The Institute for Social and Humanities Research "Euro-Balkan", Skopje within
the framework of the Ohrid Summer University 2008, supported by the OSCE
Spillover Monitor Mission to Skopje, is announcing SUMMER SCHOOL ON
NON-DISCRIMINATION, SOCIAL INCLUSION AND EUROPEAN CITIZENSHIP, to be held 23 -
30 June 2008, Hotel Klimetica, Ohrid, Republic of Macedonia.

The Summer School on Non-Discrimination, Social Inclusion and European
Citizenship is aimed at current human rights activists, postgraduate students and members of socially and culturally marginalized groups committed to the idea of social inclusion and actively seeking to address problems related to implementation of human rights legislation, discrimination and social exclusion in the Macedonian society. In the form of a one-week intensive summer course, this School specifically seeks to provide 21 course participants with the latest theoretical, conceptual and practical tools in order to grasp the complexity of the human rights situation in Macedonia from the perspectives of the most socially vulnerable groups. The course will offer lectures from eminent Macedonian human rights activists, insightful discussions, workshops on specific topics, collaborative presentations based on group work and social and cultural activities.

Working languages of the course will be both Macedonian and English, as lectures will be in Macedonian and course materials will be in English.

Programme summary:
The School's overall goal is to contribute to building sustainable human rights culture in Macedonia, by providing an academically validated inspiration and new opportunities to current activists, postgraduate students and members of socially and culturally marginalized groups to explore the theory and practice of human rights in Macedonia, to design possible human rights research projects, and outline a possible evidence-based strategy. It specifically aims to strengthen the capacity of course attendants in the fields of Non-Discrimination, Social Inclusion and European Citizenship as the main result to be achieved through the foreseen activities. The course will attempt to offer a more intricate analysis of the issues of application and implementation of non-discrimination legislation in Macedonia by showing how existing social relations, political institutions and cultural practices must be transformed in order to accommodate those who have been prevented or
exclued from fully participating in Macedonian society (women, children, disabled people, Roma, lesbian, gay, bisexual and transgender people, and older persons). Special attention will be given to understanding the social, economic, political and cultural context in which the social exclusion and subordination of these groups of people take place, especially where this marginalisation is exacerbated by extreme poverty and ethnic status and the means to combat these types of abject discrimination. The course will advocate for a social inclusion approach to fighting discrimination in Macedonia, since it is the only proactive, human development approach to social well-being that calls for more than the removal of legal and formal barriers or risks to participating as valued, respected and contributing members of Macedonian society.

The Summer School will broadly cover the three following topics: 1. Human Rights, Non-discrimination, or Social Inclusion?-Integrat ing Concepts and Perspectives of European Citizenship in the Balkans; 2. Social Exclusion, European Citizenship and Social Policy: Application and Scrutiny of Macedonian Research on Social Exclusion and Human Rights; 3. Culture, difference and human rights;

Eligibility: Postgraduate students, human rights activists, and members of socially and culturally marginalized groups from Macedonia committed to the idea of social inclusion and actively seeking to address problems related to implementation of human rights legislation, discrimination and social exclusion in the Macedonian society.

Application and selection process: Interested applicants will submit their biographical information (CV and letter of motivation) through the available

The applications of most suitable candidates, active in the field of human rights and non-discrimination, will be carefully and objectively assessed and selected by a Committee formed of Euro-Balkan staff, course lecturers and stream leaders, in collaboration with the OSCE Rule of Law Department.
