"10th Young Faces Conference: Police reform and Cooperation in the Western Balkans on the Path to EU Integration"
15-16 July 2009, Geneva Switzerland
The Geneva Centre for the Democratic Control of Armed Forces (DCAF) would like to invite you to compete for a place at our 10" Conference of the Young Faces Network to be held in Geneva, Switzerland, 15-16 July 2009. Two training workshops, the first one in Geneva on 15-16 July 2009 and the second one in the Western Balkan region in September/October 2009, will be primarily focused on the importance of improving police efficiency and regional cooperation on the path to EU integration. The workshops will build foundations for a future security community in South Eastern Europe by identifying, networking and training young and upcoming opinion leaders from the region. Participants to the workshops will be selected following a
review of their written short essays submitted by e-mail to DCAF (h.ziherl@dcaf. ch), at the latest by 28 June 2009. We wish you luck and hope to see you in Geneva.

To be considered for the network, applicants must:
1. Be 35 years old or younger at the time of the workshops;
2. Be young scholars, NGO activists, journalists or government officials from the Western Balkans (Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, and Serbia);
3. Hold a graduate degree or possess equivalent experience in a relevant discipline;
4. Speak and write fluently in English;
5. Submit the following by 28 June, through e-mail to h.ziherl@dcaf. ch: a detailed curriculum vitae (CV); a written short essay (approx. 2000 words) in English, A4 size paper, Times New Roman, 12 point (footnotes 10 point), 1% spacing, justified, with 2cm margins;
6. The submissions must be formatted using Microsoft Word. Citations should be formatted according to the guidelines set out in the 'Chicago Manual of Style'. (http://www.chicagom anualofstyle. org)
Paper Topics:
Conditionality has, in one way or another, been at the centre of EU relations with Southeast Europe. Simply put, integration of a potential member state, in all its aspects, depends on the fulfillment of a series of preconditions set out by the European Commission. Police reform, as part of these requirements, has hence been partly externally driven in the Western Balkan region, although both police reform and regional police cooperation are essential for an efficient and systematic response to both local and regional security threats related to, for example, organised crime.
With this situation in mind, essays should try to address the following issues related to "Challenges to and Progress of Police Reform on the Path to EU Integration
in My country":
What are the key norms governing policing?
What are the objectives of police reform?
What is the status of police reform in my country?
What are the driving forces behind police reform (if any) in my country?
What are the key challenges to reform?
Would you consider any of these challenges to be specific to a post-conflict
environment and why?
Discuss the status of and challenges facing police cooperation in the region?
What drives this cooperation?
Logistics:
Following a review of submitted essays, around 15 candidates will be selected to participate in the first part of the training event, the "loth Young Faces Conference", which has been scheduled in Geneva on 15 - 16 July 2009. The organisers will pay for all meals, accommodation and a round-trip economy class flight ticket to Geneva for all selected candidates. Selected participants should also be available for participation in a follow-up event, to be organised in the Western Balkan region in September/October 2009, and prepared to engage in a policy planning paper writing activity between the two seminars. If the quality of the submitted policy planning papers suffices, a conference proceedings publication will be produced at the end of the year.
