Kandidatët duhet të jenë të angazhuar kryesisht në forumet politike, organizatat jofitimprurëse, media, administratën publike apo studentë.
Përparësi do t’u jepet kandidatëve të angazhuar në nivelet drejtuese të organizmave që ata përfaqësojnë, si dhe përfaqësuesve nga minoritetet ekzistuese në Shqipëri.
Aplikantet duhet të jenë nga vendet e Europës Juglindore, por edhe më gjerë.
Programi do të zhvillohet ne gjuhën shqipe dhe atë angleze. Do të preferohen kandidatët që komunikojnë anglisht.
