Die Geschichte der Albaner im westlichen Balkan wird seit dem 19. Jahrhundert von Historikern außerhalb Suedosteuropas, seit der zweiten Haelfte des 20. Jahrhunderts auch im albanischen Siedlungsgebiet selbst erforscht. Bis heute wurde noch kein Versuch eines Ueberblicks über den Forschungsstand versucht. Insbesondere fehlt eine ausfuehrliche Bewertung der albanischen und kosovarischen Historiographie nach dem Ende der jeweiligen kommunistischen Systeme und eine zusammenhaengende Analyse neuer Interpretationssche mata albanischer Historiker, die Bezug nehmen auf die politischen Veraenderungen in den letzten eineinhalb Jahrzehnten.

Die im Mai 2005 erfolgte Ueberfuehrung der Bibliothek des Albanien-Instituts Muenchen nach Wien, d.h. die Uebersiedlung einer der wichtigsten Albanien-Sammlungen außerhalb Suedosteuropas, soll zum Anlass genommen werden, um im Rahmen einer Tagung 13 international ausgewiesene Experten aus Oesterreich, Deutschland, Frankreich,
England und den USA einzuladen.

Die Teilnehmenden werden den gegenwaertigen Forschungsstand referieren und in einem zweiten Schritt Forschungsdesiderat a vorstellen. Thematisch werden in chronologischem Aufbau zentrale Fragen der albanischen Geschichte abgehandelt, wobei sozial- und kulturwissenschaftl iche Zugaenge jeweils in den Epochenueberblicken zu integrieren sind. Eigene Referate sind fuer die Bereiche der Anthropologie und der neueren Kulturgeschichte mit besonderer Beruecksichtigung der Literatursoziologie vorgesehen.

Die Ergebnisse sollen als Sammelband mit Handbuchcharakter Grundlage fuer eine vertiefte wissenschaftliche Auseinandersetzung mit albanischsprachigen Forschern dienen. Die Tagung ist bewusst als Diskussionsangebot der außerhalb Suedosteuropas betriebenen historischen Albanologie zu verstehen.

We look for partners for folk dance festival in Turkey. It aims at building bridges between Turkey and Europe countries.

Place: Bingöl, Turkey
Activities: training activities, school visits and shows in Bingöl and neighboring cities. Seminars, exhibition introducing partner countries and EU, folk dance festival and competition

The project covers 90 % of all the costs in project, including new material; travel etc. 10 % will be met by the project leader and in little amounts by partners. We will prepare and submit a project. If it is selected by the European Commission to Turkey it will take place between spring and autumn.

As PhD-candidate you are part of the joint programme of the Ministry of Foreign Affairs and Utrecht University/Faculty of Social Sciences/Cultural Anthropology. This programme is known as the IS-academy.

The subject of research is `Poverty reduction and good governance'. Within the wide scope of research on this subject is chosen for research on two themes: `the political dimension of poverty reduction and `drivers of change' with a focus on two core questions:

What are the political dimensions of poverty reduction and what factors determine shifts from exclusion to inclusion of poverty concerns in political arenas and policy agendas? What are the political dimensions of so-called "failing states",
particularly in relation to intrastate social violence and political conflict?
The project is situated within the research programme `Political conflict, cultural trauma and social reconciliation' (CTR) which is part of the Research Centre CERES. The Ministry of Foreign Affairs will be involved in the guiding and supervision of the research projects.

We are looking for a PhD candidate on the following project:

Peace, social reconstruction and collective trauma in post-war Mozambique

This research project centers on the complex interplay of memory, collective trauma, social reconstruction, and poverty in the aftermath of the Mozambican civil war. The 1992 peace accord between the Mozambican government and the Renamo guerrilla force ended more than a decade of armed violence but did not bring nation-wide
reconciliation, ethnic tolerance, full participatory citizenship, and overall economic prosperity. This project wants to analyze the impediments to such post-war reconstruction by focusing on the influence of collective trauma, enduring ethnic tensions, and social exclusion processes as intervening variables. The research will be conducted in Maputo, and consists of ethnographic research among foreign aid agencies, humanitarian organizations, and state-sponsored and informal organizations of war veterans and victim groups. This project runs parallel to a similar doctoral study on post-authoritarian rule in Chile.

