NGO for blind people, is applying for the project called

*CYCLING THE DIALOGUE* ;

Promotion of Civil Society Dialogue between EU and Turkey, Youth
Initiatives, Reference: *CFCU/TR 0604.01/01*

Deadline for receipt of applications: *21 August 2007,*

by to be conducted in February 2008, for 16 months,is looking for partners
from different EU countries. to promote civil society dialogue between
European Union and Turkey.

Place: Ankara and the surrounding.

Estimated Dates: February 2008 € ¢â’ ’³ May 2009

*The main aim is* to gather blind young people to integrate into daily
life and encourage them to be involved in international activities such as
bicycle sport organization from different EU countries' young studen with
the same disabilities, to give them an opportunity to live the same
atmosphere, share ideas and experiences in this field .We also aim to
establish blinds information website center. During the past years, we have
successfully realized many projects with the other non-governmental
organizations and public authorities. blind and partially sighted people
between the ages 15-20 and from non-European Union Member countries and EU
Member countries,. Within the framework of this goal, we aim to enable blind
people to participate in the work of national, regional and local
organisations, to promote a culture of equality and diversity, and to act
altogether towards a Culture of Equality by encouraging visually handicapped
people to participate in such activities as cyling, dancing, sports and
games which foster cross-cultural learning, social and personal
development.

*Activities of the project include*:1-Establis hment of the project
administration people and the office.2- Foundation of blind people
information website center.3-One person from every partner country's
active bicycle association representative who is open to dialogue, will come
to Ankara for pre-acting meeting and conferences to the blind students in
two special schools, to be held in May 2008,The same people,if possible
should come to Turkey in March 2009 to participate in a workshop where 57
blind clubs and representatives of the blind people federation from our
country will join in the wokshop.Also in this workshop, information will be
given for the preparation ot the big blin people bicycle competition to be
held in April 2009. 4- Preparation and distrubution of the project
documents such as catalogues, posters, manuals and handbooks.5- In order to
initiate the dialogue and for the Training of trainers,6 project
administrators and trainers from Turkey will visit an inviting partner
country to see bicycle and other sports applications for the blinds, for one
week in August,6- Supplying of machinery and tools.7- Starting bicycle
training for the blind people in Turkey. 8- Bicycle competition in
Ankaraamong the native blind students, 9-Visiting the regional special
schools for
blind people in Ankara for the purpose of introducing the project and the
bicycle sport to to the students. 10-Evaluation meetings and prepartions for
the big competition, workshop and the big bicycle sport competition and
festival in Ankara.11-Big blind people bicycle competition and the Festival
in April 2009.12-Preparation of the final report.

If the project will be approved, the expenses of the project will be
financed by Central Finance and Contracts Unit comprehended youth
initiatives for dialogue grant call.

*2. **PARTNERSHIP STATEMENT*

*Important*: This declaration must be provided by *each partner and signed
by an authorised representative of the Organisation of the Partner.*

A partnership is a relationship of substance between two or more
organisations involving shared responsibilities in undertaking the action
funded CFCU. To ensure that the action runs smoothly, CFCU requires all
partners to acknowledge this by agreeing to the principles of good
partnership practice set out below.

1. All partners must have read the application form and
understood what their role in the action will be before the application is
submitted to the Central Finance and Contracts Unit.

2. All partners must have read the standard grant contract
and understood what their respective obligations under the contract will be
if the grant is awarded. They authorise the lead applicant to sign the
contract with the Central Finance and Contracts Unit and represent them in
all dealings with the Central Finance and Contracts Unit in the context of
the action's implementation.

3. The applicant must consult with his partners regularly
and keep them fully informed of the progress of the action.

4. All partners must receive copies of the reports -
narrative and financial - made to the Central Finance and Contracts Unit.

5. Proposals for substantial changes to the action (e.g.
activities, partners, etc.) should be agreed by the partners before being
submitted to the Central Finance and Contracts Unit. Where no such agreement
can be reached, the applicant must indicate this when submitting changes for
approval to the Central Finance and Contracts Unit.

6. Where the Beneficiary does not have his headquarters in
the country where the action is implemented, the partners must agree before
the end of the action, on an equitable distribution of equipment, vehicles
and supplies for the action purchased with the EU grant among local partners
or the final beneficiaries of the action.
