JOB: Anunt concurs experti legislatie UE [DL: 22 ian]

Centre for Legal Resources, TERRA Mileniul III and Justice & Environment are launching the following call for applications within the project Environmental Impact Evaluation and Strategic Environment Evaluation – Process of transposition and implication at stakeholders' level, funded by the European Union through Phare Programme:

4 environmental experts - Environmental Impact Evaluation and Strategic Environment Evaluation (part-time positions), namely:
• 2 legal experts specialized on European legislation (eligible candidates should be from the EU member states)
• 2 legal experts specialized on EU and Romanian Environmental Impact Evaluation and Strategic Environment Evaluation (eligible candidates should hold Romanian citizenship) .

Eligibility criteria:
- Compulsory: Advanced English, at least 2 years of relevant experience in applying environmental law;
- university degree, preferably legal studies;
- availability all along the collaboration period (6 months);
- previous experience in court on Environmental Impact Evaluation and
Strategic Environment Evaluation cases would be an asset.

Tasks:
The experts are required to elaborate a practical guide referring to the following:
• compared analysis of the legal transposition regarding Environmental Impact Evaluation and Strategic Environment Evaluation;
• analysis of domestic law resulting from the monitoring and cases identified through legal counseling;
• recommendations for a coherent transposition and application, closer to EU sustainable development principles;
• EU and Romanian case studies of application of public participation to decision-making on environmental law ;
• necessary steps of civil society for active participation in the environmental decision-making, including complaint procedures to international bodies such as Aarhus Committee, European Court for Human Rights, European Commission) .

The selected candidates should confirm availability for the first project group meeting at the end of January 2009, as well as at the end of the collaboration period (July 2009). Participation in these meetings as well as other activities to be set within the project is compulsory.

The selection of candidates is coordinated by the Selection Commitee made up of 3 persons (members of the partners within the project) and will be based on CV and letter of intent.