·`Juritecture' of multiple space usage: This scheme focuses on the legal aspects of multiple space usage projects. It is crucial that their rights and obligations are clear and well defined. Establishing the legal basis for such `cohabitation' is the task of the `juritect'.

The Belgian Science Policy Office is now launching the second call for proposals of the "Society and Future" research programme in the field of social sciences. The programme was introduced in 2005 and is open to the participation of researchers from outside Belgium (when integrated in a network with a Belgian co-ordinatior). The aim of the programme is to increase the knowledge needed for decision-making at the Belgian federal level.

The present call covers the following 11 themes or chapters that compose the programme:

1. Democracy in an international context
2. The functioning of the institutions
3. Constitutional order and justice
4. Economy and governance
5. Science, knowledge, new technologies and the internet
6. Spatial aspects of social diversity
7. Inequality and social exclusion

Researchers are invited to work out transversal proposals.

In general, one can consider that a research project will need two researchers over a period of two to three years, which corresponds to a budget of 300.000 € to 450.000 €. Four-year projects are not excluded.

Projects will be evaluated under a two-step procedure, by “peer review". The deadline for submission of research pre-proposals is November 23, 2006.

The IEEE Transactions on Nanobioscience will devote a special section to presenting recent advances on the GRID infrastructure, web services, software agents and ontology for Life Science applications. Recent progress in bioinformatics and biomedicine has made it essential to devise technological platforms able to ensure appropriate support to research activities performed in the area of Bioinformatics and Medical Informatics. The potential of new data mining tools and GRID technology
will be particularly useful to deal with the increasing amount, complexity, and heterogeneity of biological and biomedical data.

High quality, innovative research papers reporting infrastructure, methods or tools in this area will be selected. Examples of biological and biomedical application areas include, but are not limited to, the following: GRID based application in life science; Web services for data access and analysis tools; Workflow application for complex analysis processes; Distributed and Agents based applications; ICT technologies for biomedical applications; High Throughput for in-silico virtual screening; Distributed applications for Gene and protein sequence analysis; HPC techniques applications at cell/gene/molecular levels.

"NICE"- Network for Involving Citizens of Europe, Turkey 05/10/2007 - 11/30/2007

"NICE" aims to increase the quality and ensure sustainability of the youth work of the NGOs involved through research on organizational needs analysis & diagnosis as a basis for establishing a thematic network.

The project is supported by the Secretariat of the European Platform for Youth Development and the regional coordinators for the European Union and Caucasus and Eastern Europe.

In terms of activities, the project encompasses prep meetings, focus groups, web conferences, study visits and a networking meeting.

The core goals of the projects are to establish priority areas and a benchmarking system meant to render continuous tracking of the latest developments in terms of youths in both regions relying on country/regional progressive reports.

Concerning the politics of the project, we seek to foster an open and sustainable dialogue in between different societal actors, such as Local Public Administration, private enterprise, and other youth NGOs at the domestic level.

Applicants must send a motivation letter and a resume including the experience related with NGOs activities until 31st of November 2006.

Early Stage Researcher in Environmental science (Centre for Environmental Research Leipzig, Germany)

The main objective is to develop RDA methodologies for toxicants with respect to hazards and risks to aquatic organisms. This will include novel extraction and dosing techniques, multistep HPLC- and pcGC-based fractionation procedures, biotesting, chemical analysis and structure elucidation, and toxicant confirmation for polar and non-polar toxicants. A major focus will be on the development of methods for structure elucidation of toxicants that are not accessible by classical GC-MS methods including derivatization and LC-MS-based techniques. The methodology will be applied to contaminated surface waters and sediments as well as to selected toxic effluents (e.g. from dye processing).

Formation requirements: MSc. in analytical chemistry or related subjects. The candidate should be interested in environmental and effect-directed issues. He should have experience in structure elucidation by mass spectrometry as well as in GC-MS and LC-MS based chemical analytical techniques. Experience in computer tools for structure elucidation as well as in extraction, passive sampling and fractionation techniques, and biotesting are helpful. The candidate should be open and enthusiastic for new tasks and interdisciplinary and international team work.

