Biomedical informatics (BMI) is the interdisciplinary, scientific field that studies and pursues the effective uses of biomedical data, information, and knowledge for scientific inquiry, problem solving and decision making, motivated by efforts to improve human health. o BMI develops, studies and applies theories, methods and processes for the generation, storage, retrieval, use, and sharing of biomedical data, information, and knowledge. o BMI builds on computing, communication and information sciences and technologies and their application in biomedicine. o BMI investigates and supports reasoning, modeling, simulation, experimentation and translation across the spectrum from molecules to populations, dealing with a variety of biological systems, bridging basic and clinical research and practice, and the healthcare enterprise. BMI, recognizing that people are the ultimate users of biomedical information, draws upon the social and behavioral sciences to inform the design and evaluation of technical solutions and the evolution of complex economic, ethical, social, educational, and organizational systems. What kind of background would I need to work in this area? Our students come from a variety of backgrounds, but those in the following areas might be most interested: " Computer Science " Engineering " Information Management " Biochemistry, Biology or Molecular Biology " Public Health " Healthcare Management " Nursing " Communication or Linguistics " Geography with work on GIS systems In addition to working with computers, you will also be working with integrated teams of physicians, nurses and other healthcare personnel; collaborative teams of researchers; government staff and industry representatives. Being interested in helping people solve problems and being able to communicate effectively will be invaluable in this field. Are there prerequisites to applying? Our applicants are required to have a university level course in statistics or upper division mathematics and one in computer programming, (most commonly Java programming) . The Department of Economics at the University of Mannheim invites applications for at least four postdoctoral positions in development economics, health economics, industrial organization, international trade, labour economics, microeconometrics, microeconomics, macroeconomics, public economics, and political economy. These positions can be filled for initially two to three years. Theoretical and empirical applicants are both welcome. Post-doctoral position in Economics/Econometrics (two years) within the Ageing and Living Conditions Programme at the Centre for Population Studies (CPS) CPS is an interdisciplinary centre for Swedish and international researchers and research teams within fields such as economics, history, human geography, medicine, psychology and statistics. CPS hosts the Ageing and Living Conditions-programm e (ALC) with long-term funding from the Swedish Research Council’s ”Linnaeus Grant”. ALC was recently appointed one of the strong research environments at Umeå University. Call for Papers Conference on “Europe’s Outsiders: The Persecution, Isolation, and Integration of the Roma (1945-the Present),” March 7th-8th 2013 Proposals for papers are now being accepted for a conference hosted by the Centre for European, Russian, and Eurasian Studies and the Munk School of Global Affairs at the University of Toronto. Graduate students are especially encouraged to apply. The conference will consist of three panels, chaired by an expert in the field, on the following topics: 1) The Roma and the Holocaust: Persecution and Aftermath 2) The Roma and the European Union: the Challenges of Integration 3) Perceptions and Misperceptions: the Roma and the Media This symposium, organized in three thematic panels, will be a forum for both sharing new research and creating dialogue within this multidisciplinary field. Each of the panels will feature, respectively: new research on the Roma and the Holocaust; comparative studies of the Roma in post-war Eastern and Western Europe; and finally, the ongoing dialogue on European citizenship, integration, and multiculturalism viewed through the perspective of media portrayal of Roma and Roma issues. While each panel has a different temporal and thematic focus, taken together they are intended to offer a comprehensive picture of the relationship between the Roma and Europe. We hope to highlight the changes and continuities from the Holocaust to the current Decade of Roma Inclusion. Apostol, Ph.D student, Art History Department, Rutgers University In the past two decades, artists from Eastern Europe and Russia have been discovered and rediscovered in the West many times over. To this date, there have been over 25 major group exhibitions mounted on the topic of art from these regions before 1989, while many more books, articles, reviews have been published and significant conferences organized. Moreover, artists from these regions have entered in the collections of major museums in the West. From Berlin to Chicago, from Paris to New York, there seems to be a boundless interest on the part of scholars working in the Western cannon of art history to present eastern art production before the fall of the Iron Curtain - and thus come to terms with their former Other. By now, this series of grand, ambitious projects amounts to more than just a way for the West to satisfy the need for covering this so-called "uncharted territory" or the desire for the new in contemporary art. The diversity in strategies on how to approach these regions attests to a lingering anxiety on both sides on how to re-define the former East. These enunciations are important both from a geo-political perspective, manifested through art, and a historical one - which parts of Cold War history still need to be re-considered and re-written? This panel invites a thoughtful dialogue on the re-presentations of Eastern European and Russian art through curatorial and scholarly investigations mounted outside the realities in which it is grounded. CfA: Postdoc, 'Welfare State Transformation in Small Open Economies'

The research project 'Welfare State Transformation in Small Open Economies' at the Collaborative Research Center 597 'Transformations of the State', University of Bremen (Germany) is searching for a Postdoctoral researcher (full-time) specialized in comparative welfare state research This position offers the opportunity to work in an interdisciplinary environment about questions of welfare state change and changes in 'statehood' more generally. Based on a mixed-method approach, the project examines the political consequences of recent welfare state reforms in advanced democracies. We are therefore looking for a scholar with a strong interest in comparative welfare state research.

