Xavier University announces its "International Ambassador Program" for undergraduate students. Each calendar year, up to five new international students are selected on a competitive basis from those who have completed the advanced level of the Intensive English (ESL) Program and enroll as undergraduate students at Xavier.
International Ambassadors receive a reduced tuition rate and participate with faculty or staff mentors in volunteer service on campus, both in and out of the classroom. The students do not work or receive a paycheck, but their service placements ensure that they interact with students, faculty, and other campus staff in meaningful ways. The reduced tuition rate (50%) applies for 8 semesters, or until = graduation, whichever comes first. All other school fees and living expenses are the responsibility of the student.
Xavier University, located in Cincinnati, Ohio, is one of 28 Jesuit colleges and Universities in the United States. Students interested in the program should apply to Xavier's intensive English program; applications are accepted for the International Ambassador Program three times per year from among the advanced-level students.

New Publication: Dealing with the Past in the Context of Ethnonation
Dear colleagues and friends,
we are pleased to announce following publication:
Ivana Franovic:
Dealing with the Past in the Context of Ethnonationalism. The Case of Bosnia-Herzegovina, Croatia and Serbia
Berghof Occasional Paper 29
Download (for free):
http://www.berghof- center.org/ uploads/download /boc29e.pdf
Order hardcopy (6,00€ + postage):
emaail=order@ berghof-center. org?subject=Bestellung +OP29+english+ 6,00
Abstract:
This paper offers an extensive analysis of the potentials and obstacles for peacebuilding processes in the triangle Bosnia-Herzegovina, Croatia and Serbia. The author convincingly argues that facing the past presents an indispensable precondition for sustainable peace in the region of former Yugoslavia. After outlining the different forms and extents of human suffering during the wars in former Yugoslavia, the author pinpoints ethnonationalism as one of the main causes for the armed conflicts in the region. Current concepts of peacebuilding and reconciliation are highlighted against the background of war and postwar realities.
Furthermore, the author accurately elaborates initiatives of transitional justice and dealing with the past in the region, revealing obstacles, encouraging results and future challenges on governmental and non-governmental levels. Based on these insights, the author concludes her study with a set of suggestions for future actions and processes requisite for a lasting peace in ex-Yugoslavia which include public acknowledgement, deconstruction of the myth of ethnic war, reconstructing identities and de-victimisation. According to the author, such overwhelming challenges can only be mastered if alliances for peacebuilding between all relevant actors on state and societal level are formed.
The author:
Ivana Franovic is a peace activist from Belgrade. For the last decade she has been a team member of the Centre for Nonviolent Action, which has offices in Sarajevo and Belgrade. She is active in the field of peacebuilding, dealing with the past and nonviolent conflict transformation on the grass-root and middle levels of society in the region of former Yugoslavia. She holds an MA degree in Peace and Reconciliation Studies from Coventry University (UK). She has previously published "I cannot feel well if my neighbour does not" (co-edited with Helena Rill, 2005) and
contributes a chapter to Howard Clark, ed., forthcoming. "Unarmed Resistance and Global Solidarity". London: Pluto Press, 2009.

The Department of International History and Politics (IHP)
Graduate Institute of International and Development Studies (IHEID), Geneva
Invites application to its 2-year Master in International Studies (MIS) commencing September 2009
The Department of International History and Politics specializes in teaching and researching the historical evolution of contemporary global structures and relationships. The combination of an internationally renowned teaching staff, a highly selective and cosmopolitan student body, and the availability of unique intellectual and cultural resources makes studying here a truly rewarding experience.
The Department offers two degrees—a two-year Master of International Studies (MIS) in International History and Politics, and a four-year Ph. D. Both degrees involve writing a research dissertation. Their aim is to prepare students for challenging roles in government, and non-government, media, corporate, higher education and other organizations.
Besides a reputed faculty with varied interests, the section welcomes each year a distinguished array of visiting professors from around the world. Most of the classes are in the form of small participative seminars and marked by a collegial atmosphere of debate and discussion. IHEID is a bilingual institute in English and French. MIS students are expected to have certified competence in one language and passive knowledge of the other.
MIS courses emphasize the role and relevance of historical knowledge for interpreting contemporary issues and developments. Multidisciplinarity is a well-established part of the IHEID’s academic tradition, and MIS students in International History and Politics may opt to pursue courses in one or more of the following complementary disciplines: international law, political science, international economics and development studies. By the end of the two-year program, MIS students would have acquired the tools, competences and awareness allowing them to engage in academic research or in professional careers in international organizations, governments, media, multinational businesses, NGOs, etc.
MIS students may also have the chance to participate in exchange programs with partner Universities worldwide such as the Elliott School of International Affairs (George Washington University), the Graduate School of Arts and Sciences (Yale University), Sciences Po (Paris), the Graduate School of International Studies (Seoul National University), the Lee Kuan Yew School of International Public Policy (Singapore National University), etc.
Admission to the program is open by rigorous selection to promising students having Bachelor degrees/majors from recognized institutions worldwide, in History, Politics (including political science), International Relations, and other related humanities and social science disciplines. 2 Ph.D. positions at the Economic Department of the Erasmus University Rotterdam (Netherlands)
Ph.D. economics
Erasmus University Rotterdam (Netherlands)
2 Ph.D. positions at the Economic Department of the Erasmus University
Context. The candidates for this project will participate in the D&U (Decision-and- Uncertainty; http://people. few.eur.nl/ wakker/du/ links.htm) group. We are an enthusiastic and internationally active group, specialized in decision theory, and we collaborate with psychologists, mathematicians, management scientists, and health economists.
The Economics Department of the Erasmus University has more than 4000 students, and employs over 400 people. It has a long tradition of research in a wide range of areas. Most of the research takes place within the Tinbergen Institute in economics (http://www.tinberge n.nl) and the Erasmus Research Institute of Management (ERIM;
http://www.erim. eur.nl/ERIM).
Title of the Project. Risk and Rationality: Using Empirical Findings from Prospect Theory to Improve Rational Decisions in Health and Other Fields.
Description. Prospect theory, the model for decision under risk introduced by Kahneman & Tversky (1979), is immensely popular in many fields. Its importance was recognized through the 2002 Nobel prize in economics. Their paper is the 2nd most cited paper published in any economic journal (see Table A.10 on p. 88 at
http://homepages. ulb.ac.be/ ~tcoupe/updatere vealedperformanc es.pdf).
Prospect theory assumes that, besides (i) rational factors based on utility and additive probabilities that are studied in classical approaches, other factors play a role. Such factors are (ii) people's sensitivity towards (lack of) information, modeled through subjective probabilities that may be nonadditive, and (iii) loss aversion-the special sensitivity of people towards losses. These factors shed, for
instance, new light on the irrational reactions of people to financial risks and on the damages that can result from such irrationalities. Remarkably, only few theoretical results have been developed for prospect theory, and empirical tests have so far been based on ad hoc interpretations. This project will develop both theoretical foundations and critical empirical tests for risk and for ambiguity (unknown probabilities) . It applies its findings primarily to the health domain, and further to insurance, experimental economics, finance, psychological judgment and decision making, and/or other areas, depending on the candidate's background and interests.
Requirements. The desired candidates have a Master's degree in a quantitative discipline. Knowledge of mathematics, health economics, game theory, statistics, econometric analyses, psychological judgment and decision, and/or programming skills are a plus.
Conditions. We search for two candidates. The positions will be for a maximum of four years. The gross monthly salary will be minimally € 2000 in the first year, increasing to € 2,558 in the fourth year. There will also be an 8% holiday allowance.
Applications. Please email applications, including a cover letter (explanaining why you and this position fit together), and a CV, to Peter Wakker (Wakker [at] few.eur.nl) as soon as possible. In the case of future rounds we will ask for letters of recommendation.
Further Information can be obtained from either of the two supervisors, namely
Professor Peter Wakker (http://people. few.eur.nl/ wakker/index. html) and
Professor Han Bleichrodt (http://people. few.eur.nl/ bleichrodt).
Application has to be received by 31. January 2009.