9th Annual Kokkalis Graduate Student Workshop

Call for Papers

The Kokkalis Program on Southeastern and East-Central Europe, John F. Kennedy School of Government, and the Southeastern Europe Study Group, Minda de Gunzburg Center for European Studies, Harvard University, will hold the ninth Kokkalis Graduate Student Workshop on February 2, 2007.

Doctoral students are invited to submit proposals for papers to be delivered at the workshop. Proposals should be a maximum of 500 words and should fall into one of the below thematic units:

Thematic units:

I. Secularism, Fundamentalism and Pluralism in Southeast Europe:

Papers should explore trends in secularism, fundamentalism and/or pluralism at the sub-state, inter-state and/or transnational level(s) in Southeast Europe. Papers can explore topics such as the constitutional and legal relationship between religion and the state; the organization, regulation and transformation of religion in public life; the links between religion and nationalism; democratic institution- building and religious human rights; and related subjects.

II. Nontraditional Security Threats in Southeast Europe:

Countries have faced security threats stemming from military action, politics and diplomacy. Increasingly, however, conflict and instability in Southeast Europe and, indeed, globally are being generated by nontraditional security threats such as terrorism, drug trafficking, health crises, environmental security, illegal immigration, economic and financial security, failures in governance, and information security. Papers should examine these and/or other nontraditional security issues in the region. Preference will be given to papers providing recommendations to improve policymaking to combat these new threats at the local, national and regional levels.

III. Innovative Governance and Entrepreneurship in Southeast Europe:

Papers should explore experiments in new forms of governance, partnerships and entrepreneurship in the public/private sector in Southeastern Europe and analyze the circumstances under which they emerged. Papers could, for example, focus on new entities, innovative projects, cross-sector partnerships and the circumstances (institutional, managerial, leadership, political, etc) in which they emerged as well as the challenges, dilemmas, and solutions facing the realization of such initiatives. Papers may stem from the domains of public policy, administration and/or management; entrepreneurship in the public, private or NGO sectors; or others.

The Institut of East European Studies of the Free University Berlin (Dr. Sevasti Trubeta), in cooperation with Department of Southeast European History of the University Graz (Dr. Christian Promitzer) and Oxford-Brookes University (Dr. Marius Turda) will hold an international conference on Hygiene Health Politics Eugenics:
Engineering Society in twentieth-century Southeast Europe in Berlin on May 31 June 2, 2007.

Scholars with research interests in the topics of hygiene, eugenics,
or the politics of health in the first half of the 20th century in Albania are encouraged to submit proposals for papers (300-400 words).

The conference will address the history of hygiene, public health and eugenics in Southeast Europe. Of particular interest will be the complex relationship between public health schemes, population politics and eugenic ideas and practices, on one hand, and strategies and technologies of power as these are manifested in the national politics of the states in the region, on the other. This relationship will be pursued both by looking at how Western and Central European concepts of hygiene, health and eugenics were implemented in southeast Europe, as well as by excavating the historical and social peculiarities of local traditions of hygiene and social hygiene.

The central topics to be discussed include: the understanding of hygiene; prevention and combating of diseases by scientific, social and state institutions in different southeast European countries; eugenic movements; historical attempts to introduce eugenic policies; public health; systems of social welfare; the tension between science, politics and socially active agencies, such as private associations, women clubs, etc.; the influence of international institutions, such as the Health Organization of the League of Nations, the Rockefeller Foundation, and the Red Cross; the relationship between public health and demographic changes with reference to the Balkan wars and the First World War.

Modification of oriented polymer surfaces using colloidal microgels

The appointed fellow will be responsible for providing the Host staff with the state-of-the-art knowledge through giving lectures during seminars, providing practical training for PhD students and involvement into elaboration of further research project concepts. Emphasis will be given to interactive skills and previous experience in multidisciplinary environments.

A surfactants and polymers in aqueous solution course will provide a comprehensive overview of surface chemistry related to surfactant and polymer behaviour in aqueous solution, and surfactant and polymer adsorption behaviour. The emphasis will be on naturally occurring polymers, such as cellulose ethers, starch and so on. Topics to be covered will include intermolecular interactions and regular solution theory, surface active polymers, rheological behaviour of polymers and surfactants in solution, surface tension and adsorption at the air-water interface, wetting and wetting agents, interaction of polymers with surfaces, polymerizable surfactants, microemulsions and chemical reactions in microemulsions. The course will give an up-to-date description of the underlying physical chemistry, emphasizing practical examples of industrial relevance to the textile industry.

