About PATRIR

The Peace Action, Training and Research Institute of Romania (PATRIR) was founded in 2001 as a non-governmental, non-profit, politically independent organization in Cluj-Napoca, Romania. The institute has as its basic principles non-violence, conflict transformation, the promotion of human rights through information and awareness raising by critical and constructive, social, political and economic analysis. PATRIR was founded as a result of numerous dialogues with representatives of a broad range of social sectors, as an answer to the need of change within the local communities. These people coordinate, work or volunteer for the existing departments and programmes, or in the administrative division of the Institute.

The Strategic Objectives of the Institute are:
1. Advancing global peacebuilding capacity,
2. Enhancing national peacebuilding capacity and commitment, including linking with international experiences, lessons learned and best practices,
3. Cultivating an infrastructure for peace globally, at the state and local levels,
4. Fostering effective synergy and cooperation in peace practice


About the Position

PATRIR is seeking to hire a new Financial Officer. The Financial Officer will play a key role in the organization, and will have responsibility for financial administration, financial management and reporting of the Institute.

PATRIR has a strong track record and history over the past eight years and is recognized nationally and internationally as one of the leading organizations in its field. Today, the Institute is in a phase of increasing national and global partnerships and dynamic growth and opportunity in all the core areas of its major programs.

To support this, the Institute is looking for a highly motivated, capable and committed financial officer with experience or wishing to work in civil society in a position where they know their work will be having an effect and make a vital contribution to enabling projects and activities which have a direct impact on people´s lives.

Starting salary for this full time position is Euros 500 per month net.

The term of the contract is until 31 December 2010, with subsequent renewal possible based on performance and availability of funding.

Duties and responsibilities

The Financial Officer will be responsible for financial administration, management, and reporting for the Institute and specific projects, including Crimea Policy Dialogue project, funded by the Ministry of Foreign Affairs of Finland.

For the Institute as a whole this will include:
o Financial Administration of PATRIR including Accounting, Management and Reporting of PATRIR´s finances,
o Monthly bookkeeping,
o 6 months and annual financial forecasts,
o financial reports to PATRIR´s external accountant,
o making payments for PATRIR´s recurring overheads (rent, utilities etc),
o making recurring salary and tax payments,
o ensuring all non-recurring invoices are paid on time (travel, events, honoraria etc),
o preparing and leading PATRIR's engagement in project audits
For this work, the Financial Officer will report to the Director and Council of Directors of PATRIR.

For the Crimea project, this will include
o financial planning and financial donor reporting
o financial and management accounting
o bookkeeping - collating and filing invoices and receipts, keeping records, making travel reimbursements
o drafting and managing all project contracts and making all project payments e.g. salaries, taxes, honoraria, overheads (contributions to phone, rent, utilities, internet costs), project suppliers (translators, publishers, hotels, restaurants, airlines, auditors), in Romania and internationally (no travel required)
o controlling effective purchasing by PATRIR partners and agents e.g. ensuring best value hotels, travel, suppliers are found (no travel required)
o preparing and leading PATRIR's engagement in project audits
For this work, the Financial Officer will report to the Regional Director - Black Sea Programme.


Position requirements:

Essential:
- Degree in accounting, or equivalent in years of work experience relevant to the requirements of the position - in Romania
- Minimum 2-3 years relevant experience of working in the business sector, an international organization or NGO with responsibility for financial and management accounting
- Good self-management skills, and responsibility in implementing duties
- Ability to work well with a young team in a dynamic environment
- Capacity to work in a multicultural environment
- Excellent administrative, financial and organizational skills
- Excellent communication and inter-personal skills
- Fluency in English and Romanian

Desirable:
- Experience and commitment to working with a highly professional and committed team
- Desire to play a role in working for positive change and peacebuilding
