The Japan Foundation’s Fellowship for Intellectual Exchange 2010-2011

The Japanese government organized a scholarship program called "Japan Foundation’s Fellowship for Intellectual Exchange 2010-2011".The fellowship program aims to assist in the development of a new generation of intellectual leaders who are familiar with Japan and are able to incorporate topics related to Japan to their own field of research in future.

They are who entitled to apply are scholars, researchers (except undergraduate and graduate students), journalists and professionals who are engaged in research activities in the fields of humanities or social sciences, or others who have practical experience in research, media, or non-profit organisations.They have adequate proficiency in the English language to conduct research in Japan.
The applicants ages must be under 45 years on April 1, 2010 and should be nationals or permanent residents in Qatar.

The program will include round-trip air ticket and living allowance and will be held during the 30 and 60 days(May 20, 2010, to March 25, 20

Applications are invited for a full-time studentship in the School of Public Health & Clinical Sciences. The studentship is tenable for up to 3 years for the MPhil/PhD (subject to satisfactory progress). The studentship will cover the cost of tuition fees at UK/EU rates plus a stipend (currently £13,290 for 2009/10) per annum. CfA: 7th edition of the Jean Monnet Summer Seminar 2010 (Rome & Siena)

We are thrilled to announce that the University of Rome Tor Vergata and the University of Siena are currently organizing the 7TH EDITION of the JEAN MONNET INTERNATIONAL EU SUMMER SEMINARS, to be held in Siena and Rome from the 28 June to the 16 July 2010. The summer seminars will be made up by three different modules each to be taken individually.

1) EU INSTITUTIONS AND DECISION MAKING AFTER THE LISBON TREATY
The 1st module will focus on the changes introduced by the Lisbon Treaty in the EU institutions and decision making procedures. It will also perform a first assessment of the new EU High Representative and the EU President. The module will take place in Siena from the 28th June to the 2nd of July, 2010 under the direction of Prof. Luca Verzichelli, Dean of the Faculty of Political Science of University of Siena. It
will be an exciting hands-on course analyzing the changes introduced by the Lisbon Treaty both from a theoretical and practical point of view.

Among the themes that will be treated:
- The Council and the European Council
- The EU President and the European Council after Lisbon
- Cooperation and Rivalry in the EU Internal Dynamics
- EU Governance
- The EU Multilevel Governance after the Lisbon Treaty
- The EU Regions in the EU after the Lisbon Treaty
- EU Parliament
- Regulatory Policies and Regulatory Institutions in Europe
- Is European Parliament the Looser after Lisbon?

2) THE EU FOREIGN AND DEFENCE POLICIES UNDER THE LISBON TREATY
The second module will focus on the EU Foreign and Defence Policies under the new Lisbon Treaty. It will take place in Rome from the 5th to the 9th of July 2009 under the direction of Prof. Federiga Bindi, Jean Monnet Chair at the University of Rome Tor Vergata. As usual, it will have a hands-on approach thanks to the participation of the best scholars and decision makers in the field. Among the themes that will be treated:
- The EU Foreign Policy
- The EU Defense Policy
- The EU, the US and Russia
- The State of the Union after Lisbon

3) THE FRONTIERS OF EUROPE
The third module is titled "Frontiers of Europe". It will take place in Rome from the 12th to the 16th of July 2009 also under Prof. Bindi's leadership. It will focus on the debated question of the frontiers and the border regions of Europe (Mediterranean and Nordic dimensions included); such issues will be analyzed by the top international scholars and decision makers in a challenging thematic way. Among the themes that will be treated:
- The State of EU Negotiation and Enlargement Prospects
- A New Security Architecture?
- Sustainable Economy and Development
- Energy Policies: Between Environment and Power Politics
- Immigration
- Democracy and Rule of Law
- Where does Europe end? A view from the outside

WHY THE SIENA-ROME JEAN MONNET EU SUMMER SEMINARS ARE UNIQUE?
The Jean Monnet Summer Seminars are unique not only for the venue - why spend the summer in rainy Brussels when the best specialists are in sunny Italy? - but also for the way they are thought and organized. WHO SHALL APPLY?
The Summer Seminars address primarily to PhD students and young professionals, but they can be particularly useful also for other graduate students, as well as for people working in NGOs, national administrations, interest groups, medias etc. Exceptionally skilled senior undergraduate students can be accepted on an individual base. The Jean Monnet Seminars are highly selective and intensive, with 30 teaching hours each week. Admission is subordinated to the proof of previous knowledge about the EU. In the past editions, approximately 35% of the applicants have been accepted. Prospective students can choose to enroll one, two or all three modules.CREDITS: Each module will award 4 ECTS/2 US credits.