Konzepte und Strategien des Mitteleuropäischen Wirtschaftstags und die Europapolitik im Zeichen der Südosterweiterung

Zu den einflussreichsten nichtstaatlichen Institutionen der Raum- und Wirtschaftsplanung in Mitteleuropa in der Zeit zwischen dem Ende des Ersten und dem Ende des Zweiten Weltkrieges gehörte der 1925 in Wien gegründete und 1930/31 von seiner Deutschen Gruppe in Berlin übernommene Mitteleuropäische Wirtschaftstag (MWT).
Die von ihm entwickelten wissenschaftlich basierten Strategien zur europäischen Raum- und Wirtschaftsordnung waren von der Vision eines starken Mitteleuropa geleitet und zielten darauf ab, den „Kernländern“ Deutschland und Österreich, deren Vereinigung er anstrebte, als „Ergänzungsraum“ die Länder Südosteuropas (insb. Jugoslawien, Bulgarien, Rumänien und Griechenland) zuzuordnen, die einerseits Ressourcen (Agrarprodukte, Erze) bereitstellen, andererseits aber als Absatzmarkt für deutsche
und österreichische Industrieprodukte dienen sollten. Ziel des Forschungsvorhabens, das wissenschaftshistor ische Untersuchungsansä tze mit wirtschafts- , sozial- und politikhistorischen Fragestellungen verbindet, ist zunächst, die Generierung des Planungswissens zu rekonstruieren, aus dem der MWT seine raumordnerischen und wirtschaftspolitisc hen Konzepte entwickelte. Diese Konzepte sollen sodann im Hinblick auf ihre Wechselwirkungen mit den politischen und militärischen Entwicklungen in der Region analysiert werden. Die vom MWT angeregten und beeinflussten personellen und institutionellen Verflechtungen in Südosteuropa mit ihrem Netz von Zweigfirmen, Niederlassungen, Kapitalinvestitione n, Geschäftsbeziehungen und Standortsicherungen sollen als Schritte der praktischen Umsetzung rekonstruiert und auf ihre etwaigen Effekte auf die weitere Strategieentwicklun g hin befragt werden. Die Wirkungsgeschichte der unter dem Dach des MWT entwickelten Raumordnungskonzept e soll dabei über die Epochengrenze von 1945 hinaus weiterverfolgt und daraufhin überprüft werden, inwieweit sich in
aktuellen Strategien der Euopapolitik, besonders der EU-Erweiterung nach Südosteuropa, historische Kontinuitäten widerspiegeln.

Für die Bearbeitung des zentralen Themenkomplexes der Raum- und Wirtschaftsplanung im Hinblick auf die Konstruktion Südosteuropas als „Ergänzungsraum“ wird eine Postdoc-Stelle eingerichtet (Dr. habil. Carl Freytag). Im Rahmen einer Dissertation soll als wichtiger Aspekt unserer Fragestellungen die Rolle der Bevölkerungswissensc haften bei der Raumplanung in Südosteuropa in der Zeit 1920–1970 erforscht werden.
Teilaspekte, wie die Rolle der Agrar- und Ernährungswissenscha ften bei der Raumplanung in Südosteuropa, die Erforschung und Ausbeutung der dortigen Erzlager, das Verhältnis lokaler Strukturen zur Großraumplanung, die kartographische Repräsentation von Kernländern und Ergänzungsräumen, Alfred Sohn-Rethels
nationalökonomische Analysen 1931–1936 und der utopische Gehalt der Raumplanungen des MWT sollen von Gastforscher/ inne/n während 3- bis 6-monatiger Aufenthalte in Wien untersucht werden.

Through a funding initiative by the Wellcome Trust, the University of Cambridge has an on-going 4-year PhD Programme in Infection and Immunity.

The Programme involves collaboration between the School of Clinical Medicine and the Cambridge Institute for Medical Research, the Department of Pathology, and the School of Veterinary Medicine.

