Out-of State Tuition Exemption Program
The purpose of the program is to provide international students attending any of Florida's state universities or community colleges the opportunity to pay in-state tuition rates. In order to qualify you must be associated with one of the Eastern European countries associated with EELI. The selection process is highly competitive and awards are limited. Candidates are evaluated based on their academic record, area of specialization, and their aspirations for the future.

The tuition exemption that is offered covers the out-of-state portion of tuition fees. Students are responsible for the in-state tuition fees.

Requirements:

a.. Must be a citizen of one the Eastern European countries and enter the U.S on non-emigrant visa.
b.. Acceptance to any Florida State University or Community College and enrolled full time (12 undergraduate or 9 graduate)
c.. Students must maintain a cumulative GPA of 3.0 or higher.
d.. Must return to your home country within 3 years after completing your degree program for a period of time equal to the period of the exemption award.
e.. Goal to promote partnership between home country and Florida or to write on a common problem of the country or contribution to country's development.
f.. Students must send FL/EELI a fee invoice, program audit and documentation of GPA each semester.

How to Apply
a.. Download Application form.
b.. Attach to the application all supporting documents that are listed on the second page of the application form. These include:

Transcripts (indicating all prior coursework and grades)
SAT or ACT scores will be required if you have earned less than 60 semester hours of college credit.

Evaluation of Foreign Education
(MUST BE COMPLETED by a recognized education evaluation service and MUST BE ACCEPTED AS COURSE SUBSTITUTIONS by the attending institution prior to receiving tuition exemption awards). If you attended an international secondary school that uses a grading system different than the US system, you will need a document-by- document evaluation of your secondary school record. These records should include performance evaluations and grades for work completed over a period of at least three years. If you have attended any international universities, a translation and evaluation of any work completed will be necessary. If you have earned 60 or more semester hours at
a post-secondary institution, it will not be necessary to submit your secondary school records.

Typed Statements (no handwritten statement will be accepted)

Personal Statement: In this section please describe yourself, your background, activities, interests and future plans. The outstanding essay includes something about future plans that address a serious issue of the home country and/or how their goals include enhancing partnership in some way between home country and Florida.

Home country problem statement: Please write three to five paragraph essay oncerning problem in your home country and how you believe that your degree program and studies in Florida will help resolve that problem.

IMPORTANT: Both essays must be typed with double spacing (1.5 spacing is acceptable), font size 12 pt. Maximum 1000 words. The beginning of an essay must include your name and title of your essay. Please do not staple the essays.
