Spring 2011 Jefferson Fellowships

Dates: June 5 - 26, 2011

Destinations: Honolulu, Hawaii; Okinawa and Tokyo, Japan; Seoul, South Korea; Beijing, China

Who Can Apply: The Fellowships are open to working print, broadcast, and online journalists in the United States, the Pacific Islands, and Asia. A minimum five years of professional experience is preferred. Applicants must have the ability to communicate in English in a professional, multi-cultural environment.

Theme: "New Challenges for Asia Pacific Security"

Recent events in East Asia like the sinking of the South Korean warship Chenoa, another Japan-China row over the Sneak/Diary Islands, renewed conflicts over resources in the South China Sea and the most recent North Korean shelling of Yeonpyeong Island, have highlighted the challenges posed by long-standing tensions in the region and the ability of the major countries to manage those tensions. These events come at the same time that relationships within the region are shifting: China-US relations strained by the rise of China, a resurgent Russia, serious discussion within Japan under a new ruling party about the future of the US military presence in Okinawa, and the beginning of a leadership succession in North Korea.

The U.S. has long played a significant role in Asia Pacific security, including the basing of U.S. military forces in Japan and South Korea. Five of the seven U.S. mutual defense treaties are in Asia and many analysts in the region would argue that U.S. naval forces have contributed to regional security and stability across the Pacific since the end of World War II. But economic, political and security dynamics are changing and countries such as Japan and South Korea are revisiting U.S. alliance arrangements as they assess the future roles of the United States and an emerging China.

This program will provide a unique opportunity to explore these shifting security dynamics in the Asia Pacific region and to discuss the future of the U.S. role. Visits to Okinawa and Tokyo will provide insight into the sensitivities surrounding the physical presence of U.S. troops and Japan’s renewed debates about its defense strategy given the perceived threat from North Korea and territorial disagreements with both China and Russia. In Seoul participants will see the realities of tensions along the Korean Demilitarized Zone and the discussions within South Korea about how to deal with the North. Finally, the Beijing program will provide a chance to talk with leaders, analysts, young people and others about how China sees these regional security challenges and its role in dealing with them. The program will begin with a week at the East-West Center to discuss these issues with Honolulu-based analysts, military officials at U.S. Pacific Command and with one another.

Funding: The Jefferson Fellowships are supported from a grant from The Freeman Foundation. The grant funds economy class, roundtrip airfare to and from Honolulu, Hawaii as well as program-related air and ground transportation, lodging, and meals for participating journalists. A modest per diem is also provided. Participants are responsible for all applicable visa fees and any additional visa-related expenses.

For more information about the program and how to apply, please visit our website:

www.EastWestCenter.org/jefferson

Program Contact: Ann Hartman, hartmana@eastwestcenter.org or (808) 944-7619

The East-West Center promotes better relations and understanding between the United States and the nations of the Asia Pacific region through cooperative research, education and professional development programs.

Graduate Course "Divided Societies: Research, Methodology, Ethics" 16-23 April 2011

Divided Societies is a graduate course that will in 2011 enter its fifteenth year. This year's subtitle 'Research, Methodology, Ethics' focuses the course on theoretical, methodological, ethical and practical issues of research in divided societies. These issues are always present in designing and carrying out research as well as in its presentation and dissemination, already as preliminary questions, but are seldom given adequate scholarly attention. In the traditional view of social sciences, every research requires a firm theoretical basis and a clearly defined (preferably disciplinary) methodological framework that should follow prescribed ethical principles. However, the success of research on complex phenomena such as ethnicity and divided societies to a large extent depends on the combination of different theoretical frameworks, the utilization of several disciplinary and inter-disciplinary approaches and methodologies, as well as on the complex ethical issues that do not only take into account the research process, but also the possible impacts of the research process and results in a given environment.

These issues will be addressed by the course that is an eight-day, interdisciplinary workshop combining conference-oriented presentation of scholarly research with an intensive and rigorous academic program for graduate and advanced undergraduate students. In addition, the course offers personal inter-cultural experience of students and faculty from other contexts in the unforgettable setting of a city that was itself the target of a destructive conflict.

HESP/OSI scholarships
Scholarships may be granted to participants of a certain number of IUC courses in the field of humanities and social sciences.

An individual grantee may receive only one scholarship per calendar year and not more than two years in a row. If a candidate has received a scholarship two years in a row he/she can re-apply after two years.

Scholarships may be obtained by participants from Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Kosovo, Kyrgyzstan, Macedonia, Moldova, Montenegro, Republic of Georgia, Russia, Serbia, and Ukraine. Exceptionally, one scholarship per course may be granted for lecturers coming from the countries mentioned.

Scholarships may be granted to PhD students or to young faculty members under the age of 40 who are studying or working in fields of humanities and social sciences.

Scholarships cover costs of hotel accommodation (half board) in Dubrovnik. Reservations are made by the agency Gulliver and direct payments of hotel services are made by the IUC Secretariat. Exceptionally, a limited number of participants from Albania, Armenia, Azerbaijan, Belarus, Kosovo, Kyrgyzstan, Moldova, Republic of Georgia, Russia, and Ukraine may receive partial compensation of travel expenses. This does not apply for students studying in EU or other western universities.

Applications must be made on a special HESP form (download from IUC web site) and submitted to the IUC Secretariat at least one month before the start of the particular course.

CfP: Online journal Re-public, Contested transparencies

Online journal *Re-public* http://www.re-public.gr/en invites contributions for its upcoming special issue titled "Contested transparencies". Transparency has been heralded as a necessary tool for democratic government: openness, visibility, scrutiny, and oversight would render governments less corrupt and accountable to their citizens, who in turn would be able to exercise democratic control over the former. In spite of the current global trend that transparency enjoys and the relative success of the implementation of relevant projects in several counties, transparency is increasingly challenged in the public sphere by voices of mistrust and criticism. Conservative critiques claim that the full disclosure of information weakens the authority of the state; realist critiques point to the gap between professed transparency goals and the actual outcomes of transparency projects; radical critiques argue that transparency has become an increasingly de-politicised technical process, where public participation has inconsequential political effects.

The global impact of the wikileaks affair rendered this discussion even more topical. Not only did it bring to the fore the limits of transparency for all camps involved but it also re-frames the debate regarding its political role, the ways in which it is implemented and the contested discrepancies between the discourse on transparency and the operation of current political
regimes, liberal and authoritarian alike.

It is against this backdrop that we launch this call for papers. Our goal is to critically engage with the repercussions of the concept of transparency and its operationalisation, as well as with its underlying assumptions, without mythologizing nor vilifying it.

Relevant submissions could concern the following topics:

* The problematics regarding the implementation and instrumentalisation of transparency, e.g. in politics, corporate governance, public administration, and so on;

* The debate on the different models or approaches to the concept of transparency (eg. bottom-up vs. top-down, radical transparency, etc);

* The cultural and racialized assumptions underlying the discourse on transparency and how they are negotiated and debated in different contexts;

* The nexus between transparency and biopolitics. How does the discourse on transparency relate to regimes of biopolitical control;

* The wikileaks affair and its implications for the transparency debate;

* Transparency, privacy, data protection and the securitisation of everyday life;

* The linkages between the discourse on transparency and the standardisation and the quantification of social, economic and political life.

Essays should be approximately *1,500 - 1,800 words*.
