CfP: Nationalism and Communism, Eastern European History and Eastern European Studies

Workshop 'Nationalism and Communism'

Eastern European History and Eastern European Studies,
University of Amsterdam, 25 April 2008

After the fall of the Berlin Wall in 1989 nationalism suddenly resurfaced in Eastern Europe, or so the common wisdom goes. This implies communism and nationalism have little to do with each other. In reality, the communist regimes of Europe all flew the national flag in order to gain popular legitimacy. After 1948, the People's Republics of Central and Eastern Europe constructed the state ideology of 'Socialist Patriotism', a conscious blend of national and socialist imagery. Parties presented
themselves as heirs to national traditions, and as guardians of national interests. They appropriated national symbols and heroes, and pursued 'national' policies whenever possible. This was not just the case in Europe. From Cuba to Korea, communist parties and states presented themselves as patriots. A national communist self-image was not the exception, but the rule. It is surprising that the communist "invention of tradition" and the socialist "imagined community" have been studied relatively little. Though there is an extensive body of literature on the
relationship between communism and nationalism, the national element in communist ideology has on the whole remained from view. This has changed in recent years. Independent of one another, several excellent studies have been published on attempts by communists in individual countries to gain national legitimacy. This informal workshop aims to be a first step towards a more comprehensive view. Students of nationalism, historians of communism, specialists on Cold War history, as well as country or regional experts, are invited to give their opinion.

Presenters of papers are welcome to concentrate on an individual state, party, national symbol or policy, but are asked to place these in a broader context. To what extent does 'Socialist Patriotism' fit into existing theories of nationalism? Could communists actually be called 'nationalistic' or even 'nationalists' ? Was the communist use of national propaganda instrumental and exploitative, or was it founded on progressive traditions of nationalism? How were national credentials of local parties squared with proletarian internationalism and the alliance with other
communist countries? To what extent did communist parties construct ethnic "enemies of the people"? In what way did anti-Semitism influence the national credentials of communist parties? Was communist national propaganda ultimately successful? These and other questions will be central to the discussions at the meeting. A practical goal is take first steps towards the organization of a larger workshop on this topic in 2009. This is to culminate in an edited volume on nationalism and communism.

Please send proposals for papers (max 400 words) to dr. Martin Mevius before 15 February 2008 (m.mevius@uva. nl, Eastern European History and Eastern European Studies, Postbus 134, 1012 VB Amsterdam, tel +31205252269, Fax: +31 20 5252086).

The European Association of Environmental and Resource Economists (EAERE), the Fondazione Eni Enrico Mattei (FEEM) and the Venice International University (VIU) are pleased to announce their annual European Summer School in Resource and Environmental Economics for postgraduate students.

The 2008 Summer School will take place from the 6th to the 12th of July, at the VIU campus on the Island of San Servolo, in Venice, located just in front of St. Mark's Square. The theme of this Summer School is *Space in Unified Models of Economy and Ecology*.

The purpose of this Summer School is to review and present methods of modeling spatial problems in ecological economics, and to show how these methods can be used in environmental and resource management. In this context the Summer Schools is expected to cover issues associated with:
- the use of diffusion processes to model evolution in time and space;
- the implications of "the Turing mechanism" for diffusive instability, and the emergence of steady state spatial patterns;
- the control of diffusion processes in ecological/economic models which evolve in time and space;
- applications of spatial methods to environmental and resource management and regulation problems, where space is important as in cases of patchy environments, species movements, pollution diffusion. These problems could include harvesting of renewable resources, management of pollution diffused in space, bioinvasions, elements of spatial econometrics and GIS.

CFP: OpenForum Berlin - Citizenship in an age of migration

OpenForum Berlin
25 - 27 January 2008
Berlin, Germany

WHAT IT IS ABOUT

Taking the Neuk€ ¦Ã¶lln district of Berlin as example that figures unluckily but prominently as a nation-wide known problem area of integration, we want to explore the essentials of civic engagement between a desired maximum of tolerance and a required minimum of social cohesion.

Our co-operation partner Neuk€ ¦Ã¶lln Plus (N+) is a local initiative that strives to create an atmosphere of social responsibility. We, in contrast, are a European network that aims to contribute to the development of European civil society.

Together we are particularly interested in finding out which fundamental values foster mutual respect in the face of high cultural and ethnic diversity and which factors enable social responsibility in a group of people of different backgrounds.