TUITION FEES:
The tuition fee is of 600 euro per week. The participation to all three modules is highly encouraged, thus reduced cumulative fees are foreseen: 1000€ for two weeks and 1250 euro for all three weeks. Thanks to the generous support of the European Commission - Jean Monnet Action, 3 full scholarships and 3 partial scholarships are available and will be awarded on the basis of merit and need.

HOUSING:
Housing fees and lodging fees are not included in the tuition fee, though organizers will be glad to help with low cost housing. On some days free refreshments will be served, too. Please inquiry for further details.

DEADLINES:
The deadlines are 28 February 2010 for grant requests and 30 May 2010 for full-tuition paying participants. Acceptance will be notified within one month after each deadline.

International Law and Human Rights

This International Law and Human Rights program is taught in English and run by AIM Overseas' partner in the beautiful Czech town of Brno, Masaryk university.

The town of Brno, in the east of the Czech Republic, is a stunning little town at the cross-roads of Europe: Vienna, Prague, Bratislava and many other destinations are just a few hours away.

The course is a great mix of lectures, sites visits and fieldtrips making for a very dynamic program. Over 3 weeks, you will attend classes for a total of 36 hours and visit relevant sites such as the Ombudsman's office or the Constitutional Court in Brno.

The program also includes some fantastic overnight trips to the Czech Capital, Prague, as well as to Budapest in Hungary and Vienna in Austria to visit the United Nations office.

The Cluster of Excellence Asia and Europe in a Global Context: Shifting Asymmetries in Cultural Flows at the Heidelberg University invites applications for three PhD fellowships for the cluster's project "The Asian Sea: A Transnational Maritime History of the Age of Imperialism, 1850-1918"

The fellowship is supposed to start as early as 1 April 2010 but no later than October 2010. Fellowship funding, monthly 1000 EUR, is initially available until October 2012 with the possibility of extension to a full three year period.

Dissertations may be in any field of modern Asian History from the mid-nineteenth to the early twentieth century that have a maritime, coastal, port, and interregional dimension and place their theme or local case study in the broader transnational development of the region as a whole. Successful candidates will have completed a Masters degree prior to taking up the position. Fluency in English, knowledge of one Asian language and ideally some command of a second European or Asian language is expected.

Job profile:
- An excellent university degree in economics or political science.
- A strong background and interest in project-related research (e.g. development economics, international political economy, macroeconomics, international finance and law).

- An excellent command of English; command of German would be an asset.

The position involves research at the intersection between economics and political science. You would become part of a motivated team of researchers working in an interdisciplinary environment with excellent resources and strong exposure to relevant international organizations (e.g. IMF, IADB, World Bank).

Open Positions for Phd and Master Students at START, Austria

The START Group

The START group has emerged from Peter Paule's research group on algorithmic combinatorics. It was established in 2009 when the START prize of the Austrian federal minister of science and research was awarded to Manuel Kauers. The prize is equipped with funding for up to four group members for up to six years. The official start of START is scheduled for April 1, 2010. (No April's fool.)

Aims

In the new START group, we will be doing research in computer algebra related to special functions, differential and difference equations, symbolic summation and integration, Gröbner bases, and inequalities. On these and related topics, there are three general tasks that we want to address:

Constructing efficient algorithms. We want to find asymptotically fast algorithms for solving questions about special functions. Research of the past decades (at RISC and elsewhere) has led to a variety of algorithms that are able to perform spectacular simplifications of complicated symbolic sums and integrals. But if expressions exceed a certain size, the computational cost of these algorithms becomes prohibitive. Our goal is the construction of algorithms that are well suited for dealing with big input.

Developing fast software. We want to implement these algorithms in free and open software packages. Turning theoretical efficiency into practical efficiency is a difficult task, but it is well worth the effort, because it is often only the experience gained from observing the behaviour of actual programs which can lead to the discovery of new and substantial theoretical improvements. Our goal is therefore the development of software that is capable of handling big input.

Solving hard problems. We want to apply this software to actual open problems that are of independent interest. Software for special functions has already solved many challenges in the past, and it will be possible to solve many more of them with high performance software. Our goal is to knock out problems concerning special functions that arise in number theory, in combinatorics, in engineering, in physics, or elsewhere, but which are too hard for presently available tools because they lead to big input.

Open Positions for Ph.D. Students

We are looking for candiates who are interested in joining us in this effort and in doing their Ph.D. in the START group. Embedded into the ordinary RISC Ph.D. curriculum, START students will receive general education in symbolic computation and pursue an individual research project at the forefront of computer algebra, which is likely to have high impact in several different areas of mathematics, natural sciences, and engineering. 8 PhD Scholarships in Brain Aging and Neurodegeneration, The German Research Center for Neurodegenerative Diseases (DZNE), University of Tübingen

Highly qualified graduate students are invited to apply for this 2-years scholarship that can be extended to a third year. The scholarships are funded by the German Helmholtz Research Center for Neurodegenerative Diseases. The research topics of the PhD projects must therefore be in line with the Center’s mission to investigate the causes and consequences of neurodegenerative diseases of the aging human brain, in particular Alzheimer’s and Parkinson’s disease, and to explore why aging is a risk factor for neurodegeneration. The research findings should eventually translate into novel diagnostic, preventive, and therapeutic strategies.

