidacy status at the EU’s Helsinki Summit in 1999, and the development and transformation of Turkish civil society organizations (CSOs). It is argued that theories of historical institutionalism and rational choice institutionalism provides a useful framework for explaining the changes that took place in the number and institutional structures of Turkish CSOs. Historical institutionalism helps explain how the EU’s affirmation of Turkey ’s EU candidacy has served as a critical juncture for the evolution of path dependency for Turkish CSOs. The economic reforms and democratization driven by Turkey ’s accession process are given special attention in this respect. Rational choice institutionalism will be employed to explain structural transformations within Turkish CSOs, and their considerable dependence on the funds provided by the EU.
Trauma, Identity and Search for a Solution in Cyprus

MASSIVE traumas at the hands of “enemies” affect both individuals and societies for decades. For the Cypriot Turks, their massive trauma started in 1963-1964 when they were forced to live in subhuman conditions in enclaves geographically limited to three percent of the island for eleven years. What happened during the summer of 1974 obviously traumatized the Cypriot Greeks too on a massive scale. Psychoanalysts who have studied the trans-generational transmission of massive social trauma inform us that if the impact of such trauma is denied or repressed, it will still manifest itself in various ways in new generations. The “therapeutic” way of dealing with previous generations’ massive social traumas is not to deny or repress what happened to the ancestors, but to be aware of the history. There could be no solution on the island without understanding and addressing traumas of both communities.

BI-ETHNIC Belgium has skillfully developed cooperation and concertation arrangements which meet even the EU’s rigid “one voice” requirement, taking into consideration the continuing increase in the powers and functions of its regions and communities. Belgium consequently offers a huge box of tools, particularly to bi-ethnic or multi ethnic partnership states. Probably the most distinguishing differences between Cyprus and Belgium are the chronic conflictual relationship between the two ex-partner peoples of Cyprus , and the absence there of a common vision of co-existence and equal power-sharing. If the two sides in Cyprus could be incentivized enough to sincerely opt for equal partnership, the Belgian multi-tier governance experience, despite some significant differences between the two lands, could still offer some practical lessons from which eager parties in Cyprus could benefit.
Dealing with Iran : Confrontation or Negotiation?

CONFLICTING dynamics and power calculations within the Bush administration have given rise to contradictory signals coming from Washington regarding how best to deal with the Iranian puzzle. The situation indicates a lack of strategic coherence that could tip the balance toward a military showdown with Iran . If anything, the 2001 and 2003 wars in Afghanistan and Iraq , which have essentially altered the balance of power to Iran ’s advantage, represent a total disregard for the ensuing negative consequences for the region. Under such circumstances, the absence of serious, direct talks with Iran have the potential to lead to greater momentum for war. In this paper, we set out to examine the internal and regional consequences of a U.S. attack on Iran , while asserting that the benefits of cooperation outweigh the costs of military confrontation. Negotiating with Iran is the only reasonable solution to the crisis confronting these two powers, and
U.S.-Iran rapprochement can have a stabilizing impact on the entire region. Conversely, the implications of confrontation will be horrendously costly and profound.

Common Values and Common Interests? The Bush Legacy in US-Turkish Relations

AMERICAN and Turkish leaders typically describe ties between the U.S. and Turkey as based on “common values and interests.” Yet given that the Bush administration’ s relationship with Turkey has been marked by dysfunction and crisis, is that still true? A tendency to see Turkey as a function of Washington’s big idea of the moment, insensitivity to a broadening perception in Turkey of U.S. disregard for Turkish interests, inaction in the face of PKK terror, weak leadership on energy security, and schizophrenia toward Turkey’s internal politics have left U.S.–Turkish relations worse than when George W. Bush came to office. If U.S. and Turkish interests remain largely convergent at the strategic level, a more independent Turkish diplomacy will likely be part of the Bush legacy. As for “common values,” there is reason to hope that the real damage done to mutual perceptions is reversible.

