Introductory training for policy-makers: Ethnic Diversity and Public Service Delivery Budapest, Hungary, 5-9 November, 2006
This five-days international training of the LGI Managing Multiethnic Communities Program (MMCP) is for development workers and policy makers, and staff of local and national government and international organizations, managers of public services, human resource managers of public institutions, policy advisors and consultants, project managers working on EU funded projects, trainers of local governments and faculty staff from public administration and public policy higher education.
It will present recent thinking and practice in diversity management involving ethnicity. It combines personal and institutional focuses and it concentrates on participants' awareness of diversity issues in the region and on the diversity awareness and skills necessary for policymakers leading managing public services in diverse communities. The workshop is based on participatory and experiential learning methods and makes use of real life case studies.

Specific Goal This training will help participants to gain a better understanding of notions of effectiveness, efficiency and equity in public service management and delivery in multi-ethnic local communities. The training will promote change in approaches to equality and will emphasize the role of governments in eliminating barriers faced by diverse ethnic groups to achieve a just and inclusive society.
Specific topics covered by the training:
1. Understanding diversity, identity and ethnicity
2. Role of public institutions in shaping identity and inequalities
3. Exploring state approaches shaping interethnic encounters
4. Ethnic aspects of decentralization reforms
5. Ethnic impact of changes of public service management in a market environment: notions of effectiveness, efficiency and equity
6. Ethnic bias in public services
7. European strategies for the management of diversity Equal opportunities,
non-discrimination, mainstreaming
Participants will: - Deepen their understanding and improve their knowledge in the fields of European frameworks of diversity and diversity management in multiethnic communities - Increase their knowledge and understanding of the processes of discrimination, exclusion and stereotyping as well as their consequences - Advance their skills in order to tackle various forms exclusion in public service delivery - Deepen their understanding about the impact of public service management and delivery on inter-ethnic relations and social inclusion - Improve their knowledge of notions of effectiveness, efficiency and equity in public service management and delivery in multi-ethnic local communities - Improve their understanding and skills in the fields of local level policy making for diverse communities, in particular in the use of strategies of inclusion of vulnerable groups promoted by the EU - Advance their skills in inclusive public policy-making as conflict prevention measures
Training Materials - Participants will use a binder with relevant manuals of the MMCP Diversity training package. This 5 volume series of training manuals is based on 8 years of diversity training experience in CEE, SEE and Central Asia. Each manual is developed by MMCP core trainers and integrates progress both in theory and practice of diversity management. The package presents basic concepts and terminology of diversity management and provides practical tools for self-study as well as classroom activities. Manuals and toolkits are updated permanently. This training is based on two manuals developed by MMCP: . "Introduction to Diversity Management" by Petra Kovacs and Zsuzsa Katona . Post-training coaching/advising - On a needs driven basis trainers provide post-training advise and coaching for alumni to adopt the new knowledge and skills in diversity management to participants work.
Selection
Participants from Central and Southeast Europe, Central Asia, and Indonesia are invited to apply. Participants will be selected based on their on-line applications, according to the following criteria:
- Professional experience
- Previous training experience and knowledge of different aspects of diversity management,
- Experience in working with local governments, civil society organizations or with diverse communities,
- Working for institutions that have the proven capacity to multiply the program at national level,
- Good English language skills
LGI actively encourages the application of candidates associated with the national secretariats of the Decade of Roma Inclusion and other members of the Roma policy community. Costs LGI has secured full funding to support the participation of 20 trainees selected on a competitive basis. LGI will cover their tuition and materials, accommodation, meals and transportation (to and from Budapest) costs. In addition, 4 self-funded participants will be selected as well. Such participants (or their organizations) are expected to cover their travel expenses, accommodation. Tuition fees are covered by LGI.
IMPORTANT! All participants should arrive in Budapest on November 4, 2006 and depart on November 10, 2006. The program starts with an opening dinner on November 4 at 7.00 PM. The first training session starts on November 5 at 9.00 AM. The last training session will finish at 3.30 PM on Novermber 9. The certification and closing ceremony will take place at the closing dinner from 7 PM on November 9, 2006. Accepted candidates should confirm their participation within 7 days to secure their funding from LGI. LGI is not able to re-fund any costs of those participants who did not get their visa in time or who do not show up at the training for any other unforeseen reasons. Therefore all selected participants who need the Hungarian visa are expected to start to arrange their visa immediately after the notification about the selection. Visa process may take up to 6 weeks from certain countries and any delay in submitting a visa request may prevent the participants to get a visa to Hungary. LGI- funded participants missing more than 2 training session will not be eligible for travel cost reimbursement
Participants missing more than 3 training sessions will not be eligible for the end-of-course certificate of MMCP. Only complete applications will be considered in the selection process. Late submissions will not be considered in the selection process.
Cancellation policy: Any last minute voluntary cancellation within three weeks from the start date will be sanctioned by rejection of any further applications by said applicant. Vis major should be documented. 10. The applicant states that all information in the application is true.