WHO WE WOULD LIKE TO MEET

If you are considered a professionally and personally interesting individual by your colleagues and friends, you belong to the people we would like to talk to.

We welcome the participation of academic and professional experts in the respective fields, though this alone will not suffice. We actively seek to recruit as many representatives from outside the hegemonic "European sciences" (European Studies, Law, Political Science, Sociology) as possible.

Involving people with a variety of personal backgrounds (ranging from prior political activities and civil society engagement to experience with transnational business) will ensure a lively debate with substantial results.

HOW TO APPLY

- Fill in our application form
- Send us a short CV including information about project experience you have already acquired
- Write a short essay (approx. 4.000-5.000 characters) on the question: What conditions must be fulfilled in order to enable and strengthen civic engagement
either where people of different cultural backgrounds live together locally, or where they co-operate in transnational contexts?
- We are happy to receive any additional material such as scientific publications or media reports on the topic of our project
- Deadline is 20 December 2007

CfP: ASN-Science Po 2008 Conference, Empires and Nations, Paris, 3-5

Call for Papers

“Empires and Nations”

Joint Conference of the
Institut d’Études Politiques de Paris (Sciences Po)
and the Association for the Study of Nationalities (ASN)

Institut d’Études Politiques de Paris
3-5 July 2008

**Proposal Deadline: 13 February 2008**

**Contact information:
Proposals must be submitted to
dominique.colas@ sciences- po.fr AND dcolasasn@gmail. com **

The École Doctorale of the Institut d’Études Politiques de Paris (Sciences Po) and the Association for the Study of Nationalities (ASN) are organizing the Joint International Conference “Empires and Nations”, to be held on July 3-5 (2008) at Sciences Po in Paris. The Conference is made possible through the contribution of a number of other research centers, including the Centre d’Études des Mondes Russe, Caucasien et Centre-Europé en (CERCEC, France), the Institut Français d’Études sur l’Asie Centrale (IFEAC, Uzbekistan) and the European University of Saint Petersburg (Russia).

The Sciences Po-ASN Conference invites proposals from scholars and doctoral students. Applicants currently residing in Central Europe, the Balkans, Russia, Ukraine, Central Asia/Eurasia, the Caucasus, China and India are eligible to apply for a number of travel and accommodation grants. Applicants currently residing in Western countries must cover their own expenses. The working language of the Conference is English.

“Empires and Nations” is the fifth European summer conference co-sponsored by ASN since 2001, and the second organized by Sciences Po, which launched the successful series of ASN summer academic events in July 2001 with a conference on “Citizenship and Nationality.” Summer conferences were also held in Forli, Italy (2002), Warsaw (2004) and Belgrade (2006).

The Sciences Po-ASN Conference is organized separately from the ASN Annual World Convention that will take place at Columbia University, NY, on April 10-12 (2008), and whose program will be announced in February 2008. For information on the ASN 2008 NY Convention, please go to www.nationalities. org. The Sciences Po-ASN Conference will feature approximately 30 panels. The program will be available in April 2008.

The Sciences Po-ASN Conference welcomes proposals on a wide range of topics related to the comparative study of nations and empires, with an emphasis on the former continental empires, i.e. Russian (Soviet), Ottoman and Austro-Hungarian, and their legacies. ASN stands at the juncture of nationalities studies (the study of national identity and nation-building in the former Communist Bloc and Eurasia) and nationalism studies (the comparative and theoretical study of the politics of the nation). In this spirit, the Conference invites proposals empirically grounded in Eastern Europe/Eurasia broadly defined and theoretically- oriented proposals devoted
to various aspects of the notion of “empire.”

Possible themes include the breakdown of empires, religion and empire, nationality and empire, identity and colonialism, post-colonialism, imperialism since the Cold War, the European Union as a new kind of empire, and many more. The Conference seeks to feature presentations from a broad variety of disciplines, including

Ø Political Theory elucidating concepts of empire, imperialism, and world domination
Ø Ethnography analyzing the transformation of local cultures in the context of globalization
Ø History focusing on the different types of nation-states and empires and the role of cultural cleavages in the formation of political units
Ø International Relations revealing the logic of coalitions between political units, the foundations of “imperialism” and the erosion of the capacity of states to exercise sovereignty
Ø Comparative Politics studying the legacy of empires and the impact of neo-imperial states on domestic political arrangements
Ø Post-Colonial Studies examining the effects of 19th c. imperial states and questioning the hegemonic temptations of contemporary democracies

…as well as questions raised within the disciplines of sociology, economics, geography, geopolitics, linguistics, and many more.