INCREASING numbers of Turks have come to recognize that their country’s traditionally hesitant and circumspect foreign policy no longer serves its interests, and is incommensurate with Turkey ’s regional weight. Accordingly, the governing Justice and Development Party has attempted to shed that tradition by seeking to engage Turkey ’s neighbors proactively in recent years. In the Caucasus, Ankara has taken steps that may lead to the normalization of relations with Yerevan and the breaking of the stalemate over Nagorno-Karabakh. The Russo-Georgian War of 2008, however, demonstrates that Turkish diplomacy faces a severe test for which it may not be prepared. The war revealed that old institutional practices continue to constrain Turkey ’s diplomacy; moreover, the war restored Russia to the position of spoiler in the Caucasus . The return of Russia may mean that Turkey ’s new diplomacy will be too little, too late.

GEORGIA’S military gamble in South Ossetia in August 2008 opened a Pandora’s Box of misfortunes. Tbilisi is now faced with the loss of its breakaway republics of South Ossetia and Abkhazia, meanwhile creating a potential opportunity for Russia to assume a much-coveted control over the energy transit routes passing through Georgia . While the conflict has further spoiled the relations between the West and Russia , setting in motion stiffer competition between the two to secure the energy sources of Central Asia and Azerbaijan , the pragmatic calculations of the players involved in the Eurasian energy game may eventually change the tone of the game. With unresolved issues surrounding doubts over the sufficiency of energy supplies and the availability of means to deliver them from Central Asia and the Caucasus to Europe, Russia ’s preeminent position as a supplier of energy to the West will be maintained.

Turkey-EU Relations: Beyond the Current Stalemate

THE prospects for Turkey ’s ambitions for full EU membership do not appear to be very bright in the current conjuncture. The “grand coalition for special partnership” appears to be firmly entrenched. With key chapters for negotiation already suspended what is likely to happen is that the government in power is likely to pursue a loose Europeanization agenda of gradual reforms falling considerably short of deep commitment for full-membership. The paper investigates the underlying reasons for the decline of enthusiasm for EU membership following the golden age of Europeanization and reforms during the early years of the AK Party government. The article also points to domestic and external developments which may help to reverse the current stalemate and, hence, ends with an optimistic note concerning the future of Turkey-EU relations.

THE paper analyzes Turkey ’s democratization efforts between 2004 and 2008. In addition to the challenges that the EU accession process brings to the Turkish political structure, an assessment of the current impasse of Turkey’s democratization along the EU accession process is made with respect to the detailed analysis of two major issues: the Cyprus issue and civil-military relations. With an eye to studying the EU’s impact on the domestic politics of accession countries with special reference to Turkey , the paper concentrates on the current government’s performance over the past three years in EU accession negotiations, showing how this immediate experience reveals the main problematical issues of Turkey-EU relations under these two headings. The concluding remarks focus on two crucial problems of the post-2004 period in Turkey : the sustainability of the reform process and the importance of the time factor in evaluating the EU’s leverage on
democratization.

MSc in Neuroscience/ Wellcome Trust 4-year Doctoral Programme in Neuroscience
MSc in NeuroscienceThe MSc is a full one-year course (from the end of September to mid September the following year), carried out within the Division of Medical Sciences, which provides a broad interdisciplinary training in Neuroscience. Students must study within the three main branches (molecular, cellular and systems), learning both theory and practical research techniques. The modular course is based on lectures, seminars and practicals which take place during the University term, and on two independent research projects, one in the spring and one in the summer. The course gives an integrated view of Neuroscience, and provides a wide range of practical skills so that the students can ask questions and tackle problems that transcend the traditional disciplines from which Neuroscience has evolved. Applicants with a strong scientific background, but not necessarily in Neuroscience, are encouraged to apply.
All students will be required to pass a qualifying exam at the end of the first (introductory) term. Students will write either a 3,000 word essay or an equivalent practical write-up for each of five modules, and a 10,000 word research report on each of their two research projects. They will also be assessed on their oral presentation. Satisfactory performance will be required in all these components for the award of MSc to be made and, in the case of the Wellcome Trust 4-year Programme, for transfer to the doctoral research project.
The MSc in Neuroscience was recently assessed (along with the Psychology undergraduate courses) by the Quality Assurance Agency for Higher Education (QAA), which reviews the performance of universities and colleges of higher education. The QAA review team awarded the maximum rating for all aspects of their review.
Wellcome Trust doctoral programme in Neuroscience
The Wellcome Trust 4-year doctoral students undertake the same course of study on the MSc programme in the first year. This is followed by a three-year doctoral research project, which can take place in any of the Neuroscience Departments at Oxford.
The closing date for both programmes of study is Friday January 9th 2009.

