Content
Based on the results of the European Youth and Sport Forum 2005 and 2006, the EYSF2007 will canalise the contributions and perspectives of young people in the field of youth and Sport. In this same continuity, the EYSF2007 will contribute to the political discussion on a NGO and GO level and reflect the EU Sport agenda of the German Presidency. Participants at the Forum will discuss and exchange ideas and views on the role of sport in regard:
@ Discrimination in and through Sport
@ Social inclusion
@ Diversity
@ Intercultural communication
Beside the formal programme, participants will have the opportunity to meet, network and exchange ideas with other young Europeans.
Outcomes
The European Youth and Sport Forum 2007 will deliver key recommendations on the above topics, which will be presented to German and European political institutions and representatives. It is hoped that the recommendations will influence the future European and national agendas and be discussed during the Portuguese EU presidency at the next sport directors meeting and youth ministers meeting in Lisbon.
Through networking, participants can learn about projects and programmes that will assist with their work and facilitate future European integration. In this regard it will be essential to focus on the European youth, sport and cultural programmes and the impact that they could have on civil society in the coming years.

This school is aiming to provide participants with the deeper understandings of basic physics and chemistry underlying the plasma application technologies largely expanding into various scientific and industrial areas.
In the first part, the basic principle of plasma discharges will be introduced with typical examples of currently used plasma sources such as ICP, CCP and wave-heated sources.
In the next part, physical mechanisms for the formation of electron energy distributions (EEDFs) in reactive plasmas will be explained depending on the discharge conditions.
It is followed by the experimental techniques diagnosing the EEDFs directly and the productions of reactive species as the consequence of EEDFs through the electron collision processes.

New Publication: Die sozialistische Lebensweise. Ideologie, Gesellsc
Dear colleagues,
May I inform you about my new book, which just has come out of press and discusses societal policies as well as everyday life in socialist Bulgaria.
Ulf Brunnbauer:

CfP: Process of Redefinition and Reconstruction of the Term Nation
Call for Papers
"PROCESSES OF REDEFINITION AND RECONSTRUCTION
OF THE TERM NATION IN CENTRAL EUROPE"
International V4 conference organized jointly by
Center for the Research of Ethnicity and Culture Bratislava (CVEK) and Institute for the Reproduction and Integration of Society (IVRIS)
June 8 - 9, 2007
Tel€ ¦è, Czech Republic
In Central European countries, the process of national self-determination since 19th century has been more on the ethnic and cultural side than on the civic and territorial one. Central European reality can be characterized by the notion "Kulturnation" (broad
cultural community), rather than "Staatsnation" (self-determining political nation). The salience of ethnic component in constructing nationhood among CEE is likely the critical factor why these states are not ready to fully accept the cultural other as equal members
- the other may be national minorities or new immigrant groups.
The more universal the definition of society's identity, the more particular contents and groups it is capable of including. Central European countries have a room for overcoming the historical determinism and everything will depend on how and whether they are going to take advantage of it. The shift from cultural definition of the own nation towards the voluntaristic one is not necessarily a sign of giving up one's identity. Perhaps the post-modern CEE nations should re-define as the focal point of their identities to
democracy, human rights and the rule of law instead of ethnically defined membership.
This conference asks whether such "constitutional patriotism" is desirable or even a viable project. Can it serve as the basis of loyalty to nation and state that would replace the ethnic definition?
We welcome expression of interest from scholars doing research in following topics:
- Does constitutional patriotism promise an avenue to overcome the legacy of ethnically defined nations in Central Europe? What are the conditions or perhaps pre-conditions for such a shift?
- Is constitutional patriotism better equipped to manage ethoculturally diverse societies?
- How to understand the predominantly primordial thinking about nation in Central Europe? Would be politically constructed nations of Central Europe a more desirable alternative?
- The nature of nations in Central Europe. Can we observe shifts from ethnic to civic understanding of nations in Central Europe? Can such processes be initiated?
- What does nationalism respond to at the beginning of 21st century in Central Europe?
- Why is national mobilization still appealing to masses in Central Europe?
- How do attempts to construct and overarching European identity interact with processes of majority and minority nationalism of Central European countries?
- Differences in ways Central European countries endorse ius soli and ius sanguini principles in their citizenship laws. What is the influence of media on spreading of the nationalistic thinking in Central Europe nowadays?