The theme of the Conference, “Empires and Nations,” symbolizes the strong tradition of research on Russia at Sciences Po, home to distinguished specialists, among them Anatole Leroy-Beaulieu, author of L’Empire des Tsars et les Russes (The Empire of the Tsars and the Russians) and Hélène Carrère d’Encausse, author of L’Empire Eclaté (Decline of an Empire: the Soviet Socialist Republics in Revolt).

Call for papers

The majority of the content daily published on the world wide web is user generated, most of it posted on blogs or other social media platforms. The exact number of blogs is impossible to state at any given point due to the highly decentralised and dynamic character of the blogosphere. The evolution of the Internet is driven by that dynamic and decentralised nature of this new rhetorical opportunity that is becoming more available and easier to use. There is a growing need for sophisticated discussion of social media including blogs, blogging, blogosphere and social software in general.

The International Conference Glocal 2.0: Blogging: Evolution treated as Revolution invites researchers and practitioners (bloggers) for a discussion and analysis, as well as for sharing thoughts and experiences on the emerging networked society we live in.

We invite you to submit a paper proposal in the proposed areas of interest:

Blogging and Journalism
The information flow within the blogosphere
Topical clusters in the blogosphere

Topical blogs – sports, culinary, politics, etc.
PR blogs and blogs in education
Citizen journalism in the (g)local framework
Forms and consequences of emerging social software practices
The political impact of social software

1. Blogging and Journalism
2. The information flow within the blogosphere
3. Topical clusters in the blogosphere
a. Topical blogs – sports, culinary, politics, etc.
b. PR blogs and blogs in education
4. Citizen journalism in the (g)local framework
5. Forms and consequences of emerging social software practices
6. The political impact of social software
7. Blogosphere vs. Mediasphere
8. Semantic Web (knowledge management, crowdsourcing)
9. Blogs and public opinion
10. Workshop(s) – Step by step blogging

CfA: PhD Programme of the European University Institute in Florence

The Department
of Social and Political Sciences of the European University Institute invites
applications for its PhD Programme. The Department specializes in comparative politics, comparative sociology, international relations, political behaviour and social and political theory, and was recently listed as the top-ranking political science department in Europe. The department has good working relations in teaching and research with the departments of Law, History and Economics and the Robert Schuman Centre for Advanced Studies, and is at the centre of extensive international networks. It hosts a number of large, collaborative projects financed by the European Commission Framework programmes or other external sources. The main working language is English, although theses can be written in the other principal languages of the European Union. The European University Institute is one of the world’s leading academic institutions for postgraduate study in the political and social sciences. Located in the hills overlooking Florence, it is distinguished by its unique international nature and strong European focus.

It was founded in 1972 by the European Community Member States to provide advanced academic training to PhD students and to promote research at the highest level. The department currently has fifteen full-time professors, from all parts of Europe,
whose interests range across a number of themes.

PhD Research and Training

The department’s four-year doctoral programme puts a strong emphasis on the theoretical and methodological tools required for PhD research. In the first year there is a common core course on approaches and methods in the social sciences. Additional courses in both quantitative and qualitative methods are also available. A wide range of seminars and workshops is offered in substantial fields, many of them linked to the current research interests in the department, while others are interdisciplinary and offered jointly with other departments in the Institute. Further intensive courses and workshops are offered as needed and funding is available for the summer schools run by the ECPR and other organizations. Colloquia organized by professors with their supervisees provide spaces for discussion of research design and problems. Funding is available from the department for PhD researchers to undertake trips for field work or archival research.

The department hosts some twenty or more visiting and postdoctoral scholars each year, whose work is linked to that of the professors. They are available for consultation by doctoral researchers, and normally present guest seminars based on their current research. The Robert Schuman Centre for Advanced Studies is a research centre within the EUI, and professors and students in the SPS department are fully involved in its programme of seminars and workshops

Scholarships

Each year up to 40 citizens of EU Member States, Norway and Switzerland, as well as a small number from elsewhere, are admitted to the PhD programme and funded for four years (subject to satisfactory progress). The basic monthly stipend is around €1100, depending on the country. Some scholarships are available to citizens of non-EU states, under the Central and Eastern Europe, South-East Europe, Mediterranean and Latin American programmes. The basic entry requirements are a Masters’ degree in a relevant subject and language skills appropriate to the proposed programme of study. The closing date for applications for the coming academic year is 31 January 2008.

