On 26 February 2010 the Romanian Cultural Institute is launching the 2010-2012 edition of the CANTEMIR Programme, the Institute's grants programme for cultural projects developed abroad.
The goal of the CANTEMIR Programme is to enhance the visibility and accessibility of Romanian culture in international cultural markets, as well as to encourage cultural co-operation and inter-cultural dialogue between Romanian and foreign artists and organisations.
The Programme is open to foreign and Romanian organisations or authorised private individuals, as well as to Romanian artists (within the Festival Section only), acting independently or as members of an artistic group.
In accordance with the objectives of this programme, the project selection procedure is structured in three sections, each with its own specific eligibility conditions:
SECTION I – FESTIVAL/Culture by Request (open to applicants from Romania only)
SECTION II – PROMOTION/Culture to Go
SECTION III – CO-OPERATION/ Culture to Share
ARTISTIC FIELDS
The projects may fall within one or more of the following fields: literature, the visual arts, architecture and design, theatre, music, dance, film, and cultural heritage.
The total MULTI-YEAR BUDGET allocated to the financing of cultural events and projects through the CANTEMIR Programme, 2010-2012 session, is 5,532,440 ROL/1,286,614 EUR, of which:
in 2010 – maximum 3,320,000 ROL/772,093 EUR
in 2011 – maximum 1,569,800 ROL/365,070 EUR
in 2012 – maximum 642,640 ROL/149,451 EUR.
DEADLINES FOR IMPLEMENTATION OF PROJECTS
For the SECTIONS PROMOTION/Culture to Go and CO-OPERATION/ Culture to Share
The activities for which financing is applied for may run as follows:
a) commencing 15 June 2010 with finalisation by 31 December 2010
b) commencing 15 June 2010 with finalisation by 31 December 2011
c) commencing 15 June 2010 with finalisation by 15 June 2012.
PROJECT SUBMISSION DEADLINES
For the SECTIONS PROMOTION/Culture to Go and CO-OPERATION/ Culture to Share: 26 March 2010
The application dossier should be delivered to the headquarters of the Romanian Cultural Institute in Bucharest, 38 Aleea Alexandru, Sector 1, between 10:00 and 16:00, or sent by post/courier to the same address, with confirmation of receipt.
MAXIMUM VALUE OF FINANCING
The maximum value of the financing that may be granted to a project is:
1. 172,000 ROL/40,000 EUR (1 EUR = 4.3 ROL) per project – for projects unfolding at any time between 15 June 2010 and 31 December 2010.
2. 344,000 ROL/80,000 EUR (1 EUR = 4.3 ROL) per project – for projects unfolding at any time between 15 June 2010 and 31 December 2011.
The total value of the financing must be staggered according to budget year and may not exceed the maximum sum of 172,000 ROL/40,000 EUR (1 EUR = 4.3 ROL) per financial year.
3. 516,000 ROL/120,000 EUR (1 EUR = 4.3 ROL) per project – for projects unfolding at any time between 15 June 2010 and 15 June 2010.
The total value of the financing must be staggered according to budget year and may not exceed the maximum sum of 172,000 ROL/40,000 EUR (1 EUR = 4.3 ROL) per financial year.
The value of the financing is conditional upon the annual budget of the Romanian Cultural Institute being passed by the law for the state budget.
Non-refundable financing is NOT awarded for profit-making activities.
CO-FINANCING
Non-reimbursable financing is granted in accordance with the principle of the project's eligible expenses being co-financed by the applicant, from the applicant's own funds or from attracted sources, in cash and/or in kind, to a percentage of minimum 10% of the financing sum awarded by the ICR.
