CfA: Partners from Turkey, Youth in Action Programme

We are searching for partners for a project proposal the Municipality of Cesena ( Italy ) is developing under the Youth in Action programme - Action 4.5 - Call for Proposals EACEA/10/08
Call for proposals for projects for supporting information activities for young people and youth workers -

The project proposal name is :

“ACTIVE CITIZENS – LEARNING BY DOING”
NETWORK OF YOUNG EUROPEAN CITIZENS FOR PARTICIPATION

The project involves the Municipality of Cesena- European Office and some youth organisations of the territory of the municipality.

We would like to include a partner from Turkey (eligible partners: youth organisations or NGOs dealing with youthÂ’s policies) in our partnership.

Problematic context.
Young people between 13 and 18years old, living in a member state of the European Union have a plenty of opportunities to enjoy in the wide EU territory, as a tangible consequence of the European citizenship, they are entitled with. It is worth mentioning study visits, voluntary camps, school exchanges, paid internships and grants for schools and academic exchanges. All these opportunity are supported by European Union funds. Besides, there are a lot of potential opportunities to enjoy, since the EU continues to invest in youth. However, being (or becoming) part of the EU does not imply automatically either an easy circulation of update information or an easy access to it. Sometimes, the lack of information is accompanied to the lack well-trained project managers, who cannot orientate young people towards these opportunities. More often, young people have their own project proposal to promote (in the cultural, school or work field) but they do not know how to start up
their ideas, to raise funds and to search for partners to develop and put their ideas into action. Sometimes, these ideas are so innovative to present all the characteristics to meet EU calls for proposal conditions. However, the lack of the necessary support and consultancy at the very early stage that may hamper them to set up their projects, even when they simply need a preliminary help to keep on working at their own projects on their own.
Youth organisations and schools often do not European Union opportunities and sometimes do not have enough project management competence to empower young peopleÂ’s ideas.

OBJECTIVE
The project “Active Citizens” aimed at filling the gap of information about European citizenship in a twofold way:

by educating young people to the EU citizenship, specifically to the set of rights and duties connected to it and the potential related to their belonging to a multicultural community.
by offering young people information and project management assistance in order to help them to put their project ideas into action and to empower them to keep them working.


ACTIVITIES

TRAINING: Training about European citizenship and participation at the European programmes involving young people (Age 13-25) and youth workers.


INTERNATIONAL WORKSHOPs: there will be two international workshops, one for the delegation of youth workers and the other for young people of every city partners about:


Tools for the active participation of young people to the path of European integration (participation in European programmes, both from individual and as organisations, tools for drawing up European projects, creation and participation in international partnerships etc.)
Creation of instruments to support the participation: web site
Rules for management and participation in the international network of the project
Making of international working groups that will develop projects and suggestions on the issues of European citizenship (participation of young people to the European Community etc.)

Those that are not part of the delegations will follow online workshops during local meeting that can interact with experts online and in real time (through instruments such as Skype etc.). Between a workshop and the other will be open an online forum for working together on the issues and problems emerged during the meetings.


WEB SITE: A web site will be created in order to support the network. The web site will inform young people and youth association about the opportunities and the European programmes for young people. The web site wants to be an instrument of information, but also a working tool to facilitate the networking of local youth associations and the possibility to work and design projects also from distance through online tools. First the web site will be used by young people and youth associations of the cities that are part of the project, but the intention is to broaden the network afterwards. . Moreover a forum online will be created for working on matters concerning the participation of young people to the life of the European Community, in particular in view of the European elections of 2009.The network will be used mostly open source software.


INFO POINT: an info point will be create in every city partners as reference for the management of the network and for the web site and for providing to users a first orientation of the web site.