Requirements:
Candidates are expected to hold a doctoral degree in political science (or a related discipline) and to have a good publication record (preferably journal publications) in comparative social policy. Applicants should have good knowledge of quantitative methods (notably TSCS analysis or multi-level analysis) or case study methods. Moreover, a good command of English is expected. German language skills are not necessarily required. Applicants should be team-oriented and demonstrate a strong motivation to pursue an academic career. Teaching obligation is one course per semester. Applicants should be able to teach a course on ’European and International Social Policy’ at the M.A. level. As the University of Bremen intends to increase the proportion of
female employees in science women are particularly encouraged to apply. In case of equal personal aptitudes and qualification disabled persons will be given priority.

The position starts in November 2012 and ends on 31 December, 2014. Payment is according to TV-L 13.

The Bank of Italy, Italy's central bank, intends to hold a competition to award five research fellowships for young economists with interest and experience in applied economic research and its policy implications.

DESCRIPTION: The fellowships will be with the Bank's Economic Research and International Relations Area and the Financial Stability Unit, in Rome; they are for the term of twelve months and are renewable for another twelve. Winners will be asked to develop a research project of
their own in one of the macro-areas of the American Economic Association' s JEL classification
(http://www.aeaweb. org/journal/ jel_class_ system.html). This year the research areas that are of special, but not exclusive, interest to the Bank are in the fields of 'business fluctuations and monetary policy', 'macroeconomic modelling and forecasting' , 'credit, banking, financial

Executive master's in European Journalism, IHECS Brussels

Recent economic and political turmoil has shaken the European Union to its foundations € ’¶ and at the same time has demonstrated how the EU has grown in importance, and how its politics affect so many aspects of the daily lives of its citizens. But for many of those citizens, the
EU remains remote. The way it works is often difficult to grasp, and the interactions between its institutions, with their different roles and powers, are not immediately apparent. The complexities are increased by the fact that the EU is evolving all the time.

Journalists have a major role in boosting EU's citizens understanding of what is at stake - despite all the intricacies. They can:

- help citizens understand the EU's integration and decision making processes;
- empower them to exert influence on European affairs
- provide information on what the EU does, and how it affects citizens' lives
- explain complex debates and conflicting opinions

To equip journalists with the tools for these tasks, IHECS, an official Brussels-based high school, runs a pioneering executive Master in European Journalism. This is a one-year full-time daytime course, beginning in September. The course is structured around project learning and multiple partnerships with European bodies. The teaching component runs from September through to April. In April, May and June students complete their end-of-course assignments.

The joint research project with GESIS (http://www.gesis.org/), Leibniz Institute for the Social Sciences, aims to develop and evaluate methods for automatically collecting and processing such data with special emphasis on information extraction. The information extraction methods are used to automatically gather bibliographic data from web servers of important publishers or digital libraries. These methods shall help to expand, complement, and correct the data sets of DBLP and GESIS.

The Permanence of the Transient: Precariousness in Art

'Precariousness' is often related to the notion of transience: perishable materials, € ’±dematerialized' conceptual procedures and fragile work conditions. Despite its transitory status, precariousness remains a prominent concept among artists and theoreticians today. In
1967, Brazilian artist Hélio Oiticica explicitly made precariousness a poetic guide for the artistic world. He described the artist's condition in Brazil as precarious, writing, "in adversity we strive."

This motto also referred to the use of unconventional materials in Neoconcrete artworks, such as in Oiticica's famous Parangolés, colourful capes made of plastic and cheap fabrics that should be worn and performed by the public. Additionally, it referred to his aesthetic choice to leave the artwork unfinished, inviting the audience to complete it. Precariousness also became the trademark of other movements such as Arte Povera, which used ’poor materials' in an attempt to break down the dichotomy between art and life. However, precariousness in art can be extended beyond these manifestations. It can refer to the artist's adverse work conditions, including living under a totalitarian regime as well as the lack of institutional support and of an established art scene.