Four year graduate degrees in genomic medicine and statistics
The University of Oxford offers a four year doctoral training programme in genomic medicine and statistics, training students to research in the methodologies required to understand the molecular basis of complex disease. The programme consists of a one year modular course (including formal teaching and two short research projects) followed by a three year doctoral research project, which can take place in any of the participating departments at the University. The course takes advantage of Oxford’s strengths in genetics, genomic medicine and statistics; disciplines that will set the medical research agenda of the 21st Century.
The Wellcome Trust Centre for Human Genetics (WTCHG), which will host the programme, has world-leading groups in statistics, bioinformatics, genomic analysis, protein structure and functional biology. United by a common interest in understanding the molecular basis of disease, researchers are affiliated to diverse departments, with interests ranging from susceptibility to infection, neurodegenerative disorders, cardiovascular disease, language development, mental illness, statistical genetics and statistical bioinformatics, and come from both clinical and pure science backgrounds. This combination of skills and interests, the ability to cross disciplines and to address old problems in new ways, has proved crucial to the scientific success of the WTCHG and provides a unique training opportunity. Students educated within the culture of the WTCHG are encouraged to develop cross-disciplinary interests, and to develop into scientists able to take new and unexpected approaches to old problems using the latest and emerging technologies. The WTCHG is already home to a number of such students and the doctoral programme builds on these, and other, interdepartmental links.
The doctoral programme is integrated with projects already in place at the WTCHG, identifying the susceptibility genes underlying common disease. Genetic and genomic studies pave the way to answering fundamental questions in epidemiology and disease aetiology: how and why populations differ in their spectrum of disease-variants; how these variants interact with environmental causes; how information about DNA sequence variants, gene expression and protein content relates to disease phenotype; how we can use this flood of new molecular information to arrive at improved definitions of disease that lend themselves to better diagnosis and treatment. Over the next few years it is likely that whole genome systems biology (including DNA copy number detection, gene expression, metabolite profiling and, eventually, whole genome resequencing of very large cohorts) will become routine. Consequently methods and research opportunities for dissecting complex disease will undergo a further revolution. This revolution is likely to be driven by scientists with strong quantitative skills aligned with a deep understanding of the underlying biology.
Members of the Mathematical Genetics Group at the Department of Statistics at the University of Oxford, at the forefront of developing and applying statistical tools for genomic analysis, are members of the WTCHG, including Professor Peter Donnelly FRS, who has been Centre Director since 2007. Members of the WTCHG have collaborated on several internationally important groundbreaking projects, including HapMap, the Wellcome Trust Case Control Consortium, 1,000 Genomes and the European Union MolPAGE programme.

The graduate programme is intended to provide training in a wide range of biochemical, genetic and cell biological approaches specifically tailored for research into chromosome and developmental biology. Students will have the opportunity to study how changes in the state of chromosomal proteins or RNAs specify changes in cell behaviour, how these changes arise and are propagated, how gametes are produced from germ cells, how the genome is propagated and maintained in the germline and in somatic cells, how chromosomes are recombined during meiosis, what factors determine whether chromosomes inherit the privilege of entering the germ line, patterns of cell division during embryogenesis, and finally whether different principles govern the duplication and segregation of prokaryotic and eukaryotic genomes.

Designed to nurture independent and creative scientists, the programme offers a stimulating educational experience.

