Objectives

1 Development of skills for analysis and synthesis of civil servants within public central institutions and local public authorities;

2 A high level of information about the European integration process and the necessary efforts for the public administration for reaching the European standards.

3 Familiarizing civil servants with the modern techniques and methods applied in projects with external financial support.

Curriculum

The curriculum is designed according to the up-to-date requirements of the European higher education area – European Credit Transfer System, modularized courses, diploma supplement. The interdisciplinary content, its organization, didactic concept and assessment are tailored to fit the competences of the Public Administration Professional in the enlarged European Union:

Organization details

The teaching activities are held in the English language.

The duration of the program is 3 semesters.

International professors from BRIE partner universities deliver their courses in English language.

Studies are provided with up-to-date academic facilities at BRIE-Giurgiu: scientific library, modern informatics laboratories with new generation computers, internet and intranet access, multimedia resources, and copying services.

Internship at public institutions in Germany, Bulgaria and Romania, in cooperation with Technical University of Chemnitz, Johannes Gutenberg University of Mainz is an opportunity for students with successful academic performance.

The degree Master of European Public Administration is conferred by the Academy of Economic Studies Bucharest. A certificate, issued by University of Rousse, recognizes the degree.

The degree holders have excellent career prospects Europe-wide both at the public and the private sector, either in governance of supranational, national or sub-national institutions, or multinationals and other companies dealing with the European Union.

Fees and scholarships

Reduced tuition fees for students from the region:
For students from Albania, Bosnia and Herzegovina, Croatia, Macedonia, Moldova, Kosovo, Serbia and Montenegro, the tuition fee is 1200 RON (approximately €340) per semester.

The tuition fee for students of countries outside the region is 340 USD per month.

Five Bulgarian students may benefit from free-of-tuition-fee studies on reciprocity basis in the spirit of the Agreement for Cooperation and Mutual Assistance Regarding the Development of the Bulgarian-Romanian Interuniversity Europe Center – BRIE between the Government of Romania and the Government of the Republic of Bulgaria. For other students from Bulgaria the tuition fee is 1200 RON (approximately €340) per semester.

The students are offered level-tailored language courses (German, Bulgarian and Romanian).
Accommodation is offered to all students at the completely renovated dormitories in Giurgiu. The monthly accommodation costs vary from €15 to €30.
Cross-border transportation service between Giurgiu and Rousse is available for no more than €30 monthly by the BRIE bus.

Application requirements

Eligible applicants should:
- hold their bachelor university degree; the program is not consecutive, i.e. there are no conditions concerning the academic field of study;
- be able to prove certificates for adequate English language competence;
- submit a CV and a letter of motivation;
- provide a letter of recommendation;
- fill in the application form.

Application procedure:

Candidates should apply till 16 September 2006.
The decisions for the successful applicants will be taken by an international selection committee and will be communicated back to all applicants by e-mail no later than 5 days after the application deadline.