4. International NGOs Conference: Global Poverty (Canakkale
4th INTERNATIONAL NON-GOVERNMENTAL ORGANIZATIONS CONFERENCE ’Global Poverty'
PURPOSE and SCOPE
Political and social structures of the societies have been affected by recent changes. These are the changes in production relations, professions, institutions, roles, attitudes and needs of the societies that move from traditional way of life towards modern life standards. As a result, former social, psychological and economic ties are breaking. Social issues make individuals, who aim to participate actively to the process of finding long term effective solutions, unify their strengths under € ¦’³non-governmental organizations€ ¦’´ . In addition to governments and private sector, today € ¦’³ non-governmental organizations€ ¦’´ as a third dynamic also perform operations and make their significance felt for problems that occur in every field of social life such as education, health, democracy, human rights, economic development, unemployment, tourism, poverty, and infrastructure.
As a response to this issue, our school has also adapted courses related to NGOs into curriculums of all departments. Moreover, it has organized an annual NGOs conference for three times since 2004. First and second conferences were held at national level and the third was held at international level. € ¦’³ 4th International NGOs Conference€ ¦’´ which we will be organizing has been planned to focus on € ¦’³Global Poverty€ ¦’´ main theme and expected to receive high participation from the academia and various NGOs.
Poverty is felt deeply all over the world. Globalization and technological developments have made countries and people become closer. However, the increase of income disparities and threatened main environmental, social and economic services for sustainable development, social and ecological systems aggravate poverty.
Defining poverty as income inadequacy would be insufficient. Poverty is a concept that includes economic, social and administrative dimension. From the economic point, poverty is being deprived not only of income and resources but also of the opportunities. Poverty means hunger, unable to find a shelter, unable to go to hospital in illness, unable to have clean water, unable to attend school, unable to find a job, being afraid of future, weakness and not being free. In every country, generally accepted € ¦’³poverty border€ ¦’´ depending on income or consumption levels is used to measure poverty. If a person€ ¦’²s income or consumption is below € ¦’³poverty border€ ¦’´, it is accepted that the person is poor as the person is unable to meet its basic needs. Although poverty border changes from society to society or in time, every country defines a border according to its social norms and values. If we consider the number of the poor according to the poverty border determined by the World Bank,
there are 1.1 billion people who spend under $1 a day and 2.7 billion people who spend under $2 a day (http://web.worldban k.org).
Existing environmental restrictions urge us to help future generations participate in the social and economical developments. In addition, there is an immediate need for identifying economical, political, social and structural factors that cause the global poverty. Moreover an urgent study is required to reduce and eliminate poverty.
In the meetings of organizations such as World Economic Forum and World Social Forum, global poverty is considered under the topics of fast changing economic situation, unemployment, fast population increase, global justice and global warming. All governments, international and supranational institutions and non-governmental organizations are increasingly showing their sensitivity on this issue. In this context, overcoming such kind of a problem or making an effort on the issue cannot be the unique work of governments with their limited capacities, private sector or non-governmental organizations.
In this regard, Biga Faculty of Economics and Administrative Sciences of Canakkale Onsekiz Mart University, which has an ambition of bringing issues related with civil society and NGOs to the fore, will also demonstrate its sensitivity to global issues, such € ¦’³Global Poverty€ ¦’´. Therefore, contributions of the people concerned about various aspects of global poverty are welcome to our conference.
In order to elaborate on this topic through the frame of non-governmental organizations, 4th International NGOs Conference that we are to hold this year will be under the topic of Global Poverty. With this main theme, the subject headings which are planned to be discussed are written below;

grants in social sciences
Democratic Romania: its past, present and future
- annual awards for excellent research designs in the social sciences -
This project aims to encourage research in the social sciences with a special focus on Romania – where the strength and focus of social science research conducted by eminent scholars such as Dimitri Gusti, Constantin Radulescu –Motru, D. Draghicescu and others made pre-war Romanian social science world famous.
The project takes the form of an annual research competition in which up to three winning research designs that address the issue of “how and if democracy worked/works/will work in Romania” will receive awards in the form of seed-funding from the Ratiu Family Foundation sufficient to launch the proposed research projects, as well as nationwide publicity designed to assist award-winners in attracting additional research funding where necessary. The project is a joint initiative of the Ratiu Center for Democracy in association with the Center for the Study of Democracy at Babes Bolyai University’s Faculty of Political, Administrative and Communication Sciences. A secondary goal of the project is to strengthen cooperation between theoreticians and practitioners involved in democratization processes.
Applications to participate in the competition are sought from all recognized social sciences, provided they rely on an excellent methodological design. While the focus of the competition is Romania, its scope is international, entries being welcomed without regard for their country of origin. However, in recognition of the competition’s international scope, the language for entries is English.Committed to their declared values, the project’s organizers, the Ratiu Center for Democracy and Babes Bolyai University’s Center for the Study of Democracy intend to disseminate the results of the competition to a wider audience, by inviting students, journalists and representatives of academic and governmental fields to participate in a series of widely publicized debates regarding the methodology, strategy and benefits of rigorous scientific research in the social sciences.
The “Democratic Romania: its past, present and future” grants challenge researchers of all ages and nationalities to propose the study of different aspects of Romanian social reality from various disciplinary perspectives while supporting them by providing necessary seed-funding. The organizers believe there will be important benefits for all those involved in such an undertaking effort, most important of all being the opportunity for social scientists, through their research, to provide alternative, independent expertise that can in future be relied upon as a resource for improving civic and institutional democratization efforts in Romania and elsewhere.