Independet research proposals by the applicants are also highly welcome. Write an Essay and Come to Switzerland!

In May 2010 politicians academics and students from all over Europe will get together in St. Gallen, Switzerland, for a two-day conference on "Democracy and Decentralization".

On the occasion of the Swiss Chairmanship of the Committee of Ministers of the Council of Europe, participants will discuss issues such as the principle of subsidiary, decentralization of multi-ethnic states, and regional referenda.
To participate as a student, you simply need to write an essay and submit it to our essay competition. Based on the essays we will choose one student from each Council of Europe member state to come to Switzerland with all expenses covered. The best essays will be awarded a prize and their authors will be asked to address the plenary session of the conference.

How to participate?
The conference will take place on May 3-4, 2010 at the University of St. Gallen. On the second day of the Conference, there will be four thematic workshops. Essays should address a question relevant to one of the following sessions:
The principle of subsidiary: legal principle or political slogan?
Decentralization in multi-ethnic states
Own resources and autonomy of budgetary management
The referendum at regional and local level.

The essays should be four to six pages long, written in English, French, or German. The deadline for submission is 15 February, 2010 and we will notify you by 15 March on whether you have been selected to participate.

Europe : The Erasmus Mundus Masters Program in Public Policy

The Erasmus Mundus Masters Program in Public Policy (Mundus MAPP) is a 2-year-long international Masters course that embeds the nascent field of transnational public policy into a European context. It is funded by the European Commission, and operated by a consortium of four leading European institutions: the Central European University in Budapest (Hungary) as coordinating institution, the Institut Barcelona d'Estudis Internacionals (IBEI) in Spain; the Institute of Social Studies (ISS) of Erasmus University Rotterdam, located in The Hague (Netherlands); and the University of York in the UK.

The European Commission's Erasmus Mundus program provides scholarships to outstanding students from within and outside the European Union to attend Mundus MAPP and to visiting scholars to participate in teaching and research. The Consortium universities also support these students by offering partial tuition fee waivers to Erasmus Mundus scholarship recipients.

Mundus MAPP provides a detailed and systematic understanding of how political institutions, processes and public policies operate and interact from the global political economy through to national and local levels with a direct focus on European engagements at these levels of governance. The multidisciplinary curriculum is conceptually grounded in public policy, international relations, development studies, public administration and public management. The program also provides practical work experience and transferable skills gained through an internship programme. Mundus MAPP prepares graduates for international professional careers as policy-makers, policy-analysts and advisors in either politics, the civil service, international organisations or the corporate and non-governmental sectors.

The Mundus MAPP study program lasts two years. The first or foundation year is spent either at the Institute of Social Studies in the Hague, the Netherlands, or at the University of York in the UK. Having completed their courses and a thesis students participate in a summer school, and move for a second academic year either at the Barcelona Institute of International Studies in Spain or to the Central European University in Budapest, Hungary. Students undertake an internship normally after the second academic year.

Mundus MAPP graduates receive two of the following MA degrees as well as a diploma supplement at the end of their studies:

- MA in Development Studies from the Institute of Social Studies; OR
- MA in Public Administration and Public Policy from the University of York.

- MA in Public Policy from the Central European University; OR
- MA in International Relations from the Barcelona Institute of International Studies

O’Brien Fellowships – Call for Applications

The O’Brien Fellowship was established in 2005 through a very generous gift from David O’Brien for outstanding Masters or Doctoral students studying in the area of human rights and legal pluralism in the Faculty of Law, McGill University. The O’Brien Fellows become members of the Centre for Human Rights and Legal Pluralism, an interdisciplinary research group dedicated to studying legal and cultural issues related to human rights. The Fellows will find a stimulating and supportive environment in the McGill Faculty of Law, whose scholars possess a unique perspective on multiple legal traditions, and whose students learn a rich mix of common, civil and international law, in both French and English.

The O’Brien Fellowships are awarded annually, upon recommendation by the Faculty of Law to the Graduate and Postdoctoral Studies Office. They are valued at $25,000 per annum, renewable once for Masters (LL.M.) students and twice for Doctoral (D.C.L.) students (subject to maintaining good standing and providing a satisfactory progress report.) O’Brien Fellows also benefit from a differential fee waiver, meaning that they pay fees at the level of Quebec residents, and one travel grant per year to
present their research results at an academic conference.

Successful applicants will have an outstanding academic record and a strong research proposal in the field of human rights and legal pluralism.

