Dorothy Hodgkin Postgraduate Awards
Dorothy Hodgkin Postgraduate Awards (DHPA) is a UK scheme to bring outstanding students from India, China, Hong Kong, South Africa, Brazil, Russia and the developing world to come and study for PhDs in top rated UK research facilities. The initiative was launched by the Prime Minister In November 2003.
The 2008 tranche of awards provided funding for 87 new PhD students (26 core awards and 61 additional awards).
What's new
Arrangements for 2009
The Department of Innovation, Universities and Skills (DIUS) and the Research Councils recognise the great importance for the UK of being able to attract the best international research students, and we have agreed to continue to run a core paired awarding exercise for up to 58 new scholar starts in October 2009. This exercise will of course be contingent upon finding and confirming the necessary private sector sponsors and matching them to Research Council funding.
Four of the Research Councils – BBSRC, EPSRC, MRC and STFC – are participating this coming year, so we will be sponsoring core paired scholarships in the areas of biotechnology and biological sciences, engineering and the physical sciences, medical sciences, and astronomy, particle physics, space science and nuclear physics. We will not provide scholarships in the arts, humanities, social, economic or environmental sciences.
It is likely that most proposed awards from core private sector sponsors will be already strongly associated by them with particular research organisations, departments or supervisors, so EPSRC will not be operating an RAE-based algorithmic approach this year. However, it will undertake a light-touch cross-check against RAE outputs to ensure that scholarships are allocated to highly rated research organisations.
DIUS and the Research Councils have agreed that they will not offer unpaired core or additional awards in 2009 pending a review of the DHPA scheme since its inception in 2004. The main issue is to assure that the very best scholar candidates are being paired with top-rated research organisations and good private sector company sponsors through these two allocation routes.
The allocation of core awards to Research Organisations (ROs) will be completed and final grant letters issued to ROs by early in March 2009, several months earlier than in previous years. All current and forthcoming DHPA training grants will continue to be managed by EPSRC, acting on behalf of DIUS and the Research Councils.
Data Collection for Dorothy Hodgkin Postgraduate Awards
We have added a new page to the Dorothy Hodgkin website which summarises all the data which is collected for DHPAs. If you are a DHPA student or a university DHPA contact, please read through this page so that you are aware of all the data that needs to be provided, who provides this data, and when this data should be submitted. Recently completion rates for this data have been quite low, so we would encourage you to read through this page and then submit the data required. Your cooperation is very much appreciated!
DHPA Report 2007
At the end of 2006 a survey was conducted canvassing the opinions of all the stakeholders of the DHPA scheme - the students, the supervisors, the university DHPA contacts, the sponsoring companies and the sponsoring research councils. They commented on how successful they thought the scheme had been, as well as the quality of the training and the quality of the students, and also made some suggestions as to how to take the scheme forward. This information, combined with student data entered through the Je-S online portal and a series of case studies, was used to write a report. You can view this report here .
General Information - Core DHPAs
When applying for DHPA funding, please bear in mind that all Rolls-Royce-badged DHPA scholars must be nationals of either India, mainland China (not the Hong Kong SAR) and Malaysia. All BT-badged DHPA scholars must be nationals of China (including the Hong Kong SAR) or India. Also, all ICI-badged DHPA scholars must be nationals of China (including the Hong Kong SAR) and have a first or master’s degree in polymer chemistry or materials science.
Further Information:
Students wanting to apply for DHPA funding should contact individual recipient universities, using the contact points provided, rather than sending applications to EPSRC or RCUK.

PhD position Distributed Information Retrieval (1 fte)
March 27, 2009
PhD position Distributed Information Retrieval (1 fte)
The University of Twente is an entrepreneurial research university, located in Enschede, the Netherlands. Organized over five faculties, the UT offers 20 educational programs ranging from applied physics, public and business administration, communication studies and diverse programs in engineering technology.
The Computer Science department of the Faculty of Electrical Engineering, Mathematics and Computer Science (EEMCS) is one of the largest academic institutions in computer science in the Netherlands. It provides courses in Technical Computer Science, Business Information Technology, and Telematics. In addition, the department contributes to computer science education within other academic programs. The research of the department, spearheaded by telematics and information technology, is part of the multidisciplinary research institute Centre for Telematics and Information Technology (CTIT). The department has about 220 permanent staff members and 1200 students.
Project description
The Database Group of the University of Twente offers a job opening in the NWO Vidi Project "Distributed Information Retrieval by means of Keyword Auctions".
The project´s aim is to distribute internet search functionality in such a way that communities of users and/or federations of small search systems provide search services in a collaborative way. Instead of getting all data to a centralized point and process queries centrally, as is done by today´s search systems, the project will distribute queries over many small autonomous search systems and process them locally.
In this project, the PhD student will research a new approach to distribute search: distributed information retrieval by means of keyword auctions. Keyword auctions like Google´s AdWords give advertisers the opportunity to provide targeted advertisements by bidding on specific keywords. Analogous to these keyword auctions, local search systems will bid for keywords at a central broker. They "pay" by serving queries for the broker. The broker will send queries to those local search systems that optimize the overall effectiveness of the system, i.e., local search systems that are willing to serve many queries, but also are able to provide high quality results.
The PhD student will work within a small team of researchers that approaches the problem from three different angles:
1. modeling the local search system, including models for automatic bidding and multi-word keywords
2. modeling the search broker´s optimization using the bids, the quality of the answers, and click-through rates
3. integration of structured data typically available behind web forms of local search systems with text search
The approaches will be evaluated using prototype systems and simulations on benchmark test collections.
Relation to other projects
The proposed research will be done in co-operation with several important players in the search and peer-to-peer markets.
Together with Yahoo Research. the University of Twente runs the project "Radical Decentralization of Search". With, WCC Smart Search and Match the University of Twente collaborates on "Federated search on user-enhanced data". At Delft University, the Information and Communication Theory group investigates "Collaborative Search and Recommendation in P2P Systems" in Tribler.