USA: Low-Residency Master of Arts in International Education
School for International Training Offers New Programs for Professionals in
International Education
Greetings from the School for International Training (SIT)! We wanted to let you know about two exciting new opportunities available through SIT specifically for the working international education professional. We are pleased to announce two new programs: a Low-Residency Master of Arts in International Education and a Graduate Certificate in International Education!
You are probably familiar with SIT's work in the field of International Education. You may have even thought about applying for our Master's degree in order to increase your skills and understanding of the field or recommending it to your colleagues, but for many professionals leaving a job and your home community to enroll in a residential program in Vermont hasn't been an option. Or, maybe you already have an advanced degree in another field. Now, we are offering two exciting new ways to get a degree or a certificate through SIT without leaving home.
Low-Residency Master of Arts in International Education
The new Low-Residency Master of Arts in International Education will be launched this summer, in June of 2007. This program offers the same curriculum and courses as SIT's well-established on-campus degree-the differences are the delivery format and pacing of the programs. With the Low-Residency degree you do not have to leave your current job in the field of international education or your community-you can earn your degree while you work.
The Low-Residency degree is designed for working professionals. You will complete most of your coursework on line and have only three short residential periods (two 2-week and one 1-week sessions) on SIT's Vermont campus over the course of two years. Through the on-line coursework, you will use your work in an international education workplace to contribute to a "virtual community" of other students enrolled in the
program. You will receive the same high-quality Master's Degree in International Education that you would from our on-campus program, but via a different structure which allows for more flexibility in terms of location, work, and when you study.
Graduate Certificate in International Education:
For those who already have an advanced degree, or do not want to do a full master's program at this time, but seek additional skills in the field of international education, we invite you to look at the new Graduate Certificate in International Education.
Designed specifically for those who want to add to their skills set and stay abreast of new trends in the field, the Graduate Certificate offers the opportunity to apply your learning from your workplace and complete online coursework with a virtual cohort of fellow international education professionals. The Graduate Certificate requires you to spend only two short (two-week) residential periods on SIT's Vermont campus over the course of one year. At the end of that year, you will receive a Graduate Certificate, or you can seamlessly transition into the Low Residency Master
of Arts in International Education if you want to continue with your studies.
If you are interested in applying for either of these new and exciting options, please visit our website at http://www.sit. edu/graduate/ maie_lowres/ index.html (for the MA) or http://www.sit. edu/graduate/ maie_cert/ index.html (for the Graduate
Certificate) , contact LowResIE@sit. edu or call 1-800-336-1616 to talk about
whether these options are right for you.

CfA: Bachelor and Masters programme on Gender, Sexuality and Society
Interested in the study of gender and sexuality?
The University of Amsterdam offers an undergraduate (Dutch and English) and a Masters programme (English) on Gender, Sexuality and Society (GSS) in the field of the social sciences.
Gender and sexuality studies are devoted to enhancing our understanding of the differences among certain groups of women and certain groups of men - as well as between women and men - in an era of globalization and transnational migration. A range of social distinctions among and between women and men, and the particular forms of agency available to them, are grounded in their ethnic and religious identities, age categories, class location, sexual orientation, or access to political power. These distinctions produce different experiences and entitlements
in civil society and citizenship; they endow most human beings with contrasting perspectives on their options in the environment in which they live, work, and forge social and sexual bonds. This scholarly endeavor represents a systematic attempt to address structurally embedded prescriptions concerning gender relations and sexual behavior on a par with other analytical variables such as class, ethnicity, religion, age, or political ideology.
The programme on Gender, Sexuality and Society aims to integrate the social and cultural imperatives that shape gendered identities and sexual relationships into the normal research repertoire of social scientists. Accordingly, in the programme students will learn how to incorporate a multi-disciplinary and transnational approach. The historical and comparative dimensions emphasized in the majority of the
courses train the student to analyse issues in society and culture from various perspectives and to put them in their wide-ranging sociological, political and cultural contexts. The programme on Gender, Sexuality and Society provides the student with a solid theoretical, conceptual, and methodological foundation in the social sciences. The combination of empirical studies with theoretical reflection and reading will provide the intellectual tools and abilities that students need to better understand, analyse and cope with the world's contemporary problems and
complexities.
The Universiteit van Amsterdam has a sophisticated, experienced and international oriented teaching staff, a well built network of experts outside the university, specialized libraries and archives, and a student network. Expertise in gender and sexuality studies has been developed since their incipience in the late 1970s. The staff employs an interdisciplinary perspective, having specializations in sociology,
anthropology, history, political science, and philosophy. This lively and colourful academic community is, above all, based in a city that is famous for its liberal sexual attitude and knows many interesting spots for people who are interested in the field of gender and sexuality.

