International STUDY VISIT
Baku, Azerbaijan

Study Visit Description:
The recent years have been a period of great change for the Azerbaijan Youth Workers. The Azerbaijan Government, mainly Ministry Youth and Sport of Azerbaijan Republic is introducing an open-door policy for mutual learning and understanding with member nations of European Union. The main objective of the visit is to provide the individuals involved with a greater understanding of youth policy, education, science and culture in Azerbaijan. The study is a marvelous opportunity to gather invaluable ideas for use in Azerbaijan€ ¦’²s youth policy system. In addition, the study visit can function as an important tool to strengthen long-term relationships in youth projects, youth activities and intercultural relations through mutual understanding and the exchanging of ideas. This study visit strengthens the youth cooperation and supports regional cooperation in Azerbaijan. The study visits support and develop dialogue about issues of personal identity, nationality, culture and
active citizenship. The trainings and micro-trainings provide experience in concrete methods, approaches, and practices of inter-cultural youth work. Emphasis lies on specialized methods that promote tolerance, improve ethnic relations, and engage in issues of discrimination. During the study visits participants will be invited to collect ideas and proposals on how to implement the European project more effectively in Azerbaijan. During the study visits participants will be invited to collect ideas and proposals on how to implement the YOUTH In Action more effectively in EECA countries.

Study Visit Content:
The study visit will provide the foreign participants an opportunity to learn about youth work provisions in Azerbaijan. These are a tool for the exchange of experience and good practice, consultations or policy development etc. with regard to the Europe Youth Foundation and European youth policy. The project will assist in finding partners, developing youth work skills, preparing for future projects, initiating policies, building translational partnerships, and developing co-operation with Caucasus countries. Building co-operation and project partnerships Activities for partner-finding; investigating new project ideas; setting up networks; exchanging experience and practice on aspects of youth work; sharing approaches to policy issues. During the project there will be organised training to develop high quality youth activities. These activities will help youth workers and support persons acquire skills, knowledge and competencies to develop future projects, e.g. project
management, intercultural learning and communication skills, mentoring or supervisory skills, capacity to work with disadvantaged youth people, etc. This study visit will be based around a youth work theme, to establish contacts and set up projects for youth workers, policy makers etc and to exchange good practice and build youth work skills and capacity. This study visit aimed at improving the quality or creating new projects under focusing on inclusion of young people with fewer opportunities via local, regional and national activities.

Aims and Objectives:
€ ¦· To get to know with wide range of Azerbaijan organisations working with young people on different levels and organisations from different part of Europe
€ ¦· To present profiles and experience of participating organizations and to get acquaint with the youth organization which are working in the regions
€ ¦· To build new partnerships between Programme Countries and partners from Eastern Europe and Caucasus
€ ¦· To inform about possibilities for future co-operation and increase dialogue and co-operation between these projects at national and regional level
€ ¦· To promote closer regional co-operation and inter-ethnic dialogue between youth NGOs in the different countries of Europe
€ ¦· To establish of partnerships and contacts between youth NGOs in Caucasus Region and in other parts of Europe

Study Visit Methodology:
Project Methodology Visits to different local youth councils and meetings with youth organisations. Group work, games, discussion, negotiation, information sharing, other youth work methods and styles. Introducing the organiser - Regional educational - methodological experience creating chances. We intend using advanced non formal education techniques such as:
€ ¦’µSimulation, role play, games and small and large group.
€ ¦’µPresentation of participants and organisations
€ ¦’µSite visits to different youth organisation,
€ ¦’µProject Market - time for planning common, future projects
€ ¦’µPresentation of participants and organisations - Organisations Fair
€ ¦’µStudy visits to hosting organisations
€ ¦’µReflection on the impact of an international
€ ¦’µAnalysis of the local community context and needs, local/regional organisation
€ ¦’µEnhance the European dimension of the organisation (policies orientation, regular activities.. .)
€ ¦’µPromote networks and co-operation among local actors working with young people
€ ¦’µPromote national support youth groups in order to build new cooperation
€ ¦’µOrganise the training course in co-operation with their Youth Councils about the opportunities to support each other in setting and developing european minded actions


Target group:
v Applicant youth leaders, Youth workers, Youth Trainers, Project managers from youth NGOs, Youth Group, Youth Networks, Youth Organisations
v leaders that want to apply in the YOUTH IN ACTION Projects in the future
v Youth NGOs, Youth Group, Youth Networks, Youth Organisations that wants to apply for this project to their National Agency to host it in Baku, Azerbaijan
v Active members of organizations and youth groups, local youth councils willing to develop further activities and act as multipliers within their organizations
v Be motivated to develop their knowledge and competence the specific field and to share their experiences with other participants
v Have some experience in developing youth activities in local/national level and be well informed about the activities they were involved and be prepared to present and explain their function to other participants
v Ccommit themselves to their function for future activities in the field of youth policy and be prepared to pass on the others the knowledge and skills gained during this visit.



Conditions:
The training is scheduled for late in July 2008 and will be hosted in Baku, Azerbaijan Republic. Financial support is under the European Commission€ ¦’²s € ¦’³Youth in Action€ ¦’´-programme granting scheme. If approved, all costs will be covered except for 30% of the international travel and visa costs. Organizations from all 27 EU member countries plus Liechtenstein, Norway, Iceland and Turkey, YOUTH IN ACTION PROGRAMME countries are eligible to apply and EECA countries to take part. The working language of the Study VISIT is English.

All European Union countries, plus Liechtenstein, Norway, Iceland and Turkey are eligible to apply for this project. YOUTH IN ACTION Programme countries that has National Agency in their country. That€ ¦’²s why we are looking for applicant organisations


Time plan and venue:
Submission: 1st November 2007, submission of the application form under Youth in Action Programme

Date of the Study Visit: July, 2008
Venue: Baku, Azerbaijan

Group and duration:
Group: 2 representatives from 1 Youth Organisation, Youth Groups, from 14 countries chosen in an open call. One of the partner organisation in € ¦’³Programme Country of YIA€ ¦’´ will be an applicant that will apply for this project to their National Agency. Now we are looking for this applicant organisation:
Duration will be 5 full working days (plus 2 more days: arrival and departure)