Infectious and non communicable diseases including chronic inflammatory disease and cancer represent significant global health problems. Basic research in infection and immunity has brought important advances in our understanding of the molecular and cellular control of the immune response and the pathogenesis of disease. However, a key challenge is to translate this information into the clinic in the form of improved diagnosis and treatments for immune mediated diseases. This programme provides opportunities for research in the basic biomedical science of infectious diseases caused by bacteria, viruses and parasites plus the innate and acquired immune system, together with the development and use of therapeutic drugs and vaccines.
The course will train a new type of graduate student, one whose personal basic science research is deeply influenced by the clinical context. This programme will be unique and distinctive in offering an integrated training across infection, immunology and translational medicine. It builds on Oxfords outstanding research record in these areas and will span research sites in Oxford and overseas to provide an interdisciplinary training and foster communication between researchers engaged in basic and more applied research.
Key features of the Programme
Novel integrated graduate training in the basic sciences of infection and immunology within a translational medicine context.
In the first year students will undergo a 10 week lab rotation and a series of taught courses within the areas of infection, immunology and translational medicine.
Students will be advised on their choice of courses and laboratory rotation to help tailor an individual student package.
In the second year students will initiate their PhD project from the large number of projects available see participating supervisors. This choice will be aided by the student’s exposure to potential PhD supervisors and scientific areas during the first year.
Students will have the opportunity to spend a period working in a laboratory abroad as a Research Study Abroad Period.
The programme is run from the Sir William Dunn School of Pathology but involves a number of Departments and Institutes within the Division of Medical Sciences. A full list of participating supervisors can be found here.

The programme funded by the Foreign and Commonwealth Office (FCO) and administered by the British Council, supports over 2,300 international students annually to study in the UK. scholarships awarded to Indonesians since the scheme began in 1984.
The Chevening scholarships are offered in over 150 countries and enable talented graduates and young professionals to become familiar with the UK and gain skills which will benefit their own countries. The awards are included tuition, stipend, return airfares (economy class) and other allowances.

Systematic conservation planning (SCP) involves explicit objectives and transparent decisions about allocating conservation resources. However, the current theory and practice of SCP implicitly assumes that biodiversity distributions are static and that anthropogenic threats are not expanding. Major unmet challenges are to plan for the persistence of "natural" processes that maintain and generate biodiversity and to account for dynamic threats posed by human activities. Among the processes that conservation planning should address are patch dynamics operating in all realms and across spatial and temporal scales. This project will address at least two kinds of
patch dynamics and extend previous work on conservation planning through analysis of key patch parameters and simulation modelling. The outcome will be in inclusion of patch-dynamics in the conservation planning.

Additionally, fellows may nominate recognized experts in their field of research as senior fellows, who will be invited to Konstanz for a period of 3 - 12 months and who, in addition to their research work, will advise young scientists in the Zukunftskolleg.
The prerequisites for acceptance are a doctoral degree and outstanding scientific qualification as documented by research activities and publications. The ideal candidate has just finished her / his dissertation or has acquired initial work experience as a postdoctoral researcher. International experience in teaching or research and a strong interest in interdisciplinary topics are desirable. Each fellow is a member of both: a department of the university and the Zukunftskolleg. Involvement in teaching is possible. The foreseen topical connection of the project to the research profile of the University of Konstanz should be demonstrated in the project outline. Fellows are expected to actively participate in the regular weekly meetings of the Zukunftskolleg and to reside in Konstanz.
Fellows will be selected on the basis of their project outlines and a two-day workshop to be held on February 16-17th, 2009 at Konstanz.