International competition for the "best international law paper"
Call for Papers: an international students'competition
The Occupation of Hebron : Legal Aspects
The International Law Division at the Law School, the College of Management Academic Studies in Israel, in cooperation with the Association for Civil Rights in Israel and The International Review of the Red Cross announce the launching of an international competition for the "best international law paper" and invite the
submission of papers focusing on legal aspects of the 40 year old Israeli occupation of Hebron.
· The competition is open to all law students world-wide.
· One paper, selected by the competition steering committee as the winning paper, will award its author a $500 prize (sponsored by the Law School , the College of Management Academic Studies ).
· Up to three papers, selected by the competition committee, will be published in The
International Review of the Red Cross, subject to the journal’s review procedures.
The winning papers will be announced by October 1 2007.
The competition is launched as part of a series of events surrounding the 40th anniversary of the Israeli occupation of the Pal esti nian Territories .
Hebron well epitomizes the nature of this occupation: Hebron is home to around 150,000 Pal esti nians, of whom approximately 35,000 reside in Area H-2, an area
under full Israeli control and home to some 500 settlers. The latter are located in settlements in the old city. Israeli policies associated with these settlements have arguably been designed to generate the "de-Pal esti nization" of the area, and have
actually achieved this result. The (il)legality of theses policies is the broad subject of the competition.
Subjects may include, but are not limited to, the following:
· The Hebron cases: the jurisprudence of the Israeli High Court of Justice
· Law enforcement in Hebron
· Israeli policy and actions in Hebron : Apartheid or Security?
· International Criminal Law aspects of the occupation of Hebron
· A legal analysis of specific events in Hebron
Papers (not exceeding 10,000 words) should be submitted no later than July 12 2007 to
hebronc@actcom. net.il
Steering Committee
· Dr. Orna Ben-Naftali, Head of the International Law Division, the Law School , the
College of Management Academic Studies;
· Toni Pfanner, Editor in chief, The International Review of the Red Cross
· Adv. Limor Yehuda , The Association for Civil Rights in Israel .
· Dr. Barak Medina h, Joseph H. and Belle R. Braun Senior Lectureship in Law
· Competition Coordinator: Mr. Avi Berg (hebronc@actcom. net.il)

First literary magazine in English in the Balkans
*Fly in the Head* is the American University of Bulgaria 's literary magazine. Since its inception three years ago, we've published students' photography, poems and prose. However, our fifth issue marked a new era for the fly as we began accepting submissions from outside the university in an attempt to create a Balkan-wide literary magazine. Our first outing as perhaps the first and only English language literary magazine in the Balkans was an unqualified success; we received and published works from several guest poets, writers and photographers.
As we prepare our 6th issue we continue to seek works from established and aspiring writers and photographers from all over the region.
Unfortunately, our website is not ready but if you have a poem, story or high resolution photograph you'd like to submit, or if you'd simply like to know more about the *Fly*, please feel free to email us at:
flyinthehead@ aubg.bg or
flyinthehead@ gmail.com
Authors of published works will be mailed 2 copies of the magazine. Deadline
for submission is April 4, 2007.

CfA: International Entrepreneurship Project (partners sought)
Hello all,
We are an NGO Volunteers for Ideas and Projects from Bucharest, Romania. We have organized local and national projects for 8 years now. If you'd like, i can send you our brochure.
We are going to organize a project on international entrepreneurship between the 15th and 22th of September, 2007.
The project belongs to Action 4.3 of The Youth In Action Program - TRAINING AND NETWORKING.
We invite NGOs interested in this field-of entrepreneurship/ business/ leadership- from Central, Eastern and Southern Europe, but not only, to be involved in it. It is very important, though, that they are members of the European Union.
We would appreciate it if you could send us a brochure/ description of your association and your projects together with part III (on email first).
The deadline for sending part III is the 26th of March, since we will apply at our National Agency on the 1st of April.
For further questions, please don't hesitate to ask me.
The email is: andreeaagliceru@ yahoo.com
Can't wait to hear from you.
Have a wonderful day,
Andreea
