With the phasing out of the Cold War, not only the countries of the former Eastern bloc faced challenges in their internal and external policies, but also those of the Western bloc.

Countries belonging to the Western alliance had to deal with indigenous problems that emerged with the end of the bipolar world order on the one hand, and also cope with changing international circumstances in their foreign policies on the other
hand. Two countries of the western world emerged as the ones that were most deeply affected by the new phase of international politics and faced considerable pressure to transform their structures accordingly.

These were Turkey and Germany. This study aims to explain the attitudes of Turkey and Germany to Yugoslav conflicts, beginning with the wars in Slovenia and Croatia in the summer of 1991 to the end of the Kosovo War. It tries to analyse how state identity or search for a new state identity affected foreign policy of Turkey and Germany in the the post-Cold War era in the case of the Yugoslav wars. It argues that during the conflicts Turkey wanted to prove that it was still Western-oriented, still interested in contributing to Western security by trying to acquire a new identity of "regional power". On the other hand, Germany was attempting to show that it was not considering a renationalization of foreign policy or projection of power politics. Berlin also aimed at showing it was still a loyal ally and was concerned with not being behind the other countries. In other words, Germany remained committed to its European identity. The aim of this study is to contribute to identity studies in the international relations discipline.

PhD in Morphogenesis-EMBL Heidelberg

PhD in Systems Biology
Morphogenesis in Fission Yeast

European Molecular Biology Laboratory, Heidelberg, Germany.

The fission yeast Schizosaccharomyces pombe maintains a cylindrical shape by alternating polarized growth at the cell ends with divisions in the middle. The localized growth is established during interphase by bundles of microtubules that deposit growth factors specifically at cell ends. The bundles are also attached to the nucleus, keeping it near the cell-center. This is because bundles are anti-parallel, align along the main cell axis and transmit the microtubule polymerization
forces from both sides to the nucleus. We have modelled the nucleus and microtubules with simulated Langevin dynamics in three dimensions. We could match most of the experimentally measured microtubule features, using a fix cylindrical cell shape.

We propose now to study how S. pombe determines its shape. The student will have to extend the existing model to include abitrary convex shapes. He/her will have to model the transport and deposition of growth factors by the microtubules, and their effects on cell growth. The work will be done in collaboration with Damian Brunner (EMBL). Together, we will test the model using fluorescence recordings of both wild type and mutant cells followed on multiple generations. The proposed work is a systems' level approach of morphogenesis in a simple cell, and the student will combine experiments and theory during his/her PhD.

Applicants with prior training in Physics, Mathematics, I.T. or engineering, and a willingness to explore the opportunities offered in Biology are encouraged to apply. EMBL is a renowned international research laboratory, with more than 60 nationalities represented. The working language is English.

PhD in Biological Physics-EMBL Heidelberg

PhD in Biological Physics
Modeling The Mitotic Spindle

European Molecular Biology Laboratory, Heidelberg, Germany.

Eukaryotic cells are the building blocks of multi-cellular life. Their genetic material is stored on discrete entities: the chromosomes, which must be segregated to the daughter cells at each division. This essential task is accomplished with high fidelity by the mitotic spindle, a remarkable example of dynamic intracellular structure. A PhD fellowship financed by HFSP is available in the laboratory of F.
Nédélec, to study the mitotic spindle using the tools of biophysics, modeling and numerical simulations. The work will be conducted in collaboration with the experimental laboratories of Arshad Desai (Ludwig cancer research institute, San Diego, USA).

We proposed to initially study the chromosomes alignment in spindle of C. elegans. We will study further aspects of microtubule- chromosome interactions in divergent organisms, to uncover universal mechanisms of mitotic spindle function. The work will involve advanced optical microscopy, mathematical modeling, and will require traveling to San Diego.

Applicants with prior training in Physics, Mathematics, I.T. or engineering, and a willingness to explore the opportunities offered in Biology are encouraged to apply. EMBL is a renowned international research laboratory, with more than 60 nationalities represented. The working language is English.

The deadline for application is November 1st, 2006.

AWARDS for Best Doctoral Student Papers

AND the screening and discussion of new ** Films/Documentaries **

The ASN Convention, the most attended international and inter-disciplinary scholarly gathering of its kind, welcomes proposals on a wide range of topics related to national identity, nationalism, ethnic conflict, state-building and the study of empires in Central/Eastern Europe, the former Soviet Union, Eurasia, and adjacent areas. Disciplines represented include political science, history, anthropology, sociology, economics, geography, socio-linguistics, psychology, and related fields.

For a fifth consecutive year, the 2007 Convention will feature a section devoted to theoretical approaches to nationalism, from any of the disciplines listed above. The papers in this section need not be grounded in an area of the former Communist bloc usually covered by ASN, provided that the issues examined are relevant to a truly
comparative understanding of nationalism- related issues. In this vein, we are welcoming theory-focused and comparative proposals, rather than specific case studies from outside Central/Eastern Europe and Eurasia.