The Department of Linguistics at Rice University is now accepting applications for a postdoctoral scholar in the field of child language acquisition. This is a one-year position, renewable by mutual agreement for a second year. Responsibilities of the position include teaching one course per semester and pursuing research.
A Ph.D. in Linguistics, Psychology, or other pertinent allied field, with primary specialization in child language acquisition, is required at time of appointment. Position start date is July 1, 2009. We especially welcome applications from researchers who share the department's interest in approaching language from a usage-based perspective with solid empirical grounding in primary data, especially approaches of a cognitive, social-interactiona l, and/or functional nature. SCREENING of Recent Films and Documentaries
The ASN Convention, the most attended international and inter-disciplinary scholarly gathering of its kind, welcomes proposals on a wide range of topics related to national identity, nationalism, ethnic conflict, state-building and the study of empires in Central/Eastern Europe, the former Soviet Union, the Balkans, Eurasia, and adjacent areas. Disciplines represented include political science, history, anthropology, sociology, international studies, security studies, economics, geography and geopolitics, sociolinguistics, psychology, and related fields.
The Convention also features a section devoted to theoretical approaches to nationalism, from any of the disciplines listed above. The papers in this section need not be grounded in an area of the former Communist bloc usually covered by ASN, provided that the issues examined are relevant to a truly comparative understanding of nationalism- related issues. In this vein, we are welcoming theory-focused and comparative proposals, rather than specific case studies from outside Central/Eastern Europe and Eurasia. A dozen panels are normally featured in the Nationalism section.
In the wake of the dramatic events that have unfolded in late summer 2008, the Convention will also present a special section on “The War in Georgia and its Implications.” The Convention is inviting paper, panel, roundtable, or special presentation proposals on various aspects of the conflict, as it relates to Georgia, the South Caucasus, the North Caucasus, Ukraine, the “frozen” conflicts, Russian nationalism, Russophone minorities in the “near abroad”, domestic politics, the Fate of the “Coloured” Revolutions, NATO enlargement, US-Europe-Russia relations, the European Union and related topics. A special section will also be devoted to “The Independence of Kosovo and its Implications,” with emphasis on Balkans post-war
reconstruction, international law, self-determination, ethnic conflicts, minority rights, regional security and so forth.
Since 2005, the ASN Convention has acknowledged excellence in graduate studies research by offering Awards for Best Doctoral Student Papers in five sections: Russia/Ukraine/ Caucasus, Central Asia/Eurasia, Central Europe, Balkans, and Nationalism Studies. The winners at the 2008 Convention were Jesse Driscoll (Stanford U, Political Science) for Russia/Ukraine/ Caucasus, Sarah Cameron (History, Yale U) and Kristin Fabbe (Political Science, MIT, US) for Central Asia/Eurasia/ Turkey, Helena Toth (Harvard U, History) for Central Europe, Valentina Burrai (UC London, UK, Political Science) for the Balkans, and Lee Seymour (Northwestern U, Political Science) for Nationalism Studies. Doctoral student applicants whose proposals are accepted for the 2009 Convention, who have not defended their dissertation by 1 November 2008, and whose papers are delivered by

The 2009 Convention is also inviting submissions for documentaries or feature films made within the past few years and available in DVD format (either NTSC or PAL). Most films selected for the convention will be screened during regular panel slots and will be followed by a discussion moderated by an academic expert. Films on the 2008 Program included Milosevic On Trial (Denmark, 2007), Nanking (US, 2007), Around Mostar, the Bridge and Bruce Lee (Italy, 2007), Yippee (US, 2007) and The More You
Speak, The More You Cry (Greece, 2007).
The 2009 Convention invites proposals for INDIVIDUAL PAPERS or PANELS. A panel includes a chair, three presentations based on written papers, and a discussant. Proposals using an innovative format are encouraged. Examples of new formats include a roundtable on a new book, in which the author is being engaged by three discussants (twelve book panels were featured in the 2008 Convention); a debate between two panelists over a critical research or policy question, following rules of public debating; or special presentations based on original papers where the number of discussants is equal to or greater than the number of presenters.
The 2008 Convention is also welcoming offers to serve as DISCUSSANT on a panel to be created by the program committee from individual paper proposals. The application to be considered as discussant can be self-standing, or accompanied by an individual paper proposal.

