"Universal Declaration - 60 Years After"
International Conference
Faculty of Law, University of Belgrade
Belgrade (Serbia)
27-28 September 2008
The Universal Declaration of Human Rights was adopted in 1948 and this international instrument has given invaluable impetus to the advancement of human rights. Rarely has a single document had such profound influence upon the behavior of the international community. The core values reflecting international consensus on fundamental human dignity were captured in the Declaration. It forms the
foundation for the corollary covenants, the International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Social, Economic, and Cultural Rights (ICSECR), and many subsequent UN conventions.
Since its inception, the Declaration has slowly introduced
the language of human rights into the discourse among
nations, and into the dialogue within national borders as
well. The 60th anniversary of its adoption is an opportunity
to evaluate the situation of human rights throughout the
world, to analyze obstacles that impede their enjoyment, and
to reflect on challenges that could become major obstacles
to the implementation of human rights in the future.