For instance, in times of censorship and in places without an institutional structure artists
were propelled to come up with impromptu solutions to produce their artwork, as in Mail Art and in Latin American Conceptualism. Thus, can precariousness result in a fruitful production, with artists being stimulated to think beyond the traditional realm, improvising artistic strategies? But when is precariousness in art an aesthetic choice? When is it a situational condition? Which are the multiple ways that we can understand precariousness today? Which artists/movements explored the idea of precariousness? Which are the ethical issues raised by precariousness as a chosen aesthetics? Welcoming papers exploring different geographic and temporal frames of reference, this panel aims to re-examine the issue of precariousness and its outcomes in art.

We are looking for a strongly motivated person with excellent skills in theoretical modeling, computing, data collection and analysis, and a keen interest in multidisciplinary research. The candidate should have a PhD (or expect to have one for the starting date) in physics, applied mathematics, computer science, epidemiology, quantitative biology or any close related discipline. Proven ability to work independently and to quickly adapt to new scientific
environments are essential for this position. Good communicative skills to successfully collaborate with the other members of the group, and a good knowledge of both oral and written English are required.

The selected candidate will join the Institute for Scientific Interchange Foundation (www.isi.it) in Turin, Italy and will work in collaboration with Dr. Vittoria Colizza and the
members of the Computational Epidemiology Lab. The topics of the work will be marked by the objectives of the PREDEMICS project, that include the modeling of spatial spread of infection diseases affecting different types of hosts, and the study of virus mutation and evolution (with particular attention on influenza A virus). The work will be conducted in collaboration with the other partners of the project, including the Pasteur Institute (Paris, France), the Fundacio d'Ivestigacio Sanitaria de les illes Balears Ramon Llull (Spain), the Catholic University of Louvain (Belgium), the Universiy of Edinburgh (UK). The research work will be both computational (development of data-driven computational models) and theoretical (use of network physics approaches and more in general complex systems approaches for a theoretical characterization
of spreading processes). Experience in complex systems and networks, epidemic propagation phenomena and/or evolution is highly desirable.

Three PhD opportunities in translation, speech recognition and synthesis

The SIWIS project is about speech to speech translation. It will allow a person to speak to a machine in their native language and have it automatically recognised, translated and spoken in a different language. One characteristic of recent technology to achieve this is that the spoken synthetic voice can sound like the original speaker instead of a generic speaker or robot.

SIWIS has two broad goals. The first is to customise the current state of the art to the Swiss language scenario. This entails constructing recognition, translation and synthesis modules in the main Swiss languages. The second goal is to advance this state of the art, focussing especially on prosody. Prosody describes aspects of speech such as volume, rhythm and pitch; these are the parts that carry emotion and emphasis, adding extra nuance and personality to the
words.

In order to do this, SIWIS brings together four partners. These partners possess world leading expertise in each of the component parts of a translation system. Further, three of the partners are physically located in cities representing the major language groups of Switzerland; this includes English, represented by the University of Edinburgh. The location will be important not only for data collection (ensuring we have the tools to enable the project), but also for
evaluation, providing native listeners to ensure our results are as good as can be hoped.

PhD Scholarships General Linguistics

The Graduate School for East and Southeast European Studies invites applications for 4 Doctoral Positions (according to the German TV-L) and 6 PhD Scholarships.

These positions are available from November 1st 2012 for two years initially. Subject to evidence of satisfactory progress at the end of this period, the positions will be extended for a maximum of eighteen months. The new Graduate School for East and Southeast European Studies is a cooperative venture organized by the Ludwig-Maximilians- Universitä t (LMU) in Munich and the University of Regensburg. The School is funded by the Deutsche Forschungsgemeinsch aft (DFG) as part of the German Excellence Initiative from November 2012 until October 2017. Research at the Graduate School will be conducted in three broad, interdisciplinary fields:

- Origins and Forms of Social and Political Change
- Cultural Systems
- Infrastructure, Migration and Transfer of Knowledge

Research at the Graduate School especially focuses on interrelations and interdependencies between East and Southeast Europe and other regions of the World. A lively interest in interdisciplinary research questions and sensitivity for transnational and spatial perspectives are therefore expected. In the context of its primary focus on East and Southeast Europe, the
Graduate School draws on the following disciplines: History, Literary and Language Studies, Art History, Theater Studies, Political Sciences and Law. In the context of cross-regional comparisons and transfer studies the School's expertise in Area Studies is complemented by insights from Chinese, Japanese and North American Studies.