Brief description of the course

Europe is facing a number of challenges. How can the rights of minorities be safeguarded through political institutions? ; in what ways do social and economic differences within Europe pose a threat to the enlarged EU and to the relations between the EU and its neighbours?; is cultural diversity within Europe an asset or does it block further cooperation? ; can Europe afford its ambitious ideals for economic and social development? ; what kind of global player should Europe become?; and what national or supranational policies are needed to deal with the forms of inclusion and exclusion which are connected with these challenges?

This course deals with the challenges of a new Europe and focuses on the emerging choices which will have to be made to cope with both the social problems we face and the ambitions we cherish. The world outside Europe is looking at European unification with great interest, enthusiasm, admiration, curiosity and even jealousy, whereas the European countries and peoples themselves seem to have a much more sceptical and sometimes even negative view on this process.

In his latest book 'the European Dream' the American futurist Jeremy Rifkin even states that nowadays Europe - more than the United States of America - offers a hopeful perspective for the future of humankind. The time of the American Dream as an inspiring vision for so many people in the world is over and has been replaced by the newly emerging European Dream, he argues.

This course deals with this emerging European experiment, which in many ways is unique and incomparable with anything in history before. It is an open-ended process the outcome of which cannot be foreseen in advance or, in other words, it is a process we are working on together. In this course we shall stress that we are not only observers of this Europeanization process, but also, and perhaps even more so, active participants in it.

This course is the sixth edition of a bi annual series of courses of which Inclusion and Exclusion in Contemporary European Societies is the central theme. In 1998 the emphasis was on the exploration of the concept In- and Exclusion. In 2000 there was an accent on empirical data. The edition of 2002 paid extra attention to Inclusion and Exclusion in terms of (policy and governmental and non-governmental) intervention. In 2004 the course focussed on the EU-enlargement and the future of 'civil society' and 'governance' and in 2006 we were looking at the dilemmas in dealing with diversity and the directions that are open for action.

This year our main focus is on some of the dichotomies which come to mind when looking at the strategies available to deal with concrete problems in the wider European space and in relation to the position of Europe in the world, namely:

- Parochial Europe versus Cosmopolitan Europe

- Provincial Europe versus Europe as a Global Player

- Frozen Europe versus Dynamic Europe

- Stagnating Europe versus Innovative Europe

During the course, in plenary presentations and in interactive workshops, we will discuss Europe as an idea and will look at the challenges contemporary Europe is facing. We will explore the conditions for innovation and the conditions under which Europe and the EU can develop, as well as new forms of European Governance and strategies to support European citizens to cope with Europe.

Working methods

In this course we try to bring together students that are likely to have a future career within or connected with the public domain (and lecturers and researchers) from the so called 'old EU'; new and candidate member states of the EU; and from the so called new neighbours. The aim is to share and to discuss our knowledge and perspectives on the challenges of Europe. The intensive international part of the course in Dubrovnik includes different longer and shorter plenary presentations by resource persons from different countries, workshop sessions with presentations by participants, forum debates, simulation games, future creating workshops, and so on. As lecturers and participants stay in the same hotel, discussions will be extended during evening hours within an informal setting.

Participants

The course is open to Masters and Ph D students and, in some circumstances, final year undergraduates. In general the course is aiming at students of disciplines that are dealing with issues related to the public domain (social sciences including e.g. sociology, political science, public administration and policy sciences, anthropology, European Studies, law, economics, organizational sciences). The course is selective. The selection will be made by the course directors and/or the participating institutes.

Assignments

Participants are expected to give a workshop presentation and to prepare a paper on research related to the central theme of the course. During the months preceding the course there will be assistance through information on the website and by e-mail. The final papers will be published on the website after the course. Furthermore the participants are expected to write a short summary of their own presentation and a short report on one of the other presentations. The summaries will be part of the hard copy and the e-version of the final report of the course. Requirements can be found on the website www.inclusionexclus ion.nl . (The updated version will be available January 2008).