Five studentships will be available in October 2007.

The major themes of the Programme are Infection and Immunity, and Basic Cell and Molecular Biology (including structural and cell biology). The initial year of training involves in-depth analyses of topics of research relevant to the overall themes of the Programme, and 3 mini-projects in research laboratories attached to each of the Programme themes.

Students then can make an informed choice of their 3-year thesis project and complete their PhD in the 4-year period.

Reasoning with Uncertainty and Inconsistency in Structured Scientific Knowledge The Department of Electronics, Electrical Engineering and Computer Science A postgraduate studentship is available to work on an EPSRC-funded collaborative project entitled above (starting in January 2007) between (UCL) and (QUB). The award covers university fees for three years, plus an additional student stipend of £12,300.

Project Summary:

There is a huge and rapidly expanding amount of information available for scientists in various online resources. However, this wealth of information has created challenges for scientists who wish to locate and analyse knowledge from heterogeneous sources. Key problems that exist are that there is much uncertainty in individual sources of scientific knowledge, and many conflicts arising between different sources of scientific knowledge. Scientists therefore need tools that are tolerant of uncertainty and inconsistency in order to query and merge scientific knowledge.

This project aims to facilitate the analysis of scientific knowledge by the development of technology for structured scientific knowledge (SSK). SSK is represented by a set of SSK reports each of which is a structured report that describes one or more scientific datasources (such as one or more journal articles, empirical datasets, etc). The format is an XML document with textentries restricted to individual words, values or simple phrases in scientific terminology. SSK is
intended to help scientists understand the contents of a datasource. Each one contains summaritive information about the datasource (e.g. information from an abstract, summary of techniques used, etc) plus evaluative information about the datasource (eg. delineation of uncertainties and errors in the information source, qualifications of the key findings, etc). The summaritive information describes the
information provided by the authors of the datasource, and the evaluative information describes the information provided by the users or authors of the datasource. SSK can be constructed by hand, by information extraction technology, and as a result of analysing datasources.

In this project, we want to extend our existing work for merging and analysing heterogeneous structured information by harnessing formal theories for representing and reasoning with uncertain and inconsistent information. The result of the project will be a general theoretical framework for handling uncertainty and inconsistency in
SSK, and a demonstration of the framework in a prototype implementation for querying and merging potentially conflicting SSK from heterogeneous sources. More details of the project (including relevant research papers) can be found at

We are seeking applications from graduates with good honours degrees (2.1 or higher) and an interest in primary care health services research. Research experience and/or a Masters degree in a related area will be highly advantageous. Relevant academic or professional backgrounds include medical sociology, anthropology, health economics,
health psychology, medical statistics, exercise and health, nursing or other allied health profession.

The successful applicant will receive a stipend (currently £12,300 pa), PhD fees and a research training support grant. The studentship will be for three years.

Mosaic Scholarships in Vancouver Canada

Vancouver English Centre encourages English language students from all over the world to enjoy a cultural immersion experience in Canada. Although we normally have students from up to 30 different countries, we constantly try to improve the diversity of our student body. Consequently, we frequently offer scholarships to students from specific countries.

Eligibility
A number of criteria are involved in the evaluation of target countries. Primarily, we offer scholarships to students who could not otherwise study in Canada for financial reasons. We also try to attract academic achievers from a number of language backgrounds. Scholarships are awarded on the basis of academic achievement and do not have to be repaid. For programs beginning before May 1, 2007, the following 4-week Super-Intensive Scholarships are currently available:

CfA: Fellowship for Visiting Scholars, Japan

The Center for Southeast Asian Studies of Kyoto University is now accepting applications from scholars and researchers who work on Southeast Asia, or on any one of the countries in that region, and are interested in spending time in Kyoto, Japan, in order to conduct research, write, or pursue other scholarly interests in connection with their field of study. Five fellowships will be awarded for the first half of 2008 on a competitive basis. Fellowships are normally for a six-month duration, although in exceptional cases they can be extended for an additional six months. Applications for the 2008 fellowship must reach us no later than October 31, 2006 regardless of the postmarked date.

We regret that we cannot entertain individual queries or follow-ups about the results of selection by email, fax, or telephone. Applicants will be notified of their application status by the end of March 2007.
