GLOBAL SECURITY AND THE RE CONFIGURATION OF THE INTERNATIONAL SYSTEM: VISION AND REALITY

The scope and magnitude of the traditional and non-traditional challenges that have become increasingly apparent during the first half decade of the twenty first century compel us to question the many assumptions that have historically served as the foundation for the Westphalian international system.

Among the most dramatic challenges has been the various forms of international terrorism, compounded by the problem of rogue and failed states. The gravity of these asymmetric threats to international stability and global security is significantly enhanced by the potential of the vast devastation that could result from the use of chemical, biological, nuclear, radiological weapons or a large scale coordinated cyber attack directed against the global community’s critical information infrastructure and financial network.

A fundamental dilemma confronting the international community concerns legitimate responses, including preemptive action, that are compatible with the
normative standards that underpin the international system.

Equally serious are the challenges posed by such developments as global climate change, overpopulation, with its resultant strain on global resources, the displacement of communities, and the degradation of human rights. While these challenges are global in both nature and extent, their impact is often most immediate and obvious among the peoples of the Third World .

These vexing issues raise fundamental questions concerning the responsibilities of the various members of the international system regarding public policy in response to such challenges. This conference hopes to explore these and other related issues within the context of the common goal of all peoples for security, prosperity, and freedom.

Proposals for papers, panels and roundtables are invited from scholars, policy makers, members of the military and business communities, as well as non-governmental organizations. Deadline for submission of proposals, December 15, 2006.