Scholarships for the Graduate Program in Economics and Finance - CEMFI, Madrid (Spain)
At CEMFI we train students for careers as professional or academic economists. Our graduates acquire the quantitative tools and research skills to work as economists in business, finance, government, and academia.
The basic graduate offering at CEMFI is its highly prestigious Master in Economics and Finance. Unlike many Master programs in the US and elsewhere, ours is self-contained and offers a well respected qualification.
CEMFI grants a subset of its Master students exemptions from the tuition fee and/or scholarships for living expenses amounting up to EUR 10,000 per year. They are granted according to academic merit. In previous years, the Fundación Carolina, in cooperation with the Fundación BBVA, has endowed several scholarships for Latin American students of the Master. If new grants are endowed, they will be announced on CEMFI’s web page.
An important distinguishing feature of our Master is that it lasts for two years, the second being essential for shaping the skills of our graduates. The first year consists of basic graduate coursework and some optional subjects. The second year includes specialized courses and research training through a Master thesis. Our ratio of students to faculty is between four and five. Thus we can devote a lot of attention to each student. This is particularly important for the Master thesis,
where the faculty provides guidance to a unique degree.
Members of CEMFI’s faculty publish in top journals and are research leaders in their fields. They are also editors of prestigious journals and are key players at leading learned societies such as the European Economic Association and the Econometric Society.
Our Master students get very good jobs as economists. For example, in positions dealing with portfolio and risk management, macroeconomic forecasting, policy evaluation, or microeconomic consultancy. CEMFI has been building a reputation for more than 20 years and a degree from CEMFI provides a strong signal of quality, regularly confirmed by the market. Moreover, we run an experienced and efficient job placement service.
Students interested in furthering their research training, either because they aim for a professional career with a stronger research content or because they aim for an academic position, will continue to develop their research skills for another three years and complete the PhD program. Graduates from CEMFI’s PhD program have published papers from their dissertation in top journals and we have an excellent record in the PhD job market.
Admission to the PhD program at CEMFI is through the Master. All students admitted to the PhD program obtain a scholarship, either from an external source or from CEMFI. For more information on admission and scholarship applications, please visit: http://www.cemfi. es. For any queries, feel free to contact: admissions@cemfi. es.
Application has to be received by 6. April 2009.

Application Deadline: December 1, 2008
IREX (The International Research & Exchanges Board)-in collaboration with the Woodrow Wilson International Center for Scholars' Kennan Institute (WWC)-will be administering a research symposium this spring that will examine issues concerning youth in Eurasia and Eastern Europe from multi-disciplinary perspectives.
The research symposium, supported by the United States Department of State (Title VIII Program), will bring American junior and senior scholars and members of the policy community together to study and discuss timely topics as they relate to youth in these regions. Possible topics may include: economic trends; political parties; education reform; public health; reproductive trends; trafficking and other cross-border criminal activity; and other related topics.
Junior scholars will be chosen based on a national competition to present their current research on the topic of the Symposium. Grants will be awarded to approximately ten junior scholars.
The Symposium is scheduled to take place in early April 2009 in the Washington, DC, metropolitan area and will involve two full days of reviews of current research projects, roundtable discussions, and the development of policy recommendations.
