South Eastern Europe and the EU Leadership Development Programme
A New Initiative by the College of Europe and the TRANSFUSE Association - July 2006 - April 2007

The future of South Eastern Europe depends on targeted and consistent action to develop effective civic structures and integrate the region into Euro-Atlantic political, economic and security spheres. The driving force behind the continuing reforms and the transition process are qualified young professionals with international experience.

In an effort to support the integration process of the region, the TRANSFUSE Association and the College of Europe are launching a Leadership Development Programme for young people from the countries of South Eastern Europe as well as their counterparts from the rest of the Europe and the United States who can be expected to play a significant role in the future of their countries.

Main features of the Programme
The programme will last one year and include:

a.. A two-week Summer Academy in Germany (17-30 September 2006) - the curriculum will include topics related to the European Union, the development of relations between the EU and South Eastern Europe, wider issues of international and economic relations and training of practical skills such as negotiations, project management and presentation;

b.. Three-day Workshop in Bruges and Brussels in April 2007, with visits to the European Union institutions and the NATO;

c.. Joint activities and projects, where the participants will be asked to work together in small groups in developing and implementing the activities in their countries.

Certificates will be awarded upon the successful completion of the programme.

Academic Guidance
The Academic Dean of the Programme will be Lord Roper, a Liberal Democrat member of the House of Lords, and former director of the Institute for Security Studies of Western European Union in Paris and former lecturer at the College of Europe in Bruges. He has been a Senior Advisor to the TRANSFUSE Association since its inception. Lord Roper will guide the participants and provide the continuity in the course of the programme.

Participants and the application process
Up to 30 participants will be chosen to attend the programme. They will come from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, FYROM, Moldova, Romania, Serbia and Montenegro incl. Kosovo, and Turkey. In addition, a certain number of participants will be selected from broader Europe and the United States.

The Programme is specifically designed for students who are currently undertaking or are about to start their postgraduate studies as well as recent graduates at the beginning of their professional career.

Applicants should:

a.. be under the age of 30 with a successful academic record
b.. have a first work experience through internships or voluntary work
c.. have a good level of English
d.. possess a high degree of personal commitment and professional orientation
e.. have a strong interest and involvement in international issues.

Deadline for applications is 15 June 2006.

The pre-selection and the final selection will be conducted in June and the first half of July, and the candidates will be notified of the results by email between 15th and 30th July. Invited candidates will need to confirm their participation.

The costs of participation in the Programme including travel costs, accommodation, lodging and visas will be covered.

Founded in 2000, the TRANSFUSE Association aims to introduce a creative approach to reconciliation, crisis prevention and integration by establishing an interdisciplinary network of young professionals from the countries of South Eastern Europe, broader Europe and the United States dedicated to common democratic values.