For students turning to the private market to rent an apartment, the initial amount requested for the cautionary deposit is equal to about three months rent, plus any fees charged by the real estate agency, if applicable. The approximate amount of the rent for an apartment shared with other students comes to about 250 EURO/month per person, and the rent for a small/medium sized apartment is about 500 EURO/month.
Enrolment at the Politecnico includes insurance coverage for accidents occurring on the university premises.
Medical insurance for emergencies (First Aid), as required by the law for non-EU citizens, is about 100 EURO per year. Upon their arrival in Italy, students must pay this amount to INA Assitalia: this is required for the conversion of the entry visa into a residence permit. For further information on these matters, see the Health insurance section.
We advise students to go to the Italian Embassy or Consulate to inform themselves on the necessary requirements to obtain an entry visa in Italy.

http://international.polito.it/en/financial_aid/politecnico_international_scholarships/complete_list_of_scholarship_projects/eni_project_petroleum_engineering
The Eni Project offers international students the possibility to receive a scholarship and other benefits to graduate from the Politecnico di Torino attending a Master of Science program in Environmental Engineering (Petroleum Engineering) .
The project, promoted by the Politecnico di Torino and financed by Eni - Exploration & Production Division and Eni Corporate University, will offer for the 2009/2010 academic year up to 40 scholarship to international students.
The length of the course is 2 years full time and corresponds to 120 ECTS credits. All the courses are entirely held in English.
The activities will begin in September 2009.
Requirements
Academic requirements
In order to be admitted into the Master of Science in Environmental Engineering (Petroleum Engineering) program, applicants must possess a university degree equivalent to a Bachelor of Science degree, which is approximately equivalent to three or four years after secondary school, depending on the number of secondary school years.
For further information, please visit the Entry requirements page.
Application is open to students who:
are not Italian citizens
are not older than 32 years (by 31/12/2009)
have an adequate knowledge of the English language, preferably demonstrated by an international certification
are not already enrolled at the Politecnico di Torino before the 2009/2010 academic year
are not recipients of other scholarships, Italian or foreign.
Obtaining a degree at the Politecnico di Torino
To graduate at the Politecnico di Torino, students must attain a total of 120 credits, including exams and the final dissertation. A plan of studies must be outlined under the guidance of the student's academic tutor to identify, in relation to the student's previous academic career, the courses additionally required to complete the program of studies for the Master of Science course in which the student is enrolled at the Politecnico di Torino. The time required to graduate is approximately 4 semesters. However, the effective duration is also dependent upon each student's capacity. Note also that the time required for the compulsory Italian course, before classes start, is not considered in the estimated duration of the program.
Please note that scholarship recipients must attend their program for its entire length (2 years – 120 credits). Students who have already attended other university courses can ask for a credit transfer up to a maximum of 10 credits per year (20 credits in total). Please note that credits achieved in preparatory courses or in the first year/second year in systems where preuniversity education lasts 10/11 years can not be taken into account.
Scholarships
Selection criteria
Applicants will be selected based on their previous academic career and on their Curriculum Vitae.
Amount of the scholarship
The gross amount of the Eni Project scholarship is 10.000 Euro per year (20.000 Euro for the complete period). The exact net sum is dependent upon the individual tax conditions of each student, which can be verified only upon the arrival of the student.
The amount of the scholarship will not be increased in case the student will need more time to graduate than indicated.
The allocation of the scholarship is dependent upon the submission, within 10 days from the arrival in Italy of the student, of the original documentation, which must correspond with the documentation attached to the online form (see the "Selection outcomes" section below).
Payment of the scholarship occurs periodically. The first instalment is dependent upon the possession of the relevant documentation (residence permit, Italian fiscal code, and bank account in the name of the scholarship recipient), all obtainable upon arrival in Italy; for this reason, the first instalment is not paid at the moment of arrival at the Politecnico di Torino, but in the course of the following month.
Requirements to maintain the scholarship
Given that it is not possible to combine the benefits received from more than one scholarship, students who are assigned another study grant while receiving the Eni Project scholarship must promptly notify the Politecnico di Torino.
Payment of the scholarship will be suspended if the academic performance of the recipient does not meet a satisfactory level.
How to apply
To apply, students must, under the penalty of being excluded from the selection process:

After having completed these steps, the application for a scholarship will be considered complete.
N.B. The scholarship or project for which the applicant is eligible is not specified in the application form, since the Politecnico will automatically assess your eligibility for the Eni Project scholarship based on the information you provide. At the end of the selection process, the Politecnico di Torino will inform you if you have been selected for a Eni Project scholarship (see the "Selection outcomes" section below).
The following documentation must be attached in pdf format to the online application form:

Optional English language certificate
The above documents must be rendered in English, French, Spanish, Portuguese, or Italian.

Selection outcomes
Following the closure of the online application form, the applications will be assessed by Eni - Exploration & Production Division and Eni Corporate University, which will select the students eligible for the participation in the program.
The applications of the eligible students will be then evaluated by a special joint commission between Politecnico di Torino and Eni Corporate University, which will award the scholarships on the basis of the applicants' previous academic career and Curriculum Vitae.
At the end of the selection process, a provisional list of standings will be composed with the names of the students who have been awarded a scholarship and the names of the eligible applicants that may be awarded a scholarship in the event of one or more renunciations.
The list of standings will be published on the Official Register of the Politecnico di Torino, on this project website, and on the Apply@Polito section of the Politecnico website.
PLEASE NOTE THAT THE AFFIXING OF THE LIST OF STANDINGS TO THE OFFICIAL REGISTER OF THE POLITECNICO DI TORINO WILL BE, FOR ALL INTENTS AND PURPOSES, THE ONLY OFFICIAL NOTIFICATION OF INCLUSION IN THE LIST OF SELECTIONS AND, FOR STUDENTS WITH THE APPROPRIATE QUALIFICATIONS, THE ONLY OFFICIAL COMMUNICATION THAT THEY HAVE BEEN AWARDED A SCHOLARSHIP.
An e-mail message will be sent to all scholarship recipients and eligible applicants summarising the terms for the disbursement of the scholarship. This message will be sent to the address(es) specified by the students themselves on the online application form. NEVERTHELESS, THIS MESSAGE DOES NOT CONSTITUTE AN OFFICIAL COMMUNICATION OF THE OUTCOME OF THE SELECTION.
The scholarship awardees and eligible applicants who wish to confirm their position must take the following steps:
download the scholarship acceptance form which will be published together with the list of selection outcomes, fill it in and fax it to the number +39 011 090 6329. Failure to send in the acceptance fax within the given period will constitute a definitive renunciation and the scholarship will be reassigned accordingly.
upon arrival in Italy scholarship recipients must hand in the original documentation, which was previously attached to the online application form (see the above list), to the Politecnico di Torino. Before handing in the aforementioned documentation, we recommend that you make photocopies for yourself. We ask that you not hand in any other documentation other than that which has been required, and put all the documentation in a single folder bearing your name, surname and "Eni Project - Petroleum Engineering" . We reemphasize that the information given in the documents must correspond to that attached to the online application form. Failure to hand in the original documentation within 10 days from the student's arrival according to the above conditions will result in the non-allocation of the scholarship.
Publication of the final list of standings is foreseen for May 2009.
We emphasize that the Politecnico di Torino assumes no responsibility for the applicant's failure to view the list of standings and/or the terms for the acceptance of the scholarships as published online and on the Official Register of the Politecnico.
In all the e-mail messages and the correspondence sent to the Politecnico following the awarding of the scholarship, the recipient must clearly specify "Eni Project - Petroleum Engineering" .

Roots of Social Capital: Youth Civic Engagement and Socialization
Date: June 5-6, 2009
Site: Cluj, Romania
Organisers: Center for the Study of Democracy and The Political Science Department, Faculty of Political Sciences, Public Administration and Communication, Babes-Bolyai University
Topics: Is youth uninterested in politics and associational life? Or there should be a refinement of our research tools when surveying youth preferences? Is youth in new democracies any way different from youth from consolidated democratic states in terms of civic activism, internet usage and trust in politicians and institutions?
The workshop aims to answers these puzzling questions and to assess the most relevant contributions to the issue of democratization through formal and non formal education in the context of social capital, political culture, and political socialization. Youth socialization with democratic practices can enhance democratization of political processes in new democracies.
The workshop brings together researchers and practitioners to discuss the effects of youth political socialization and service learning on social capital and trust, in a comparative perspective.
Subsequently it will address the civic engagement of youth by analyzing the combined influence of internet use, trust, non formal and formal education as well as the effects of a diverse cultural context in new and established democracies.
A limited amount of funding is available for transportation and accommodation.