Andrew W. Mellon Post-Doctoral Fellowship in Sustainable Urban Food Systems

Eugene Lang College, the New School for Liberal Arts seeks a Post-Doctoral Fellow in sustainable urban food systems for the 2010-2011 academic year to assist in research, curriculum development, and public programming coordination within the University's new Environmental Studies Program. Under the supervision of one or more environmental studies faculty members, the fellows will develop and teach a survey course and one course based on their area(s) of expertise and dissertation topic.

The Andrew W. Mellon Post-doctoral Fellow in sustainable urban food systems will work with faculty in environmental studies, food studies, and external colleagues to design and implement a research project in sustainable urban food systems that matches his/her interests and expertise. Three potential areas of interest include:

(1) Food Systems Planning and Policy Research--studying emerging approaches to food systems planning that promote "civic agriculture, " locally organized systems of food production within cities and peri-urban communities that are characterized by networks of producers and citizens bound together by place;

(2) Urban Food Access--developing innovative methodologies to assess access to food in cities, looking at land use, transportation, business, and design variables that influence the availability ofhealthy food at the neighborhood level and exploring purchasing behaviors to better understand limited access to healthy food; and

(3) Urban Agriculture and Community Development- -measuring the community development impacts of urban agriculture projects, particularly urban farms that link food production and environmental education.

Up to 3 Doctoral Fellowships, University of Oslo

UP TO 3 DOCTORAL FELLOWSHIPS (SKO/post code 1017) ASSOCIATED WITH ”CULTURAL TRANSFORMATIONS IN THE AGE OF GLOBALIZATION” (KULTRANS)

are being advertised at The Faculty of Humanities and Faculty of Education, University of Oslo, Norway.

One of these doctoral fellowships will be at the Faculty of Education.

Up to two doctoral fellowships will be at the Faculty of Humanities.

In the autumn of 2008, University of Oslo established the research programme KULTRANS with the participation of several faculties. KULTRANS aims to strenghten research on cultural transformations in an age of globalization. A key focus of the programme will be concepts and representations of ”the world”. The research will be transdisciplinary, transnational and transhistorical. In autumn 2009 we appointed six doctoral fellows who will form a core group in KULTRANS. We now seek to expand this group with three new positions. Candidates for these positions must offer a project which is clearly connected to the KULTRANS programme (see www.cultrans.uio.no/english/) as well as to one or more of its research areas:

- Migration, identity and language

In this second round of applications we will look for projects that

a) target the period before 1900 and discuss the historical dimension and/or

b) have an explicit linguistic, textual or discourse-oriented perspective and/or

c) focus on political processes and institutions

For the fellowship associated with the Faculty of Education b) and c) are particularly relevant.

Applicants must have a Master degree, or equivalent. The positions are available for a period of three years. The positions must be taken up by October 1 2010.

Candidates who are accepted must participate in Faculty’s researcher education programme (cf. regulations and supplementary provisions for the Faculty’s researcher education) and must also engage in the designated research activities. The successful candidates are expected to affiliate with the research milieu associated with KULTRANS.

In assessing the applications, special emphasis will be placed on the quality of the project description and on the assumed academic and personal ability on the part of the candidates to complete the dissertation within the given time frame. The short-listed candidates may be called for an interview at the University of Oslo.

- teaching of Balkan languages

Other subjects may also be concerned.

Languages of the conference are all Balkanic languages. However speakers will be asked to deliver in advance English translation of the paper which will be copied and distributed to all participants.

Conference fee is 400zł/100Euro

Participants are asked to deliver by 30 May the title of the paper, key words which can help in classifying of the paper to a subject group, and a short summary of the paper (in any of the conference languages). Toruń is an interesting medieval town in Northern Poland. It has around 220 000 of habitants. Prices of hotels are from 150 – 250 zl per night (around 35 – 65 Euro).
Temperature in December varies usually between 0 and 10o C
Toruń can be reached by train or by bus from Warsaw, Poznan, Lodz, Gdansk.

4TH NGO INTERNATIONAL CONFERENCE

"ENGAGING GOVERNMENT AND NGO'S ON PUBLIC HEALTH"

This is a call to participate in a national multi-sectoral conference bringing together Leading figures and Various Non Governmental Organizations (NGOs) from Public health to discuss and debate the issues around social determinants of health.

This is an opportunity to learn more about the social factors that can lead to ill health and inequalities. Hear from experts in the UK and internationally about the underlying causes that can lead to health problems. The determinants include unemployment, unsafe workplaces, urban slums, globalization and lack of access to health systems.

The Conference will provide an opportunity for participants to shareinsights and experiences and to network with other colleagues from voluntary sectors, health, education, local authorities and other areas. It is also an opportunity to get a direct access to loans and grants.