In an international working environment the Graduate School offers ideal conditions for the realization of excellent research projects in the Humanities as well as in Social and Legal Studies which focus on East and Southeast Europe, and the interconnection of this region with other regions of the world. The doctoral positions are available for a period of two years with the option of extension for another eighteen months. Remuneration is based on Grade E 13 TV-L (65%) of the German Public Service Salary Scale. The teaching obligation amounts to two SPW.

PhD Scholarships are awarded for two years with the option of extension for another eighteen months. A basic monthly stipend of 1.365 Euro is provided, plus travel funds, grants for material costs as well as family allowances and child-care expenses in accordance with DFG guidelines where applicable.

PhD Scholarship for research in either the Environmental or Maritime History of Southeast Asia

A fully funded three and half year PhD scholarship is available to work under the supervision of
Professor James Warren, who is coordinating one research stream of a 7-year Major Collaborative
Research Initiative (MCRI) anchored at McGill University entitled ‘The Indian Ocean World: The
Making of the First Global Economy in the context of Human–Environment Interaction’.

Applications are invited for candidates with similar or complementary research interests. These
interests can be pursued through study of the impacts of climate related and other natural hazards (cyclonic storms, earthquakes, tsunamis, volcanic eruptions, drought) on the economy, society and history of one or more nations in Southeast Asia from the 10th to 19th centuries.This includes, but is not limited to, projects oriented towards: reconstructing spatial, temporal and social patterns in vulnerability to the adverse effects of climate variability and natural hazards in the Philippines (earthquakes, volcanic eruptions and floods), Vietnam (cyclonic storms and floods) and Indonesia (volcanic eruptions, earthquakes and tsunamis). Projects may also aim to improve understanding of the geographic, temporal and social variables that correlate with increased vulnerability or resilience to natural calamities across time.

Projects may also be dedicated to another key research domain of the Major Collaborative Research Initiative, namely maritime trade and the circulation and flow of commodities and peoples in the Indian Ocean World ( stretching from the coast of East Africa to the shores of the South China Sea) between the 10th and 19th centuries.

The successful candidate will be based at Murdoch University’s Asia Research Centre in Perth,
Australia, which has a strong concentration of scholars with specialist research expertise on Southeast Asia. Joint supervision with Professor Warren and a relevant team or Centre colleague is thus possible, depending on the precise project. The Centre holds workshops, seminars and conferences that further enrich the intellectual climate on offer to the successful candidate. Ph.D. scholarship opportunity – urban water and sustainability transitions

An exciting opportunity for 2 new PhD studentships at Monash University, Melbourne, Australia have become available, focused on sustainability transitions in the urban water sector. With a highly competitive scholarship stiped these PhD projects will be working with a team of leading scholars and other research students at the Monash Centre for Water Sensitive Cities with co-supervision from the James Cook University, Townsville, Australia and the DRIFT research team at Erasmus University in Rotterdam. The Project: We are seeking two outstanding Phd students who are interested in environmental sustainability and system transitions in the urban water sector. The research will consider the role of people, organisations and institutions in enabling (and constraining) the break-through, diffusion and up-scaling of new and sustainable urban water technologies in the face of competing and conventional practices. The studies will consider the challenges of climate change and population growth in respect of the adoption of new technologies. Issues of water recycling, conservation and improving waterway health are essential for more sustainable water futures, and while much of the sustainable infrastructure technologies have been developed, widespread implementation is still not evident. There is a significant role for the social sciences to contribute new knowledge on how best to facilitate radical transitions in the urban water sector, and environmental resource management more broadly.

This project, funded by the Australian Research Council, focuses on changes in the Australian urban water sector in response to the chronic drought and acute flood conditions over the last ten years, and contrasts the human dimension of recent innovations in decentralised alternative water supply practices with the conventional centralised approach. The students will examine the actions of actors and institutions in relation to the emergence and up-scaling of new environmental water technology trajectories.

The Supervisory Team: The research will be supervised by an experienced and collaborative team comprising:
Professor Rebekah Brown (Monash University, Melbourne),
Professor Christopher Cocklin (James Cook University, Townsville), and
Assoc. Professor Derk Loorbach (Erasmus University, The Netherlands).

Candidate Requirements: The successful applicants will have an excellent academic track record (1st class honours or equivalent) and demonstrated capacity for social science research. An affinity with sustainability transitions, resilience and/or institutional studies is highly desirable. We also encourage candidates with a multi-disciplinary background in the physical or other sciences such as, geography, environmental science, or engineering.