PhD Studentship in Architectures and Network Coding for Enterprise and Home Networks
The Institute of Advanced Telecommunications within the School of Engineering at Swansea University wishes to invite applications for a prestigious PhD Studentship to work on the EPSRC/Mobile VCE Core-5 research programme entitled Green Radio.
This prestigious studentship in Architectures and Network Coding for Enterprise and Home Networks is available now to UK, EU and overseas applicants.
Introduction: Green Radio is one of three exciting and innovative research programmes sponsored by the UK Engineering and Physical Sciences Research Council (www.epsrc.ac.uk) and the Mobile Virtual Centre of Excellence in Mobile & Personal Communications (www.mobilevce.com) as part of its Core-5 research programme. Green Radio is an industry-led collaboration with the Universities of Edinburgh, Bristol, Kings College London and Swansea. Given the World wide growth in the number of mobile subscribers and the increasing contribution of information technology to the overall energy consumption of the world, there is an urgent environmental need to reduce the energy requirements of radio access networks. From an operator perspective, reduced energy consumption translates directly to lower Operating Expenditure (OPEX). These are the key drivers of the Green Radio programme. Both wide area public networks (traditionally "cellular") and local area private networks (traditionally "wireless LAN") will be considered, recognising that the structure of a Green Radio Network may differ from today's radio networks.
Project Definition: In this project you would investigate architectures and network coding strategies for enterprise and home networks in order to minimise energy consumption while satisfying users' QoS requirements. Your role would therefore be to consider how to integrate network coding with other signalling techniques that area used in current as well as future enterprise and home networks. The proposed network coding schemes will be implemented in the software protocol stack of the 802.11 standard in order to demonstrate the validity of theoretically predicted energy savings.
Eligibility: You should hold a 1st class Honours degree in Electrical/Electron ic Engineering or a closely related discipline. Preference will be given to applicants who hold a related master's degree at distinction level. The studentship would also suit mature individuals with relevant industrial experience. For UK and EU applicants, the studentship will cover the full university tuition fees and provide a minimum starting stipend of £12,940 pa. In respect of overseas applicants, the studentship will cover the full university tuition fees including the overseas contribution and provide a minimum starting stipend of £12,940 pa. Minimum stipends are fixed annually by EPSRC. The scholarship is available now and must be taken up before 1st June 2009. For informal enquiries please contact Professor Tim O'Farrell (t.ofarrell@swansea. ac.uk)
Prospective applicants are invited to follow the University's application procedures as detailed online at http://www.swan.ac.uk/postgraduate/apply/
Please mark your application form "EPSRC/MVCE Studentship Green Radio" in the space for funding organisation and highlight the project you wish to apply for, in order of preference, in the section additional supporting information. Applications submitted without an up to date CV and suitable referees will not be considered.
Application closing date: Friday 17 April 2009.

M. Sc. Optics and Photonics-Germany
KSOP Masters Education. We believe that a Ph.D. graduate school is unlikely to be successful without the background / infrastructure and the “funneling / filtering” through a corresponding associated, interdisciplinary coordinated masters program, aiming at attracting excellent students from abroad.
36 students per year can be admitted to our masters program. The best students of the masters program are supported by the KSOP Scholarship Program. Access to the KSOP masters education is granted via an application procedure.
A study plan is developed for each individual masters student (corresponding to his/her educational background) when entering the KSOP.
The M.Sc. course is divided into four stages providing the students with the necessary prerequisites (Stage I: Introduction) , to give them a solid background on the most important topics within the wide and diverse field of Optics and Photonics (Stage II: Core Subjects) and let them acquire specialized knowledge (Stage III: Specialization) to be able to competently perform a six-month research project on a current topic of research (masters thesis). In addition, an 8-weeks industrial internship is scheduled between stages 2 and 3.
Scholarship
The KSOP scholarship amounts to 800 Euro/month for international students and 400 Euro/month for German students. Part of the scholarship is a research assistantship. Within the scope of this assistantship, you will have the opportunity to work on a research project in one of the KSOP institutes.
The scholarship is first admitted for 12 months. At the end you have to proof your successful participation in the KSOP M.Sc. Program through very good study results in order to extend the scholarship for another 12 months.
Guideline for Scholarship Application
Step 1 - Fill out the KSOP scholarship application form
You can apply for a scholarship at the KSOP Office after having applied for the program M.Sc. in Optics & Photonics. Please fill out the KSOP Scholarship application form. The application deadline for the upcoming winter semester is July 15 each year.