Since 2005, the ASN Convention has acknowledged excellence in graduate studies research by offering Awards for Best Doctoral Student Papers in five sections: Russia/Ukraine/ Caucasus, Central Asia/Eurasia, Central Europe, Balkans, and Nationalism Studies. The winners at the 2005 Convention were Kelly O'Neill (Harvard U, History, Russia/Ukraine/ Caucasus) , Yuriy Malikov (History, U of California, Santa Barbara, Central Asia/Eurasia) , Andrew Demshuk (U of Illinois at Urbana-Champaign, History, Central Europe), and Tamara Pavasovic (Harvard U, Sociology, Balkans). Doctoral student applicants whose proposals will be accepted for the 2007 Convention, who have not defended their dissertation by 1 November 2006, and whose paper is delivered by the deadline, will automatically be considered for the awards.

The 2007 Convention is also inviting submissions for documentaries or feature films made within the past year and available in VHS or DVD format. Most videos selected for the convention will be screened during regular panel slots and will be followed by a discussion moderated by an academic expert.

The 2007 Convention invites proposals for INDIVIDUAL PAPERS or PANELS. A panel includes a chair, three presentations based on written papers, and a discussant. Proposals using an INNOVATIVE format are also particularly encouraged. Examples of new formats include a roundtable on a new book, in which the author is being
engaged by three discussants; a debate between two panelists over a critical research or policy question, following rules of public debating; or special presentations based on original papers where the number of discussants is equal or greater than the number of presenters. Other innovative formats are also welcome.

The 2007 Convention is also welcoming offers to serve as DISCUSSANT on a panel to be created by the program committee from individual paper proposals. The application to be considered as discussant can be self-standing, or accompanied by an individual paper proposal.

There is NO APPLICATION FORM to fill out in order to send proposals to the convention. All proposals must be sent by email to Dominique Arel at darel@uottawa. ca (backup address: darelasn@gmail. com).

INDIVIDUAL PAPER PROPOSALS must include the name, email and affiliation of the author, a postal address for paper mail, the title of the paper, a 500-word abstract and a 100-word biographical statement that includes full bibliographic references of your last or forthcoming publication, if applicable (graduate students must indicate the title of their dissertation and year of projected defense. They can also submit the full bibliographic references of a recent or forthcoming publication) .

PANEL PROPOSALS must include the title of the panel, a chair, three paper-givers with the title of their papers, and a discussant; the name, affiliation, email, postal address and 100-word biographical statements of each participant and include full bibliographic references of their last or forthcoming publication, if applicable (graduate students can indicate the title of their dissertation and year of projected defense).

PROPOSALS FOR FILMS OR VIDEOS must include the name, email and affiliation of the author, a postal address for paper mail, the title, a 500-word abstract of the film/video and a 100-word biographical statement.

PROPOSALS USING AN INNOVATIVE FORMAT must include the title of the panel, the names, emails, affiliations, postal addresses, 100-word biographical statements of each participant (same specifications as above) and a discussion on the proposed format.

INDIVIDUAL PROPOSALS TO SERVE AS DISCUSSANT must include the name, email, affiliation, postal address, and areas of expertise of the applicant, and a 100-word biographical statement (same specifications as above).

All proposals must be included IN THE BODY OF A SINGLE EMAIL. Attachments will be accepted only if they repeat the content of an email message/proposal, and if all the information is contained IN A SINGLE ATTACHMENT.

Participants are responsible for covering all travel and accommodation costs. ASN has no funding available for panelists.

An international Program Committee will be entrusted with the selection of proposals. Applicants will be notified in December 2006 or early January 2007. Information regarding registration costs and other logistical questions will be communicated afterwards.

The full list of panels from last year's convention, for the geographical and thematic sections, and the section on Theories of Nationalism, can be accessed at
http://www.national ities.org/ ASN_2006_ final_Program. pdf.

Grinnell College Scolarships (USA)

About Grinnell

Grinnell College has been named one of the 20 best liberal arts colleges in the country for the past fifteen years by U.S. News & World Report. Its student body comes from 50 states and 49 other countries, making Grinnell's 130-acre campus a cosmopolitan haven in the heart of the Midwest.

Founded in 1846, the College is located in Grinnell, Iowa, which was named one of the 25 best small towns in America. Innovative from the beginning, Grinnell enjoys a long history of academic and social impacts: The town of Grinnell was a stop along the Underground Railroad, Grinnell College was the first college west of the Mississippi River to grant a bachelor's degree, and one of the first to admit African-Americans and women to full degree programs. In addition, Grinnell was the first college to establish an undergraduate department of political science (1883), create a 3-2 Engineering Program, and fund a travel-service program, which preceded the Peace Corps by many years.

But don't just rely on what we say about Grinnell. In his book entitled Looking Beyond The Ivy League, education expert and writer Loren Pope says this about Grinnell College: No New England or California college is better; few are as good. Indeed, the intellectual adventure at Grinnell is livelier, and the diversity is probably greater since only one sixth of the students come from Iowa. And Yale's The Insider's Guide To The Colleges describes Grinnell as one of the most enlightened, progressive colleges in the Midwest - or the entire country for that matter.