CfP: Journal of East European and Asian Studies
The editors of the Journal of East European and Asian Studies (JEEAS) are looking for contributors for its inaugural edition. The submitted works should be between 5,000 and 8,000 words in length (bibliography included). Contributions are welcome from professors and scholars in the field, as well as from PhD and post-doctoral students. The Journal may also consider exceptional contributions from Masters level students.
The Journal of East European and Asian Studies (JEEAS) is a new academic publication issued by the Center for East European and Asian Studies (CSEEA), based in Bucharest and affiliated with the National School of Political and Administrative Studies. The Journal aims to provide a rigorous academic perspective on key security and political issues affecting the East European and Post-Soviet Space. Its goal is to bring together scholars and students of East European and Eurasian Studies, and to provide them with an intellectual platform for a substantial and meaningful exchange of ideas.
Given the rising importance of Romania as an actor on the European stage, and its key strategic location at the border of the Euro-Atlantic community, we believe this Journal is a welcome contribution to the academic field, helping to strengthen the role of Bucharest as a policy as well as academic focal point in the East European and Asian space.
The Journal aims to support both established scholars in the field of East European and Asian Studies, as well as advanced students in the field. It is therefore an opportunity for new scholars to become known and gain a reputation in academia.
Topics:
The first issue will include two major sections:
1) Security threats in the wider Black Sea Region. This section is specific to the first issue, and aims to present various approaches towards security issues in the wider Black Sea Region.
2) Security and Political Issues in Eastern Europe and Asia. This section will be a permanent one. Any articles discussing topics of interest to the region of Eastern Europe, Russia and the post-Soviet republics, including their relations with Europe, East Asia, South and Southeast Asia, or the Middle East, are appropriate for this section.
Submission deadlines:
The deadline for abstract submission is Monday, November 3rd. Contributors are invited to submit a 200-word abstract outlining the main thesis as well as structure of the proposed paper.

Any articles discussing topics of interest to the region of Eastern Europe, Russia and the post-Soviet republics, including their relations with Europe, East Asia, South and Southeast Asia, or the Middle East, are appropriate for this section.

Job description
The successful applicant will be involved in a research project entitled ¡New diagnostic and prognostic antibody biomarkers for multiple sclerosis (MS) and rheumatoid arthritis (RA)¢ of the Biomedical Research Institute (BIOMED) at Hasselt University. This project is aimed at identifying a panel of new molecular target antigens combined with existing target antigens selected on MS with diagnostic and prognostic potency by using technological platforms that allow for profiling the antibody reactivity to tissue antigens in these diseases. The first goal is aimed at identifying new serum markers for MS and RA by a systematic profiling of the humoral immune response using the powerful molecular SAS technology. A second goal is aimed at studying the functional relevance of the existing selected MS markers and new MS and RA serum markers in relation to disease by studying their expression in diseased tissue and by studying T cell reactivity to these antigens. A third goal is aimed at developing a high throughput and label free screening platform using phages expressing autoantigens or derived peptide fragments to efficiently validate candidate markers in a large number of patients. The candidate will work on the third goal of the project.

The Machine Learning Group is a research group that carries out theoretical research on statistical machine learning, predictive modeling and computational statistics, and takes part in several applied research projects in domains as diverse as data mining, bioinformatics to biomedical engineering and wireless sensor networks.
This inter-disciplinary position provides unique opportunities in bioinformatics. Previous studies involving microarray and survival data in breast cancer led to high impact publications (see http://www.ulb. ac.be/di/ map/bhaibeka/ research. html
for an overview). The machine learning methods introduced in these articles deal specifically with the high dimensionality of the microarray data and the fitting/validation of models for survival prediction of the patients.

Letter of recommendation:
In addition, we request letters of recommendation from two scientists who are familiar with your academic work and who can judge your potential as a PhD student. Please forward the enclosed letters to the referees and ask them to send their letters of recommendation directly to the dean of the PhD Programme. We can only accept recommendation letters printed on the referee´s official paper and signed by the referee. You can either send the letters directly to the dean´s address above or email a scanned copy to the phd-office@mfpl. ac.at. The student himself / herself is responsible for obtaining the letters and should actively inquire with the respective referees whether the letters have been sent. Please note that we will be unable to process your application without letters of recommendation. These letters are therefore an essential part of your application, and it is your responsibility to ensure that the referees write to us before November 30, 2008.
Selection procedure and admission:
Complete applications will be reviewed by a selection committee consisting of group leaders of the Vienna Biocenter. The short-listed candidates will receive invitations to visit the Vienna Biocenter for a five-day period of interviews and information exchange. These interviews will take place in January 2009. Travel expenses will be reimbursed, and free accommodation will be provided. Offers of admission will be made to the successful candidates at the end of the interview period.
